Stephen Lecce, Minister of Education August 24, 2020 Dear Minister Lecce, As the Ministry and Boards of Education, educators, parents, and students all prepare for the return to school in the coming weeks, it is important that all stakeholders consider the implications and impacts of COVID-19 plans on students covered under PPM 161. With that in mind, Epilepsy Ontario and the province’s Community Epilepsy Agencies want to advise you of certain concerns that have been raised regarding how to ensure students with seizures receive proper support, with the expectation that the Ministry will proactively work with Boards of Education to address these concerns. Schools and Boards must work with parents and students to ensure that effective seizure response and accommodation plans are in place for students with epilepsy, whether attending class in-person or using remote learning options. This plan should include considerations such as: • ensuring staff have a basic knowledge of epilepsy and how to support any students in their school living with seizures, by connecting with local Community Epilepsy Agencies or using Epilepsy Ontario’s online educator training course. • discussing with parents and students the level of disclosure they are comfortable with in the classroom, either in-person or remote, such as informing classmates about a student’s seizures, with the goal of de-stigmatizing epilepsy and creating ‘buddy’ supports for issues such as washroom trips, or lessons missed due to seizures. • working with parents to understand and address individual seizure triggers or psychosocial needs a student might have (such as exhaustion, flashing lights, anxiety about COVID-19, stress about mask wearing) and recognizing that triggers vary from person-to-person with epilepsy.

I’m deeply concerned with how you have handled an educational video blog, produced by a student and included in a tenth-grade civics course, which features a Palestinian point of view. I am aware that you have banned school boards from showing this video, which you have described as “anti-Israel and antisemitic.” This is an inaccurate description of the video’s content, and an unacceptable way to treat Palestinian perspectives in the classroom. I have reviewed the video blog in question, and while it does reflect a specifically Palestinian point of view, I did not find there to be any unacceptable or racist content. Instead, in the video the student discusses the “current occupation of the Palestinian land by the Zionists,” who are said to have “violated the human rights of the Palestinians.” This is not controversial: • Zionism is the political ideology of the state of Israel. Merriam-Webster, for example, defines Zionism as “an international movement originally for the establishment of a Jewish national or religious community in Palestine and later for the support of modern Israel.” A political movement launched in the 19th century, Zionism eventually led to the emigration of hundreds of thousands of (mostly European) Jews to Palestine through the mid-20th century.

Premier, you tell us that there is no infrastructure project more important to the people of Ontario than broadband. This very important infrastructure project requires immediate investment; however, the province has yet to provide funding to ensure access to adequate broadband. According to the Financial Accountability Office’s Expenditure Monitor for the Fourth Quarter of 2019-20, your government had a $137 million spending decrease for Infrastructure Programs. Your government failed to spend any of the $31.8 million budgeted for broadband infrastructure in 2019-2020. Access to broadband is a core component to Ontario’s economy as it allows workers to continue working from home throughout the COVID-19 pandemic. Reliable and affordable internet is also essential to ensure students can access virtual learning. In response to the COVID-19 pandemic, events and meetings are forced to go virtual, but many northern and rural Ontarians are unable to participate as a result of their poor and unreliable broadband service, if they have access at all. Ontarians shouldn’t have to park outside of Tim Horton’s to be able to attend virtual meetings and events. We have attached letters from our constituents, highlighting the importance of making affordable, reliable broadband internet accessible for Ontarians.
