In connection with the General Election to the LA Constituencies 2021, as part of Expenditure Monitoring under guidelines of Election Commission of India Vide read (3) above Sri. Pramod P B, Joint Deputy Commissioner, State Goods and Services Tax, Thrissur (Mobile No: 9447786336) is appointed as Nodal Officer for Expenditure Monitoring during the General Election to Kerala LA Constituencies 2O2I in Thrissur District. The entire process of checking shall be captured in videographed. 02. The Team shall send daily activity report (FORMAT B10) to Nodal Officer Election Expenditure Monitoring with copy to District Police Chief (City)/(Rural) / General Observer / Expenditure Observer I Returning Officer / District Election Officer and to the Nodal Officer of Police (City)/(Rural) and Excise in Annexure C. 03. The checking by the SSTs shall be done in the presence of an Executive Magistrate and shall be video-graphed. No such checking shall take place without the presence of Executive Magistrate. The video/CCTV record with an identification mark of date, place and team number shall be deposited with the concerned Returning Officer, on the next day who shall preserve the same for verification by the Commission at later point of time. 04. Nodal officer EEM shall ensure that whenever Check Posts are put at the borders of the district/State or at any other place by any agency, for any purpose, then the nearest SST shall be present there in such team, and to avoid duplication of checking in the area and reporting of seizure of cash or items of bribe has to be done by the SST. (.y', (y';s.916 Se nerul €,t<.tri,t t. 902 /, (4n *i, **" 11rr,, r. !F,a r, ;, r 05. Checking by SST on the major roads or arterial roads shall commence from the date of notification of election. The Nodal Officer EEM sha1l ensure to strengthen SST mechanism in last 72 Hrs. before the poll, particularly in vulnerable areas or in Expenditure sensitive pockets and during such period, the SST shall not be dismantled under any circumstances. The District Police Chief (City / Rural) shall take at most care in the activi[r. 06. The whole event of checking and seizure is to be captured in a video/CCTV, which will be submitted to the Accounting Team after consultation with Returning Officer, every day. 07. If any star campaigner is carrying cash up to Rs. 1 Lakh, exclusively for his/her personal use, or any party functionary is carrying cash with certificate from the treasurer of the party mentioning the amount and its end use, then the authorities in SST shall retain a copy of the certificate and will not serze the cash. lf cash of more than 10 lakh is found in a vehicle anci there is no suspicion of commission of any crime or linkage to any candidate or agent or party functionary, then the SST shall not seize the cash, and pass on the information to the Income-Tax authorit5r, for necessary action under Income - Tax Laws.

    Chapter III – Performance Reviews 3.2 Plan Formulation by Local Self Government Institutions in Thrissur District Highlights Decentralised planning by LSGIs introduced in the State from 1997-98 with devolution of 35 to 40 per cent of state plan funds envisaged identification of local development problems, prioritisation and formulation of plans and their implementation with people’s participation. A review of the process of plan formulation by LSGIs in Thrissur District revealed that there were deficiencies in plan formulation. As the District Planning Committee did not approve the annual plans before the commencement of the financial year, 26 LSGIs could not incorporate approved plans in their budget estimates. (Para 3.2.5) Non- constitution/defective constitution and improper functioning of Working Groups and Grama/Ward Sabhas resulted in formulation of development plans without proper assessment of development requirements. (Paras 3.2.7- 3.2.14) Unauthorised constitution of interim District Planning Committee (DPC) by Government resulted in irregular approval of plan projects with an outlay of Rs 5.47 crore. (Para 3.2.21) Annual plans of 77 LSGIs with total outlay of Rs 61.50 crore were approved by District Planning Committee without proper appraisal by the Technical Advisory Committees. (Para 3.2.22) Sixty one Projects with a total outlay of Rs 96.11 lakh formulated by Grama/Block/District Panchayats were not related to duties/functions earmarked to them under the Act. (Para 3.2.26) Centrally Sponsored Schemes with an outlay of Rs.17.40 crore were not integrated in the annual plans of LSGIs during 2000-05.
