PREFACE

The Human Resource Development Department (hereinafter referred to as HRDD, Govt. of Sikkim) takes lots of pain, pressures and perseverance to reach out to government schools in the form of providing quality teachers, sound infrastructure, timely distribution of textbooks, uniforms etc. to name a few, and bring out the best from schools, particularly from Junior High School(s) (JHS) spread across the state. But in spite of HRDDs best efforts, some JHS are able to reap rich dividends from the inputs provided by HRDD in the form of quality education to the children, where as some schools are under performing.

In order to find out why some schools (JHS) are performing and some are not with the same support from HRDD , a strong certified authentic data base was required to find out the JHS which are performing. Hence, QUALITY MONITORING TOOLS, (QMTs) QUALITY MONITORING IN ELEMENTARY EDUCATION UNDER SSA- 2014 was used for the study, as the data was provided by the JHSchool(s) of Sikkim and authenticated by their respective Headmaster(s). The JHS chosen for the study are as follows:

Government Junior High School, Singleybong 06. Government Junior High School, Souraney The schools numbered are according to their standings in the analysis of East District QMTs, hence their selection .Besides these schools were so chosen due to the below mentioned factors such as:

 JHS Rongli & JHS FOUR MILE JN ROAD, although their nomenclature is rural but their settings are urban.  JHS Bering, Cheuraybotey, Singleybong, & Souraney have a typical rural settings  Accessibility to the sampled schools was not very difficult.  Time constrains also lead to selections of only six (06) schools, JHS,East

QMTs provided the base to go to these schools. Authentic data was now required to qualify these schools as real performing schools. To capture their performance and justify them as performing schools elaborate TOOLS had to be designed to be administered to these schools which would firmly certify them as “PERFORMING SCHOOLS”. To design the tools, IGNOU books such as, (Techniques and Tools of Evaluation, Evaluation in Teaching Learning Process, Statistical – Techniques of Analysis) and Internet was exhaustively referred to and finally Questionnaires for Headmasters, Teachers & Students were prepared taking help from “Sample Student, Teacher and School Specific Surveys and TIMSS (Third International Mathematics and Science Study) and the above mentioned IGNOU books. The designed questionnaires are as follows:

FINDINGS ON ANALYSIS OF THE QUESTIONNAIRE- HEADMASTER(S)

 The sampled school had the entire requisite infrastructure and was well maintained  Presence of qualified teachers  Head Masters of the sampled schools were commendable managers. The teachers not only were designated for active classroom teaching, but were also the members of various school committees. A team work could be seen in these performing schools. The Head Masters were not ‘terrors ‘but friends, philosophers and guides. In short the schools had democratic settings.  The Head Masters managed their time well. They gave much of their time in counseling students, disciplining them and other school activities, especially co curricular activities.  Except Rongli JHS, the average class size ranged in between Twenties ( 20s) hence effective teaching was found in these schools.  No gender bias. In fact girls lead in the enrolment  The best parts of these sampled schools were that the schools had no problems regarding absenteeism, skipping classes, cheating, violence etc. Conducive atmosphere prevailed for teaching and learning.  Besides conducting regular FAs & SAs in schools Monthly, Class, Oral tests were also conducted. This was cross examined with students too.  RTE norms were followed. Admissions denied to none.  SMCs were very supportive and aided schools when ever required.

FINDINGS ON ANALYSIS OF THE QUESTIONNAIRE- TEACHER(S)

The questionnaire designed was such that it asked for the feedback on their collegues rather than themselves and on analysis it was found that:

 They respected each others intellect and subject knowhow. Close cooperation existed between them. They had the highest of regard for their Head Master and love and affection for their students. They also welcomed close contact from parents.  As the average class size was approximately twenty (20), they shared a close rapport with their students and encouraged them for higher studies, to know how to learn, be good citizens, coexist peacefully etc.  Further encouragement on good performance and counseling on not performing well was also noticed.  Motivation level and job satisfaction was commendable  Discipline in class, believing in their children, use of TLMs/ Audio visual aids were also noticed.  Use of English language was also encouraged  Some schools also had print rich environment which shows the zeal of teachers for their students

FINDINGS ON ANALYSIS OF THE QUESTIONNAIRE- STUDENT(S)

Students are the ones who bring out the real picture of any school. Fabrication might occur in adult responses but children being innocent file in their correct responses. So, to check the authenticity of the responses of HMS & Teachers, cross check questions regarding their institution head and teachers were put to the students separately and interestingly all of them matched. The following were the findings.

 Ample love and affection existed among the students.  The children were emotionally and physically safe in their schools and classrooms.  The Head Masters and Teachers were held by them in highest of esteem  Students Council was dynamic and democratic. Their opinion was also sought whenever required.  The students were enthusiastic to learn and also found teaching effective. They learnt more when their teachers used TLMs/ Audio aids  Counseling in any form was welcomed by the students  The children also came to school to learn. They never remained absent without a cause. Bunking was out of question and school was not boring to them.  In moments of crisis the students felt very comfortable to talk to their teachers for guidance  The students participated in co curricular activities as well as all kind of assessment tests

RECCOMENDATIOS TO THE POLICY MAKERS OF HRDD, BASED ON THE FINDINGS OF THE QUESTIONNAIRES OF HEAD MASTERS, TEACHERS & STUDENTS.

 A small library with lots of children book is requested for.  These sampled schools had no dearth of talents. The co curricular activities organized in schools are only a routine affair for the session. Hence it is proposed that activities like football, volleyball, athletics, singing, dancing, gardening etc. first can be organized in schools and then the selected ones can be taken to represent their schools in CRC,BRC, District and finally the state level. This way their talents can be tapped and in times to come can represent their state in the national level thus bringing laurels to the state.  FOUR MILE JN ROAD, JHS teachers are doing a commendable job because mostly the children studying there are wards of GREF workers. In the homes of these children , family violence, drug abuse, alcoholism, is widely prevalent. The children have no future aspirations and wherever the parents move the children also move. Some children only come for mid day meals. The condition is pathetic. Hence, immediate intervention is required.
