HARVARD MODEL CONGRESS DUBAI 2017 Welcome! We are so excited to host you and your students at the fourth annual Harvard Model Congress Dubai conference, which will take place in Dubai, UAE at the American University in Dubai (AUD) on January 19-21, 2017. Harvard Model Congress Dubai (HMCD) is a 501(c)(3) non-profit organization run entirely by Harvard University students who are passionate about politics, international relations, and international education. Above all, HMCD is committed to providing an immersive educational experience for high school students from across the globe. We attract the leaders of tomorrow to tackle sensitive political questions today, under the close mentorship of Harvard students. Over the past three years, we have had the opportunity to work with hundreds of students from countries all over the Middle East, South Asia, and North Africa. We are thrilled to continue our tradition of excellence in education, and have already begun implementing improvements for the coming conference. Our Executive Board has big plans for this year, focusing on expanding our student attendance and deepening our relationships with delegates and you, the faculty. The goal is to make HMCD a lasting experience for you and your students not just during the weekend of the conference, but for the entirety of the year. Throughout the intensive three-day conference, students will work closely with their committees to debate briefings written by Harvard students and draft legislation to be presented in full sessions. In previous HMCD conferences, delegates have written over thirty bills and resolutions during the conference. Students have the opportunity to present their ideas to their peers and learn to compromise to get their legislation to pass. -

In the following pre-registration guide, you will find an overview of Harvard Model Congress Asia (HMCA), its academic purpose, and its programs. Harvard Model Congress is an educational government simulation program for secondary school students. Over the course of the conference, students gather to debate, share, learn, and compromise on pressing issues while taking the positions of some of the most important leaders in the world. For over a decade, Harvard Model Congress Asia has th attracted students from across the continent and beyond. As we celebrate our 17 conference, we invite you to join us for Harvard Model Congress Asia 2021, which will be held online from January 8-10, 2021. Below you will find an introduction to our program and the Harvard Model Congress experience, as well as how to register for our conference. HMC hosts five conferences on three continents, reaching over 3,500 students annually. The program is designed to give high school students an opportunity to learn about American government by directly portraying a member of American government in the Senate, House of Representatives, or one of our many Special Programs. Since its founding in 1986, HMC has been devoted to educating high school students through experiential learning. Now in its 37th year, this carefully-designed government simulation has grown into a program that not only teaches students about the procedures and policies of American government, but also inspires them to directly participate in its execution. We believe that the best way to excite students about civic participation is to immerse them in a realistic and comprehensive four-day simulation. 2 LETTER FROM THE PRESIDENTS Dear Esteemed Faculty Advisors, On behalf of the Executive Board, it is our honor and pleasure to welcome you to the 37th session of Harvard Model Congress Boston! Harvard Model Congress Boston 2020 GUIDE TO THE CONSTITUTIONAL CONVENTION Edited by Anne Mentzinger and Ryan Pallas INTRODUCTION Philadelphia, 1787 Delegates from around the fledgling United States have gathered at the start of summer, called to take action to repair the increasingly dysfunctional government operating under the Articles of Confederation (which you will find at the end of this document). The task before you is to overhaul the current supreme law of the land, which will guide our nation for the centuries to follow. Each of you is representing your own state, with its own unique political, economic, and social interests. At times, you may find that these differing interests deeply divide the positions of delegates. However, it is up to you to debate, comprise, and draft a new charter for the nation in the hopes of ultimately forming a more durable union, a more perfect United States of America. Included for you in this document is some preliminary information to guide your planning for the convention. You will find below information on convention procedure, brief background information on the states and their delegates, and finally a crash course in 18th century English. Use this document to get your bearings for the debates to come, but branch out and do your own research as well. Be sure to study the issues affecting the United States, its people, and its government in its first decades. Have a sense of what your fellow delegates will be seeking to achieve, as well as what the people of your home state will be demanding of you. -
