It was formerly the northeast section of Abington. Population was 4,000 when incorporated under its present name. Name: Rockland derived its name geologically from its rocky nature. A “large rock” is mentioned in the description of the Town Seal. Incorporated: March 9, 1874. (Acts of 1874-Chapter 44) Town Seal: For complete description of Town Seal, see Town of Rockland By-Laws, Chapter 153. County: Plymouth Location: Southeastern Massachusetts. Rockland is approximately 20 miles from Boston; 8 miles from Brockton, and is bordered by the following towns: North by Weymouth and Hingham South by Hanson East by Norwell and Hanover West by Whitman and Abington 54 Population: FEDERAL CENSUS TOWN CENSUS 2010 - 17,489 2014 – 17,170 2000 - 17,670 2013 -- 17,908 1990 - 16,123 2012 – 17,644 1980 - 15,370 2011 – 17,560 Total Registered Voters: As of December 31, 2014– 10,870 Town Charter: Adopted March 8, 1969 at Annual Town Election. Charter became effective on January 1, 1970. Annual Town Election: Second Saturday in April Annual Town Meeting: A date to be determined by the Board of Selectmen not later than January 31 each year Type of Government: Open Town Meeting Land Area: 10.07 Square miles Miles of Streets: 61 ½ miles Number of Parcels: 5,600 Altitude: Highest: 180 feet above mean sea level Lowest: 92.73 feet above mean sea level Latitude: North 42° 8m Longitude: West 70° 55m Topographic Characteristics: Gently rolling terrain with one hill (Beech Hill) in the south which rises to about 180 feet, which is 80 feet above general local elevation of 100 feet above mean sea level. Rockland is highest point of land in Plymouth County.     Medical History, 2002, 46: 461494 Medical Police and the History of Public Health PATRICK E CARROLL* These hovels were in many instances not provided with the commonest conveniences of the rudest police; contiguous to every door might be observed the dung heap on which every kind of filth was accumulated .. .1 In 1942, Henry Sigerist questioned the idea that "the German way in public health was to enforce health through the police while the English way consisted in acting through education and persuasion".2 Contrasts of this kind have, however, remained commonplace throughout the twentieth century.3 In the 1950s, George Rosen sought to reframe the history of public health in order to understand how it "reflected" its social and historical context. Despite critiques ofRosen's Whiggism, his work remains a source of current contrasts between public health and medical police. Rosen's analysis posited an inherent relationship between the idea of medical police and those of cameralism4 and mercantilism, particularly as developed in seventeenth- and eighteenth-century Germany.' Treating cameralism and medical police as "super- structural" forms subordinate to the political and economic relations of the ancien regime, he concluded that medical police was essentially a centralized form of continental and despotic government.     Policing Shit, or, Whatever Happened to the Medical Police? Matthew Wolf-Meyer, Associate Professor of Anthropology, Binghamton University Summary: In this chapter, I discuss the history of medical police, an early biopolitical institution developed to ensure the health of individuals and the public. The medical police were explicitly tasked to address the eruptions of nature into civilization. I then examine a set of situations – neglect and contamination – in which nature erupts into contemporary society, and which U.S. law has difficulty capturing as unlawful. In conclusion, I argue that these difficulties in the law produce ideas about order and disorder related to the place of nature in society that are congealing into criminal types who serve as threats to civilization. Keywords: Biopolitics, civilization, the civilizing process, nature, modernity, control societies, power Introduction: The Promulgation and Failure of an Idea For seven years, my family and I lived in semi-rural Santa Cruz, California in the San Lorenzo Valley. Our neighbors were referred to in the local newspaper – with pride – and by the inhabitants of seaside, urban Santa Cruz – derisively – as “Valley People.” For decades, the inhabitants of the San Lorenzo Valley were dropouts, lumberjacks, marijuana growers, and other working class people of low aspirations, almost entirely white, who had opted out of the Silicon Valley rat race and been out-priced by the coastal California real estate market. Over the first decade of the 21st century, a slow gentrification started to occur, with professors from the nearby university, families working in Silicon Valley, and retirees moving to the San Lorenzo Valley for cheaper housing, which was also construed as being in the country and closer to nature.
