Turkey PM trashes president’s claim on ISIS child bomber (1.05/2) ANKARA, Turkey — Turkey on Monday went back on claims that a child bomber linked to Islamic State of Iraq and Syria (ISIS) jihadists carried out a deadly suicide bombing close to Syria, saying it had no clue who was behind the attack. Turkish Prime Minister Binali Yildirim said Ankara could not confirm who was the perpetrator of the attack on a Kurdish wedding in the city of Gaziantep which left 54 dead, apparently contradicting President Recep Tayyip Erdogan who had said it was a child bomber acting on IS orders. “We do not have a clue about who the perpetrators behind the attack were. Early information on who did the attack, in what organisation’s name, is unfortunately not right,” Yildirim told reporters in Ankara. His comments were in stark contract with those by Erdogan who said on Sunday that the bomber was a child aged between 12-14 acting on orders of ISIS jihadists. READ: ‘ISIS child bomber’ kills at least 51 at Turkey wedding | Would-be Boko Haram bomber ‘caught by her ponytail’ Yildirim described as “rumours” whether the attack was conducted by a child or an adult, while insisting security agencies would continue their work to find out who was responsible. “Those who were behind the attack will be revealed, there is no doubt about this.” The Hurriyet daily said DNA tests were under way to ascertain the bomber’s identity, nationality and gender. ‘Strikes on IS, PYD’ Earlier Turkish press reports said security forces believed the attack had been timed as retaliation by jihadists for offensives both by Kurdish militias and pro-Ankara Syrian opposition forces against IS in Syria. According to the Syrian Observatory for Human Rights, hundreds of rebel fighters were preparing inside Turkish territory to launch an offensive on the IS-held Syrian town of Jarablus. Without explicitly confirming the rebel offensive, Foreign Minister Mevlut Cavusoglu said Turkey backed anyone fighting against IS and would itself fight the group “to the end”. “Our border must be completely cleansed from Daesh,” he said in televised remarks, using an Arabic acronym for the IS group. CNN-Turk and NTV channels later reported that Turkish armed forces launched artillery strikes on separate targets of IS jihadists and the Democratic Union Party (PYD) Kurdish militia in northern Syria. Turkish army howitzers stationed inside Turkey fired on IS targets in the town of Jarablus and PYD targets around the area of Manbij, the reports said. Dead mainly under 18 Media said the majority of those killed were children or teenagers, with 29 of the 44 victims identified so far aged under 18. The death toll rose to 54 after three more died in hospital in the early morning, the Dogan news agency reported. Sixty-six people were still in hospital, 14 of them in a serious condition. Television pictures showed fire brigade workers hosing down the area of the attack with water in a clean-up. The leader of the pro-Kurdish Peoples’ Democratic Party (HDP) Selahattin Demirtas said in a statement that “all of those killed were Kurds”. The bride and groom — a couple from the strongly Kurdish region of Siirt to the southeast — were rushed to hospital but not seriously wounded. The attack followed a string of strikes blamed on IS and Kurdish militants in recent months but if IS launched the attack, it would be the first significant jihadist action in Turkey since a failed July 15 coup. Hurriyet said the type of bomb used — stuffed with 2-3 centimeter shards of iron and detonated with C-4 explosives — was similar to that used in previous suicide bombings against pro-Kurdish gatherings blamed on IS in the border town of Suruc and at Ankara train station last year. The authorities were also looking for two individuals said to have accompanied the suspected suicide bomber into the wedding party but who then left the scene. All 44 victims identified so far were laid to rest in harrowing ceremonies in Gaziantep on Sunday, with relatives throwing themselves on the coffins in grief, an AFP correspondent said. The hillside graveyard was pock-marked before the ceremony with the holes of dozens of freshly dug graves for the victims. One mother, Emine Ayhan, lost four of her five children in the bombing while her husband is in intensive care, the Yeni Safak daily said. According to the list of victims in Turkish media, the youngest — named as Gurbet Akcan and Muhammet Yagiz — were both aged four.

Counterfeit pain pills likely came to Prince illegally MINNEAPOLIS — The disclosure that some pills found at Prince’s Paisley Park home and studio were counterfeit and contained the powerful synthetic opioid fentanyl strongly suggests the pills came to the superstar musician illegally. But exactly how Prince obtained the drugs is still unknown, four months after he collapsed in an elevator on April 21 and died of an accidental fentanyl overdose. Authorities have so far revealed little about their investigation, saying it’s active and moving forward. But former prosecutors and defense attorneys who are familiar with drug investigations say it’s likely someone will be prosecuted, whether or not Prince knew he was consuming illegal drugs. “They will not say it was just Prince’s fault and let it go at that,” said Phil Turner, a former federal prosecutor in Chicago now in private practice. An official close to the investigation told The Associated Press on Sunday that some of the pills found at Paisley Park were falsely labeled as a common generic painkiller similar to Vicodin, but actually contained fentanyl. The official, who spoke on condition of anonymity because of the ongoing investigation, also said that records show Prince did not have a prescription for any controlled substances in Minnesota in the last 12 months. The only way to get fentanyl — a synthetic opioid that is 50 times more powerful than heroin — is through a legal prescription, or illegally from the black market, said Joe Tamburino, a Minnesota defense attorney. “When you have weird stamped pills in aspirin bottles, sometimes things are what they seem, which is illegally obtained controlled substances,” Tamburino said. “How he got them? Who knows.” Fentanyl has been responsible for a surge in overdose deaths in some parts of the country. When made into counterfeit pills, users don’t always know they’re taking fentanyl, increasing the risk of fatal overdose. Tamburino, who is not connected to the Prince case, said investigators will likely talk to those close to Prince, and they’ll also search the computers, phones and communications of Prince and his associates, to see whether the pills were purchased online. Those searches would typically involve examining text messages, Instagram messages and other communications. “This is not to say the people close to him are guilty, we have no idea of that. But that’s where it would start,” Tamburino said. He also added that investigators are probably looking at security footage from Paisley Park, if any exists, to see who might have been going to and from the studio. Gal Pissetzky, a defense attorney in Chicago, said there are many ways Prince could have obtained the drugs: From a close adviser or friend, from a dealer on one of the stops he made as he was on tour, or over the Internet himself. He added that investigators might also use cellphone data to track Prince’s whereabouts. If someone gave Prince the drug that killed him, that person could face a third degree murder charge, punishable in the state of Minnesota by more than 12 years in prison, Tamburino said. In addition, any illegal operation that involved making and dealing fentanyl could open many people up to a host of drug charges, from trafficking to conspiracy. Because the sale resulted in Prince’s death, it would increase the chances that someone could get the maximum sentence of life in prison if convicted, Turner said. Turner said he believed there was a good chance someone will eventually be charged. Improved forensics tools, including the ability to use narcotics chemical signatures to narrow down possible manufacturers, also increase the chances of arrests. If China- or Mexico-based producers were involved, American authorities may have to focus on a dealer or doctor in the US who supplied the drugs knowing the substance was illegal, Turner said. But US agents can and do go after suspects based in countries not inclined to closely cooperate with law enforcement here, such as China. The drugs could also be made by people who are not associated with cartels. Enticed by big profits, small-time drug dealers are buying pill presses online and using low-cost fentanyl powder from China to make fake pills, according to a July 2016 Drug Enforcement Administration intelligence brief. Dealers unaffiliated with drug cartels can buy a kilogram of fentanyl powder for a few thousand dollars from a Chinese supplier and turn it into hundreds of thousands of counterfeit pills for millions of dollars in profit. But inexperience has a cost. The small-time operators aren’t mixing fentanyl correctly and turning out pills with varying strengths, some containing three times a lethal dose. “Such wide disparity in dosing reveals that the producers were likely new to incorporating fentanyl in pill production, as the fentanyl was not thoroughly mixed with the other powders before binding and pressing into pills,” the DEA brief said. Pissetzky said news of the falsely labeled drugs tells him that the pills did not come from a doctor. “There’s a big, big black market for counterfeit drugs. When people buy these, they don’t personally know, many times, that they are not the real thing, and that’s when you get overdoses,” Pissetzky said. 5 Tribunal confirms French resort’s burkini ban NICE, France — A French administrative tribunal on Monday upheld a burkini ban decided by a Riviera resort which was one of a growing number of towns to outlaw the body-concealing Islamic . The Nice tribunal rejected an appeal by two human rights groups, ruling that the ban in Villeneuve-Loubet was “necessary, appropriate and proportionate” to prevent public disorder after a succession of jihadists attacks in France, including one in Nice on July 14. The burkini was “liable to offend the religious convictions or (religious) non- convictions of other users of the beach,” and “be felt as a defiance or a provocation exacerbating tensions felt by” the community, it added. READ: Ban on Islam-inspired burkini spreads in France Villeneuve-Loubet, just west of Nice, was among the first French towns to ban the burkini, triggering a fierce debate in France and elsewhere about the highly-contentious issue. So far 15 towns in the southeast, including Nice itself, have already banned the burkini including nearby film festival host city Cannes, where three women were each fined 38 euros ($43) under the ban at the . The Human Rights League (LDH), which brought the appeal with the Collective against in France (CCIF), announced it would appeal the decision to the Conseil d’Etat, France’s highest administrative jurisdiction. The Council “should give its ruling within (a couple of weeks) and definitively fix the matter, legally,” LDH lawyer Patrice Spinosi told AFP. “The administrative tribunal rejected our request. It’s a decision along the way and it’s not really a surprise,” he added, noting that the same tribunal earlier this month upheld a burkini ban by Cannes, the first French town to impose one.

LeBron to do ‘Space Jam 2′ but doesn’t want to rush it Live-action animated film “Space Jam” has become such pop-culture phenomenon over the years that fans still clamor for a sequel. After several reports that the NBA’s premier superstar LeBron James would headline the much- anticipated second film, The King himself detailed the current status of the 1996 cult classic. READ: LeBron James eyed to headline ‘Space Jam’ sequel—report As seen in a 37-second clip posted by the Business Insider on Facebook, the recently crowned NBA champion stressed that should a sequel materialize, he wants to make sure it does the original film justice. “Michael Jordan and the Looney Tunes–they did an unbelievable thing not only for my childhood, but for so many kids and so many people that followed the franchise,” he said. “So, obviously, we want to make sure that it’s right.” Aside from giving credit to the original lead and best basketball player of all-time, Michael Jordan, James said the studio behind its production is actually taking its time to make sure all the right pieces fall into place. “We don’t want to rush it. We don’t want to do something that’s not authentic to the ‘Space Jam’ brand. So, hopefully, we can get it right. But right now, where it stands, the ‘Space Jam’ franchise is in a great place,” the four-time NBA MVP said. Other NBA players are reportedly targeted for smaller roles in the film, including L. A. Clippers’ high-flying forward Blake Griffin, Boston Celtics’ diminutive guard Isiah Thomas and the rookie sensation of the New York Knicks, Kristaps Porzingis. 7 JV Ejercito suspended from Senate for 90 days as he faces graft The Sandiganbayan Fifth Division ordered the suspension of Senator Joseph Victor “JV” Ejercito from his Senate duties for 90 days as he faces a graft charge before the Sandiganbayan over the anomalous purchase of firearms using calamity funds. In a resolution, the anti-graft court said it approved the Office of the Special Prosecutor’s motion to suspend pendente lite Ejercito and his co-accused city administrator Ranulfo Dacalos, treasurer Rosalinda Marasigan, attorney Romualdo delos Santos, budget officer Lorenza Ching and engineer Danilo Mercado as they face a graft trial. “Accused Joseph Victor Ejercito is hereby suspended from his position as senator of the Republic of the Philippines, and from any other public office which he may now or hereafter be holding for a period of 90 days from receipt of this resolution, unless a motion for reconsideration is seasonably filed,” the court said. In seeking to suspend Ejercito and the co-accused, the Office of the Special Prosecutor cited Section 13 of Republic Act 3019 which provides that public officials charged with a valid information of graft will be preventively suspended from office and will lose his or her benefits at the time of his or her suspension. “With the arraignment of all of the accused on April 18, 2016, the validity of the information filed against them is no longer in question. Suspension must follow as a matter of course,” the prosecutors said in their motion. Ejercito was charged with graft over the anomalous purchase of high- powered rifles worth P2.1 million using calamity funds when he was San Juan mayor in 2008. READ: JV Ejercito nixes move to suspend him for graft According to the information, Ejercito conspired with other city officials to purchase high-powered firearms in February 2008 using the city’s calamity fund as “investment for disaster preparedness.” The city council then passed a city ordinance allowing Ejercito to buy the firearms for the city’s police department. Ejercito approved the purchase even though the city was not under a state of calamity when the purchase was made. The firearms bought using the city’s calamity fund include: three units of model K2 cal. 5.56mm sub-machine guns and 17 units of Daewoo model K1 cal. 5.56 mm sub-machine guns. The purchase of the firearms was done with haste without “competitive bidding and without any post-qualification, bolstered by bid documents bearing dates earlier than the publication of the invitation to bid, showing that an unwarranted benefit, advantage and preference was accorded to the supplier,” the prosecutors said. READ: Witnesses point to JV Ejercito in firearms deal graft trial The Ombudsman cited the joint circular between the Departments of Budget and Management as well as of Interior and Local Government which did not include high-powered firearms among the items needed for disaster relief and mitigation. Ejercito will serve as senator until 2019. In the Sixth Division, Ejercito was also charged with technical malversation with San Juan Vice Mayor Francis Zamora over the anomalous purchase of the firearms. The anti-graft court Fifth Division is also hearing the plunder case Ejercito’s half brother Sen. Jinggoy Estrada, who is detained at the Philippine National Police Custodial Center over his alleged involvement in the pork barrel scam. Jinggoy is Loi Ejercito’s son, while JV is Gomez’s son, with former president Joseph Estrada. In 2007, now Manila mayor Estrada was convicted of plunder by the Sandiganbayan on jueteng kickbacks. He was later pardoned by then president Gloria Arroyo. CDG

Facebook user imprisoned in Dubai over fund- raising post Facebook enables people to connect freely with one another, but unfortunately for a British man, the famed social networking site landed him behind bars. Scott Richards spent more than three weeks inside a Dubai police cell after posting a link on his Facebook page of an online campaign aiming to raise money for refugees in Afghanistan. The 42-year-old economic development adviser, who holds British and Australian citizenships, was locked up at Al Murraqabat Police Station after publicly promoting the efforts of a US-run charity, a BBC report confirmed. The expatriate was eventually charged with fund-raising without permission and spent 22 days in custody, following his arrest on July 28. Richards, who has been living and working in the United Arab Emirates with his wife and two children, was reportedly oblivious to what he has done, and did not mean any harm when he shared a link to a GoFundme page by the Zwan Family Charity that aims to provide tarpaulins, blankets, warm clothes and sleeping bags for the refugees. Under the new laws of the government of Dubai, it is illegal to advertise fund-raising campaigns in Dubai without written approval from the Islamic Affairs and Charitable Activities Department. Meanwhile, the jailed immigrant’s mother, Penelope Haberfield, had told BBC that Richard’s sudden arrest caused extreme stress to their family. “His wife can only take the clothes to him once a week. She takes him money so that he can buy water and extra food,” the anxious mom was quoted as saying in the report. “She’s worried for him, she’s worried for herself because if she runs out of money, will she have to leave the country? She’s frightened for her children,” she had added. The grieving mother had said the constant changing of laws in the country was very confusing, especially since the UAE government doesn’t make the proper effort to inform expatriates. “In a case like this where it’s so obviously unjust we are hoping for diplomatic intervention which the Australian government has done in the past,” Haberfield had said. A spokeswoman for the charity, meanwhile, released a statement regarding Richards’ apprehension. “Zwan Family Charity has been blessed with supporters and donors all over the world and we urge each of them to please learn the charity laws of your government before you publicly support us,” she told the BBC. 10 Deaf driver shot dead by US police during traffic stop Authorities in the southern US state of North Carolina said Monday they are investigating the death of a deaf man who was fatally shot after a trooper tried to pull him over for speeding. Daniel Harris, 29, who used sign language to communicate, led trooper Jermaine Saunders on an eight-mile (13-kilometer) chase on Thursday that started on an interstate highway and ended outside his home in Charlotte, local television station WSOC reported. The driver exited his vehicle in the neighborhood and an “encounter took place” that led to a shot being fired, North Carolina State Highway Patrol spokesman Sergeant Michael Baker said in a statement. The driver died at the scene, Baker said. No weapon was recovered from Harris, the State Bureau of Investigation told WSOC. Saunders has been placed on administrative leave while investigators review evidence, including dashboard and body camera videos. A neighbor called the shooting “totally unacceptable.” “He didn’t even hear the siren, he didn’t hear anything… You’re pulling someone over who is deaf, they are handicapped,” Mark Barringer told WSOC. Harris’s family has launched an online fundraiser to pay for funeral expenses. Leftover money “will be used to set up a foundation in his name to educate and provide law enforcement proper training on how to confront Deaf people,” the family’s YouCaring.com fundraising page said. They hoped to change drivers’ registration systems so that a “deaf” alert will show up when police look up a car’s license plate. “With this change, Daniel will be a hero in our deaf community,” the family said. More than $10,000 had been raised by late Monday. RELATED STORIES Deaf driver shot dead by US police during traffic stop US soul-searching after police fatally shoot two black men

Can political apps send more young people to the polls? Young people between the ages of 18 and 35 make up about 31% of the eligible voting population in the US, and they will soon be the largest group in the electorate. Although they frequently talk about politics online, these so-called 'millennials' are traditionally less likely to vote than older people. Developers have created a host of new apps targeting this age group. But are they enough to encourage the smartphone generation to become more politically engaged? Apps like Voter build on existing formats to introduce users to political candidates who align with their own beliefs. Created by 26-year-old web developer Hunter Scarborough, Voter allows users to swipe left and right through a number of political candidates until they find the ideal match. You could describe it as a political form of Tinder. Scarborough says he created the app after becoming frustrated by the lack of political news sources he felt he could trust. "I didn't want to vote on a sound bite from a news anchor, or a sound bite from a family member," he says. "I looked at the wealth of raw political data becoming available, and realized there could be a much faster and more accurate way to become informed. " Scarborough is convinced apps like his can have a positive impact on turnout. "If someone has a horse in the race, they're much more likely to participate," he says. "So if you use the app and you have a strong degree of confidence in who you match for, you are much more likely to be at the polls when election day comes, " he adds. Unlike Voter, the Brigade app - which builds on a Facebook-style model to encourage public political discussion online - does not allow users to choose whether to share their political information with others. The social networking app works by asking a series of questions about political issues, allowing users to mark 'agree', 'disagree' or 'unsure'. They can then see how they compare to their friends, followers and the wider population of users. Brigade stresses the "huge potential" of apps to help younger voters get involved in politics, but recognises the difficulty in ensuring they remain interested. "The hard part is getting to a scale that ensures people's voices and votes have real influence," says its spokesman Andrew Noyes. "Those of us operating at the intersection of tech and politics must lead with issues millennials care about and find ways to keep them engaged by taking action with friends and neighbours. " Other apps target specific social groups who are less likely to vote - such as Hispanic millennials. According to the Pew Research Centre , roughly 11.9 million will be eligible to vote in 2016. People in this age bracket make up a larger share of Hispanic eligible voters than they do among white eligible voters - 44% versus 27%. The Unidos app aims to mobilise young Latino voters. It was launched by Feet in 2 Worlds (Fi2W), a media project at The New School, New York City. It provides users with a newsfeed with links to relevant articles, voting guides, emojis and links to other social media platforms. "People who are less politically engaged need encouragement to register and vote," says John Rudolph, Executive Producer of Fi2W. "We all understand that by working together and using a variety of approaches we have a better chance of breaking the historic trend of Latino under-voting. " But experts say although apps have the potential to encourage an interest in politics, they can only go so far in motivating 18-35 year olds. One expert warns that political apps mainly appeal to young people "already highly engaged", looking for ways to connect with others online. "They leave behind young people who are just not interested in politics, let alone doing something concrete in relation to the candidates and/or campaigns," explained Dr Kei Kawashima-Ginsberg, director of the Centre for Information and Research on Civic Learning and Engagement at Tisch College. She points to the the "stalemate" in US Congress as a demotivating factor for young people and also to a lack of confidence amongst this group in political figures in general. But she is keen to stress that millennials' lack of engagement in traditional politics should not be interpreted as an unwillingness to participate. Hunter Scarborough agrees. "Millennials actually have the highest volunteering and community service rates than any other generation that came before them," he says. "What that says to me is that there's a strong desire to have impact, but they haven't really seen the value in doing so through traditional methods. " Hunter Scarborough spoke to Deirdre Finnerty on World Update on the BBC World Service - listen to the interview here But apps alone won't make the difference. For Dr Kawashima-Ginsberg, a number of strategies are needed to increase engagement, boost registration and turnout. She says there is still no real replacement for face-to-face contact. "Candidates need to engage with them in person, and listen to what they have to say, instead of relying on the convenience of the apps to let young people find out about them," she says.

