The articles were edited or shortened for use here. PREFACE In 1984, the author, with Professor George P. Chen, published the book Taiwan's Elections: Political Development and Democratiza tion in the Republic of China. We assessed Taiwan's political system as it related to election politics, early local elections, national supple mentary elections beginning in 1969, and the watershed competitive national election in 1980--which inaugurated democratic politics in Taiwan at the national level. That work also included a chapter on the 1983 national election, which proved to many observers that the 1980 election had not been just a show offered during an "election holiday" or a temporary democratic event. -

JANE KAUFMAN WINN* Banking and Finance in Taiwan: The Prospects for Internationalization in the 1990s The economic miracle achieved in recent decades by the Republic of China (ROC) on Taiwan' has received widespread attention. 2 Discussion of this devel- opment often focuses on Taiwan's program for export-oriented growth. Less attention has been directed to Taiwan's political system, 4 and still less to Tai- wan's banking system. 5 Taiwan's success in export-driven economic growth has created pressure not only for political reform and democratization, but also for reform of the antiquated, unruly, and inadequate financial system. *B.Sc., 1980, Queen Mary College, University of London; J.D., 1987, Harvard Law School. Following the victory of the Chinese Communist Party in 1949, the administration of the ROC was moved to Taiwan where it has remained. The ROC has never renounced its claim to be the sole legitimate government of all China, and so Taiwan views itself not as an independent country but as the largest region of China under control of the ROC today. In consideration of the unstable and harsh domestic and international environment, Taiwan implemented authoritative social and economic policies. The centralized policy was implemented in all sectors including the education sector, and education was based upon the ‘Three Principles of the People’ and anti-communist principles. Specifically, in the higher education sub-sector, university autonomy or academic freedom was not accepted, and universities assumed the role of a governmental agency. For instance, teachers’ appointment, students’ recruitment, entrance examinations, education curricula, and university management followed strict government regulations. When the Democratic Progressive Party (DPP) was formed in 1986, Taiwan changed from a one-party dictatorship to a polarized society. In July 1987, the ending of the Martial Law transformed Taiwan into a relatively liberal society. In the higher education sub-sector, the expectation for university autonomy increased among university officials. -
