A communication approach illustrates the toxic complexity of workplace bullying, as it is condoned through societal discourses, sustained by receptive workplace cultures, and perpetuated through local interactions. Examining these (macro, meso, and micro) communicative elements addresses the most pressing questions about workplace bullying including: 1) how abuse manifests, 2) how employees respond, 3) why it is so harmful, 4) why resolution is so difficult, and 5) how it might be resolved. -

Alberts Arizona State University, Tempe Although considerable research has linked workplace bullying with psy- chosocial and physical costs, the stories and conceptualizations of mistreat- ment by those targeted are largely untold. This study uses metaphor analysis to articulate and explore the emotional pain of workplace bullying and, in doing so, helps to translate its devastation and encourage change. Based on qualitative data gathered from focus groups, narrative interviews and target drawings, the analysis describes how bullying can feel like a battle, water tor- ture, nightmare, or noxious substance. Abused workers frame bullies as nar- cissistic dictators, two-faced actors, and devil figures. Employees targeted with workplace bullying liken themselves to vulnerable children, slaves, pris- oners, animals, and heartbroken lovers. These metaphors highlight and delimit possibilities for agency and action. Furthermore, they may serve as diagnostic cues, providing shorthand necessary for early intervention. Federal Election Commission Office of Inspector General Root Causes of Low Employee Morale Study July 2016 Assignment No. OIG-15-06 Root Cause(s) of Low Employee Morale July 2016 EXECUTIVE SUMMARY Job Performance Systems (JPS) was hired by the Office of Inspector General (OIG) to report on the root causes of the Federal Election Commission’s (FEC) low morale. This study was motivated by past Federal Employee Viewpoint Surveys (FEVS) that place the FEC low on the Partnership for Public Service’s ranking of The Best Places to Work in the Federal Government. In addition employees have complained to the OIG about low employee morale. METHODOLOGY Following a review of the FEVS results and internal agency documents, JPS interviewed 78 individuals, facilitated 4 focus groups, and analyzed a customized survey completed by 185 personnel. The key statistic we used in evaluating survey items was the percent of respondents (excluding those choosing Not Applicable) that selected either the Agree or Strongly Agree option. From all this data, JPS identified the major factors that were contributing to low morale. The statements made in this report are therefore based on an aggregation of data from what FEC staff communicated to JPS through interviews, focus groups, and a survey, as well as an analysis of FEVS data. FINDINGS The major causes of low morale can be grouped in five categories as shown in Figure 1. The manuscript is based on an earlier version of the paper, “Constructing Gendered Victimization: Examining the Narratives of Men Experiencing Violence from Female Partners,” presented at the 2007 annual conference of National Communication Association, Chicago, IL. Male Victimization 2 Abstract This study explored, through in-depth interviews, the experiences of men sexually, psychologically, and/or physically victimized by female romantic partners. Men‟s narratives were analyzed to determine how masculinity and construction of victim-identities were related. Results show that abused men construed victimization as precipitated internally through self- blame and externally via societal-blame. Gendered masculinity was demonstrated for most men in the form of hegemonic-striving via complicit rationalizations; however, a minority of men constructed victimization in terms of protest masculinity. Male IPV victimization, while not as common as female victimization, is a serious problem with its own set of identity issues for male victims. Unfortunately, men‟s victimization from female partners receives comparatively limited scholarly attention (George, 2003). The goal of this study was to explore, through in-depth interviews, male IPV victims‟ communication of gender identities. -

LEGITIMACYOF INDEPENDENT CONTRACTORSUITS FOR HOSTILEWORK ENVIRONMENT UNDER SECTION 198 1 This Comment considers whether under the Civil Rights Act of 1991' (hereinafter section 1981), a person can sue under a hostile work environment claim when the person is an independent contractor. Under section 1981, an independent contractor can probably sue for a hostile work environment. The legislative history, although expanding section 1981's coverage in other respects, does not address independent contrac- tors. The very nature of an independent contractor inherently implies that the individual has control over his own work environment-free from the control of an employer. Thus, as a matter of logical construc- tion, independent contractors should not be able to sue under section 1981. On the other hand, however, most courts, such as the Seventh and Tenth Circuits, without giving the issue much attention, have allowed an independent contractor to sue under a hostile work environment claim. Even those courts that have examined the issue, such as the First Circuit, have permitted the claims based on either the text of the statute or its legislative history. More courts will probably follow those circuits and allow independent contractors to sue for a hostile work environment under section 1981 as long as there is no legislative intervention or pre- clusion. This Comment examines this issue by first considering the leg- islative history of the 1991 Amendments to section 1981, then proceed- ing to the tests that courts, specifically those in Alabama, use to judi- cially categorize independent contractors, and finally summarizing the case law from the courts that have encountered the issue. -