Second-hand car sales hit record level in first half The number of second-hand cars sold in the UK has reached its highest level yet. Just over 4.18 million vehicles were sold in the first half of the year. That was an 8% increase on second-hand sales in the first half of 2015, and the first time that any half-year sales have risen above the four million mark. The Society of Motor Manufacturers and Traders (SMMT) said the increase mirrored the rising number of new cars sold in the past few years. Mike Hawes, chief executive of the SMMT, said: "The UK's used car market is at its strongest ever. " "The growth in the used car market has reflected the record demand for new cars in recent years, but future growth in high-cost purchases will depend on stable consumer and business confidence," he added. Car sales are widely seen as a key indicator of economic activity and consumers' willingness to spend money. The half-year rise in second-hand sales was far in excess of the growth of the wider economy, or of people's incomes. It was also higher than the 3% rise in first-half sales of new cars. The trade body's figures show that in the first five years following the 2008 financial crisis, and the subsequent economic recession, second-hand car sales fell sharply, and then stood still. At one point the government had to bring in a scrappage scheme to encourage people to continue buying new cars, and to stop the industry from potential collapse. Since then new car sales have revived strongly, hitting a new record high in 2015, and for the past three years second-hand sales have been picking up too. The SMMT said that the most popular second-hand cars were those between one and three-years old, super-minis, and small family cars.

New badger culling trials given go ahead across England Badger culls are to be carried out in five new areas of England in a bid to control bovine TB, the BBC has learnt. Shooting of badgers will begin in early September in South Devon, North Devon, North Cornwall, West Dorset, and South Herefordshire, the BBC understands. Culling is part of the government's 25-year-strategy to eradicate the disease, but opponents say there is no evidence culling is effective. Dorset, Gloucestershire and Somerset are already practising culling. The Department for Environment, Food and Rural Affairs (Defra) would not confirm the selections had been made but said it was "currently considering applications for further badger control licences as part of the usual licensing process". However, the BBC understands that culling companies have already been selected, and marksmen trained for the new locations. Tony Francis, a farmer who had TB in his herd near Okehampton in Devon, said he had signed up to one of the new cull zones to try to prevent the disease from returning. "It's an issue which has been going on for decades," he said. "No one has really got on top of it. I think the agricultural industry feel we've got to try and take control of it," he said. According to Defra, England has the highest rate of bovine TB in Europe, which results in thousands of cattle being slaughtered every year. But anti-culling campaigners say there is no evidence that killing badgers is reducing the level of TB in cattle. Jenny Pike, of campaign group Devon and Cornwall Against the Badger Cull, said only 6% of TB cases in cattle came through badgers and the government should focus on curbing cattle-to-cattle transmissions. "It really is not a good use of taxpayer money, and it's going to cost thousands of badgers their lives for no benefit at all to farmers," she said. In March hundreds of protestors campaigned against the plans to introduce culling in Devon and a significant policing operation has been planned in case of disorder when culling begins in the new locations in September. Culling in Gloucestershire is expected to be extended, while those in west Somerset and north Dorset are due to continue, the BBC has also learnt. Has Defra shown badger culling works?

French Muslims fear state aims to control their faith Behind a wire-mesh fence embedded in weeds, in the northern Paris suburb of Gennevilliers, stand a cluster of terracotta-coloured buildings and a row of tents. This is the site of the El Houda Association Mosque, raided and closed down less than a fortnight after the jihadist attacks on Paris last November, which triggered a state of emergency across France. The reason, according to the authorities, was its alleged links to militant Islamist groups. For Mohammed, a local resident who worshipped there, the mosque was unremarkable. "I'm a practising Muslim and I always come here and I've never seen anything strange. Closing spaces for the Muslim faith is not the right way," he says. El Houda was one of around 20 mosques closed down in the name of national security. That move has forced many of France's Muslims - a diverse community estimated to be close to five million - into a period of deep introspection. Full timeline of jihadist attacks 2012-2016 How France is wrestling with jihadist terror What drives individuals to commit mass killings? Many French Muslims resent the idea that violent acts of terrorism have been carried out in their name by jihadist groups such as so-called Islamic State. But they also object to the sense that they are having to justify themselves, in a country that prides itself on a strong secular tradition and the principles of Liberty, Equality and Fraternity. The French Council of the Muslim Faith (CFCM), which acts as a bridge with the French government, is planning to create a foundation to oversee the vetting of imams and the funding of the mosques in which they preach. "The idea would be to examine the theological path that imams have taken," says its president, Anouar Kbibech, "to encourage them to study and sign a charter which promotes an open Islam, a tolerant Islam and an Islam that respects the values of the French Republic". A recent report by a Senate committee in France found that, out of 2,500 mosques, 120 were Salafist, preaching a fundamentalist form of Sunni Islam. However, Marwan Muhammed, director of the Collective against Islamophobia, insists that does not equate to a jihadist threat. "The authorities need to stop chasing people for being Muslim, for having a beard or for being religiously involved. This is not a sign of risk. This is a sign of religiosity. " The senators found that 20 mosques received foreign funding, mainly from Turkey, Algeria, and, to a lesser extent, Saudi Arabia. The concern is not that overseas patrons are directly promoting violence, but that these mosques or prayer rooms create a highly politicised atmosphere, in which violence may be considered a tool for disseminating Islam. For that reason a new foundation to accredit imams and monitor finance is being considered. But some accuse the CFCM of pandering to the government's demands. "We have very strong legislation on financial transactions and money laundering. So the existing legislation allows for the authorities to look into any suspicious transaction," argues Marwan Muhammed. A Frenchman of Moroccan descent, he worries about what he sees as a rising tide of , exacerbated by the prospect of presidential elections next year. He, like others, is worried the French government may in effect hijack any attempts by the Muslim community to become more open about their internal affairs. But the head of the CFCM, Anouar Kbibech, strikes a more conciliatory tone, mindful of the climate created by the most recent jihadist attacks in Nice and Rouen. Those attacks triggered a wave of new restrictions, including a ban on the wearing of on some of France's beaches - a move that some argue smacks of Islamophobia. "We invite our fellow French citizens to avoid making links (with terrorism) and equally we invite our fellow Muslim citizens to pay attention to their activities and not exacerbate the issue and make things more complicated," says Mr Kbibech. More on this story: In addition to advancing the case for better training of imams (many of whom are volunteers from within the community) the CFCM is considering new forms of domestic funding for France's mosques. The senators' report suggested that 20 mosques which received €6m (£5.2m; $6.8m) in foreign funding could benefit from a financial system involving a new foundation. Among the novel ideas being considered by the CFCM is a more formalised system of funding via the halal meat industry. But when the BBC tried out the idea on half a dozen halal butchers in Paris, it was met with puzzled faces. The vast majority of France's mosques are funded by voluntary contributions from within the community, occasionally even from halal butchers. French senator Nathalie Goulet believes clamping down on mosques to deter extremists misses the point altogether. "Radicalisation happens outside mosques and more often in prison. The thing all young radicalised people have in common is their weak understanding of the religion," she argues. Muslims make up less than 10% of France's population and yet they make up some 60% of the prison population. The French authorities have sought to introduce de-radicalisation programmes. And yet, many Muslims believe France still needs to address problems of marginalisation, as well as the way Islam is portrayed in French media. Otherwise they fear France may continue to offer fertile ground for Islamist extremists.

Are hi-tech spies stealing all your firm's secrets? Last weekend's reports about the New Zealand rugby team's discovery of a listening device sewn in to a hotel meeting room chair, have illustrated just how much spying technology has advanced in recent years. These days, you don't need to sit outside in a van with your headphones on, listening to static for an hour before the battery runs out and the tape recorder gives a tell-tale clunk. Tiny matchbox-sized gadgets are now capable of transmitting audio and video for hours on end to the other side of the world. Not only that, but we are all constantly connected to the internet via mobile phones and computers, and happily share details of our work and home life on social media - all valuable information for spies. For experts like Alex Bomberg, whose company International Intelligence provides counter espionage services to large organisations, the result is that the threats to company security are now almost too many to count. He is casting his eye over one corporate head office to demonstrate the kind of things he "sweeps" for when giving security advice. The organisation doesn't want to be named - no-one is keen to have their security weaknesses pointed out publicly. Despite having identity passes and security guards, the company is still vulnerable, he says. Traditional vulnerabilities, such as sensitive documents casually thrown into the bin or poorly paid cleaning and security staff being bribed to steal secrets, are now being amplified by technology. Almost every meeting room is furnished with a conference phone that could be hacked. Anyone with a portable memory stick and a few minutes at a work station could download vast amounts of data or upload a virus. If you chuck out an old photocopier these days, the hard drive can hold years of stored data. And corporate spies are continually developing new tech-based tricks. "You pre-load a USB [memory] stick [with malware], and leave it where someone will find it," says Mr Bomberg. "It's human nature to wonder whose it is... especially if it says Accounts or HR on it. " And then there's the smartphone. "They are very, very dangerous things," he says. "You are bringing basically a transmitting device into a building. " We are all effectively carrying the perfect James Bond gadget in our pockets. "A lot of the larger companies now are creating sterile areas in which to hold a meeting. You can't even take your mobile phone in, which is very good practice, because what have we got on our phones? A microphone. " When it comes to business travel, executives are routinely advised nowadays to check a hotel suite thoroughly for listening devices, not to leave their laptop unattended, and to shun public wi-fi networks. Alex adds that executives - like criminals - would be wise to take a "burner" phone with them - a basic phone that can be binned at the end of the trip. But the most effective corporate espionage attacks of recent times have relied as much on human frailty as technology. Former FBI agent Eric O'Neill is National Security Strategist at the Washington-based cybersecurity company, Carbon Black. He says the race between virus and antivirus software has reached a stalemate - the new battleground is personal. "Today, attackers are using sophisticated, 'spear-phishing' attacks," says Mr O'Neill. These are emails that have been carefully tailored to chime in with your own interests and experiences, using personal details gleaned about you from social media and elsewhere. "They're investigating you," he says. "They're learning about an individual and putting together emails that people will click on. " The email might suggest your local golf shop is having a sale, for example, or that the renovation work on your office building is near completion. The aim is usually to entice you to click on a link containing malware. In 2014, the US accused five Chinese military officers of spying on US industrial giants - including Alcoa, Solarworld, US Steel and Westinghouse - by sending emails that appeared to come from executives within the company, the US indictment said . Owen Wright of cybersecurity firm Context IS explains how hackers and spies target employees. "The first thing you do is perform lots of reconnaissance, where they sit, who they work with, look them up on social media," he says. "The more you know, the more you can build up an attack. " Tapping into employees' natural curiosity - about salary details, for example - is a good way to get them to click on email attachments, he says. "It's highly likely that the people who receive that email will open it and if that document was booby trapped it could allow the attacker to take over those people's computers," he says. "In some cases you can spoof the email address, so even though it is coming from the attacker it looks like it is coming from inside the organisation, in which case it creates a much more realistic scenario. " Emails purporting to come from the boss have proven very successful at convincing junior managers to release cash to fraudsters. While security companies do their best to keep pace with criminals' latest techniques, the biggest - and oldest - threat remains the mole: the enemy within. "One of the biggest threats is your people and your employees," says Dan McGahn, chief executive of wind turbine maker American Superconductor. It's a lesson he learned the hard way. The company had carefully encrypted its intellectual property, but in 2011 the firm was nearly destroyed after the code was leaked to a rival in China. "If you motivate someone the right way with the right amount of money - I think he was offered women, he was offered a new life in China - if you motivate them properly to steal, any company is susceptible to that. 16 Africa and Rio 2016: 10 things to remember It's been a memorable Olympics for Africa. Here are 10 things we won't forget: Wayde van Niekerk achieved the near- impossible by sharing centre stage with Usain Bolt, often portrayed as the saviour of athletics. But just minutes before his Jamaican friend won the 100m, the South African stunned the world by breaking the 400m world record set by the great Michael Johnson in 1999. In running 43'03", Van Niekerk became the first African to hold a sprint world record. Ethiopia's Almaz Ayana smashed another mark that was long believed to be unsurpassable. Speculation over the legitimacy of the 10,000m record set by Wang Junxia in 1993 intensified earlier this year after a letter was published which suggested the Chinese had doped - an allegation the IAAF is currently investigating. So perhaps it was understandable when the former Olympian and BBC commentator Steve Cram described Ayana's ability to knock 14 seconds off that old mark as "one of the greatest pieces of distance running you'll ever see". Van Niekerk wins 400m with world record Ayana smashes world record for 10,000m gold If US swimmer Michael Phelps were an African nation, he would be third on the continent's all-time list with his 28 medals, behind Kenya and South Africa. This may be more to do with how Africa funds its athletes than raw talent. However, in the number of total medals won, this was Africa's most successful Olympics - the tally of 45 beating the previous best set of 40 in Beijing in 2008. Despite a troubled build-up, Kenya extended their lead as Africa's most successful Olympic side of all time by finishing as the continent's highest- ranked side in the medals table. Their six golds, and 13 overall, took them to 15th, one place above Jamaica. South Africa were second for Africa, with Ethiopia third while Ivory Coast finished fourth after winning their first- ever gold. It wouldn't be a modern Olympics without social media creating a stir - and few made as big an impact as Namibian cyclist Dan Craven. He had tongues wagging when it appeared that he was tweeting his thoughts during his road race, only for it to later emerge that his girlfriend had been doing so on his behalf. Later on, after being asked by Rio organisers to enter the time trial, he asked his Twitter followers whether he should enter -spawning a variety of memes about which other events he could compete in. Likewise, an Instagram post by Snoop Dogg created a star out of rower Chierika Ukogu, after the US rapper wrongly claimed she had won a silver medal for Nigeria. US-born Ukogu told the BBC she thought something weird was going when "hundreds of people starting following me on social media". The rower, the rapper and the mistaken Olympic medal Ethiopian swimmer Robel Habte, also found fame on social media where he was dubbed "Robel the Whale" because of his paunch. He said he took up swimming as he wanted to do something different for his country, which is usually associated with runners. The son of the Ethiopian Swimming Federation president swiftly retired from the sport after finishing half a lap behind anyone else in his heat - drawing inevitable comparisons with Equatorial Guinea's Eric the Eel. But he then changed his mind, saying he will target 2020 - and wants to set up the Robel the Whale Foundation to help more Ethiopian swimmers compete in the Olympics. At present, just £45 ($60) of the £1m he is looking to raise has been donated. The Olympics is often as much about sport as it is about politics - but few athletes ever combine the two quite so powerfully at the same time. When the American duo Tommie Smith and John Carlos famously flashed the black power salute at the 1968 Olympics, they were standing on the podium. Ethiopia's Feyisa Lilesa was actually still competing, starting his protest - by placing crossing his hands above his head - several yards before he crossed the finish line of the marathon to win a silver medal. The IOC bans such political displays. Feyisa says was speaking out on behalf of his fellow Oromo people, who have suffered brutal police crackdowns in Ethiopia. He later said he might be killed or imprisoned if he returns home - something the government denies. But it has led to an extraordinary crowd-funding campaign to help him get asylum. Money raised for Ethiopia 'hero runner' Was there a more dramatic turnaround in fortune by any athlete in Rio than that of Luvo Manyonga? Two years ago, the long was battling an addiction to crystal meth - widely known as "tik" in South Africa - and a non- performance enhancing drug for which he had already been banned after testing positive in 2012. In 2014, his habit was still so bad he missed the memorial of his coach Mario Smith, leaving home all set for the event but bumping into some of his drug friends en route. But after receiving belated help by local sports officials, Manyonga resumed training last year - and missed out on gold in the long jump by just one centimetre, taking silver. Africa's women made history in Rio, with a number achieving some notable firsts. Chief among them was Sara Ahmed who became the first Egyptian woman to ever stand on the Olympic medal podium when she took bronze in weightlifting. The 18-year-old was forced to miss school exams to bring sporting glory to her country, since the education ministry had refused her a delay. Days later, her compatriot Hedaya Wahba became the first African woman to ever win a medal in taekwondo. Tunisian Ines Boubakri did the same in fencing - and used her triumph to point out to her country "that women exist and they have their place in society". Other notable performers were Mauritian triathlete Fabienne St Louis, who competed despite being diagnosed with cancer in December. Caster Semenya put the endless column inches about her gender to one side as she cruised home for 800m glory, with Burundi's Francine Niyonsaba taking silver - the first Burundian woman to win an Olympic medal. 'Semenya's history-making could finish her' Kenyan sprint coach John Anzrah was sent home from Rio with his tail between his legs. He borrowed the accreditation pass of 800m Ferguson Rotich, supposedly to have a free breakfast in the Olympic Village, but was then unexpectedly cornered by doping officials looking for Rotich. Despite the situation and the fact that his 61-year-old face may have clarified he was no athlete, Anzrah went along with the test. And Egyptian judoka Islam El Shehaby could win the prize for the most unsportsmanlike conduct. He was sent home after refusing to shake hands with his opponent Or Sasson because of his Israeli nationality. Coach sent home after posing as athlete Judoka 'sent home' for handshake snub When Nigeria's football team was badly delayed in reaching Brazil, because of a shortage of funds, the most unlikely source took pity: a plastic surgeon from Japan. Katsuya Takasu travelled from Tokyo to personally hand over the cash, some $390,000 in total, shortly after watching the team win bronze. This was Nigeria's only medal in a Games littered with logistical problems. The footballers' arrival in Brazil just hours before their opening game prevented Mikel John Obi from being Nigeria's flag bearer at the opening ceremony, while the kit for that opening ceremony only reached Rio just three days before the end of the Games. Nigeria finished below Niger on the medals table. Benefactor rewards Nigeria's medallists Nigeria Olympic kit ‘arrived too late' You'd have got long odds on it a while back but a former gymnastics champion from Hungary became the first female judo athlete to compete for Ghana. Szandra Szogedi qualified for the West African nation through her Ghanaian husband but was in tears after exiting a minute into her bout - claiming she had let her country down. Also notable was the first gold medal for Bahrain, which was won by Kenyan-born Ruth Jebet in the women's steeplechase. She received a $500,000 bonus from Bahraini authorities who might not have been too impressed when she flew home to celebrate - quite literally, since she went straight back to Kenya. "I ran for Bahrain but I'm still a Kenyan by blood. That's why I came here directly from Rio," the 19-year-old said upon her arrival. 17 Bali police murder: UK man confesses to hitting officer A British man has reportedly admitted he had a violent confrontation with a police officer on the Indonesian resort island of Bali. David James Taylor, 33, and his Australian girlfriend Sara Connor, 45, have been detained over the death of Wayan Sudarsa. The policeman's body was discovered at Kuta beach at 03:30 on 17 August with dozens of head and neck wounds. The pair face up to 15 years in jail if they are found guilty of murder. Mr Taylor's lawyer, Erick Sihombing, said his client confessed to hitting the the police officer after accusing him of stealing Ms Connor's missing . "He found an old cell phone, he hit the guy's head on the back maybe twice. There is a bottle and an old phone," Mr Sihombing told the Australian Broadcasting Corp. "They found on their clothes and a stain of blood and hair, that's why they tried to get rid of them by burning their clothes. " The couple were apprehended by police outside the Australian Consulate in Bali on 19 August. Mr Taylor - who performs as DJ Nutzo - is originally from Halifax had reportedly been dating Ms Connor for three months. Police said the couple's blood was found near the crime scene, in their hotel room and on Mr Taylor's scooter. Authorities said a broken beer bottle found near the crime scene may be the murder weapon. The pair have been named as suspects in the murder but under Indonesian law have not been formally charged. Police have 120 days to build their case before prosecutors decide if they will lay charges. Both are receiving consular assistance from their respective countries. Ms Connor had reportedly gone to Bali to meet Mr Taylor after he was unable to get a tourist visa for Australia. The mother-of-two is well known on the New South Wales north coast for her small business Byron Bay Fresh Pasta. Ms Connor's legal team insisted she was not involved in the killing. On 21 August her family issued a statement in her defence: "The accusations laid against her are totally out of character. " Bali is a popular Western tourist destination, known for its tropical climate and palm-fringed beaches. Petty crime is common on the island, though more serious crime is rare.

