Sskmi Medical College, Kolkata Government of West Bengal Institute of Post Graduate Medical Education & Research 244 Acharya J. C. Bose Road, Kolkata – 700020 Annual Report for the Year 2011 Released on 56th Foundation Day – Jan 16, 2012 An inquiring, analytical mind; an unquenchable thirst for new knowledge; and a heartfelt compassion for the ailing - these are prominent traits among the committed clinicians who have preserved the passion for medicine. - Lois DeBakey Director's Address Distinguished dignitaries, faculty members, students, staff, ladies & gentlemen, It is my great pleasure to welcome you all to the Foundation Day ceremony of this apex Medical Research Institute of our country. I convey my heart-felt thanks to all of you for joining us on this auspicious day. Continuous renovation and repair works and upgradation of infrastructure is going on in full swing. The Rheumatology building is on the way to completion. Trauma Center construction work has also commenced. Proposal and plan for starting a new nine storied OPD Building Complex has been submitted where Dental, Endocrinology and Dermatology departments will be given separate floors. Some RMO rooms will also be there. There will be an upgraded Central Library and a fair price medicine shop in that building. We have taken up a project for upgradation of Oncology Department into a 6-storied composite treatment center. Our Neonatology Department has been designated as NCRS (Newborn Care Resource Centre) – Regional Centre of Excellence by UPOPS (United Nations Office for Project Services). This is the first of its kind in India. Basic biomedical research is being undertaken by different departments funded by agencies like ICMR, DST, CSIR, DAE, UGC, DRDO and WBDST. Three departments namely biochemistry, pharmacology and rheumatology have received DST-FST funding. Recently, we have started a 32-bed ITU of which about 50% is fully functional. Today, on this auspicious day, we are going to start a 3-Tesla MRI. Our Medical Records Section is soon going to be fully digitized. On the academic front a huge amount of activity is going on which would be evident to you as you turn over the pages of this annual report. The institute is running undergraduate and postgraduate courses in medicine, nursing, physiotherapy and paramedical disciplines. Institute faculty are also supervising PhD candidates registered with various universities. The Medical Council of India has permitted increase of large number of postgraduate seats which will be recognized in due course. We are among the few institutions in India offering such a large number of postgraduate and postdoctoral seats. I convey my heartfelt thanks to all the teachers and students, MSVP, Dean of Student Affairs, Secretaries, Accounts Officer, Assistant Superintendents, Medical Officers, Nursing Personnel, Technical Staff, Office staff, PWD Civil & Electrical Department officials and staff and also my higher authorities for their whole- hearted assistance, co-operation and constructive suggestions. E-mail: [email protected] ABSTRACT Arsenicosis is a global problem but the recent data reveals that Asian countries, India and Bangladesh in particular, are the worst sufferers. In India, the state of West Bengal bears the major brunt of the problem, with almost 12 districts presently in the grip of this deadly disease. Recent reports suggest that other states in the Ganga/Brahmaputra plains are also showing alarming levels of arsenic in ground water. In West Bengal, the majority of registered cases are from the district of Nadia, and the maximum number of deaths due to arsenicosis is from the district of South 24 Paraganas. The reason behind the problem in India is thought to be mainly geogenic, though there are instances of reported anthropogenic contamination of arsenic from industrial sources. The reason for leaching of arsenic in ground water is attributed to various factors, including excessive withdrawal of ground water for the purpose of irrigation, use of bio-control agents and phosphate fertilizers. It remains a mystery why all those who are exposed to arsenic-contaminated water do not develop the full-blown disease. Various host factors, such as nutritional status, socioeconomic status, and genetic polymorphism, are thought to make a person vulnerable to the disease.
