INTRODUCTION TO THE 2018 MORRIS COUNTY MANUAL Ann F. Grossi, Esq. County Clerk It is my pleasure to present the newly designed 2018 Morris County Manual. The manual is published annually by the Office of the Morris County Clerk and is used extensively as a resource by government officials and county residents. Our earliest records indicate that the manual was established by the Morris County Clerk’s Office in 1906. Over the course of the last century the manual has undergone many changes to reflect the county’s evolution throughout the decades. One thing, however, has remained constant; the purpose of the county manual, which is to provide a centralized resource for residents regarding their government. In keeping with our mission to improve technology, the document e-filing system was expanded, advanced interactive website and automated document review programs were established, and a state-of-the-art electronic election night reporting system was implemented that has received glowing reviews by government officials and the general public. Additionally, new programs have been introduced honoring our veterans, law enforcement, first responders, and seniors. The office also offers outreach programs designed to not only keep the public informed about the many services offered by the Clerk’s Office, but also brings many of those services directly to the residents. The County Clerk’s Office was established in 1739 and is 279 years old. The County Clerk is considered a Constitutional Officer because in 1776 the Office of the Clerk was incorporated into the New Jersey Constitution. In honor of the 279th anniversary of the Clerk’s Office, I am privileged to dedicate this year’s manual to County Clerk Elias Bertram Mott who honorably served for 63 years from 1898-1961. ANN F.