Yemen crisis: Oxfam critical of UK-Saudi arms deals The aid agency Oxfam has accused UK ministers of "denial and disarray" over an agreement to sell arms to Saudi Arabia, which could be used in Yemen. The Saudi-backed Yemeni government is fighting against Shia rebels. The UK government has faced repeated calls to ban weapons sales to Saudi Arabia amid concerns over international humanitarian law breaches in that war. A government spokeswoman said it was satisfied the Saudi deals complied with the UK's "export licensing criteria". Oxfam says the UK has switched from being an "enthusiastic backer" of the Arms Trade Treaty to "one of the most significant violators". The treaty sets international standards for the trade in conventional arms and seeks to prevent illegal arms trading. Governments who sign up to it - such as the UK - are expected to review arms export contracts to ensure the weapons do not violate existing arms embargoes, will not be used for war crimes, human rights abuses or organised crime and will not be diverted for illegal use. Oxfam will use the second conference of states party to the treaty in Geneva on Tuesday to criticise the government's position on sales to Saudi Arabia. Last year the British government approved more than £3bn worth of arms sales to Saudi Arabia. The United States approved £4bn worth and France almost £14bn. Worldwide, the weapons trade is believed to be worth worth £1.3tn annually. Competing forces are fighting for control of Yemen, in a power struggle with serious implications not just for the region, but the security of the West. The battles are between several different groups, with the main fighting between forces loyal to President Abdrabbuh Mansour Hadi, and those allied to Zaidi Shia rebels known as Houthis, who forced Mr Hadi to flee the capital Sanaa in February 2015. But Yemen's security forces themselves have split loyalties, with some backing Mr Hadi, and others the Houthis and Mr Hadi's predecessor - the still-influential Ali Abdullah Saleh. Meanwhile, both President Hadi and the Houthis are opposed by al-Qaeda in the Arabian Peninsula (AQAP). And the emergence in late 2014 of a Yemen affiliate of the jihadist group Islamic State, which seeks to eclipse AQAP, has further complicated the deadly ongoing scenario. Yemen crisis: Who is fighting whom? Penny Lawrence, deputy chief executive of Oxfam GB, will say that UK arms and military support are fuelling a "brutal war in Yemen, harming the very people the Arms Trade Treaty is designed to protect". She will add: "Schools, hospitals and homes have been bombed in contravention of the rules of war. "The UK government is in denial and disarray over its arms sales to the Saudi-led coalition bombing campaign in Yemen. "It has misled its own parliament about its oversight of arms sales and its international credibility is in jeopardy as it commits to action on paper but does the opposite in reality. " She will also ask how the government can insist that other nations abide by a treaty it helped set up "if it flagrantly ignores it? ". A British government spokeswoman said it took its arms export responsibilities "very seriously" and operates one of the most robust arms export control regimes in the world. "The government is satisfied that extant licences for Saudi Arabia are compliant with the UK's export licensing criteria. "The key test for our continued arms exports to Saudi Arabia in relation to international humanitarian law (IHL) is whether there is a clear risk that those weapons might be used in a serious violation of IHL. "The situation is kept under careful and continual review. "

Boy, 8, killed in grenade attack on apartment in Sweden An eight-year-old boy has been killed after a grenade was thrown into a flat in the Swedish city of Gothenburg, police said. Yuusuf Warsame from Birmingham in the UK was sleeping in the living room of the flat in the Biskopsgarten area, where he was visiting relatives. Police said the "despicable" attack may have been linked to an underworld feud. A man convicted over a fatal shooting in the area last year was registered as living at the address, police said. "We'll have to see if the motive is linked to that. Our theory is that it may be," said police spokesperson Thomas Fuxborg, The Local reported. At least five children and several adults were in the flat when the grenade was hurled inside. Warsame died of his injuries on the way to hospital. Mr Fuxborg said he was not a member of the family registered at the address. The boy's mother, sister and brother were in the same room when the attack happened but sustained only minor injuries, a relative told the Birmingham Mail . The fatal shooting in March 2015 was part of a vendetta within Gothenburg's Somali community, police said. Men armed with automatic weapons burst into a Biskopsgarden pub, gunning down a man known to police and an innocent bystander in a spray of bullets. Eight people were convicted earlier this month and handed sentences ranging from seven years to life in prison. Local newspaper Goteborgs-Posten said the pub shooting was the culmination of violent incidents between rival drugs gangs. Sweden generally has low crime rates but police have had difficulty addressing violence in poorer neighbourhoods in Stockholm, Gothenburg and Malmo. Over the course of the summer, cars have been set alight on an almost nightly basis in some neighbourhoods.

Turkey strikes IS and Kurdish positions in Syria ahead of offensive Turkey has bombarded so- called Islamic State (IS) targets in northern Syria amid reports Syrian rebels are to launch an offensive against the group. Artillery positions inside Turkey fired on IS as well as Kurdish YPG militia targets in the towns of Jarablus and Manbij. Some 1,500 Turkish-backed Syrian rebels are thought to be in the Turkish town of Gaziantep waiting to attack. This follows a bomb attack on a wedding there that killed more than 50 people. The BBC's Mark Lowen in Gaziantep says the imminent offensive may have spurred the suicide bombing, thought to be the work of IS. However Turkey's Prime Minister Binali Yildirim says the identity of the bomber - initially thought to be a child - has not yet been established. More victims of the blast are being identified and our correspondent says the wave of bombings in Turkey could intensify as the country becomes ever more embroiled in the Syrian war. Turkish Foreign Minister Mevlut Cavusoglu has said IS should be "completely cleansed" from northern Syria. A coalition including Syrian Kurdish YPG forces has been pushing IS out of Syrian towns, including Manbij. However the Turkish bombardment has also struck YPG positions north of Manbij, Turkish TV reported. Turkey views the YPG as an extension of the Kurdistan Workers Party (PKK), a Turkish-Kurdish rebel group fighting for autonomy within Turkey since the 1980s. Mr Yildirim said an earlier statement identifying the attacker as a child aged between 12 and 14 was a "guess" based on witness accounts. Most of the 54 victims of the Gaziantep attack were children, media reports say. Thirteen of those killed were women, Turkish media said. Sixty-six people are still in hospital, 14 of them in a serious condition, Dogan news agency reported. A disproportionately large number of women and children were killed in the attack because it targeted henna night, a part of the celebration attended mainly by women and children, says BBC Monitoring's Turkey analyst Pinar Sevinclidir. Hurriyet newspaper said the type of bomb, which contained scraps of metal, was similar to those used in previous attacks on pro-Kurdish gatherings. Gaziantep, near the Syrian border, is known to contain several IS cells.

Two men jailed for grooming a 15-year-old girl on Tinder in Melbourne Two men who used the dating app Tinder to groom underage girls have been jailed after they were exposed by a group of university students. The creators of the 'Tinder Experiment' set up a fake profile of a 15-year-old girl in a bid to expose paedophiles grooming girls online. The Melbourne students then secretly filmed conversations and face-to-face meetings with the men before shaming them online. Those videos were removed and their website shut down by police, but a specialised task force focused on internet-based child exploitation offences was able to use the information from the 'experiment'. Detective Senior Constable Emma O'Rourke, from the Joint Anti-Child Exploitation Team, says the university students were able to give police half a dozen names of people who had made contact with their 'fake teenager'. 'Not all of these people came to meet them, some did and as a result of that we approached them covertly to engage with us,' Det Sen Const O'Rourke told AAP on Monday. 'And as a result two of the males have been charged and convicted.' Nicolaos Katsamas was one of those men and was sentenced last month to two-and-a-half years' jail. He will be released on a $5000 good behaviour bond after he serves six months. He came to police attention in December 2014 after making contact with the 'teenager' created by the uni students. The County Court of Victoria heard that Katsamas sent a series of sexual messages to a covert officer acting as a 13-year-old and tried to arrange rendezvous at hotels before he was arrested by police. Another man Tobias Kilsby was also jailed for two years after sending sexually explicit messages and arranging to meet a 13-year- old girl - who was actually a police officer. Prosecutors tendered video from the Tinder Experiment in court in support of their case and Kilsby pleaded guilty. 'The Tinder Experiment did what police were already doing - just on a different platform,' Det Sen Const Tas Gagatsakis told AAP. 'We operate on all platforms, Tinder is usually for users 18 and over, but when these things come to light we are very interested in trying to find out what is going on.' The JACET team, comprised of both Victorian and Australian Federal Police, probably see the worst, darkest and seediest side of the online world - but they do it so that Victorian children don't have to. They portray themselves as children and are engaged in sexualised conversations by creeps wanting to take advantage. Officers also work to identify children depicted in pornographic images and other child exploitation material - often working with agencies across the world to find them. The Tinder Experiment and charges relating to it may be over, but for JACET officers there is always another platform creeps are using to take advantage of children. The actors involved in making the videos told Daily Mail Australia they were 'sickened' by what they saw. A 21-year-old actress posed as 15- year-old Imogen when meeting the men. Some were shocked when she said she was just 15, but some were unfazed according to the actors. 'I felt vulnerable and disgusted that they thought it was okay to basically throw themselves at a 15-year-old girl,' she told Daily Mail Australia. 'They thought it was completely normal and it just makes me worried for other young girls.' Actors, 'Blake' and 'Jack' who are both 25, says they originally orchestrated the experiment to raise awareness on 'how easy it is for illegal behavior to take place on mobile dating apps'. But instead, they were sickened by what unfolded. 'We couldn't believe some of the things that the men said,' Blake told Daily Mail Australia. Even after being confronted and caught by 'Blake' who pretended to be Imogen's older brother in the video before any serious harm could be done, some allegedly kept coming back for more. 'There's a lot we couldn't include in the videos because it was too graphic such as nude pictures,' Blake said. 'We also couldn't believe that some men came back a second time after being confronted we've had three so far but not all will be shown in the series. 'You'd think they would learn their lesson after being caught once. Their stupidity was astounding.'

Tax increase for oil products looms The Department of Finance (DOF) sees higher oil excise as a major revenue source that will compensate for foregone revenues once income tax rates are slashed, as promised by President Duterte. At the House appropriations committee hearing on the proposed P3.35-trillion national budget for 2017, Finance Secretary Carlos G. Dominguez III also reiterated the Duterte administration’s plan to prioritize the reduction in personal and corporate income tax rates, which at 32 percent and 30 percent, respectively, were among the highest in the region. As such, he said the government will propose a system that will slap more taxes on consumption. “As a general rule, the rich will have to pay more in taxes while the vulnerable sectors of society will be protected through highly targeted subsidies such as the conditional cash transfer program. We will ensure that the ordinary workers and the bottom 50 percent of households will be fully protected through social protection programs,” the finance chief said. Dominguez noted that the excise tax being levied on oil products “has not been adjusted for two decades, and the significant drop in oil prices gives us an opportunity to adjust to inflation.” Based on the DOF’s proposed comprehensive tax reform package earlier turned over to Dominguez by former finance Sec. Cesar V. Purisima, an excise tax increase on gas, diesel and other oil products would bring an estimated revenue gain of P178 billion in the first year of implementation. At present, petroleum products are being taxed at varying rates, ranging from exempt to P4.50 per liter or kilogram, the DOF had noted in a report. The DOF’s proposal was to hike during the first year to P10 per liter the levy on regular gasoline and other products that are presently imposed positive excise tax rates, such as aviation turbo jet fuel, lubricating greases and oils, leaded and unleaded premium gasoline, naphtha, as well as petrolatum and waxes. An increase to P6 per liter, meanwhile, had been proposed by the DOF for diesel as well as other products currently exempted from excise tax, including asphalts, bunker fuel oil, denatured alcohol used for motive power, kerosene, liquefied petroleum gas (LPG), and processed gas. “The P10 per liter rate was derived by indexing the existing excise tax rate of gasoline (of P4.35 per liter) by cumulative inflation factor of 2.37 (for the years 1997 to 2014) then applying the same amount of increase (P5.96, rounded off to P6) to diesel,” the DOF had explained. The DOF proposal also sought the indexation of excise tax rates by 4 percent every year. The government nonetheless should provide a subsidy when crude oil prices hit over $90 per barrel, according to the DOF. “The tax reforms we intend to present Congress aim to lower tax rates and broaden the tax base to align with the systems prevailing in our neighboring economies,” Dominguez said, referring to the revenue-positive comprehensive tax reform package that the DOF will submit next month for legislative action. Even as the cut in income tax rates will result into foregone revenues totaling P174 billion in the first year of implementation, Dominguez pointed out that this would also result in higher take home pay for workers and bigger spending capacity for consumers. Besides the proposed higher levy on oil, Dominguez said they were also “looking at a tax on sugary and fatty foods to encourage consumers to buy healthier food, akin to the sin taxes,” that would generate P20 billion in extra revenues.

FOREX-Dollar dips vs yen, kiwi lifted by RBNZ's rate view By Shinichi Saoshiro TOKYO, Aug 23 (Reuters) - The dollar dipped against the yen on Tuesday, while the New Zealand dollar rose after the nation's central bank chief said he did not see the need for a rapid succession of interest rate cuts. The dollar shed 0.1 percent to 100.220 against the safe-haven yen amid a pullback in Tokyo stocks. The greenback had risen to almost 101.00 yen overnight following hawkish-sounding comments by Federal Reserve Vice Chair Stanley Fischer before it lost steam. The euro edged up 0.1 percent to $1.1332, stepping off an overnight low of $1.1271. The New Zealand dollar was a relatively big mover in an otherwise subdued Asian trading session. The kiwi was up 0.6 percent at $0.7308 after Reserve Bank of New Zealand Governor Graeme Wheeler said the current interest rate track involves further monetary easing but did not see the need for a rapid series of rate cuts. "We remain committed to the inflation goals in the Policy Targets Agreement. We do not believe that the outlook and balance of risks warrants a position of no policy change, nor a position of rapid easings," Wheeler said in a speech which was released on the RBNZ's website on Tuesday. The RBNZ in early August cut interest rates by 25 basis points to a record low of 2.0 percent and said further policy easing may be needed. The kiwi nevertheless rose to a 15-month high of $0.7351 mid-month, as it has proved resilient to falling cash rates at home given they remain far higher relative to those of other developed economies. "As for now the kiwi has digested profit taking and risen, but whether it can maintain its medium- term uptrend will depend on how the dollar fares after (Fed Chair Janet) Yellen's appearance at Jackson Hole," said Junichi Ishikawa, forex analyst at IG Securities in Tokyo. "From a technical viewpoint, the kiwi could head into a correction phase without more supportive factors. " While views expressed by various Fed officials over the past week have impacted the dollar, a wait-and-see mood has begun to take hold ahead of possibly the most decisive speech of them all - by Fed Chair Yellen on Friday. Yellen will speak at the annual meeting of world central bankers in Jackson Hole, Wyoming. The market's focus was on whether she would express hawkish views similar to those of Vice Chair Fischer and New York Fed President William Dudley, or take a more subdued stance in line with the July Fed policy meeting minutes that suggested the central bank was not in a hurry to raise rates. Over the immediate horizon, the market is looking for catalysts from the euro zone and U. S. purchasing managers index (PMI) data and U. S. home sales numbers due later in the session. "So far data from the Eurozone has been relatively healthy and regional officials believe the impact of Brexit on their local economies will be limited. Considering that U. K. PMIs took a nosedive recently, investors will be watching the Eurozone PMIs carefully," wrote Kathy Lien, managing director of FX strategy at BK Asset Management. The Australian dollar was up 0.1 percent at $0.7638 , moving up on the coattails of the kiwi. (Editing by Shri Navaratnam and Jacqueline Wong)

Industry group expects record PH auto sales for 2016 The Philippine automotive industry expects another banner year as vehicle sales are forecast to reach a high of 360,000 units in 2016, on the back of rising incomes, stronger appetite from the domestic market, and improving local economy. The new forecast—which reflected a 12.5-percent increase in vehicle sales compared to the 320,000 units sold last year—was slightly higher than the 350,000-unit target issued by the Chamber Manufacturers of the Philippines Inc. (Campi) earlier this year. Campi members account for about 85 percent to 90 percent of this forecast, Campi president Rommel Gutierrez said. According to Gutierrez, the commercial vehicle segment, particularly the sports utility vehicles (SUV), is expected to drive sales significantly higher this year, as it accounts for 65 percent of total sales. So far, the local automotive industry has shown sustained growth performance, as the first six months of the year saw vehicle sales rising by 27 percent to 167,481 units, compared to the 131,465 units sold a year ago. Meanwhile, Gutierrez said the group was amenable to the proposed emergency powers that the Duterte administration was considering to help traffic in Metro Manila. He, however, cautioned that this should be done so without having to compromise the local automotive industry, especially since the government has just rolled out the Comprehensive Automotive Resurgence Strategy Program, which offers P27 billion in incentives to boost local vehicle production. “Any regulation should be geared toward addressing the traffic management not on the regulation on the sale of motor vehicles. A vehicle has now become a necessity mainly because of traffic, but also because people can now afford it. And we project that our sales [figures] are poised to further grow. The projection was that vehicle sales will hit 500,000 units by 2020,” Gutierrez explained. The idea of granting emergency powers to address Metro Manila traffic was first raised by Transportation Secretary Arthur Tugade during a forum held in Davao City early June this year. President Duterte then repeated the call during his first State of the Nation Address last month. The emergency powers, he had assured, would only be used to open up blocked roads and construct more roadways and train lines.

