Minutes of Hampton, Edge & Larkton Minutes of Tilston Parish Council Annual (First) Meeting held at Tilston War Memorial Hall, 4th May 2017 PRESENT Councillors Chairman – Nicola Prince Mike Hearn Ron Hints Penny Honeybourne Neil Ritchie Sue Willett Clerk – Mrs. Ann Wright Non-Parish Councillors PCSO Jon Hurst Public – 2 CHAIRMAN RESOLVED 17/440 – that Nicola Prince be elected Chairman for 2017/18. Cllr. Prince signed the acceptance of office declaration. (Page65 of the minute book) VICE-CHAIRMAN RESOLVED 17/441 – that Sue Willett be elected Vice-Chairman for 2017/18. Cllr. Willett signed the acceptance of office declaration. (page67 of the minute book) APOLOGIES Cllr. Ian Munro – Family commitment Cllr John Thompson – Family commitment CW&C Cllr. Howard Greenwood DECLARATION OF INTERESTS Cllr Sue Willet declared a pecuniary interest it matters relating to the field behind the Hall as her property backs onto the field and confirmed she would leave the meeting when items relating to the field were discussed. MINUTES RESOLVED 17/442 - that the Chairman signs, as a correct record the circulated minutes of the Extraordinary Parish Council meeting on the 29th March 2017. PUBLIC PARTICIPATION It was reported that a there was interest is putting a display in the phone box relating to the history of Tilston and part of a project to create an oral history of the village, it was agreed the details should be e-mailed to the Clerk for circulation to the Councillors for consideration and approval. The lack of a mobile phone signal in the village was raised and that this disadvantaged residents both socially and economically, it was agreed an item would be included on the July agenda and a speaker arranged if possible. PCSO Jon Hurst apologised for not being in the area recently and raised the following in his report: - There had been a number of break-ins in the area including in Duckington, Overton and Tushingham where saddlery had been stolen, a silver or white Mitsubishi L200 had been seen in the area at the time, residents were asked to contact the police on 101 if they see this vehicle. Operation Shield has now been rolled out to 3000+ properties in the area, and will be rolled out in Threapwood in June. A number of driver engagement days have been held in the area, it was reported that the recent use of the SID had highlighted a large number of speeding vehicles on Malpas Road before entering the 40mph area. It was noted number plates had been recorded of those vehicles travelling above 36mph. PCSO Hurst agreed that the police would forward letters to those drivers once the information was forwarded. 61 ANNUAL & CHAIRMAN'S REPORT 2016-2017 RESOLVED 17/443 - that the Council approve the annual report as circulated including the meetings dates for 2017-2018 noting the January meeting be held on 11th January 2018 to allow for the Christmas break, pages 69 to 76 of the minutes book. Councillors agreed to deliver the annual reports. RISK ASSESSEMENT RESOLVED 17/444 - that the Council approved the revised risk assessment as circulated, page 77 of the minute book, noting that amendment that requires Councillors to check online payments made against the invoice and bank statement. Willett COUNCIL REGULATIONS AND PRECEDURES RESOLVED 17/445 - that the Council approved the policies and regulations as listed and that they be next reviewed at the Annual Meeting May 2018. Willett left the meeting and took no part in the following item. FIELD BEHIND WAR MEMORIAL HALL 1) To consider accepting transfer of land. On legal advice, it was agreed that this item be deferred to a future meeting so that clarification could be sort on future use of the field including the provision of a car park. 2) To consider applying to Jones Homes for a car park Item deferred. Cllr. Willett re-joined the meeting. 62 S106 WORKING GROUP UPDATE Council noted the notes of the first meeting of the S106 Working Group, page78 of the minute book. INFORMATION HUB It was agreed to suspend the Information Hub as members of the public are no longer attending. It was agreed that the Clerk will publicise this and highlight other ways members of the public can contact the Council. It was agreed to retain the broadband and phone line as the War Memorial Hall committee may wish to take it on, this will be reviewed at the Council’s July meeting unless a transfer can be agreed sooner. FOOTPATHS (PROW) MAP It was reported that a resident is interested is establishing a walking group in Tilston, there is also interest and support in producing a leaflet showing the footpaths and points of interest along them. The Clerk reported she had contacted CW&C officers to ask if they could assist in the producing a map for a leaflet to publicise public rights of way in and around Tilston, who had stated that it would be better to provide a link on a website to the CW&C interactive map, but they can provide information for a leaflet if it is not sold for profit. It was agreed that Cllr Hints would progress the project and report back to the Parish Council. HIGHWAYS ISSUES 1) To note results of speed indicator device (SID). It was noted that speeding had been recorded on Malpas Road and the results including number plates will be forwarded to the police. It was also agreed that the Clerk would compile the results to show the percentage of cars speed and circulate the data to Councillors. It was agreed that letters of thanks be sent Sue Tedham and Penny Hearn for volunteering on the SID along with Cllrs Prince and Willett. 2) To consider warning signs. It was agreed to defer this item until the SID results had been collated. 3) To receive update regarding S106 footpath money It was noted that although a couple of schemes had been suggested for the S106 money to improve access to the Primary school a viable scheme had not come forward. It was agreed the Clerk should contact Helena Crawford at CW&C Highways and suggest a scheme to create a raised speed table which would act as a crossing point for people including children from Inveresk Road to cross over to the Hall and then cross back again to go up Church Road. The Council agreed to submit the same scheme to the CW&C Structural Maintenance Rolling Programme as last year but highlight Rookery Road as being the priority. PLANNING The Council noted the planning register page 126 as circulated, noting that decision notices are no longer issued for CAT applications. ANNUAL RETURN 1) To agree the Governance Statement (Section 1) RESOLVED 17/445 – that the Council accept the Governance Statement, Section 1, page 113 of the Cash Book. 2) To agree the Accounting Statement (Section 2) RESOLVED 17/446 – that the Council accept the Annual Return, Section 2, as circulated page 114 of the Cash Book. ACCOUNTS & PAYMENTS RESOLVED 17/447 – that the Council accept the accounts and payments as circulated on page 116 of the Cash Book including the following payments: - 4th April - Clerk’s salary £150.02 63 4th May – Clerk’s salary £163.28 April – Broadband Plusnet Direct Debit £29.06 RESOLVED 17/448 – that the Council approve the following monthly payments by standing order and direct Debit: - Ann Wright Salary £163.28 (4th of month) Plusnet, broadband and calls by direct debit until July 2017 £25 to £30 per month. RESOLVED 17/449 – that the Council continues to use Shires for payroll services. RESOLVED 17/450 – that the Council apply for funding from the Transparency Fund to fund staff hours to maintain the website, new laptop, software and staff hours. COUNCIL ACTION PLAN RESOLVED 17/451– that the Council approve the action plan as circulated, page 79 of the Minute Book. CW&C WARD BOUNDARY REVIEW It was agreed that Council make no comment as part of the current round of consultation but review again during the next round of consultation. FILM NIGHTS It was noted that CW&C would loan equipment for a film night free of charge and that the Hall has the required license, however a licence would be required to show the film which costs approximately £95. It was agreed that the Hall Committee would consider running a film night in partnership with the Parish Council at its next meeting in June, if this is supported residents would be asked if they would like to attend and which film they would like to watch. A charge would be made to watch the film and refreshments would also be sold. Details will be agreed at the Council’s July meeting.

