But in spite of HRDDs best efforts, some JHS are able to reap rich dividends from the inputs provided by HRDD in the form of quality education to the children, where as some schools are under performing. In order to find out why some schools (JHS) are performing and some are not with the same support from HRDD , a strong certified authentic data base was required to find out the JHS which are performing. Hence, QUALITY MONITORING TOOLS, (QMTs) QUALITY MONITORING IN ELEMENTARY EDUCATION UNDER SSA- 2014 was used for the study, as the data was provided by the JHSchool(s) of Sikkim and authenticated by their respective Headmaster(s). The JHS chosen for the study are as follows: 01. Government Junior High School, Bering 02. Government Junior High School, Rongli 03. Government Junior High School, Cheurabotey 04. Government Junior High School, 4 MILE 05. Government Junior High School, Singleybong 06. Government Junior High School, Souraney The schools numbered are according to their standings in the analysis of East District QMTs, hence their selection .Besides these schools were so chosen due to the below mentioned factors such as: JHS Rongli & JHS FOUR MILE JN ROAD, although their nomenclature is rural but their settings are urban. JHS Bering, Cheuraybotey, Singleybong, & Souraney have a typical rural settings Accessibility to the sampled schools was not very difficult. Time constrains also lead to selections of only six (06) schools, JHS,East QMTs provided the base to go to these schools. Authentic data was now required to qualify these schools as real performing schools. To capture their performance and justify them as performing schools elaborate TOOLS had to be designed to be administered to these schools which would firmly certify them as “PERFORMING SCHOOLS”. To design the tools, IGNOU books such as, (Techniques and Tools of Evaluation, Evaluation in Teaching Learning Process, Statistical – Techniques of Analysis) and Internet was exhaustively referred to and finally Questionnaires for Headmasters, Teachers & Students were prepared taking help from “Sample Student, Teacher and School Specific Surveys and TIMSS (Third International Mathematics and Science Study) and the above mentioned IGNOU books.