Woman falls off cliff while taking photo in flip- flops, one day after move to California LOS ANGELES — A Nevada woman who had just moved to California ended up falling off a notorious cliff on her first full day in the state, CBS News reports. The woman, identified by NBC Los Angeles as 21- year-old Lorena Barrera, was found dead at the base of the seaside cliff in Point Fermin Park in San Pedro on Friday. Her friends told investigators that she tripped over her flip-flops and fell around 100 feet onto the rocks below after climbing over a 3-foot wall to take photos. She had moved to Southern California from Nevada the previous day. “Her friends, they said she just wanted to look at the view and she ended up tripping on her flip-flops,” Los Angeles fire chief Albert Valle tells ABC7 LA . “The two people she was with made an effort but they lost her grip and she fell.” The stretch of cliffs where Barrera died has claimed many lives over the years, according to KTLA — including from Sunken City, the site of a 1929 landslide, farther east. On Aug. 7, two people in their 20s were found dead at the base of the cliff, the Los Angeles Times reported . "It happens all the time over here, left and right, a lot of young people," an area resident tells NBC. "You see the railing here—tells you don't go over and try to take pictures. A lot of people take chances. " (A similar accident just claimed a life at Machu Picchu.) Family and friends are mourning Barrera's death, and have started a GoFundMe campaign to raise money for her burial. A woman then dropped him a baby boy, before climbing out using a ladder that neighbors had retrieved. Officials say they all landed safely and were not seriously hurt. 32 ‘League of Legends’ creators plan anime about professional gaming While netizens and League of Legends (LoL) players wonder why an anime of the game has not been made due to the quality of a recently released animation short, Tencent, the owner of Riot Games (makers of LoL), is planning an anime about pro gaming. The anime will be based on a Chinese internet novel “The King’s Avatar,” which follows the story of professional gamer Ye Xui as he reenters the game “Glory” and fights to the top of the leaderboards. The overall aesthetics of the PV is reminiscent of the style employed by Japanese animation studio ufotable, whose notable works include Kara no Kyoukai as well as Fate/Zero and Fate/Unlimited Blade Works. If the quality of the PV is any indicator, anime lovers may want to check it out. The show also tackles a less tapped genre which is professional gaming as opposed to the overly used tropes of people being magically transported to a virtual gaming world. 33 Even Palace stumped by Rody’s order SO WHO’S in and who’s out? Even Malacañang was at a loss as to whom among the presidential appointees should immediately yield their posts after President Duterte ordered that they step down. Presidential spokesperson Ernesto Abella said they had yet to receive a written order regarding Mr. Duterte’s directive which caught even his own appointees by surprise. “This (President’s order) refers to appointees of the past administration… It does not apply to the current appointees,” Abella said. Asked if ambassadors appointed by former President Benigno Aquino III would be recalled, he said: “I really don’t know.” Mr. Duterte ordered appointees heading government agencies to leave after receiving information that irregularities persisted even after his stern warning against corruption in office. The President specifically mentioned the Land Transportation Franchising and Regulatory Board (LTFRB) and the Land Transportation Office (LTO) as the two agencies where corruption was still rife. “Those who were appointed to the LTO, except the career (officers), consider your positions vacant as of this hour,” he said in an early morning press conference in Davao City over the weekend. LTO chief Edgar Galvante and LTFRB Chair Martin Delgra III said they were ready to vacate their posts, pending an official memorandum from the President. Galvante admitted in an interview on Monday that in the almost two months that he had been at the helm of the agency, efforts to curb corruption had been put in place but these may have not been enough. “Probably the pace of change needed [in the agency] didn’t meet the expectation [of the President],” Galvante said. Complaints from regions The LTO chief said that during his short stint, illegal activities that had long plagued the agency, like fixers, had been curbed, especially in the central office, but the same could not be said in the regional offices since his office still received complaints. Delgra, on the other hand, said that to eliminate corruption in his agency, he issued Memorandum Order No. 2016-002 prohibiting LTFRB employees “from soliciting and receiving gifts from the transacting public.” Regional consultations were also conducted “to assess the situation in the regions.” Western Visayas LTO director Dennis Singson vacated his post yesterday and turned over the functions of his office to Assistant Regional Director Nanette Deocampo. “We are waiting for a formal directive but I have assumed his functions,” Deocampo said. Operations at the agency, which has 180 employees in the region, remained normal and unhampered by the change in leadership, according to Deocampo. Romulo Bernardes, LTFRB Western Visayas director, remained at his job yesterday, saying he was not covered by the President’s order. Bernardes said he holds the rank of Career Executive Service Officer V in the civil service. But he could be transferred to another region. In Eastern Visayas, the regional directors of various national line agencies continued to hold office. But Arthur Saipudin and Napol Garcia, Eastern Visayas directors of the LTFRB and LTO respectively, were not in their offices yesterday when the Inquirer checked. Director of 2 offices An LTFRB employee, who asked not to be named, said Saipudin was still at the LTFRB regional office in Zamboanga where he has been holding office in concurrent capacity since December. “As far as we know, he is still our regional director,” the employee said. Garcia was at an official function outside his office. Sol Orcullo, manager of the Government System Insurance Service (GSIS), said the President’s pronouncement was not surprising. “We have been expecting it as with every change of administration, there is a change of leadership in our office,” Orcullo said. She said the GSIS president and the entire board of directors had tendered their resignations but remained in holdover capacities. Subic Bay Metropolitan Authority (SBMA) Chair Roberto Garcia said he was abiding by President Duterte’s order. Garcia’s term as SBMA chair and administrator ended on June 30 but he was serving in holdover capacity until his replacement is appointed. “I submitted [my] resignation on June 30… [It is] important that a new administrator is appointed soon so the SBMA can move forward,” he said. 34 Bishops back Rody but urge respect for life AN INTERFAITH group of bishops on Monday urged the government to “examine the correctness” of its approach to eliminating the drug menace even as it expressed support for President Duterte’s war against illegal drugs. “There is a need for a deeper analysis on why the drug problem is thriving and who benefits from this,” said the Ecumenical Bishops Forum (EBF), a fellowship of bishops of the United Church of Christ in the Philippines (UCCP), United Methodist, Episcopal Church in the Philippines, Iglesia Filipina Independiente (IFI) and the Catholic Church. Its statement yesterday was signed by UCCP executive secretary Bishop Elmer Bolocon and co-chairs Catholic Bishop Emeritus Deogracias Iñiguez Jr. and IFI bishop Felixberto Calang. Almost 1,000 persons have been killed in summary executions, while some 700 have died in police operations since Mr. Duterte assumed office on June 30. In its statement, the EBF said the campaign against illegal drugs, criminality and corruption “may be considered a success thus far” in the first 50 days of the Duterte administration. The bishops said they wished the President well in his antidrugs campaign, as his success was the success of the Filipino people. They, however, warned the President against disregarding human rights, stressing that the anticrime campaign could succeed with actions within the parameters of the law. “We wish to caution the President then to respect the human rights of the people. Life which comes from the Creator is precious―it has to be preserved as much as possible,” the EBF said. “The extrajudicial killings that are happening, we believe, won’t solve that problem but exacerbate it as most of those killed were small-time and poor people,” the bishops said. They noted that the government officials, judges and policemen tagged by the President in the narcotics trade “seem to be getting a special privilege―they remain very much alive.” Julie M. Aurelio

Miranda Lambert gets ‘engaged’ to young fan American singer Miranda Lambert is finally engaged– but not to her beau Anderson East. The 32-year-old Grammy Award-winning country crooner flaunted her flashy pink engagement ring during her performance at the MetLife Stadium in New Jersey, USA, on Saturday. Instead, the question came from a six-year-old boy named Sebastian, who proposed to her during her meet-and-greet event on the same day, according to US Weekly. However, the charming fan would have to wait before they could “tie the knot.” “I said YES! But he has to wait 25 years,” she jested on her Instagram post. “When he came to my meet and greet, he got down on one knee and he was such a gentleman. It may be my favorite proposal ever,” the “Vice” singer giggled at the crowd before she played her 2007 song “Gunpowder & Lead.” “But it made me think about this song, because girls, we deserve that. So that being said, thank you, Sebastian. I’m gonna leave you with a pretty little love song.” she added. Sarah Goddard, one of Lambert’s fans, filmed the adorable moment. Last year, Lambert split with her husband of four years and country artist Blake Shelton, who is currently in a relationship with “The Voice” fellow judge Gwen Stefani. 36 2017 DOH budget actually higher SECRETARY Paulyn Ubial on Monday clarified reports the Department of Health budget for 2017 had been slashed. “The DOH budget will in fact be higher than the Defense budget for the first time in Philippine history,” Ubial said in a statement. The DOH budget in 2016 was P122.63 billion, while the proposed budget for 2017 is P90.9 billion. But in 2016, Ubial explained, the PhilHealth subsidy for premium payments for indigent families and senior citizens was included in the DOH budget while in the proposed budget for 2017 this was set apart. “Thus, if we add the PhilHealth budget, the proposed DOH budget for 2017 would total P141.02 billion, or an increase of 15 percent actually,” she said. Ubial was in Lima, Peru, over the weekend for the 6th Apec High Level Meeting of Health Ministers. Tina G. Santos

Imee, Dy named top govs despite rule THE GOOD they have done outweighs their belonging to political dynasties, contrary to the rules on picking the top 10 governors to be cited by Malacañang for leading the fight against illegal drugs in their respective provinces. This was Interior Secretary Ismael Sueno’s explanation for the inclusion of Ilocos Norte Gov. Imee Marcos and Isabela Gov. Faustino Dy III on the list of governors to be feted by the Palace as a counterbalance to the numerous local government officials involved in the illegal drugs trade who had been named and those still to be unmasked by President Duterte. Marcos is the daughter of the late strongman President Ferdinand Marcos and elder sister of former Sen. Ferdinand “Bongbong” Marcos Jr. who ran for vice president in the May elections but lost. Her mother is current Leyte Rep. Imelda Romualdez- Marcos. Dy is a scion of Isabela’s most influential political clan. “These are model leaders, model local executives. The President is not only exposing the bad guys but also the good guys in government,” Sueno told a Palace news briefing on Monday. Reminded that the Department of the Interior and Local Government screening committee had ruled that members of political dynasties were disqualified from the search, Sueno said: “Maybe they are. But they have proven to be very good administrators and very good governors.” “Maybe their being members of (political) dynasties was outweighed by their performance as governors,” he said. Asked if this meant that Marcos and Dy were exempted from the rule, Sueno said: “Not really… but they are well known to be good administrators.” Aside from their antidrug stance, Sueno said Marcos, Dy and the eight other governors were being cited for promoting transparency in governance and disaster preparedness in their provinces. He said they introduced policies that “made their provinces competitive when it comes to business.” The other governors to be cited are Junie Cua of Quirino, Jose Alvarez of Palawan, Eduardo Firmalo of Romblon, Alfredo Marañon of Negros Occidental, Edgardo Chatto of Bohol, Hilario Davide III of Cebu, Daisy Avance-Fuentes of South Cotabato and Ma. Angelica Rosedell Amante- Matba of Agusan del Norte. In excluding members of political dynasties, the DILG had said: “[T]he notion [is] that they control much of what is going on around them in their locality. Any information deemed detrimental to their image might be suppressed.” Sueno said the DILG will release next week the names of city and municipal mayors who deserve to be cited for supporting the antidrugs drive.

‘Duterte’s bold steps made peace between gov’t, Reds highly possible’ DAVAO CITY – The formal peace negotiations between the Philippine government and the National Democratic Front of the Philippines have officially resumed after five years of dormancy. Presidential Adviser on the Peace Process Jesus Dureza, during the opening ceremony of the negotiations in Oslo, Norway, on Monday (Aug. 22, Manila time) said that it was symbolic that everyone came wearing the traditional Barong Tagalog and Filipiniana . “It shows that we are one and undivided nation,” Dureza said in his opening statement. The resumption of talks, Dureza said, has reignited the lost sparks of the process that has gone through six presidencies. Dureza admitted that the peace process has been through a lot of challenges and breakdowns due to several sensitive issues, including preconditions. Despite these challenges, Dureza remarked that the talks have taken a huge turn because of a new element in the peace process and the country. “There is a new element on what we are doing and it is the Duterte presidency,” Dureza said. Dureza said President Duterte has taken bold steps including the “unprecedented and historic release of detainees in order to make them available for the negotiations.” With common grounds and existing mutual trust, Dureza said, the peace process should not be called a negotiation anymore but a shared conversation. “The peace road is not always rosy. There are humps and bumps along the way,” he said. But he quickly added that both parties should not leave the negotiating table because the country might not have the same opportunity and favorable situations again. “Let us stay in the course no matter what,” he said. Meanwhile, Communist Party of the Philippines founding chairman and NDFP chief political consultant Jose Maria Sison said that the Filipino people have been rejoicing over the bright prospects of just and lasting peace. “We in the NDFP are optimistic that the objective conditions and subjective factors are more favorable than any other than before,” Sison said in his opening statement in Oslo, Norway. He said the Filipino people have been hoping for fundamental reforms in the country. Sison added that for the first time in the history of the country, a president emerged denouncing the abuses of the oligarchy. He noted Duterte’s position against foreign powers while using the language of streets and masses. Duterte is the first president who claims he is from the Left and a socialist and is willing to seek common ground with the revolutionary movement, according to Sison. Sison said the enactment and implementation of comprehensive agreements on socio-economic, and political and constitutional reforms would greatly benefit the people. “The people can benefit from the bourgeois democratic reforms in the next six years,” Sison said. These reforms, Sison said, would include the assertion of national sovereignty and territorial integrity and substantial socio-economic programs. “This is a President who can understand and appreciate the programs of the national democratic movement,” Sison said adding that Duterte knew how to work in achieving just and lasting peace. 39 Doctors save a baby born in Aleppo amid bombing Birth is, at the best of times, an intense experience. But birth by emergency cesarean section, after the mother is seriously injured by a bomb in war-torn Aleppo, is something else altogether. Mayissa has just been the victim of an airstrike on her way to the hospital in a Syrian city under siege, with just a handful of doctors left. Now on a gurney, Mayissa's arm and leg broken, she is in shock as doctors all too familiar with massive injury remove inch-long pieces of shrapnel from her body. As doctors pull the baby from her gashed abdomen, dread rushes into the operating room. Her baby is silent; white as the tile. "Is his heart beating? " asks a person in the room. "No. I'm sorry," a doctor responds. What parents in Syria tell their children Extraordinary footage of the birth was shot in July by Waad Al-Kateab and obtained by the United Kingdom's ITN/ News. CNN obtained the footage from Kateab and the network. The baby is splayed on a green plastic sheet. His milky-while umbilical cord, still attached, is blocked with a pair of forceps. Doctors gingerly pump his chest, hoping to start the minutes-old heart. They are resolute as they put what looks like a small baster in the child's nose and mouth, hoping to suction out any fluid blocking his breathing. A flutter in his umbilical cord is the first sign of life. His heart is working. A doctor grips him by the feet and thumps his bottom. To the viewer it seems rough, even violent; but it's clear they know what they're doing. Color -- human color -- slowly flows through the baby's body. As he is laid down, life rings out -- a cry. And the doctors can smile. His mother, too, has survived. Amid unspeakable calamity, a glimmer of hope.

Rachel McAdams and boyfriend Jamie Linden shop for bedroom pillows in West Hollywood Rachel McAdams' summer romance with Jamie Linden continues to heat up, even as the season draws to a close. The True Detective actress and the screenwriter were spotted in West Hollywood shopping for home furnishings - specifically, pillows - amid their ongoing relationship, which looks to be taking a turn for the serious with the domestically-geared outing. The Canadian beauty and Linden looked inseparable during the Friday outing, laughing and smiling as they held hands, talking to one another as they sat on mattresses and chatted one another up. The two previously had lunch with Rachel's younger sister Kayleen, a makeup artist, and her husband Evan Turner. The Oscar- nominated Spotlight stunner wore a lacy black with suede beige block heels with a zipper, with a grey purse draped over her shoulder and . Linden also went casual for the midday outing, wearing a grey that read, 'Do better' with blue and grey suede . The Sherlock Holmes actress should get a good night's sleep following the outing, as she emerged with four organic pillows in tow, as she and Linden emerged from the store each holding two. Linden has considerable Hollywood experience himself, having written the screenplays for films such as 2006's We Are Marshall and 2010's Dear John, both of which he co- produced. He also directed an ensemble cast featuring A-listers such as Channing Tatum, Rosario Dawson, Chris Pratt in the 2011 rom-com 10 Years, marking his first and only directing gig to date. 42 Kaysville parents demand bus routes, sidewalks for elementary students FARMINGTON, Utah – Parents in Kaysville are worried about their children traversing a dangerous street with few sidewalks. On Wednesday, Canyon Creek Elementary opens its doors for the first time. While most parents are happy with the look and architecture of the new building, they’re concerned about the lack of a safe walking route. About 200 students will start school at Canyon Creek Elementary. But parents refuse to let them walk or bike the one and a half miles because there are few sidewalks, crosswalks or traffic lights. And with a new high school and homes under construction along 650 West, they fear kids will run into danger. “As a parent, I get it. I can sit down and have a conversation with my kids and say you need to walk single file on this road through here, but they’re kids. And I can guarantee maybe once they’re going to do that,” said parent Alison Dunn. Dunn said city leaders are looking into installing sidewalks, but it will be a couple more years. Until then, she wants Davis County School District to provide buses. Administrators say a route must first be deemed hazardous. They’re awaiting results from an outside engineering firm who makes that determination. “We understand that parents are concerned. They want their child to arrive safely at school. We want that to occur too,” said Christopher Williams, Davis County School District Community Relations Director. The district says state law calls for students who live within a mile and a half of the school to provide their own transportation. If the route to Canyon Creek is deemed hazardous, the district will look at bus routes, but even then, finding bus drivers at short notice will be difficult. In the meantime, parents say they’ll drive their kids to and from school. They worry they’ll add onto more traffic and create a more hazardous situation for students. Dave Millheim, city manager for Kaysville, said they are mindful of student safety. They are working on installing more sidewalks to accommodate them. They are reminding drivers to slow down in those areas during school hours.

Follow our guide Aug. 23, 1917, is a blemish in Camp Logan's past: a race riot started after two policemen arrested a black soldier after getting involved with the arrest of a black woman. As Lisa Gray points out in a Oct. 2013 column, a soldier intervened after seeing police officers "assaulting and arresting a black woman, dragged partially clothed from her house. The police beat and arrested the soldier, too. That afternoon, when a corporal from the base tried to investigate the arrest and arrange for the soldier's release, the police beat, shot at and arrested the corporal, too. 45 South Africa local elections: ANC loses power in Johannesburg for first time South Africa's governing ANC party has lost control of the country's largest city and economic centre, Johannesburg. The city council elected as mayor Herman Mashaba from the opposition Democratic Alliance (DA). The ANC had run the city since the fall of apartheid more than 20 years ago. It lost its council majority in local elections, although it is still the largest party. The party has also lost control of the capital Pretoria and Town. The end of racial politics? Testing times for South Africa's ANC It follows local elections earlier this month that produced no outright winner in most districts, resulting in hung municipalities and forcing parties to form coalitions to govern. Of the country's six biggest cities, the ANC only won an outright majority in Durban, seen as a stronghold for South African President Jacob Zuma. There was drama at Monday's Johannesburg council meeting, which lasted 11 hours. A scuffle broke out between opposition party members and electoral commission officials and an ANC councillor who was sworn in earlier in the day collapsed and died shortly after Mr Mashaba was elected. The ANC had won 44.5% of the vote, more than the DA's 38.4%. But the left-wing Economic Freedom Fighters (EFF) with 11% found itself in the position of kingmaker and refused to give its votes to the ANC. Mr Mashaba, a 56-year-old businessman, has promised to reform the city administration.

