HON NICK GOIRAN (South Metropolitan) [5.14 pm]: The more things change, the more things stay the same! Here we are now, on 3 April, and the last time this bill was before the house was yesterday, 2 April. Yesterday, Hon Aaron Stonehouse put forward a quite reasonable request that the government defer its consideration of this bill, and the government simply said no. It continues with its bullying approach with members, and wants them to have less time than the government to consider this review. Today is 3 April and, as I said, the more things change, the more things stay the same. We still have not received an apology from the Parliamentary Secretary to the Minister for Health regarding her remarks on 14 February this year. We still have not received an apology from Minister Cook regarding his remarks on 21 February. We still have not seen the submissions to the review. They have not been tabled by the government, notwithstanding its remarks on 14 March last year. We still have not seen any sign of the government’s alleged legal advice that it is relying on in respect to this matter. We still have not seen any sign of the government’s response to the review by Sonia Allan. We still have not received any indication from the government on its view of the proposed amendments currently on the supplementary notice paper.

Political Chronicles Commonwealth of Australia January to June 2007 JOHN WANNA The Australian National University and Griffith University Shadow Dancing Towards the 2007 Election The election year began with Prime Minister John Howard facing the new Opposition leader, Kevin Rudd. Two developments were immediately apparent: as a younger fresher face Rudd played up his novelty value and quickly won public support; whereas Howard did not know how to handle his new “conservative” adversary. Rudd adopted the tactic of constantly calling himself the “alternative prime minister” while making national announcements and issuing invitations for summits as if he were running the government. He promised to reform federal-state relations, to work collaboratively with the states on matters such as health care, to invest in an “education revolution”, provide universal access to early childhood education, and to fast-track high-speed broadbanding at a cost of $4.7 billion. Rudd also began to stalk and shadow the prime minister around the country — a PM “Doppelgänger” — appearing in the same cities or at the same venues often on the same day (even going to the Sydney cricket test match together). Should his office receive word of the prime minister’s intended movements or scheduled policy announcements, Rudd would often appear at the location first or make upstaging announcements to take the wind from the PM’s sails. Politics was a tactical game like chess and Rudd wanted to be seen taking the initiative. He claimed he thought “it will be fun to play with his [John Howard’s] mind for a while” (Weekend Australian Magazine, 10-11 February 2007).

Yours sincerely, Chris Curtis Enhancing Democracy in Western Australia Chris Curtis May 2021 The manufactured hysteria that greeted Ricky Muir’s election to the Senate and that ultimately led to the Turnbull government’s rigging the Senate voting system to favour the Greens over the micro-parties is getting an encore performance with the election of Wilson Tucker in Western Australia, despite the unremarked-upon election in both jurisdictions of many more candidates of major parties from even lower primary votes and with the added twist that most members of the panel established to investigate the matter have already endorsed, even promoted, the hysteria (https://insidestory.org.au/an-affront-to-anyone-who- believes-in-democracy/). While it is clear from this fact that submissions in support of logic and democracy have already been ruled out of consideration, it is worthwhile putting them on the public record for future historians to refer to and so that more reasonable politicians can revisit the issue if the hysteria dies down. HON KATE DOUST (South Metropolitan — Deputy Leader of the Opposition) [5.48 pm]: On behalf of the opposition, I am pleased to say a few words in support of the Election of Senators Amendment Bill 2015. The bill was read into the house in March this year. It is a relatively simple bill with only four clauses, one of which provides the change. I know that the minister responsible is probably very keen to expeditiously get this bill through today. Given that we are not too sure about the federal government’s election timetable, it may be that we need to ensure that the bill is passed a lot faster than originally planned. However, I do not want to disturb the minister and have him think that I have not paid appropriate attention to this legislation or have him accuse me at a later stage of not spending enough time on the bill, so I will go through a few things and provide a little background for members as to why this piece of legislation is in front of us. As I said, it is a fairly straightforward bill with only four clauses and deals with the election of senators. The original bill was introduced into this Parliament in 1903 and assented to on 11 December in the same year. I am sure Hon Jim Chown will recall it; he was probably around at that time! I will go into some of the history.

Both these ladies went above and beyond their duties and never complained when I asked them to work late or to pop into the office when I needed help at the weekend. Thanks, girls. I will not forget the support you gave me and all the times you picked me up and dropped me off at the airport. Mr David Modolo, my electorate officer, travelled everywhere in the electorate with me—from Norseman to Kalumburu and everywhere in between. On some of our flights, we spent three or four hours in the air, with the worst inflight service you could imagine. We could only eat and drink what we brought along, but not once did he complain. Being newly married, he never kicked up when I asked him to bring a suitcase because we were going to the bush for a while. During the flights, we spent much of our time discussing the reasons for the trip. When we landed, I was always full bottle on the issues and where we stood on the issues. David was a great electorate officer for me. He had had a similar role in federal politics, and I was the one who gained from all his experience. He will always be a good friend. My family know that I was never put on this earth to be a good father or a papa or a brother or even a husband. My role was as a worker and provider.

Descendants of those who were central to the establishment of the research centre, including former Premier Frank Wise and the Durack family, as well as farmers and civic leaders, paid testimony to the vision and fortitude of those who helped to realise the potential of the fertile landscape. The Kimberley Research Station was established in 1946 as a joint state and commonwealth initiative, staffed by the CSIRO and the Western Australian Department of Agriculture.

As WA moves towards 2029, 200 years since the establishment of the Swan River Colony, we have a unique opportunity to speed up our journey of reconciliation.
