( FOUO) Health: Detainee is in good health . He has completed treatment for latent TB. Behavioral Health Services followed him for depression; this resolved and he was discharged from services. Detainee has no knownallergies or travel restrictions. 3. ( SI JTF GTMO Assessment: a . For this update recommendation , detainee is as an Islamic extremist, and probable member of the East Turkistan Islamic Movement (ETIM). He traveled from Khulja, China, (CH) , to Afghanistan (AF) probably to obtain militant training at the Al- Qaida supported Uighur training camp located in the Tora Bora mountain range. He was present with the Taliban on Konduz, AF front lines against U.S./Coalition forces. When the Taliban surrendered to the Northern Alliance, detainee was part of a group that was brought to Qali - I -Jenki Prison where an uprising occurred . Detainee should be retained in custody of another country due to extremist tendencies and a commitment to jihad. He has a stated commitment to fight the government of the Peoples Republic of China , (PRC), and has voiced hostility against the United States. Itis assessed this detainee is a MEDIUM risk, as he may pose a threat to the US, its interests and allies. 4. ( SI/NF) Detainee Background Summary: Unless otherwise noted, the following paragraphs are based solely on the detainee's statements. a . (S ) Prior History: Detainee claimed he was a farmer and cobbler . Detainee claimed he traveled to Afghanistan to search for his brother, Bahtiyar Mahnut US9AF-000277DP (ISN 277) who called detainee's home in Khulja, CH, from Pakistan (PK). Detainee claimed his brother intended to get a job in Kazakhstan, (KZ) as a merchant. Detainee claimed his whole family was upset and feared Chinese government authorities would arrest his brother. b . ( ) Recruitmentand Travel: Detaineetraveled to Bishkek, Kyrgyzstanand then to Karachi, PK. Detaineeclaimed a mannamed Torsum had a friend in Karachiwho was going to helphim findhisbrother. Detaineestayed at a house in Karachi for just over two weeks. Detaineeclaimed he did not choose an alias or leavethe housethe entiretime he was in Karachi. While in Karachi, detainee met a Uighur named Alim Jan. Detainee stayed at Alim Jan's house for three days. Training and Activities : According to his account, detainee traveled to Afghanistan with Abdul Razak to continue his search for his brother. They crossed the Pakistan / Afghanistan border. Detainee did not ask many questions ofAbdul Razak, and claimed he did not know he was a member of the ETIM. Detainee and Razak went to an unknown neighborhood in Kabul. Detainee claimed he went to a house that was occupied by two other Uighurs. Detainee stayed in the house for a month and a half while trying to determine the next step in the search for his brother. While he was at this house, detainee claimed the bombing started from U.S./Coalition planes. 2 SECRET 20300820 SECRET NOFORN 20300820 JTF GTMO-CG SUBJECT : Update Recommendation for Transfer to the Control of Another Country with Conditions (TWC) , Subject to the Conclusion of an Acceptable Transfer Agreement for Guantanamo Detainee, ISN: 000103DP (S ) d . (S ) Capture Information: Detainee claimed his housemates, Haydar and Bilal, suggested that because of the bombing they should go to Konduz. Detainee claimed he gave up his search for his brother and only wanted to return home. Haydar and Bilal reminded detainee that the borders were all closed and that he would be better off going to Konduz. Detainee, Haydar, Bilal and Abdul Razak ran out of the house , and allegedly caught a ride on a truck full of Pakistanis to Mazar - e -Sharif. After a night of rest, detainee's group was told to surrender their weapons. Weapons were put in one truck and the people were put in another truck . They were taken to the Qali- Jenki prison and placed in the basement. Detainee claimed he was in the courtyard when the uprising began. The three other Uighurs with detainee died during the uprising. He had 500 USD inhis possession . Detainee was transferred to US custody at Bagram , AF on 20 November 2001. e . (S ) Transferredto JTF GTMO: 19 June2002 f . ( SINF) Reasons for Transfer to JTF GTMO : To provide information on the following Uighur support networks in Central Asia to include Kyrgystan , Pakistan and Afghanistan . 5. (SI NF) Detainee Threat: a . (S) Assessment : It is assessed the detainee poses a MEDIUM risk, as he may pose a threat to the US, its interests and allies. b . ( SI/NF) ReasonsforContinuedDetention: ( S //NF) Detainee was probably a member of the Eastern Turkistan Islamic Movement (ETIM), and supporter of its goals, including the creation of an Islamic Caliphate inthe Middle East and southwest Asia. Detaineetraveled with, and received support from , knownETIM supporters and facilitators. ETIM has been formally allied with Al- Qaida since August 2001. He possibly fought alongside the Taliban against U.S./Coalition forces in the Tora Bora region ofAfghanistan. The ETIM has targeted U.S. personnel in Kyrgyzstan. Detainee has voiced hostility against the US. • ( //NF) During OperationEnduring Freedom, between320 and 600 ETIM sponsored individuals were reportedly fighting alongside the Taliban inAfghanistan. These camps were reportedly fundedby Al Qaida and the Taliban and directly supervised by ETIMfounder Hassan Makhsumand several ofhis subordinates. ( S //NF) It is probable that detainee, as was the case with the vast majority of Uighers captured in Afghanistan , trained at an ETIM sponsored training camp inTora Bora, AF . ETIM leader Hassan Mahksum founded this camp. Usama bin Laden personally invited ETIM elements to undergo training in Afghanistan and the organization was assessed to be under Al- Qaida control. NF) Detainee traveled with Abdul Razak to a Uighur safe house in Kabul, AF . Detainee, Razak and two other Uighurs lived there until the coalition bombing of Taliban and Al-Qaida targets. The four Uighurs got on a truck that was full of armed Pakistanis, and headed north to the Konduz, AF, area where Taliban troops were fighting coalition forces. (Analyst Note: Detainee's participation in the retreat from Kabul, residence at a Uigher safehouse, and subsequent captivity, suggests that he served as a combatant alongside Taliban forces.) ( S //NF) Tourgan Ahmed US9AF-000201DP (ISN 201) and Adhem Mahmet US9AF- 000102DP (ISN 102) stayed in the Uighur complex in Kabul . Both were present at the compound during the start ofcoalition bombing. ISN 201 stated that when the bombing began, all computers were immediately removed from the roomin the safe house and all the Uighurs were mobilized to go northtoward Konduz . Uighur, Abdullah, told him that a war was in progress inthe north, and he was headed north to fight. ISN 201 was later captured by Northern Alliance forces and taken to Qala- Jenki prison. (Analyst Note: This information suggests that detainee was part of the Uigher retreat north .) ( S //NF) ISN 201 claimed he stayed a night in an Islamic Movement of Uzbekistan (IMU) safe house in Konduz after a two day trip from Kabul. (Analyst Note: ISN 201 does not directly implicate detainee in his remarks, however, his story matches detainee's story inthat they were both in a Uighur facility in Kabul until the bombing started at which time they went north to Konduz. The implication is that all Uighurs from Kabul were going to Konduz to fight against Coalition forces.) (S) Detainee's brother was captured with numerous ETIM members who attended the ETIM camp in Tora Bora, AF . //NF) Senior Al-Qaida Operative Abu Zubaydah described the relationship between ETIM and Al-Qaida as a “ positive one. " ( S //NF) Al-Qaida backed the ETIM financially. ( S //NF) Trained ETIM personnel. ( Analyst Note: Numerous GTMO detainees surrendered to General Dostum’s troops in late November 2001.