Nicolas Sarkozy to seek French presidency again Former French head of state Nicolas Sarkozy has announced that he is a candidate to run again in next year's presidential election. In order to stand, he must first win his centre-right Republicans party's primary in November. Mr Sarkozy said he "felt he had the strength to lead the combat at such a tormented moment in our history. " No-one doubts his energy, but a number of obstacles must be overcome if he is to fight his way back to the Elysee. Nicolas Sarkozy served as French president from 2007 to 2012, and the country he left behind as he walked from the Elysee was not a happy one. The campaign promises of a land where people could "work more to earn more" had vanished. Unemployment was back near 10%; the deficit ballooning; and the much-vaunted "rupture" with the country's uncompetitive past as much a dream as five years previously. Mr Sarkozy could argue - with some justice - that all his plans to rewire the economy had gone down the drain by the 2008 world crisis. But still the man with all the answers turned out to be mainly mouth. Profile: Nicolas Sarkozy Nicolas Sarkozy may want to be the centre-right candidate next April, but sadly for him others have the same idea. There are in fact 10 other runners in the November primary, most of whom have no chance whatsoever and are merely putting down markers for the future. A couple are serious rivals. There is Mr Sarkozy's former Prime Minister Francois Fillon - the man who learned to swallow hard and keep looking impassive through whatever his master's latest putdown. And then there is Alain Juppe - another former prime minister. Right now Mr Juppe is in fact the favourite to win in the November primary - so Mr Sarkozy has a tough and potentially bitter fight ahead. Mr Sarkozy's enemies have always given themselves heart from the thought that if all else fails to bring him down, justice will. The list of "affaires" in which the former president is embroiled is long and very complicated. Two stand out. In the first, Mr Sarkozy is accused of knowingly exceeding campaign funding limits in the 2012 election. In the second, he is said to have put pressure on a judge to reveal details on another case in which he was implicated. In both of these affairs, Mr Sarkozy is "mis en examen" - in other words he is formally the target of a judicial investigation that might well end in a trial. Were that to happen in the weeks to come, his chances would be scuppered. Luckily for Mr Sarkozy, the wheels of French justice grind exceeding slow. Still - the law is a weak spot. Investigations Nicolas Sarkozy faces Bling is such an annoying, meaningless expression - but Mr Sarkozy undoubtedly suffered from his supposed affinity for a certain kind of lifestyle. He came to be viscerally loathed by a large part of the population - not just as a political figure, but for the kind of man he was. In truth, his lifestyle was not that different from other French leaders'. Carla Bruni was no liability: in fact she is quite admired. Far more problematic was Nicolas Sarkozy's odd personality: impulsive, cocky, braggadocio masking some inner insecurity. Many people didn't like it, and they still don't. If Nicolas Sarkozy ends up against Francois Hollande in 2017 (and it is perfectly possible), it will be an exact re-run of 2012. Could there be a more crying indictment of French politics? And a more potent argument for Marine Le Pen, the leader of the far-right National Front?

Rig grounded on Lewis beach towed away by two tugs Transocean Winner, the rig that grounded on a west Lewis beach two weeks ago, has begun to be towed round the island by two tugs. The 17,000-tonne structure was refloated on a high tide at 22:04. The tugs Union Bear and Union Princess are towing the rig to the east side of Lewis. The journey to Broad Bay covers about 54 miles (87km) and could take up to 21 hours to complete. Once in Broad Bay, underwater inspections of the rig will be made to check for damage. Transocean Winner could remain in the bay until mid-September to allow for repairs and a decision on its final destination. The rig was being towed from Norway to Malta, from where it was to be moved to a yard in Turkey to be scrapped, when it broke free from a tug in a storm and was blown on to the shore at Dalmore, near Carloway. It's the incongruity of it all. The giant orange rig at a jaunty angle at the end of a typically gorgeous Hebridean beach, of course. As you drive down to the scene there's an orange helicopter parked on a drive just outside one of the houses, branded with a company name from the Pyrenees. Then there's the cluster of emergency services. Police. Ambulance. Coastguard. The Salvation Army. Well, get so many people together working so hard, and they'll need support, teas and coffees. And at sea, just a couple of hundred metres off the beach, the tugs and barges that should move the TransOcean Winner at high tide tonight. Zipping between them, a couple of fast RIBs. VIDEO: Watch here as Huw Williams tweets footage from the scene. Hugh Shaw, the Secretary of State's Representative for Maritime Salvage and Intervention, who is overseeing the salvage operation, said everything was done to prepare for a successful refloat. He told BBC Alba that before being towed to Broad Bay, the rig would first be moved about five miles (8km) offshore from where it ran aground. This would allow for checks to its buoyancy and stability before the longer towing operation. Mr Shaw said eight anchors were to be used to hold Transocean Winner in Broad Bay in "any weather conditions".

Ryan Lochte: Speedo and Ralph Lauren among four to end sponsorship Four sponsors have dropped disgraced US Olympic swimmer Ryan Lochte, including swimwear manufacturer Speedo and fashion label Ralph Lauren. They were followed by announcements from skin care firm Syneron-Candela and Japanese mattress maker Airweave. It comes after Lochte lied about being robbed at gunpoint by a policeman after a night out during the Rio Olympics. Lochte, a 12-time Olympic gold medalist, has earned millions of dollars through endorsements. Speedo, the biggest sponsor of the four, said: "We cannot condone behaviour that is counter to the values this brand has long stood for. " Lochte, aged 32, said he respected Speedo's decision, and thanked the company. "I am grateful for the opportunities that our partnership has afforded me over the years,'' he said. Ralph Lauren, which has removed some of Lochte's images from its website, said its sponsorship of the swimmer had been only for the Rio Olympics and would not be renewed. Ralph Lauren and Airweave both stressed that they would continue their support of the US Olympic and Paralympic teams. Syneron-Candela said: "We hold our employees to high standards, and we expect the same of our business partners.'' Speedo said it would donate a $50,000 portion of Lochte's sponsorship fee to the charity Save The Children's Brazilian operation. The value of Lochte's Speedo sponsorship has not been disclosed. The contract reportedly expires this year after 10 years. The US business magazine Forbes calculated that in the year of the 2012 London Olympics, Lochte earned about $2m in sponsorships from companies such as Gillette, Nissan, AT&T and Gatorade. Lochte's performance at Rio did not reach the heights of his London triumph, but Forbes estimated his endorsements would still have been between $1m-$2m. The saga started when Lochte and three team-mates returned to the Olympic village after a late night out in Rio. They tried, unsuccessfully, to use the locked toilet at a garage and urinated outside instead. After first claiming that he and his three team-mates had been robbed by bogus policemen, Lochte back-tracked and admitted he had, while still drunk, "left details out" and "over-exaggerated some parts of the story". Despite the evidence against him, including CCTV footage, he has however denied that he actually lied in his initial account to Brazilian police. Lochte's behaviour has been met with disdain in the US and he has been widely pilloried in the US media. On 19 August the New York Post carried a front-page headline describing him as the "Ugly American", along with the slogan "Liar, Liar, Speedo on fire". Lochte is one of the most successful swimmers in history, with 12 Olympic medals, and he once had his own reality television show in the US. In Rio, he swam in two events, winning a gold medal in the 4x200m freestyle relay along with team-mate Jack Conger. "We appreciate his many achievements and hope he moves forward and learns from this experience," Speedo said of Lochte.

Germans told to stockpile food and water for civil defence For the first time since the Cold War the German government is advising citizens to stockpile food and water for use in a national emergency. Some opposition MPs said the new civil defence concept, to go before ministers on Wednesday, was scaremongering. Citizens are advised to store enough food to last them 10 days, because initially a disaster might put national emergency services beyond reach. Five days' water - two litres (half a gallon) per person daily - is advised. The German news website Frankfurter Allgemeine (FAZ) said the new concept was set out in a 69-page German Interior Ministry document. The document said "an attack on German territory, requiring conventional defence of the nation, is unlikely". But, it said, a major security threat to the nation in future could not be ruled out, so civil defence measures were necessary. Soon, Germans began tweeting ironically under the hashtag "Hamsterkaeufe" (panic-buying). Interior Minister Thomas de Maiziere told a group of schoolchildren that Germany must be prepared to react if water or food reserves were poisoned, or if oil and gas supplies were interrupted. The parliamentary head of the left-wing Die Linke party, Dietmar Bartsch, criticised the move, saying "you can completely unsettle people with yet another round of proposals, such as hoarding supplies". The Greens' deputy parliamentary leader, Konstantin von Notz, said it was sensible to update civil defence advice which had not been touched since 1995. But he warned against mixing up possible military or terrorist scenarios, saying "I can't see any attack scenario that merits a stockpiling of supplies by the population". 52 Billy Butler of Oakland Athletics injured by teammate Danny Valencia's punch to temple Oakland A's designated hitter Billy Butler suffered a concussion in a fight with teammate Danny Valencia on Friday after the third baseman punched him in the temple, according to a San Francisco Chronicle report. While details of the fight have not been revealed publicly, the Chronicle reported Monday, citing multiple sources who were present, that it began before batting practice over what Butler apparently said to Valencia while an equipment representative was in the clubhouse. According to the Chronicle, Butler had interrupted Valencia's conversation with the equipment rep to say Valencia regularly uses spikes that are in breach of his contract, adding that the rep's company should terminate Valencia's endorsement deal. "Don't you ever loud-talk me in front of a rep," Valencia said to Butler after the equipment representative had left, before walking swiftly toward him, according to the Chronicle report. "That was wrong," "I can say whatever I want, and your b---- ass isn't going to do anything about it," Butler reportedly replied. Valencia punched Butler in the head before the brief fight that followed was broken up, the Chronicle reported. Butler and Valencia have been fined an undisclosed amount by the team, and Butler was placed on the seven-day concussion disabled list Monday. Butler missed Oakland's games Saturday and Sunday with what manager Bob Melvin said was nausea and vomiting. According to the Chronicle, Butler and Valencia have yet to speak since the incident. 53 Former USC Trojans, Los Angeles Raiders quarterback Todd Marinovich found naked, arrested with drugs Former USC Trojans and Los Angeles Raiders quarterback Todd Marinovich was found naked with marijuana and possibly methamphetamine in a residential area of Irvine, California. Irvine Police Cmdr. Mike Hallinan said Monday that Marinovich was arrested Friday night after a call saying a naked man was on a hiking trail near homes. The officers found him in a backyard holding a brown bag containing marijuana and a substance that appeared to be meth but police are awaiting lab results. The 47-year-old Marinovich was cited for trespassing, possession of a controlled substance, possession of drug paraphernalia and possession of marijuana, Hallinan told the Orange County Register on Monday. Hallinan said Marinovich, an Irvine resident, was in a backyard of a home and had been seen naked on a neighborhood jogging path. "He was carrying the items in a brown bag," Hallinan said. Marinovich's problems with drugs have been well documented since rising to stardom as a freshman USC quarterback in the 1989 season, culminating with a Trojans victory in the Rose Bowl over Michigan. He was booked for cocaine possession a month after the 1990 Sun Bowl and entered the NFL draft, where he was drafted in the first round by the then-Los Angeles Raiders. He was released by the Raiders after two seasons for repeated drug use, cementing his legacy as one of the biggest NFL busts in history. According to the Orange County Register, Marinovich's rap sheet includes pleading guilty in 1997 to felony charges for cultivating marijuana. In 2000, he attempted to revive his career with the Los Angeles Avengers of the Arena Football League, but he was arrested on suspicion of heroin possession and cut eight months later. In 2005, he was charged again with drug possession. Two years later, Marinovich was booked for felony possession of a controlled substance, unauthorized possession of a hypodermic needle and resisting arrest. In recent years, he has focused on his arts career. The Associated Press contributed to this report.

A nurse cuts away his clothes as a crowd looks on, some filming on their smartphones. It is not known how the man ended up with the blade in his body or what condition he is in now. Barranquilla, in the north of Colombia, is a major city popular with business travellers and tourists, according to the U. S. Department of State. However, the country as a whole is known to have a problem with violent crime, fueled by its rampant drugs trade. It has been home to some of the most violent, sophisticated and powerful drug trafficking organisations in the world since the 1970s. Despite intensive government efforts, it has consistently been ranked as the world’s largest producer of cocaine. Colombia has three cities within the top 50 most dangerous in the world, according to UN data from 2015. At number eight in the world was Palmira, in the southwest, which had 70.88 homicides per 100,000 inhabitants. Cali, also in the southwest, came tenth with 64.27 while Pereira, in the foothills of the Andes, had 32.58, putting it 45th in the league table.

Syrian girl sings happily for the camera before a BOMB explodes outside her home This distressing footage shows a Syrian girl singing happily to the camera before a bomb explodes outside her home. As the building is rocked by the blast, the child is picked up and moved to another room. The explosion appears to die down by the end of the 44-second video, but it is not known if anyone was hurt. The 40-second video is the latest evidence of the suffering of children during the conflict in Syria. Last Wednesday, activists released footage showing Omran Daqneesh, five, being rescued from a partially-destroyed building after an airstrike. The video shows him wiping his dusty forehead with his hand, before realising he is bleeding, and he rests his hands back in his lap. Omran waits quietly as his rescuers leave the ambulance to save the lives of four other children, before taking them all to the hospital. He was wearing a T-shirt with the popular cartoon character CatDog on it, barely visible through the blood and dust. The northern city of Aleppo has seen heavy fighting in recent weeks. Omran was treated and later discharged but his 10-year-old brother, Ali, died. Last year, international sympathy for victims of Syria's war was heightened by a photo of a drowned 3-year-old refugee from Syria, Alan Kurdi, washed up on a Turkish tourist beach. The image of Aylan, who died when a people smugglers' boat taking his family and other refugees to a nearby Greek island capsized, swept across social media and was retweeted thousands of times.

Witness and suspect dies, but case against John Swallow still on for now SALT LAKE CITY -- The man often called former Attorney General Mark Shurtleff's "political fixer" died at the Utah Valley Medical Center at the age of 51. Tim Lawson had suffered a number of health problems in recent years. His brother, Jason, said on Facebook that it was an infection that ultimately ended Lawson's life. In 2013, Lawson emerged as a key figure in corruption charges against Shurtleff and his successor, John Swallow. Lawson was the self-admitted middle-man between the two top prosecutors and millionaire convict Marc Jenson, who was serving prison time for not paying restitution to investors in failed business deals. Jenson rented luxury apartments at a California golf resort and spa called Pelican Hill, and Lawson arranged free trips to the resort for Shurtleff and Swallow. "I never explained one way or another that this was on my dime. That's all I said. This was on my dime," Lawson told FOX 13 News in a 2013 interview, saying Shurtleff and Swallow believed Lawson, and not Jenson, was funding the trips. Jenson told FOX 13 News at the time that Shurtleff and Swallow knew Lawson was just a transparent pass-through to legitimize the trips. “John Swallow and Mark Shurtleff both knew that I was not only paying Tim because Mark Shurtleff asked me to, but they knew that's where I lived and there's no reason to think any other way,” Jenson said. Salt Lake County District Attorney Sim Gill said for now, Lawson’s death only changes the case against Lawson himself. "We will continue to evaluate our case, but as for now we continue to prosecute our case against Swallow. As for Mr. Lawson, the prosecution comes to an end. Our condolences to the family for their loss," Gill said.

Seattle Seahawks quarterback Russell Wilson and Ciara marriage changed from North Carolina due to state's transgender bathroom laws The wedding planner for Seattle Seahawks quarterback Russell Wilson and singer Ciara said the couple initially planned to get married in North Carolina but changed locations because of the state's transgender bathroom law. "I did the whole thing -- three times," wedding planner Mindy Weiss told The Knot. "They were first getting married in North Carolina, but they called it off due to the transgender bathroom laws. But it was really done. " Wilson and Ciara were then going to move the wedding to Paris, but it was Fashion Week. They ended up getting married in London. Wilson spoke last month about the responsibility of athletes to promote social change. "Well, I think we all have a responsibility," he said. "It's not just on athletes, it's not just on coaches, it's not just on anybody in particular. It's on all of us. I think ultimately it comes down to love and appreciating one another and respect for one another. "It's an appreciation for society, an appreciation for the country we live in, an appreciation for the towns and cities that we live in. Ultimately, it comes down to all of us to make sure we appreciate one another. " The law, enacted earlier this year, requires transgender people to use bathrooms that correspond to the sex on their birth certificates. The law applies only to bathrooms in government buildings, public schools and public universities. It does not apply to private universities, and private companies are allowed to implement any policy they choose. Opponents of the law argue the measure limits anti-discrimination protections for lesbian, gay and transgender people.

