Public Comments/Communications/ Member Comments Borders Committee Vice Chair Jesús Escobar and Consul General of Mexico Carlos González Gutiérrez offered comments from border perspective. 2. Executive Director's Report (Discussion) Chief Planning and Innovation Officer Ray Traynor presented an update on key programs, projects, and agency initiatives, including the agency’s response to COVID-19, San Diego Forward: The 2021 Regional Plan, and the Airport Connectivity project. Action: Discussion only. Reports 3. What We Are Learning from COVID-19 and How It Could Impact Transportation Planning in the San Diego Region (Discussion/Possible Action) Director of Mobility and Innovations Antoinette Meier, Director of Integration Transportation Planning Elisa Arias, Chief Officer of Data Analytics and Chief Economist Ray Major, North County Transit District Executive Director Matt Tucker, and Metropolitan Transit System Executive Director Sharon Cooney, presented an overview of regional economic and transportation impacts of COVID-19. Action: Discussion only. 4. Continued Public Comments None. 5. DISCUSSION AGENDA: ITEM 1: HAR20-047 Exclusive Negotiating Agreement and Predevelopment Loan for Predevelopment Analysis for Property at Southeast Corner of Famosa and Nimitz Boulevards Jeff Davis, Deputy Chief Executive Officer, San Diego Housing Commission, presented the request for approval. Pablo Collin spoke in favor. Mandy Havlik, Christine, Angela Vedder, Tom Roccanelli, Catherine Bendixen, Tina Compton, John Nemeyer, Margaret Virrisimo and two unidentified speakers spoke in opposition. Motion by Council President Campbell to take the following staff-recommended actions. Seconded by Council President Pro Tem Whitburn and passed by a vote of 9-0. That the Housing Authority of the City of San Diego (Housing Authority) take the following actions: 1) Authorize the San Diego Housing Commission’s (Housing Commission) President and Chief Executive Officer (President & CEO), or designee, to enter into an Exclusive Negotiating Agreement with Bridge Housing Corporation (Bridge), which will include a predevelopment loan to Bridge in the amount of $910,000.00 (Loan) to be used for predevelopment activities.

For instance, in November 2016 the voters approved Proposition G, an initiative that amended the City Charter that changed the name of the Citizens' Review Board on Police Practices to Community Review Board on Police Practices. However, one year later the San Diego Municipal Code has not been updated to reflect the change. An ordinance to update the San Diego Municipal Code was discussed at the Public Safety and Livable Neighborhoods Committee on April 26, 2017 however, no ordinance has been presented to date.

    CARMEL MOUNTAIN RANCH RESIDENTIAL COMMUNITY ASSOCIATION Dear Carmel Mountain Ranch Residential Community Association (Master HOA) Member, As you may know, the City of San Diego Planning Commission unanimously approved the New Urban West Trails project. The Trails project will consist of 1200 new dwelling units on the golf course consisting of apartments, townhomes and other multi-family rentals. The City Council is expected to vote on the project in September. From the time the golf course closed, the HOA Board has been actively involved in trying to ensure any new development on the golf course would blend into our existing CMR neighborhoods. We considered and pursued many options. We met with the golf course owner and New Urban West. We formed a golf course committee and they spent countless hours seeking options, meeting with the community groups and seeking documents from the City of San Diego. Their efforts were reviewed and considered by the Board and our legal team. Our golf course committee keeps the HOA members informed by providing verbal reports at our monthly HOA meetings and by creating newsletters sent to you via USPS and email. The Board retained Everett Delano to represent the HOA. Everett is a highly respected attorney in his area of expertise. Based on the advice of Everett Delano, the Board approved the hiring of multiple experts to look at multiple areas (noise, water, drainage, lighting, transportation, biology, environmental, air, vibration, fire, traffic, other). He filed responses to the City of San Diego as required and even filed a lawsuit seeking public documentation. We shared the experts’ reports with CMR United and CMRSSCC so they can use the information for their efforts.
