Carole’s contact details are as follows: [Contact details redacted] Email: Phone: I first met Carole on a beach clean in Kirk Michael around 4 years ago and since then have had extensive with her and husband Peter, both in their personal capacities and in Carole’s role with Michael Commissioners. I have been very impressed by the contribution they have made to Michael parish and more widely to the Island as a whole. The attached document, which combines Carole’s CV and Personal Statement, outlines her career background in both Health Care and Education in the UK, and her contribution within local government and the wider community in the Isle of Man. Carole is committed to building community. She has demonstrated that as both member and chair of Michael Parish Commissioners, in which she has been very active. She has also been innovative and worked collaboratively in introducing new initiatives – for example establishing Michael Young Commissioners in conjunction with the village primary school. In addition Carole is passionate about the environment, nature and the need for sustainable development. Carole and Peter’s award winning development of a nature reserve and visitor centre at Sartfell is a very tangible expression of this commitment. It also brought widespread national exposure to the Island and our Biosphere, through winning the award for Sustainable Development in last year’s Grand Designs programme on television. I believe that Carole has very useful skills and experience which would enable her to make a significant contribution as a Member of Legislative Council. I am also confident that she would approach the role in a considered, thorough and professional manner and that her motivation is to make a contribution for the wider benefit of the people of the Isle of Man. As such I have no hesitation in proposing her for the forthcoming election. Yours sincerely, Tim TIM BAKER MHK for Ayre & Michael CURRICULUM VITAE CAROLE LILLYWHITE In applying for a place on the Legislative Council, I bring skills, experience and a temperament that I feel are highly suited to fulling this position. The Legislative Council’s role to scrutinize primary legislation, applying checks and balances, and to invite testimonies from experts and authorities to inform the members of the House of Keys, is a necessary adjunct to supporting Honourable Members in carrying out an ever increasing and demanding workload. As you will notice from the following curriculum vitae, I feel that I can add value to Honourable Members in delivering their objectives in the Programme for Government and in the Treasury’s focus on long term funding for Health & Social care and Climate Change legislation. 1969-1976: Lady Margaret’s Grammar School, London – I achieved 11 O’levels, 1 A’level 1977-1980: 2+1 State Registered Nurse training at St George’s Hospital 1980: I qualified as a State Registered Nurse. I was appointed as a Staff Nurse then as a Sister in Charing Cross Hospital Accident and Emergency. As a State Registered Nurse, I developed many personal and professional skills that included working under stress with time constraints; understanding and relating to people who presented themselves in a stressful and emotional state; examining and reviewing treatments and outcomes that required a logical and detached view with confidence. I was also able to solve problems for some patients that required an innovative approach for unusual, social and medical situations. I managed, as a Ward Sister, a short-stay unit within the department regarding which policy was to monitor, assess and refer or discharge minor injuries and the elderly in order to give relevant, direct, immediate care by social services, physiotherapy and district nursing. I consulted and liaised with many agencies from Social Services, Health professionals, Medical/Surgical Consultants and have managed a staff of eleven nurses which included elements of human resource management; staff rotas and fund raising. 1986-1990: I was appointed as Office Administrator at MBS, a Personal Computer sales and services company. I was also responsible for liaising with customers, providing after sales services. 1990 to 1999: During this period I was raising a family and assisted, as a volunteer, in the running of a pre-school and eventually as a salaried pre-school assistant. 1999: I joined St Clement Danes School, Hertfordshire as receptionist and MIS administrator, working on attendance, school records, personnel, and also acted as a temporary exams officer. 2005: I then joined Swakeleys School in Hillingdon, as MIS Manager, creating and running the timetable; improving pupil progress with assessment data; exams management and attendance management. 1 | P a g e CURRICULUM VITAE CAROLE LILLYWHITE 2009 – I joined SBS in Milton Keynes. I became a consultant to many types of schools using all my MIS established skills and experience extending to pupil annual reporting and pastoral processes. I also consulted on change management regarding the role of support staff to give the senior management more time to concentrate on Teaching and Learning and improving outcomes for all pupils. This included behaviour management, monitoring and increasing attendance, creating timetables and reporting to parents. I have presented to Headteachers and Local Authority Education Departments on all aspects of school systems administration, including lesson planning, managing schemes of work, pupil mentoring and lesson cover. 2010: I worked as a self employed consultant on change management in schools and promoting pupil progress 2012/13: I came to the Isle of Man, after a short holiday, being drawn to this Nation by its people, its history and particularly its natural heritage. Settling in Kirk Michael, I was keen to immerse myself in village life and applied successfully for a position on the Board of Commissioners for the Parish of Michael. I spent a year as the Chairperson. Right from the start I organised a public meeting to meet residents to find out what our priorities should be during our term of office. It was well attended. Our successes include newly refurbished toilets; replacement play equipment; a refurbished disused railway line and car parks. All projects the residents wanted and approved of. My own particular success was to start a Young Commissioners Programme at our local school, Michael, where I have encouraged both pupils and the Headteacher to use this platform to highlight local issues and for me to gain feedback on our own projects relating to the younger members of our village. This feedback is then reported back to the whole Board. This open access to local authority works well and targets the specific groups who would not necessarily have representation, or their views heard. I am very keen to broaden the appeal of Government and all its possibilities to young people of today, to provide the leaders of tomorrow. As a member of Michael Heritage Trust, I am currently taking oral histories from residents and former pupils of Michael school, which will be stored digitally for future study by members and the community. I am a member of Manx Heritage Trust and help out with open days and craft days e.g. Snow Queen in Castle Rushen. I am also a member of Manx Wildlife Trust and Manx Ornithological Society. Both my husband Pete and I created a company called Sartfell Education and Tourism Ltd to establish and develop an outstanding resource for local residents, children and other visitors. My personal life has equally been rewarding on this magical Isle as both my husband and I have created an award winning, near zero carbon and energy efficient home. We have completed the first stage of our development of a nature reserve rewilding the uplands back to its original form; protecting acid bog areas; planting trees and planting and restoring natural flora and fauna. We have increased the reserve’s biodiversity and continue our programme of reducing our carbon footprint. We have provided a safe area for hen harriers, buzzards and kestrels; butterflies, bees dragonflies and native plants to live and prosper. The innovative draft Manx Biodiversity Strategy encouraged us to develop this project and achieving the Status of UNESCO Biodiversity Nation determined us to continue. We have recently commenced the construction of a Visitors’ centre for educating school children and eco-tourists. Our refurbished traditional Manx Cottage will enable visitors including those with mobility difficulties to stay and enjoy all that is on offer.