What Trump, Clinton's First Tweet Says About Them As People There’s a first time for everything, and that includes pissing off random strangers on social media. 61 Pentagon Warns Russia And Syria: Stay Away From Our Troops The Pentagon issued a stern warning to Russia and Syria that it will do whatever is necessary to protect U. S. forces and partners fighting Islamic State, even if that means shooting down Russian and Syrian aircraft. Pentagon press secretary Peter Cook told reporters Monday the U. S. reserves the right to defend its forces against any threat. That could extend to U. S. partners like the Syrian Democratic Forces (SDF) and the Kurdish People’s Protection Units (YPG). “We always have the right to defend our forces,” said Cook, when asked whether or not the U. S. would consider shooting down Russian or Syrian aircraft that threaten U. S. forces. “We, again, would advise them to steer clear in areas where we are operating,” he noted. When asked if that statement would apply to local partners, the press secretary added: “We’re going to defend those, too.” Cook did not elaborate on specific units or partners that the promise would apply to, but he did say local partners helping fight ISIS would “enjoy” protection from the U. S. When asked if the policy constituted the U. S. placing a no-fly zone over its forces and partners, Cook replied by saying “you can label it what you want.” Despite the strong rhetoric, he insisted the warning does not constitute a change in policy regarding Syria. The Pentagon’s warning comes one day after the new commander of U. S. forces fighting ISIS made similar statements. “We’ve informed the Russians where we’re at … (they) tell us they’ve informed the Syrians, and I’d just say that we will defend ourselves if we feel threatened,” Army Lt. Gen. Stephen Townsend told CNN’s Barbara Starr. Both Townsend and the Pentagon’s warnings are the result of what defense officials have called an “unusual” incident involving Syrian government aircraft attacking an area close to where U. S. special operations forces were supporting Kurdish partners against ISIS. The danger from the attack required U. S. forces to be hastily moved out of the area. While perhaps not a change in policy, both Townsend and Cook’s statements are unusual in that they represent the first time the Pentagon has issued such warnings openly to Russia and Syria. 62 Condi Rice Has No Recollection Of Hillary's Email Convo Former Sec. of State Condoleezza Rice has no recollection of a conversation at a 2009 dinner party where Hillary Clinton reportedly claims that Gen. Colin Powell advised her to use a personal email account. Rice’s inability to recall the conversation makes her the second person to publicly undercut Clinton’s claim. Both NBC News and The New York Times reported last week that Clinton told the FBI that Powell offered her the email advice during a dinner party at former Sec. of State Madeleine Albright’s home. Rice and another Henry Kissinger, another former secretary of state, were present at the dinner party, where the former diplomats were asked to provide Clinton with advice to help her tackle her new job. Joe Conason, a liberal reporter who is a staunch Clinton supporter, also reported details of the dinner party conversation in a book he is set to publish next month. According to The Times: Mr. Conason describes a conversation in the early months of Mrs. Clinton’s tenure at the State Department at a small dinner party hosted by Madeleine Albright, another former secretary of state, at her home in Washington. Henry Kissinger and Condoleezza Rice also attended. “Toward the end of the evening, over dessert, Albright asked all of the former secretaries to offer one salient bit of counsel to the nation’s next top diplomat,” Mr. Conason writes. “Powell told her to use her own email, as he had done, except for classified communications, which he had sent and received via a State Department computer.” The identity of Conason’s source is unclear. But according to The Times, he interviewed both Hillary and Bill Clinton for his book. Yes No Completing this poll entitles you to Daily Caller news updates free of charge. You may opt out at anytime. You also agree to our Privacy Policy and Terms of Use. It is possible that that Rice was not present at the dinner table when Powell provided his advice, though Conason’s book suggests that all of the former secretaries of state were there. Georgia Godfrey, Rice’s chief of staff at the Hoover Institution at Stanford University, where Rice teaches, tells The Daily Caller that Rice does not recall the discussion. “Dr. Rice’s isn’t doing any media right now. I can tell you though that she has no recollection of that conversation either,” Godfrey told TheDC. Clinton has sought to downplay her “extremely careless” email practices — as FBI director James Comey called them last month — by pointing to Powell’s own use of a personal email account. But Powell’s email practices were quite different than Clinton’s. He used an AOL account while Clinton paid a State Department employee under the table to manage her email system, which involved a personal account and a private server. Powell also says he used the State Department’s classified system to send and receive emails with classified information. Clinton declined to use that system, even though she was provided with an account on it. Instead, she sent and received all of her emails from her personal, non-government BlackBerry. More than 2,000 of those emails have been retroactively classified. More than 100 contained information that was classified at the time the emails were originated. Rice did not use email at all during her tenure. Follow Chuck on Twitter

The Hypocrisy of the Black Lives Matter Movement And The Southern Poverty Law Center The Black Lives Matter (BLM) movement has many allies within the Progressive movement. Funded largely by the most liberal elements of the Left, especially those within the George Soros network , like his Center for American Progress, BLM has been a major motivator for the attacks on police officers all over the country. With chants like “Pigs in a blanket, fry-em like bacon” and “What do we want? Dead Cops!,” the simple fact is that BLM has created an atmosphere of anger and hatred, and has incited violence against law enforcement officers across the country. In no way has the killing and wounding of law enforcement officers dampened the enthusiasm of the BLM. It would seem that no reasonable person or group, regardless of how liberal, would want to be associated with any organization that advocates the killing of anyone, especially police. None of the BLM supporters are more dangerous and hypocritical than the Alabama-based Southern Poverty Law Center (SPLC). SPLC is a self- appointed “hate group” watchdog that produces a libelous and deceptive list of people and organizations who are deemed to be “hateful”. While there are no clearly stated criteria for groups being on this “hate” list, the SPLC’s specialty is the targeting and slandering of conservatives and conservative groups. As Laird Wilcox, an expert on extremist groups, has pointed out, “What they [the SPLC] do is a kind of bullying and stalking. They pick people who are vulnerable in terms of public opinion and simply destroy them. Their victims are usually ordinary people expressing their values, opinions, and beliefs – and they’re up against a very talented and articulate defamation machine.” The hypocrisy of their support of BLM is that the SPLC conducts training for law enforcement groups in various parts of the United Sates. The SPLC also maintains a “law enforcement resources” page that – not surprisingly – claims the most credible threats to law enforcement are those arising from right-wing actors. While the SPLC is advocating violence against police by supporting BLM and its associates, they are simultaneously instructing police on how to identify “hate groups.” And the story gets worse. Now it has been exposed through BLM’s own documents that they are unashamedly anti-Semitic. The recent release of the BLM “” accuses of “genocide” and “apartheid.” Despite this, SPLC continues to support BLM while BLM calls for the cessation of all foreign aid to Israel and blames this U. S. ally for atrocities against the Palestinians. How can SPLC continue to support BLM when it is now abundantly clear that BLM is both anti-police and anti-Israel? Part of the answer can be found in the fact that SPLC was connected in federal court in 2013 to domestic terrorism during the trial of Floyd Lee Corkins II who was convicted of attempted murder. On August 15, 2012, Corkins entered the offices of the Family Research Council (FRC) in Washington, D. C. and shot the building manager, Leo Johnson. Corkins admitted that he targeted FRC because they were listed as an anti-LGBT “hate group” on SPLC’s website. Corkins admitted that he was motivated to try and kill as many FRC employees there as possible because they did not support same sex marriage. Corkins’ conviction was the first ever under the Domestic Terrorism Statute in the nation’s capital. SPLC’s influence on Corkins through its reckless labeling was established in the court proceedings. Now the SPLC is once again inciting – violence, this time against police, while portraying themselves as police supporters. By endorsing BLM, the Southern Poverty Law Center has demonstrated that it has no concerns about the consequences of its actions. Now they are complicit in the targeting of police and the condemnation of Israel, yet there seems to be no “hate” label anywhere in this. In fact, the SPLC has cheered BLM, stating it is not only not a hate group, the “perception that it is… illustrates the problem. Our society…does not accept that racial injustice remains pervasive.” What hypocrisy. 2016-08-22 23:51 Former Ohio dailycaller.com

Teen calls 911 after parents ‘forced her’ to go on vacation TRENT HILLS, Ontario — A Canadian teen desperate to get out of a late summer trip with her parents called 911 last Tuesday, police said. The girl, 15, of Mississauga, apparently called authorities from a rented cottage in Trent Hills, east of Toronto, and told them her parents “forced her” to go with them. “This appeared to be a case of a teenager being a teenager,” Ontario Provincial Police Const. Steve Bates told CBC News. “Although she perceived this as a real issue, it was not an appropriate use of 911.” Just to be sure nothing else was going on, OPP officers drove to the cottage, where they found the teen with “her face buried in her hands” saying she didn’t want to be there, according to the Canadian Press . Police say she was warned not to misuse the emergency system in the future, but officers left the question of punishment up to the girl’s parents.

Missouri Senator Launches 'Mobile Offices' To Meet Voters Republican Missouri Sen. Roy Blunt launched a new program to ensure Missouri voters know exactly who he is when they go to vote in November. The Blunt campaign’s latest program is dubbed “mobile offices.” The first mobile office was Aug. 8, and Blunt reminded his supporters about the program on Twitter Aug. 18. The official campaign website lists 12 mobile office locations throughout the state of Missouri through the end of August. Each location has a separate sign-up area on the website. These mobile offices are much different than traditional “pop-up” style campaign offices. The events are staffed with Blunt legislative staff, and are geared towards better understanding Blunt’s constituents. Blunt isn’t the only senator to increase grassroots efforts to reach voters this election season. Sen. John McCain of Arizona recently reached three million voter contacts through his massive door-knocking efforts. McCain is looking to expand his numbers with Latino voters who may not vote Republican based on Republican nominee Donald Trump’s immigration stance. In addition to having a very active Twitter account, the Blunt campaign has a mobile app available for Android and IOS, “in order to provide Missourians with fast access to the latest information.” Blunt leads his Democratic opponent by seven points in the state-wide Remington Research poll. Trump began the summer with a firm 10-point lead in the state, but that lead has fallen to well within margin of error. That same Remington Research poll showed the Republican nominee only had a 2-point lead. Blunt also saw a strong fundraising network raise over $12.5 million directly for the campaign, not including money spent on his behalf by the Senate Leadership Fund. As of July, the campaign had over $6.6 million in cash reserves on hand. Follow Phillip On Twitter Have a Tip? In a recent article about the 46-year-old wife of Donald Trump, various news outlets reported that Trump worked as an “escort” during the 1990s, according to Politico. Trump’s attorney called the comments “one-hundred- percent false” and accused the media of “outright lying about her.” (RELATED: How Donald Trump Responded After The Post Published A Nude Photo Of Melania) (photo: REUTERS/Jim Young) “Mrs. Trump has placed several news organizations on notice of her legal claims against them, including Daily Mail among others, for making false and defamatory statements about her supposedly having been an ‘escort’ in the 1990s,” Charles Harder, an attorney for Trump said. “All such statements are one-hundred percent false, highly damaging to her reputation, and personally hurtful. She understands that news media have certain leeway in a presidential campaign, but outright lying about her in this way exceeds all bounds of appropriate news reporting and human decency.” On Monday, Trump took to her Twitter account and shared a link to articles posted in the Inquisitor and Bipartisan report, showing the news organization retraction and apology for the original report. https://t.co/0SDn4FICQk — MELANIA TRUMP (@MELANIATRUMP) August 22, 2016 Apology to Melania Trump https://t.co/9sAqu8wJ5P — MELANIA TRUMP (@MELANIATRUMP) August 22, 2016

Female Gang Boss 'Deez Nuts' Guilty Of Running DC Crime Ring A woman who goes by the alias “Deez Nuts” pleaded guilty to her role in a gang of robbers, pickpockets and identity thieves, U. S. attorneys announced Monday. Sylvia Price, 50, admitted to fraud and identity theft as part of the Simple City Criminal Organization, a gang located and operating in southeast Washington, D. C., and southern Maryland. Price stole at least $453,900 with more than 230 separate identities for the crime ring, the announcement said. Price took credit cards, checks and IDs from purses and wallets stolen by other members of the gang to make fraudulent purchases and withdrawals. “The money obtained from those transactions was given to Price, who then provided a portion to another SCCO member, to divide with the co- conspirators who stole the pocketbooks,” according to the statement from the Maryland district attorney’s office. Authorities say the Simple City Criminal Organization, named for a low- income neighborhood of southeast D. C., brought in more than $5 million since 2009. It was led by Price, along with Stefon Janey, alias “Stef” or “Stef Luva,” and Jessica Rubio, alias “Jazz,” who would meet regularly to discuss plans for their crimes, according to their June, 2015, indictment. The group trafficked firearms and committed armed robberies, according to the indictment. Most of their crimes resulted from auto theft. The gang was great at “hop-ins,” where a gang member would steal a car that was left running unattended. At one point, the group targeted cars of those visiting a cemetery. “They would wait for a victim to park the car at a gas station or convenience store and leave the keys in the car and the defendants would then jump in and steal the car,” U. S. Attorney for Maryland Rod Rosenstein said during a news conference last summer. The group leaders would give out advice to young recruits on how to commit crimes. “They were essentially running their own little crime school,” Rosenstein said . 73 NFL Teams With The Worst 2016 Offseason The key to having a productive year starts with having a great offseason. Here are five teams that had a rough break: PITTSBURGH, PA – AUGUST 12: Mike Tomlin of the Pittsburgh Steelers coaches during the game against the Detroit Lions on August 12, 2016 at Heinz Field in Pittsburgh, Pennsylvania. (Photo by Justin K. Aller/Getty Images) It wasn’t a very memorable offseason in the Steel City. Heath Miller, who spent his entire 11-year career with the Steelers, announced his retirement in February at just 33 years old. Wide receiver Martavis Bryant has been suspended for the entire 2016-17 season, which will put even more pressure on Antonio Brown. This is the second consecutive year in which Bryant has been suspended for violating the league’s substance abuse policy. On top of all that, Le’Veon Bell will miss the first three games due to a suspension. It’s going to be very difficult to win the AFC North with so many losses and a questionable defense. ORCHARD PARK, NY – AUGUST 20: Head coach Rex Ryan of the Buffalo Bills (C) the New York Giants warm up before the game on August 20, 2016 at New Era Field in Orchard Park, New York. (Photo by Brett Carlsen/Getty Images) No fan base (No, not even Browns fans) in the NFL has waited longer for a playoff appearance than Bills fans. The last time the Bills made the postseason was 1999, and it’s going to be very difficult to end that drought considering they play in a tough division and already have to overcome a multitude of injuries. Shaq Lawson is out for a few months due to shoulder surgery, and Reggie Ragland is going to miss the entire season because of a torn ACL. Former No. 3 overall pick Marcell Dareus will miss the first four games for violating the league’s substance abuse policy for the second time in as many years. IK Enemkpali recently tore his ACL and is expected to be cut. They also released Mario Williams because of differences with head coach Rex Ryan, and he chose to sign with the division rival Miami Dolphins. The Bills offense is going to have to be flawless this season. SAN DIEGO, CA – AUGUST 19: Quarterback Philip Rivers #17 of the San Diego Chargers looks on from the sidelines during the game with the Arizona Cardinals during preseason at Qualcomm Stadium on August 19, 2016 in San Diego, California. (Photo by Stephen Dunn/Getty Images) Are the Chargers just cheap or unlucky? Whatever the case, it seems like they have more trouble than anyone else when it comes to signing their top picks. Remember Eli Manning in 2004? Now it’s Joey Bosa in 2016. Bosa is widely regarded as the single best pass rusher of this draft class, but the two sides have yet to reach an agreement. If this standoff persists, Bosa could very well reenter the draft and play for another team next year. In addition to not signing Bosa, the Chargers did little to fix their struggling defense or restore faith in fans that they will stay in San Diego for the foreseeable future. Don’t expect the Chargers to contend for the AFC West crown this year. DETROIT, MI – AUGUST 18: Matthew Stafford #9 of the Detroit Lions drops back to pass during the first quarter of the preseason game against the Cincinnati Bengals at Ford Field on August 18, 2016 in Detroit, Michigan. (Photo by Leon Halip/Getty Images) The Lions became losers the second Calvin “Megatron” Johnson decided to retire. Johnson’s 1,124 receiving yards last season marked the sixth consecutive year in which he eclipsed the 1,000 yard mark. Without Johnson, Matthew Stafford can no longer heave up 50-yard passes into triple coverage and get the completions that he’s so used to. It’s a whole new ball game now in Detroit. The only two times the Lions successfully made the playoffs in the 21st century occurred with Johnson on the roster, 2011 and 2014. Last season, the Lions ranked dead last in rushing yards, and management did little to fix that problem. Let’s also not forget that Rashean Mathis, a pretty underrated cornerback, retired. FOXBORO, MA – AUGUST 18: Bill Belichick of the New England Patriots watches the action during a preseason game with the Chicago Bears in the second half of a preseason game at Gillette Stadium on August 18, 2016 in Foxboro, Massachusetts. (Photo by Jim Rogash/Getty Images) The Patriots shouldn’t even be on this list. Patriots management did everything right this offseason. They made key re-signings, brought Terrance Knighton in to help with the run defense and even had a good draft. But all of that can’t hide the elephant in the room: the NFL’s suspension of Tom Brady. There’s no telling how well Jimmy Garoppolo will perform in Brady’s place. Four games may not seem like a lot, but it is a quarter of the season, and that could very well make the difference between playing in Foxborough or on the road come playoff time. More than likely the No. 1 seed in the AFC will only have three or four losses at most, meaning every game is extremely critical for the Patriots if they want home-field advantage come playoff time. Department of Justice to appeal a court ruling allowing undocumented immigrants with criminal records to be released on bail during deportation proceedings. The 9th U. S. Circuit Court of Appeals sided with three immigrants and the American Civil Liberties Union early in August, finding that undocumented immigrants with criminal convictions are entitled to a bond hearing, providing they can demonstrate that they fully reintegrated into their community after their conviction, and that they are not a flight risk. Approximately 30,000 individuals are held in federal custody pending a deportation hearing on any given day. (RELATED: You Won’t Believe How Backlogged The Immigration Courts Are) Grassley and Sessions denounced the decision, arguing the ruling compromises the government’s ability to deport dangerous individuals. “The decision by the U. S. Court of Appeals for the Ninth Circuit in Preap v. Johnson will endanger thousands of innocent American lives, especially those who live in sanctuary jurisdictions,” the pair said. “Congress provided the Department of Homeland Security with the authority to detain the most dangerous criminal aliens without a bond for good reason: it ensures the protection of the public, and increases the likelihood of a prompt deportation.” The senators sent a letter to U. S. Attorney General Loretta Lynch, asking the Justice Department to appeal the decision. The Department has several options; it may ask the Ninth Circuit to rehear the case “en banc,” in which an 11 judge panel would rehear the case, or it could petition the U. S. Supreme Court to take up the matter. In the alternative, they may choose to let the Ninth Circuit’s decision stand. The letter puts forward three arguments. The senators point out four other federal appeals court have considered this question, each siding with the government. They also say the decision infringes on separation of powers, since it restricts the power of Congress to determine when criminal aliens are subject to federal power. They further say the impact of the decision is especially acute within the Ninth Circuit, which includes more sanctuary cities than any other circuit court in the nation. “These sanctuary jurisdictions refuse to hand over criminal aliens to DHS at all, much less immediately, meaning that the Ninth Circuit’s decision will prevent DHS from guaranteeing the detention of the most dangerous criminal aliens in those jurisdictions,” they write. The Justice Department has not yet announced how they intend to proceed with the case. Follow Kevin on Twitter Send tips to [email protected] . 75 Jewish, Black Leaders Mark Crown Heights Pogrom Anniversary Thought puzzle: suppose the good folks of Philadelphia, Mississippi this year had marked the June 1964 slaying of three civil rights workers — two black, one Jewish — by white racists with a huge street carnival to show how much better blacks and whites get along these days. No more misunderstandings about visiting civil rights activists being “outside agitators” or Communist plants like all those years ago! They would deservedly get attacked for moral obtuseness, historic revisionism and whitewashing murderous racism. If you think that is an exaggeration or hyperbole, let’s remember that Ronald Reagan and the GOP are still attacked as race-baiters because he launched his 1980 campaign in that town. Imagine what would happen if he also held a carnival! But with the kind of historical revisionism that would make David Irving proud, the Anti-Defamation League and black Brooklyn political leaders Sunday held a street festival in Crown Heights, Brooklyn, complete with rides and games, on the 25th anniversary of Talmudic student Yankel Rosenbaum’s fatal encounter with a black lynch mob. Why? To show how great blacks and Jews in the community get along these days. Who could argue with any of that? Well, anybody whose fealty is to historic accuracy not political agendas. Contrary to what the festival suggests, Crown Heights, both the killing of Yankel Rosenbaum and three ensuing days of rioting and looting was not due to some huge miscommunication between two equally aggrieved groups. It was a pogrom, just like in Europe, except Rosenbaum was killed by a black man, not a white Christian. Seth Lipsky, who covered the riots extensively as editor of The Forward, recounted the chilling details in his New York Post column last week. “Crown Heights erupted after a driver in the Lubavitcher Rebbe’s motorcade lost control and killed a black child, Gavin Cato,” he recounted. “That was an accident. The murderous mayhem that ensued was deliberate. Within hours, a Jewish scholar, Yankel Rosenbaum, was knifed to death by a member of a mob, some yelling, ‘Kill the Jew.'” At Cato’s funeral, Al Sharpton implied vengeance against racist Hasidic Jews was justified. “Talk about how Oppenheimer in South Africa sends diamonds straight to Tel Aviv and deals with the diamond merchants right here in Crown Heights. The issue is not anti-Semitism; the issue is apartheid,” he exhorted. “All we want to say is what Jesus said: If you offend one of these little ones, you got to pay for it. No compromise, no meetings, no coffee klatsch, no skinnin’ and grinnin’.” For three days roving of black youths attacked Jews. Ari Goldman, who helped cover the riots for the New York Times, disclosed in a 2011 Jewish Week article how his paper tried to lay equal blame on both Jews and black, kind of like the festival did Sunday. “In all my reporting during the riots I never saw — or heard of — any violence by Jews against blacks,” Goldman recalled . “But the Times was dedicated to this version of events: blacks and Jews clashing amid racial tensions.” No wonder that Yankel Rosenbaum’s brother Norman was livid upon learning about the festival. He told the Post that , “It is truly an indictment that on the day 25 years ago Yankel was attacked amidst the violent cries of the anti-Semitic rioters to ‘Kill the Jew! Kill the Jew!’ that the tragic loss of his life and the circumstances of his murder are today not worth more than games, music, festival rides, arts and crafts, live entertainment and nonkosher food.” There were even “animal baloons,” the Post reported. No word on whether the games Sunday included “ Whac-a-Mohel ” or “ Pin the horns on the Jew.” But what that really have been so out of place? Sharpton’s office did not respond to repeated emails about whether he would apologize for his “diamond merchants” broadside. True redemption is impossible without honesty first.