    A LANDSCAPE STRATEGY FOR CHESHIRE WEST AND CHESTER BOROUGH General Description This character type is defined by undulating topography and the associated small to medium scale enclosure into which it is divided. Key characteristics are the generally cohesive and un- fragmented historic landscape in the south of the borough, small woodlands, ponds and streams, nucleated rural villages and scattered farmsteads. Land use is mainly pasture. Away from main roads, railways and settlement the landscape is generally quiet and rural. Views within this type very much depend upon location and the nature of the immediate topography. There is a range of monuments from Bronze Age barrows to post medieval canal locks. The character type is found across a large part of the Cheshire West and Chester borough; to the east between Northwich and the Sandstone Ridge and in the south of the borough. Visual Character The location of this landscape type is reflected in the prevailing views which extend to adjacent character areas, either out over the low-lying plain or up towards the often dominant Sandstone Ridge. Roads typically follow the rolling topography, offering extensive views from high vantage points out over the immediate field pattern and extending to the high ground in the far distance such as the Pennines in the east. Long distance views are sometimes affected by large scale industrial works in adjacent areas. From low ground the landscape appears smaller in scale due to the increase in enclosure and the contained views where skylines are typically formed by hedgerow trees, woodland and farmsteads, with occasional electricity pylons and church spires.

He confirmed all local authorities must have housing allocations policy which sets the criteria on which houses are allocated, priorities and operation. Housing allocation policies can give ‘reasonable preference’ or a ‘head start’ to people for the following reasons, homelessness, overcrowding, medical or welfare need, due to the unsatisfactory condition of their current property or to be moved from a locality for hardship reasons. One of the biggest changes to the policy is the reduction of priority banding from 5 to 3 bands, this had resulted from responses to the consultation and the view that 5 bands had been too complicated. Bands A, urgent need, and B, high need, are unchanged. A new ‘Housing Options’ band has been introduced for everyone who does not fall into Bands A and B and do not have a statutory need for housing.

    EXTRACTS FROM WHITCHURCH HERALD 1869-1901 19/6/1869 The annual tea meeting of the Horseman’s Green & Threapwood Temperance Societies took place on Wednesday lst at Knolton near Overton. At half past three a very pleasing site presented itself in the appearance of the members and friends of the Threapwood Band of Hope and Temperance Societies, they found a most beautiful tea laid out for them, provided by Mr and Mrs John Crewe of Horseman’s Green. The programme was gone through in a most pleasing style. Melody: Pure Water Be Mine. Recitation: Aw’m Sure He’s Drunk To-neet, Dialogue: The Teetotaller’s Reply. Song: Poor Child of the Drunkard. Recitation: The Suicide. Song: The Drunkards Child. Recitation: The Lips that Touch Liquor Shall Never Touch Mine. After which this very interesting meeting was brought to a close and everyone left for their respective homes highly delighted with the day’s enjoyment. 26/6/1869 (Report of another meeting on Wednesday in connection with the Threapwood Band of Hope Society) this was held at the farm of Mr Pierpoint, near the Sarn Bridge, a large number of friends assembled at the National School Room and from thence proceeded down Threapwood up Tallarn Green and thence back to the tent at Mr Pierpoint’s. Soon after 4 o’clock the company sat down to a most excellent tea provided by Mr Burroughs of Tallarn Green. The Chair was occupied by the Rev G L Whitehouse of Threapwood. There has been considerable debate about the desirability of either single or multi member wards in the context of Cheshire West and Chester Council (CW&C). Given the fact that elections will be held every four years as "all up" elections, unlike for example the election by thirds found in Metropolitan Councils, we strongly back the idea of single member wards as this will lead to representation which reflects local desires better. These are the basic reasons why we have opted for single member wards: 1. The Boundary Committee's instructions say that wards should represent the local communities. The role of members on local authorities is as representatives of their local communities. 2. Single member wards establish a close link between the member and the community.
