No questions were asked. 4 CHAIRMAN’S REPORT Cllr Budd gave his report: The longstanding vacancy for councillor was filled by Terry Ballard of the Fenn Bell and we welcome his very useful local knowledge and involvement. Another resident, Mike Windsor, volunteered as Footpaths Officer and we thank him for his time and energy in walking the paths and reporting problems.     Medway Heritage Asset Review 2017 Final Draft: November 2017 Executive Summary The Medway Heritage Asset Review intends to provide a comprehensive overview of the heritage assets in Medway in order to inform the development of a Heritage Strategy to support the emerging Medway Local Plan 2015. Medway benefits from a rich heritage spanning millennia, underpinning the local distinctiveness and creating a unique and special character that can be readily interpreted through the historic environment. The main report is broken down into sections, initially looking at the topography of Medway and how this influenced human settlement in the area, then looking at the development of the key settlements in Medway; taking into consideration the key drivers for their establishment and identifying existing heritage assets. Furthermore, the main influences to development in the area are also considered; including Chatham Dockyard and the military, the brick, cement and lime industry, agriculture, maritime and religion. Through investigating Medway’s history both geographically and thematically, the significance of heritage assets and the importance of historic landscapes can be readily identified; enabling a better understanding and providing opportunities to enhance their enjoyment. Non-designated heritage assets are also identified using a broad range of sources; providing a deeper knowledge of what shapes the distinct local character experienced in Medway and the how this identity is of great importance to the local community. The report concludes with suggestions for additional areas of research and identifies themes to be considered to inform the development of a coherent and robust Heritage Strategy that will help enhance, understand and celebrate Medway’s heritage for years to come.

Crozer also recognised the members had received a written application from a lady living close to Rochester High Street, where it was established that sadly she did not meet the required criteria of living within 3 miles of the village boundaries, as such her credentials were not able to be considered. Further interest was additionally received from a woman in Hoo, but it was subsequently not followed up by her.

BRIDGLAND and P. HARDING INTRODUCTION A small number of Lower Palaeolithic artefacts have recently been discovered in a working pit at Shakespeare Farm, St. Mary's Hoo (N.G.R. TQ 814774), which exploits a gravel deposit mapped by the Geological Survey (New Series, Sheet 272) as `3rd Terrace'. This gravel caps the ridge between the present Thames and Medway estuaries, so it is not immediately clear to which river it belongs. The artefacts comprise two hand-axes, a core and a flake. One hand-axe was discovered in situ in the working face of the gravel pit. This is the first record of in situ material from the gravel of the Hoo Peninsula and has important implications for Pleistocene/Palaeolithic chronolo- gy in the Lower Medway basin. PREVIOUS DISCOVERIES OF PALAEOLITHS ON THE HOO PENINSULA The gravels of the Hundred of Hoo have received comparatively little attention from geologists and archaeologists and as a result few records of Palaeoliths from this district exist. Whitaker (1889, 442) reported three hand-axe finds in the St. Mary's Hoo — Allhallows area, while Roe (1968a) recorded a hand-axe from St. Mary's Hoo in the British Museum (possibly one of the above three). An Acheulian hand-axe found on the beach at Allhallows (Tester, 1978) may have been washed out of the gravels covering higher land to the south. Cllr Luck declared a personal interest in item 12e Cross Park as he cut the grass and a prejudicial interest should the grass cutting be discussed. 94 b New Code of Conduct The old code ceased on 30 th June. Councils were required to adopt a new code from 1 st July, but Medway Council would not be adopting theirs until the full Council meeting to be held at the end of July.