Family Abandons Home After NOISY Wind Turbines Built Nearby A Vermont family abandoned their home in 2014 after the installation of noisy wind turbines nearby, then environmentalists moved in and turned it into a research center to study the impacts of wind power on human health. The company behind the wind project that drove the Therrien family from their home recently declared bankruptcy, and their Vermont wind farm produced disappointing amounts of energy throughout the year. The Therriens abandoned their home of two decades because the sound and vibrations of the turbines were causing sleepless nights and health problems, but now Energize Vermont, a local environmental group , has gotten permission to use the home to study environmental and health impacts. “We certainly can’t get the wind companies to do the right thing for the towns. It’s a push in the right direction, with all of the other [wind turbine] projects that they are trying to put in,” Steve Therrien, the former owner of the home, told Watchdog.org . “I hate to say it, but any kind of studies or testing (by the state) has been gamed. This will hopefully level the playing field.” “We are going to solicit universities and research institutes to conduct studies, and we are going to make the property available to them,” Mark Whitworth, president of Energize Vermont, told Watchdog.org. ““The Therrien family abandoned their home, and we want to start to figure out why. What are the conditions that those turbines created that could cause a family to take the extreme step of abandoning their home and property?” One of most common complaints about wind turbines by local residents is that they cause “flickering” when the sun is behind their blades. This is generally agreed to be incredibly annoying and there’s evidence that it can cause headaches, sleep disorders and anxiety and depression symptoms in people who live nearby. “The State of Vermont and the Public Service Board does not seem to be interested in doing real monitoring and real measurements,” Whitworth continued. “They certainly aren’t interested in enforcing the conditions that they themselves established for these wind operations.” An anti-wind power activist in Vermont has been targeted by a state criminal investigation for allegedly “practicing law without a license” after helping residents appear before a public service board to oppose wind turbines. The complaint letter was partially redacted, but a footnote and other documents suggest it was sent by a law firm representing the founder and CEO of major solar and wind developer AllEarth Renewables. Unlicensed legal work is not a misdemeanor or felony under Vermont law. Major environmental groups like the Center For Biological Diversity have a long history of pursuing legal action against even “green” development, like wind turbines or solar farms, which it believes encroach on animal habitats and kill tens of thousands of birds . Environmentalists are already concerned about how solar panels, wind turbines and the batteries required to back them up use materials like cobalt, nickel, molybdenum, or highly purified silicon. All of these materials must be mined, refined and manufactured. The industrial processes required to build solar panels and wind turbines could also potentially contaminate the environment. 78 Roger Stone: Trump Should Release Tax Returns Roger Stone, who has advised Donald Trump formally and informally for years, says he thinks the Republican presidential nominee should release his tax returns. Rival Hillary Clinton has been attacking Trump on the issue, suggesting he has something to hide by not releasing them. “Yes, I think he should release his tax returns immediately,” Stone said Monday while on the Fernand Amandi Show on 610 WIOD Miami radio. The radio interview was first reported by BuzzFeed. On Sunday, Trump’s new campaign manager Kellyanne Conway said Trump would not release his returns until after an IRS audit is finished. “I’ve learned since being on the inside that this audit is a serious matter and that he has said that when the audit is complete, he will release his tax returns,” Conway said . The issue of releasing tax returns harmed 2012 Republican nominee Mitt Romney during the last cycle: Democrats hammered him until he released them; they then used the information in the returns to bash him once Romney gave in and made them public. 79 CNN's Brian Stelter Lets His Inner Fat Kid Out CNN “Reliable Sources” host Brian Stelter makes no secret about the fact that he was once fat. You know, before his TV career took off and he started sucking up to Jeff Zucker and declaring himself a leader in responsible news reporting. He grows especially insufferable when GOP presidential contender Donald Trump claims that if he loses, the presidential election will be rigged. Stelter personally can’t have that. But he also can’t help but frame things in the context of food. “If politics is a chocolate chip cookie and media is a brownie, this is really a blondie,” Stelter said on Brooke Baldwin ‘s program Monday afternoon, explaining Fox News’ Sean Hannity advising Trump. “…I’ve been thinking about this. …I haven’t had lunch yet, that’s what that’s about.” The backstory: Before Stelter turned 25, he went on a big public diet in which he announced that he intended to lose 25 pounds in 25 weeks. He used Twitter to keep a running daily diary of his diet. But at times he lied, leaving things out — like that random late-night pizza slice, he explained in a 2010 essay . He started the feed at 270 pounds. Today he visibly weighs far less. But he can’t seem to get his old self off his mind. 80 80 Gay Clergy To Reveal Secret Marriages In Open Letter Some secretly gay clergy members are set to reveal their gay partners, and advocate for gay marriage in an open letter. The open letter asks the General Synod of the Church of England to allow clergy members to bless gay marriages, reports the Independent. About a dozen ministers are going to sign it; half of them will say in the letter that they are in a same-sex marriage. Archbishop Welby and Archbishop Sentamu forbade clergy members from entering into same-sex marriages after England and Wales legalized same- sex marriage in 2014. They also said that those already in same-sex marriages were not allowed to be ordained. The Church of England’s attitude towards same-sex marriage needs to stop, said Reverend Andrew Foreshew-Cain in an interview with the Guardian. Foreshew-Cain married his partner in 2014 and was not removed from his post. “Yet the Church of England behaves as if they are somehow dirty and imposes penalties on clergy and refuses to acknowledge the marriages of those who wish to make lifelong faithful commitments. This has to stop and the element of fear and hypocrisy around our marriages has to end,” he said. The letter urges bishops to use the General Synod’s meeting in February to push for letting gay couples receive recognition and a blessing for their same-sex marriages in a special service. “We’re simply asking for action to back up the rhetoric of the Bishops about welcome and acceptance for LGBTI people,” Foreshew-Cain said . Andrea Williams, chief executive of Christian Concern, spoke out against the letter, saying that it seemed like an undermining of church teaching. “They [the signatories] are trying to undermine the authority of the teaching of the church,” Williams told the Sunday Times. 81 EPA Utterly Mismanaged $40 Million In Grants The Environmental Protection Agency (EPA) mismanaged $40 million in grants meant for water projects in the San Francisco Bay, according to a government watchdog. EPA Region 9, which covers Arizona, California, Hawaii and Nevada, doled out a total of $40,945,571 in grants to 18 different recipients since 2010. EPA’s project was supported by another $145 million in partnerships, most of which went to local governments in the Bay Area. Auditors at EPA’s inspector general sent out a report titled “EPA Does Not Have Reasonable Assurance That Employees and Recipients Perform Due Diligence” that concluded EPA mismanaged every grant the IG had examined. “EPA Region 9 does not have reasonable assurance that EPA staff working on San Francisco Bay Water Quality Improvement Fund grants (or the respective grant recipients) are performing due diligence with respect to the stewardship of project progress, compliance with grant terms, and fiduciary responsibility for federal funds,” states the inspector general’s report . “Project officers did not consistently collect and review information needed to monitor San Francisco Bay Water Quality Improvement Fund grants, or verify that outputs and outcomes were achieved.” Such sloppy management caused the EPA to significantly under-perform the expectations of the grants. The agency only managed to clean up a single mile of a local river, kill off an invasive snail species and convince 7 local governments to ban plastic bags. Each of the four grants examined failed to complete basic administrative baseline monitoring and included serious financial inaccuracies. Additionally, when questioned by auditors, grant receivers falsely claimed several times that they’d fulfilled their obligations. This was the first time the government ever reviewed the spending. “EPA Region 9 project officers and grant specialists for the San Francisco Bay Water Quality Improvement Fund did not complete baseline monitoring reports accurately and timely, or consistently verify that the recipient submitted required documentation throughout the life of the grant,” continues the report. “Grant specialists and project officers were inattentive and made mistakes, and program management did not review documents to verify accuracy or hold staff accountable.” Grant receivers also did not receive required project progress reports on time and were three years late on returning one request for documents. The report even notes that “when documents are not received or reviewed, the risk of fraud, waste and abuse increases.” EPA’s Inspector General recommended that the agency examine the grants it gave to clean up the San Francisco Bay further, starting in September of 2017. 82 CNN Panel On Hillary's Email Claims: 'How Is That True?' [VIDEO] David Catanese, senior politics writer for US News & World Report, blasted Hillary Clinton and her campaign for their response to her email use while secretary of state on Monday. In a segment on CNN’s “Wolf,” guest host Brianna Keilar read that statement from Clinton’s spokesman Brian Fallon which said, “Hillary Clinton provided the State Dept. with all the work-related emails she had in her possession in 2014. We are not sure what additional materials the Justice Dept. may have located but if the State Department determines any of them to be work- related, then obviously we support those documents being released publicly as well.” (RELATED: Comey Confirms Hillary Clinton Lied To The Public About Her Emails [VIDEO]) “How is that true? How is that statement true given what Judicial Watch has uncovered today?” Catanese asked. (RELATED: 15,000 NEW Clinton Emails Set To Drop Right Before The Election) The Clinton campaign has “never been completely transparent about that. And that statement is most likely untrue give what is being revealed today and what’s probably going to be revealed over the next couple of days,” Catanese said. 83 UK Health Secretary: Drinking No More Dangerous Than Driving The United Kingdom’s secretary of health is announcing new guidelines for alcohol consumption. Health Secretary Jeremy Hunt says moderate use is safe, but he will be lowering the number of drinks per week deemed healthy for men. It will be lowered from 21 “units” down to 14, the same number as women, The Daily Mail reported Sunday. For reference, a unit is equivalent to roughly half a regular shot of liquor. With 14 total units allowed in a week, that means seven half shots, six of wine, or six pints of beer. The new guidelines are a major reversal from one of the guidelines set forth by Chief Medical Officer Dame Sally Davies in January. She angered some when she said there is, “no safe alcohol limit and even drinking small amounts could cause illnesses including cancer.” Instead of agreeing the new guidelines are a rebuke of Davies, a source close to Hunt told The Daily Mail, “There’s no change to the guidance itself – actually what we’re doing is endorsing it.” Despite Davies’ claims of any alcohol use potentially causing illnesses, the Harvard School of Public Health says moderate alcohol consumption actually lowers rates of “heart attack, ischemic (clot-caused) stroke, peripheral vascular disease, sudden cardiac death, and death from all cardiovascular causes.” Cancer.org does acknowledge that one drink a day can result in a “very small increase in risk.” “We think the new guidelines are based on good science,” a government source told The Sunday Times. “Up to the limits we’re advising, the level of risk is probably something people would accept.” The new alcohol guidelines come on the heels of what was called a “watered down” childhood obesity strategy , where food companies will no longer be forced to reduce the sugar content in their products. 84 Gina-Lisa Lohfink: German model fined for false rape claim German model Gina-Lisa Lohfink has been convicted of making false rape allegations against two men in a case that has sparked debate across Germany. She was fined €20,000 (£17,200; $22,600) by a court in Berlin. A video showing Lohfink having sex with the two men in 2012 and saying "No" found its way on to the internet. She insists the incident was rape. But at a subsequent trial the two men were cleared of rape and Lohfink was accused of making false testimony. Lohfink is a former competitor on reality TV show Germany's Next Top Model, and the high-profile case partly informed a recent change to Germany's rape laws . A new law was passed in July clarifying that "no means no" even if the victim did not fight back. Prosecutor Corinna Goegge said: "Ms Lohfink was not a victim of a sexual offence. "She lied and deliberately misled investigators. " The court found that the sex was consensual but that Lohfink was saying "No" to it being filmed. But Lohfink has continued to insist that she was raped. "I'm not here to become famous," she told the court. "I didn't want the sex, nor the filming," she said in her final testimony, according to Tagesspiegel . After the verdict was read out, she cried, "I don't need to put myself through this" before storming out of the courtroom. Lohfink's defence lawyer described the verdict as "a scandal". Burkhard Benecken said he would discuss with her whether she had the strength for an appeal. He was now concerned for all women who wanted to report a rape, he said. One of the two men involved in the case pleaded guilty to a charge related to distributing videos showing the sex act. The case has been extensively covered throughout the German media. Tabloid Bild reported the verdict as "a bitter setback" for Lohfink , and said the verdict was greeted with boos from the public gallery. Die Zeit said that Monday's trial showed "how disrespectfully we treat people, when it comes to the accusation of rape". The case will stigmatise all parties in the long run, the paper said.

US election: Questions over Trump deportation plan Republican presidential nominee Donald Trump has signalled he may drop his proposal to deport 11 million people who are living illegally in the US. His campaign manager Kellyanne Conway said the mass deportation plan, which was a central plank of his campaign, was yet "to be determined". Her comments at the weekend came after Mr Trump met with a new panel of Hispanic advisers. He told Fox News on Monday he was not "flip-flopping" but wanted a fair plan. "We want to come up with a fair but firm process. Fair but firm," he said, without giving specifics. The businessman was scheduled to deliver a speech on immigration in Colorado on Thursday but his campaign team told US media on Monday afternoon that it has been postponed. Mr Trump has taken a hardline stance on immigration since the beginning of his campaign, vowing to create a "deportation force" as well as make Mexico pay for the construction of a wall along the US-Mexico border. While struggling to keep up with Democratic rival Hillary Clinton in the polls, Mr Trump has addressed black and Hispanic voters in recent days with the aim of broadening his support beyond white working-class voters. "What he supports is to make sure we enforce the law, that we are respectful of those Americans who are looking for jobs, and that we are fair and humane to those who live among us," Ms Conway told CNN on Sunday. When asked to clarify if Mr Trump would maintain his position on creating a deportation force, Ms Conway responded: "To be determined. " Donald Trump has repeatedly said the 11.4 million undocumented immigrants in the US "have to go". Now he may be wavering on that demand. The political risks of such a move - detractors will call it a flip-flop - are enormous. It will be difficult for Mr Trump to convince Hispanic voters and moderates that his change of heart is authentic. Meanwhile, Mr Trump's core base of support could feel betrayed. The Republican nominee has survived sometimes contradictory positions - on issues such as gay rights, abortion and the minimum wage - that allow supporters to pick and choose what they think he believes. His position on illegal immigration, however, is different. It's a central part of his argument that the US working class has been grievously wounded by economic policies implemented by a globalist elite more concerned with profit margins than American jobs. A reversal here would be akin to his saying that maybe Nafta isn't so bad after all. It would tear at the heart of his message. Given that Mr Trump's standing with Hispanics - particularly in key battleground states - has been an anchor on his presidential hopes, however, it may be a gamble he's decided to take. But Mr Trump's running mate, Mike Pence, insisted on Monday that the plan remains unchanged. "I don't think the message is changing at all. I think people are just getting to know Donald Trump better," Mr Pence said. Mrs Clinton's campaign later released a statement saying there would be little revision to his immigration plan despite Ms Conway's suggestions. "Donald Trump's immigration plan remains the same as it's always been - tear apart families and deport 16 million people from the United States," said campaign chair John Podesta. If the deportation plan is dropped or refashioned, it would not be the first shift in Mr Trump's immigration policy. His controversial plan to issue a "total and complete shutdown" of Muslims entering the country changed to a ban on countries with a history of terrorism against the US. That switch followed questions raised by constitutional experts. Last week, the Trump campaign faced a dramatic overhaul with the exit of campaign chairman Paul Manafort as well as the hiring of Breitbart News boss Stephen Bannon as CEO and Ms Conway as campaign manager. 86 Hungary MEP suggests using pig heads to deter refugees A Hungarian member of the European Parliament has been criticised for suggesting pigs' heads could be put on border fences to deter refugees. Gyorgy Schopflin, a member of Hungary's ruling Fidesz party, made the remark after images emerged of vegetables carved into heads and placed along the country's southern frontier. "Human images are haram... Pig's head would deter more effectively," he said. Hungary has taken a hard-line stance on migration into the country. Mr Schopflin made the comments responding to criticism from Andrew Stroehlein, European Media Director for the charity Human Rights Watch. Mr Stroehlein hit back at Mr Schopflin, accusing him of "xenophobic filth" and calling him an "embarrassment to Hungary, to Europe and to humanity". Other Twitter users called the MEP's comments "nasty" and accused him of racism. He has refused to apologise, saying the remark was "hypothetical" and "a thought experiment". Pork is considered impure by Muslims and its consumption forbidden. Under conservative Prime Minister Viktor Orban, Hungary has taken a tough approach to migrants and refugees entering the country. A razor wire-topped fence now separates stretches of the country's southern border from is neighbours and is patrolled by troops. In October the country will hold a referendum on whether it agrees on the EU's mandatory refugee resettlement policy. 2016-08-22 23:49 www.bbc.co.uk

Simone Biles selfie clamour 'delays' Rio closing event Selfie-seeking fans of gold medal-winning US gymnast Simone Biles delayed the closing ceremony of the Rio Olympics. Video showed Biles, the US flag bearer in the ceremony, repeatedly being stopped by fellow athletes. The winner of four gold medals was swamped by demands for pictures next to the famous "Biles smile". The ceremony was the culmination of a whirlwind two weeks for the gymnast. And "America's new golden girl" rose to the occasion - wearing a big grin for every picture. She was one of the most successful athletes in the Games, leading the American team to a second consecutive team gold medal by an eye- catching eight points before winning the all-round title and gold medals on vault and floor exercises. The parade of athletes was dubbed "Simone Selfie Central" by NBC's Mary Carillo, who described a "conga line of people" asking for a #simoneselfie. "Simone Biles, in all of her petite, air-defying athleticism, was the ultimate breakout star of the 2016 Olympics," the New York Times Magazine said. "And on Sunday night, during the closing ceremony, it seemed every top athlete from around the world wanted a selfie with her. " "Athletes from various countries kept stopping Biles during the ceremony to take the perfect selfie with her. " the magazine reported. Such was the demand, it reported, the closing ceremony itself was delayed. The athlete, who stands at 4ft 8in (1.42m), was widely reported to be a little nervous about carrying a flag that was about twice her size. "I'm afraid the flag is going to be too heavy for me," she was quoted as telling reporters ahead of the closing ceremony. "Because Michael Phelps is so much taller and he seemed to carry it so easily and I'm very short so I'm a little worried about that part but I think they'll guide me through it. " Biles' medal tally equals those of Nastia Liukin in 2008, Shannon Miller in 1992 and Mary Lou Retton in 1984 with American newspapers over the weekend describing her as the best gymnast of her time.