BY ADRIENNE VAN DER VALK ON NOVEMBER !, "#!$, Teaching Tolerance (TT) posted a blog by an anonymous contributor titled “Teachers Can Be Bullied Too.” The author describes being screamed at by her department head in front of colleagues and kids and having her employment repeatedly threatened. She also tells of the depres- sion and anxiety that plagued her fol- lowing each incident. To be honest, we debated posting it. “Was this really a TT issue?” we asked ourselves. Would our readers care about the misfortune of one teacher? How common was this experience anyway? The answer became apparent the next day when the comments section exploded. A popular TT blog might elicit a dozen or so total comments; readers of this blog left dozens upon dozens of long, personal comments every day—and they contin- ued to do so. “It happened to me,” “It’s !"!TEACHING TOLERANCE ILLUSTRATION BY BYRON EGGENSCHWILER happening to me,” “It’s happening in my for the Prevention of Teacher Abuse repeatedly videotaping the target’s class department. Workplace bullying and harassment Information and support Introduction There is good evidence that disruptive behaviour, inappropriate behaviour and harassment occurs in the medical workplace. A New Zealand study reported that 50% of house officers and registrars had experienced at least one episode of bullying behaviour during their previous three or sixth-month clinical attachment.1 An Australian study found that 50% of junior doctors had been bullied in their workplace.2 International research has shown that bullying in the healthcare profession is not associated with specialty or sex; it appears that bullying is endemic and occurs across all specialties and at all levels of seniority although it is fair to say that where bullying occurs it is more common to be by a more senior employee over a more junior one3. Examples of bullying could be a registrar that bullies a medical student or a charge nurse that bullies an enrolled nurse4. Behaviour that is disruptive to patient care and ideal workplace conditions can occur between colleagues, students and employees, and any contractors, patients, and family members with whom they are dealing. The aims of this resource are to: provide a guide for all doctors, medical students, hospital and practice managers to identify and manage workplace bullying and harassment, raise awareness and reduce the exposure of doctors and medical students to workplace bullying and harassment, and assist the medical profession in combating its perpetuation. Definition The Equal Employment Opportunities Trust defines harassment as “any unwelcome comment, conduct or gesture that is insulting, intimidating, humiliating, malicious, degrading or offensive". It might be repeated or an isolated incident but it is so significant that it adversely affects someone's performance, contribution or work environment. -

The aim of the study is to find out the causes of occupational stress within the organization and the impact on absenteeism and job satisfaction. A total of 502 employees‟ from different departments in manufacturing is taken as sample of study. Data was collected by using questionnaire with background questions, job stress such as role conflict and ambiguity, lack of participation in decision making, lack of authority, workload and interpersonal relationships and statements about the effect on organizational performance. Then this study helps to determine the most inducing stressors among employees‟ which lowers employees‟ performance in the organization. The external factor is beyond the control of organization. The findings showed that occupational stress does not have a direct impact on intention to leave and absenteeism. First organization need to increase job satisfaction by reducing occupational stress. By reducing stress, organizations preserve reducing the intention to leave and absenteeism. Recent holiday season figures highlighted the growing revenues from online purchasing and a decline in foot traffic in physical outlets. Consumer expectations are changing rapidly, and retailers need to provide a differentiated service that focuses on customer satisfaction and employee knowledge to help the customer in-store. But retailer performance has always been tightly aligned with a well-laid plan and sticking to it, especially in terms of staffing. The effects of absenteeism can swiftly knock a retailer’s plan off course and erode performance potential just at the time when the consumer is in-store. So, managing and minimizing absence is critical to staying on target and reduces the need for store managers to re-plan while already feeling stressed to ensure that there are suffi- cient resources to provide the right customer experience. Absence is a natural part of any business, and the need to manage it proactively is essential for business success. West Virginia Division of Personnel POLICY West Virginia Division of Personnel PROHIBITED WORKPLACE HARASSMENT PROHIBITED WORKPLACE HARASSMENTPOLICY NOTE: This policy replaces Interpretive Bulletin DOP-B6 (Prohibited Workplace Harassment). I. PURPOSE: The purpose of this policy is to prescribe a work environment where illegal harassment based on sex (with or without sexual conduct), race, color, religion, national origin, ancestry, age, disability, and protected activity (i.e., opposition to prohibited discrimination or participation in the complaint process) or status explicitly defined as protected under applicable State and federal law as well as nondiscriminatory hostile workplace harassment does not occur. Employees have the right to be free from harassment while in a State government workplace, and the State has the legal obligation to ensure that such harassment does not occur and that effective means of redress are available. This policy shall cover all independent contractors, volunteers, and employees of the State of West Virginia, including executive, administrative, classified, non-classified, exempt, and temporary employees, and employees of county health departments affiliated with the West Virginia Division of Personnel. II. DEFINITIONS A. Appointing Authority: The executive or administrative head of a unit of State government who is authorized by statute to appoint employees in the classified or classified-exempt service. B.