Wind blows 1,500 American boaters into Canada More than a thousand Americans accidentally "invaded" international borders after high winds carried their rafts and boats into Canada. The US boaters were part of the Port Huron Float Down, an annual event on the St. Clair River, which divides the US state of Michigan and Canada. Police in Sarnia, Ontario, said it took hours to transport the stranded revellers back to the US on Sunday. No arrests were made and no one was injured, according to police. The unsanctioned event - in which participants float down the river on rafts, inner tubes and other flotation devices - begins at Port Huron's Lighthouse Beach in Michigan and was supposed to end at Chrysler Beach in Marysville. But hundreds of people were not prepared for the strong winds and challenging weather conditions, which blew about 1,500 people out of American waters and over the border. Sarnia Police Service Staff Sgt Scott Clarke told the Times Herald newspaper that participants "were unprepared to be stranded anywhere," adding that many were not equipped with life . "It was a bit of a nightmare, but we got through it," Mr Clarke said. "There were long waits and long lines. They were cold and wet, but they all made it home. " Canadian officials spent six hours and took 19 bus loads of people back to US Customs and Border Protection. Sarnia city spokeswoman Katarina Ovens said workers spent several hours cleaning up after the invasion, picking up beer cans, coolers and even picnic tables that had washed up on the shore. The US Coast Guard has attempted to work with Port Huron officials to sanction the event, but no sponsors have taken responsibility for the annual float, according to US Coast Guard Lt Ben Chamberlain. St Clair County Sheriff Deputy Steve Campau said all participants were accounted for as of Monday morning.

Derby lads party in Reading after football goal challenge A group of lads from Derby ended up on a night out 140 miles away from home in Reading after using Saturday's football results to decide the destination for a double birthday celebration. Norton Ahlfros-Hunt and his friends decided to travel to the town or city whose team scored the first league goal in the day's 15:00 kick-offs. When Reading opened the scoring against after two minutes the group of eight set out for the Berkshire town. "We had the best night", Norton said. The friends gathered in a pub in Belper to watch the scores come in on TV and John Swift's goal for Reading beat a Burnley goal against Liverpool by seconds - sending the lads south rather than north. The Reading revellers began their evening out in the town by posing for some photographs outside the Madejski Stadium - which by then was empty. Norton said: "It could have been anywhere - well almost. We decided it would have to be outside of the M25. "We would have never normally have gone to Reading. Being from Derby, it would have been very unlikely that the group of us would have gone there for a night out at anytime. " With over 50 nightclubs and bars in Reading, the group of men in their 20s had plenty of lively locations to choose from. If they had set their challenge a week earlier they would have ended up in the army town of Aldershot, Hampshire.

Competition launched to find new voice of speaking clock A competition to become the new voice of the speaking clock has been launched. Telecoms company BT is running the UK-wide contest to mark the 80th anniversary of the telephone service, which receives 12 million calls a year. The winner will be only the fifth person to give the time "at the third stroke" when people dial 123. Sara Mendes da Costa has been the voice of the speaking clock since winning the last competition in 2007 . Previous voices have included an actor and a London telephone exchange supervisor. Listen to the current speaking clock At the third stroke... Why do people still dial for the time? The speaking clock service provides the precise time, announced every 10 seconds at any time of day or night. It began on 24 July 1936 as a service for people who did not have a watch or clock to hand. Before 1936, people used to ring the exchange operator - a real person - to settle a dispute over the time. Now officially called Timeline, the speaking clock has never been a free service - in the early days, calls were one penny from home and tuppence from a phone box. It now costs 45p a minute from a BT landline, and still experiences peak periods on Remembrance Day, New Year's Eve and when the clocks go forwards or back. Ms Mendes da Costa, who will be one of the competition's judges, said she was sad her time as the voice of the "iconic service" was coming to an end, but "10 years is not a bad run". "And it'll be great to be on the judging panel to choose the new voice, just as my predecessor Brian Cobby helped choose me," she said. The speaking clock gets its time from the atomic clocks at the National Physical Laboratory, the UK's official time-keeper. To celebrate the 80th anniversary of the service, BT is donating the original speaking clock machines from 1936 and 1963 to the British Horological Institute. The competition, which is being run in partnership with the BBC's The One Show in aid of 2016, is open to anyone aged 10 or over. Details of how to apply are available on the BBC One Show website. The competition closes at 22:00 BST on Monday 29 August 2016, with the winner to be announced in November.

Lecturer admits killing wife in 'stabbing frenzy' as children slept A college lecturer has admitting killing his wife in "a stabbing frenzy" after wrongly believing he was not the father of their two children. Robert Kerr, 39, inflicted 76 wounds on 39-year-old Xin Xin Liu at their home in Newton Mearns, East Renfrewshire. The Crown accepted his plea to culpable homicide on the grounds of diminished responsibility after it emerged he suffered "an abnormality of the mind". Kerr will remain at the State Hospital under an interim compulsion order. At the High Court in Glasgow, judge Lord Boyd imposed the interim compulsion order for Kerr to remain at Carstairs and the case was adjourned until November. The court heard that Xin Xin had moved to Scotland from China around 15 years ago to study law at Aberdeen University. It was there she met Kerr, who was completing a computer course. They were married in 2003. Kerr was latterly a lecturer at West College Scotland in Paisley, while Xin Xin was training to be a translator. They were described as a "quiet and private couple" with family not aware of any problems between them. In April this year - weeks before the killing - Kerr had contacted his GP complaining of stress in respect of "work and personal issues". He added he was suffering from anxiety, insomnia and spoke about "paranoid feelings". Four days before the attack, Kerr spoke to a nurse and said he had been feeling much better and appeared to be sounding "chirpier". The court heard that on 26 April, however, Kerr attacked Xin Xin as their two sons slept upstairs. Just before midnight, he dialled 999 and admitted: "I have just killed my wife. I murdered her in a stabbing frenzy. " He went on to state there was "blood all over the place". Police discovered Xin Xin lying on the kitchen floor with a knife still in her body. After being held, Kerr then told officers: "I found out tonight they were not mine. " Prosecutor Jane Farquharson said he had "suspicions" that a friend was the father of his children. Ms Farquharson told the court: "A paternity test recently carried out...has since confirmed that Robert Kerr is the biological father. " A number of blood-stained items were found at the couple's house, including a milk carton. The advocate depute said: "Kerr has since admitted that he had made himself a hot drink after this incident. " A post mortem later revealed Xin Xin had suffered a total of 76 wounds. The court heard that Kerr had since been receiving treatment at the State Hospital at Carstairs. One doctor concluded that his "ability to control his conduct" that night was "substantially impaired by reason of abnormality of mind". He was said to be suffering from a "delusional disorder" including his belief about the paternity of his children.

Rio 2016: Wrong flag repeat angers Chinese When China's women's volleyball team won their nation's 26th and final gold medal of the Rio Olympics, the celebrations were tinged with more than a little annoyance. The cause of the irritation was that somehow, once again, an incorrect version of the Chinese flag was hoisted high during the medal ceremony. Chinese fans took to social media to vent their anger. There was a resurgence in a hashtag which translates as "Rio Olympics Using Wrong Chinese National Flag"; which has been used more than eight million times on the Sina Weibo micro-blogging platform. This time most of those using it were asking variations of the same question: 'How could the Rio Olympics make the same mistake again?'. On the first day of the games, the incorrect flag was used during the medal ceremony of the women's 10m air rifle with China's Du Li and Yi Siling as silver and bronze medal winner respectively. The errors in the flag were immediately pointed out and produced an apology from Mario Andrada, Communications Director for Rio 2016. New correct flags were swiftly ordered and were used for almost all of the remaining medal ceremonies in which China was involved. So there was considerable disbelief when the wrong design resurfaced right at the end of the Olympics. The Rio Olympic committee is reportedly investigating how this happened and is expected to tender an official apology to China. One Weibo user complained,: "Making such a mistake again is really absurd! Chinese people can't accept the apology from Rio Olympic Committee. " So what were the errors in the incorrect flag? The proper Chinese flag features one big star surrounded with four smaller stars against a red background. The larger yellow star represents the Communist Party of China, and the four smaller stars symbolise the solidarity of Chinese people of all social classes and ethnic groups under the leadership of the CPC. In the correct version the four smaller stars all point towards the big star. But in the inaccurate one that appeared at Rio 2016 the four smaller stars were parallel to each other. When the wrong flags first appeared some media reports mistakenly claimed that they had been manufactured in China. But this was strongly denied by a spokesman for the firm that was blamed, Zhejiang Wuyi Jinyu Textile Co Ltd. A company spokesman said: "We are not responsible for the wrong Chinese national flags that are used at the Olympics ceremonies. The national flags we've manufactured are for the audiences.. Being Chinese, how can we get the Chinese national flags wrong?! " Later the Rio Olympic committee admitted that the offending Chinese flags were made in Brazil and promised to investigate. However, this has failed to pacify some Weibo users. "Rio Olympics is rubbish," wrote one user called Kepler. "Not only were the referees not fair, but also getting the Chinese national flags wrong again. Brazil has no qualification to hold and compete in the Olympics. " Another commenting using the name Ghz joked, that there was at least one positive: "This Olympic ends. My big gain is that I finally know what the Chinese national flag looks like. Thanks Rio! 93 Live-tweeting an abortion The description on their Twitter bio was simple: "Two Women, one procedure, 48 hours away from home. " But more than 40,000 tweets about their journey revealed a conversation that was far more complex. The Twitter account @TwoWomenTravel was set up on Saturday by a pregnant Irish woman and her companion. It documented their journey from Ireland to the UK for an abortion. Abortion is illegal in Ireland, except if the mother's life is at risk. According to the United Kingdom's Department of Health more than 165,000 women travelled to the UK from Ireland for a termination of pregnancy between 1980 and 2015. In the case of "Two Women Travel" their journey began in the early hours of this past Saturday morning. It spanned taxis and waiting rooms. The two, who have so far remained anonymous, directly addressed Ireland's Taoiseach (or Prime Minister) Enda Kenny using the hashtag #twowomentravel. They told Ireland's leader that their's was not an isolated case: that they were following in the footsteps of several Irish women. As hundreds showed their solidarity for the woman and her companion, their actions gained attention from high-profile social media users like comedian and host of the 'Late Late Show' James Corden . Although the taoiseach remained silent, the country's health minister Simon Harris publicly acknowledged the journey and thanked the women "for telling the story of reality which faces many. " Not all were supportive though. Catholic blogger Catherine Farrow criticised the women and accused them of trivialising the procedure. Ireland's anti-abortion laws have been under the media spotlight several times in the past few years. In 2012, Savita Halappanavar died after being refused an abortion at Galway hospital. Her husband told the BBC that he was certain her life could have been saved had she been allowed an abortion that she had earlier requested. An 257 page report on her death concluded that there had been many missed opportunities to save her life. Following Halappanavar's death, an amendment to the law allowed for abortion when the life of the mother is in danger, including from the risk of suicide. #TwoWomenTravel is not the first time Irish women have live-tweeted Enda Kenny regarding abortion laws. In 2015, many made the hashtag #repealthe8th trend. They were discussing the eighth amendment of the Irish constitution - which equates the life of the foetus to the life of the mother and criminalises abortion in Ireland. The women live tweeted their menstrual cycles to highlight the country's restrictive abortion laws. And it was the hashtag #repealthe8th that the "Two Women Travel" account referenced in the conclusion of their journey. BBC Trending has approached the "Two Women Travel" Twitter account for comment. 94 'More Rio medal winners were state-school educated' The proportion of Team GB medal winners who were state-school educated has grown since London 2012, says an education charity. Just under a third (32%) of Team GB's medal winners went to private school, down from 36% four years ago, suggests analysis by the Sutton Trust. The new generation of state-educated athletes is challenging private school dominance, says the charity. Sutton Trust chairman Sir Peter Lampl described the findings as "fantastic". The Sutton Trust, which campaigns to increase social mobility through education, analysed the school background both of medal winners and Team GB members overall. Fewer than a third of the 130 Team GB medallists at the Rio Olympics attended fee-paying schools. While the 13 most successful Olympians - those who won multiple medals at Rio - were more likely to come from state schools, says the charity. But this still means that compared with the general population, Team GB members are still four times more likely to have been privately educated, says the charity. For the team as a whole, whether medal winners or not, the numbers privately educated rose from 20% in 2012 to 28% this year. And when it comes to rowing and hockey the proportion of privately educated players is 52% and 50% respectively, says the charity. It points out that an old Etonian has won a medal for team GB every year since 1992. These include Matthew Pinsent in rowing in 1992, 1996, 2000 and 2004 and William Fox-Pitt in equestrian eventing in 2008 and 2012, as well as Constantine Louloudis with rowing golds in London and Rio. The charity says a growing trend for partnerships between state and private schools has helped boost the prospects of athletes like swimming gold medallist Adam Peaty who attended state school but used training facilities at Repton public school. Sir Peter Lampl described the success of Team GB in Rio as "a national triumph". "It's been fantastic to see a growing number of our national heroes coming from comprehensive and other state schools," said Sir Peter. "But alumni of private schools are still over-represented among our medallists. "Although some state schools have improved support for competitive sport over the last decade, they're still more likely to benefit from ample time set aside for sport, excellent sporting facilities and highly qualified coaches. 95 Lord Heseltine: Theresa May won't ditch plan for mayors Former Deputy Prime Minister Lord Heseltine has dismissed reports Theresa May could "kill off" George Osborne's elected mayor project. The push for English cities and regions to elect a "London-style" mayor was a key policy for the last government as it devolved powers out of Whitehall. But the Times claims the new PM is considering dropping the policy. Lord Heseltine, a champion of the elected mayor model, said: "I don't think it's true. " Downing Street said areas that did not want an elected mayor would not have one forced on them, saying this did not represent a change in government policy. However, in all of the devolution deals struck to date, adopting the model was a requirement. BBC political correspondent Chris Mason said Mrs May's government did not seem to be as "evangelical" about elected mayors as Mr Osborne and David Cameron had been. Lord Heseltine carried out a review into devolution for David Cameron's coalition government in which he called for the expansion of elected mayors despite the change being largely rejected in a series of a referendums. The Tory peer said to cancel the policy would appeal to "those who want the status quo", saying councils bidding for new powers "have got to show that you have the management ability and direct accountability to do the man sized job that we are offering you". The Times claimed Mrs May was "nervous" about giving a platform to senior Labour figures like former minister Andy Burnham, who is the party's candidate to be mayor of Greater Manchester. It also said she was concerned the policy was causing "huge angst" in other areas where there was local hostility to mayors being imposed. Asked about the report, Lord Heseltine told BBC Radio 4's Today programme it was "very unlikely" Mrs May, who is currently on holiday, would be "initiating policies of this sort". Last week Mrs May said elected mayors would give a "powerful new voice" to Sheffield and the West Midlands. She made the comments in regional newspaper articles pledging her support for Mr Osborne's flagship " Northern Powerhouse " project - which The Times also claims she could phase out - as well as the " Midlands Engine " around Birmingham. The Northern Powerhouse is the name attached to the government's bid to create a rival economy to London and the South East in the north of England. Mr Burnham said it would be "deeply concerning" if Mrs May was "going cold on English devolution". But the Labour leadership of Cambridge City Council said devolution would work better without the requirement for an elected mayor, urging the government to postpone the Cambridgeshire and Peterborough mayoral election planned for May 2017. The government said next year's elections would take place.

Teenage girls: Mental well-being 'worsening' The mental well-being of teenage girls in England has worsened in recent years, says research for the Department for Education. Researchers highlighted the growing pressure of social media and the near-constant use of mobile phones. The study compared the experiences and attitudes of 14-year-olds in 2014 with those in 2005 and found an increase in "psychological distress". "Young people felt less control over their own destinies," says the study. The report, tracking the well-being of 30,000 people in 13,000 households, found that young people in 2014 were more "serious" than in 2005. On the positive side, it saw young people more engaged in school, more likely to want to go to university and less likely to be involved in "risky" activities, such as smoking or getting involved in petty crime. But there was also a negative dimension, with an increase in psychological problems, particularly among girls. There were also more problems for those growing up in single-parent families. Researchers suggested that the sense of seriousness and the need to do well at school could reflect the changing economic climate. Teenagers in 2005 had grown up in a time of sustained economic growth - while those in 2014 were aware of the tough competition for jobs and the difficulty in affording somewhere to live. The result seems to have been to make young people more "work focused", says the survey. And rather than any stereotype of "binge-drinking, drug-taking and laziness", it suggests that young people are more likely to be characterised by increased levels of anxiety and a sense of being under pressure. The study also linked an increase in psychological problems with changing technology. The dominance of social media and the widespread access to the internet on mobile phones represents a "major change in the lives of young people", says the study. Teenagers in 2014, unlike those in 2005, faced the almost constant pressure of social media and the use of smartphones with video cameras. This played a part in everything from bullying to missed hours of sleep and to pressure on friendships and relationships. The study found teenagers from better-off families were more likely to suffer from "psychological distress" than those from poorer families. Researchers suggest this might reflect a lower sense of parental pressure. Children of parents with higher qualifications were more likely to have psychological problems than those with lower qualifications. The study suggests that the problems of mental health are so widespread that "broad-spectrum initiatives aimed at all young people" would be valuable. "In terms of the policy implications of these findings, it would appear that there is little in the way of low-hanging fruit - simple, low-cost initiatives are difficult to identify," the study says.

ANC vs communists: KZN party politics turns dirty as two killed "I was invited to the meeting, but my delegation went instead due to safety reasons," Nxumalo said. "It was decided that it was safer for me to not attend. " Provincial transport, community safety and liaison MEC Mxolisi Kaunda convened the meeting after violence erupted in the area's Ward 4, outside Pietermaritzburg, following the murder of two people. The outcome of the meeting was not known at the time of going to press as the parties were still locked in talks until late last night. Prominent communist party member Nontsikelelo Blose was killed on Sunday night. Xolani Ngcobo, believed to be a member of the ANC youth league, was killed in a suspected revenge attack. Blose's killing is believed to be linked to an ongoing feud between the ANC and the communist party - arising from accusations of the ruling party's refusal to give membership to the communists, the battle for the Durban's mayor seat between communist party member James Nxumalo and the ANC's Zandile Gumede, and a spat over candidate lists in the area. Blose was reportedly gunned down near a tavern. Two men have since been arrested. Kaunda was informed that Ngcobo was killed "by a mob of community members". Access roads were closed as the mob marched through Inchanga, torching four houses. "It is extremely disturbing to witness such brutal incidents," said Kaunda. "The killing of two people is unacceptable and we condemn it in the strongest terms. "Police are maintaining a strong presence in the area and more deployments have been made to ensure visibility on the ground, and we urge the people of Inchanga to work and cooperate with the police. The post-election violence has no place in our society. " Blose had apparently witnessed the murder of a fellow communist, Phillip Dlamini, 68, who was gunned down earlier this year after a community meeting over membership turned sour. Blose was also vocal following the murder of 38-year-old Siyabonga Ngubo on May 31. She was quoted by the SABC following Ngubo's murder as saying: "We have strong evidence because people who shot him were travelling in cars and they saw who they are and we want the police to arrest them. " In October 2015 Blose accused the ANC of gatekeeping after her membership was delayed ahead of several branch general meetings.
