Sealed tenders are invited from the experienced Boat manufacturing Companies for taking of the following works. Offered Bids should reach before 3.00 P.M on 23.01.2020 For any reason if the tender date for receiving the tender, is declared as a holiday, the tenders will be received on the next working day and opened at the same time mentioned originally. No. 78/2020/D Dated : 06.01.2020 Sirs, Sub: Expression of Interest called for Implementation of the Scheme Annual Work Plan for the year 2019-2020 - Community based ecotourism in Manalthittu, Pichaimoopanvalasai , Erwadizone,Gulf of Mannar Biosphere Reserve Trust - Tamil Nadu during 2019-20 ------ You are hereby invited to submit separate technical and financial proposals for undertaking the following workswhich would be the basis for future negotiations and a contract between your firm and the Wildlife Warden and Director. Name of the work: A. Supply of Aluminium boat-1 no B. Supply of Aluminium glass bottom boat -1 no The following documents are enclosed to enable you to submit your proposals: a) Terms of Reference (Annexure – I) b) Supplementary information for tenders (Annexure – II) SUBMISSION OF PROPOSALS The Proposals are to be submitted in two parts viz. technical and financial, and the “TECHNICAL” AND “FINANCIAL” proposals must be submitted in two separate sealed envelopes (Both respectively marked in bold letters) following the formats/schedules given in the Annexure II. The first envelop marked “TECHNICAL PROPOSAL” should indicate the description of the firm/organization, general experience in the field of assignment, the qualification and competency of the personnel proposed for the assignment and the proposed work plan methodology and approach in response to suggested terms of reference. The second envelope marked “FINANCIAL PROPOSAL” should contain the detailed price offer for the above works with breakup of cost. OPENING OF PROPOSALS : The proposals (first envelope containing technical proposal only) will be opened by the Wildlife Warden and Director or his authorized representative in his office at 3.30 P.M on 23.01.2020 in the presence of such tenderers or their authorized representative who may choose to be present. It may please be noted that the second envelope containing the detailed price offer of only those who qualify by obtaining the minimum technical score 75 points, will be opened after the technical evaluation is completed. EVALUATION .A two – stage procedure will be adopted in evaluating the proposals with the technical evaluation being completed prior to any financial proposal being opened. The technical proposals will be evaluated using the following criteria: 2 - The firm’s capability and relevant experience in the field. - The quality of the design proposed - The qualification, experience and competence of the key staff proposed for the work. The evaluation criteria for the technical proposal will be as follows: Specific experience of the consultants with reference to the assignment I. Points. (a) Firm’s part experience in similar kind of work 50 (b) Personnel and their technical expertise 30 (c) Equipment’s and machinery relevant to the work 20 Total Points 100 Minimum technical score required is 75 points. The Boat manufacturing Companies whose technical proposals are selected will be intimated and,indicating the date and time set for opening of financial proposals. The Institution/Resource Organization whose proposals do not meet the minimum qualifying mark will be intimated and their financial proposals returned unopened on completion of the selection process. After the evaluation of quality, the financial proposals shall be opened in the presence of the tenderers or their representatives who may choose to be present. The name of the Company, the quality scores and the proposed prices shall be read out and recorded when the financial proposals are opened. The evaluation committee will determine whether the financial proposals are complete and costing has been done for all the items. The lowest financial proposal (Fm) will be given a financial score (Sf) of 100 points. The financial scores (Sf) of the lowest financial proposals will be computed as Sf=100 X Fm / F, in which Sf is the financial score, Fm is the lowest financial proposal and F the price proposal under consideration. The company achieving the highest combined technical/financial score will be invited for negotiations, if the quoted rate exceeds the funds sanctioned by Government. During negotiations, the company must be prepared to furnish the detailed cost breakup and other clarifications to the proposals submitted by him, as may be required to adjudge the reasonableness of the price proposals. If the negotiations with the company are successful, the award will be made and all other companies notified .If negotiation fail, and if it is concluded that a contract with reasonable terms cannot be reached with the company ,the company with the second highest 3 combined score will be invited for negotiations.the process will be repeated till an agreed contract is concluded. Please note that the cost of preparing the proposal and negotiating a contract including visits to the places of assignment, if any is not reimbursable as a direct cost of the assignment Please note that the department is not bound to select any of the Institution/Resource Organization who are submitting proposals. You are requested to hold your proposal valid for 90 days from the date of submission without change of the personnel proposed for the assignment and your proposed price. The department will make its best efforts to select an Institution/Resource Organization within this period. Budget and payment schedule The payment will be made to the Successful bidders at 25% on giving the work order,Remaining Part of payment will be made on satisfactory completion of work in full/part thereof and value of work executed Income tax,L.W.F and GST will be deducted at source on the prevailing rates. III. Termination clause The services of Successful bidders will be terminated if any of the conditions of the Terms of Reference is not followed / violated. It will be also be terminated in case of the output is not found up to the mark. IV Penalty Clause In case of delay of 30 Days beyond the agreement period or further extended period, Rs. 200/ per day will be levied and collected as penalty -. In case of delay31 to 60 days, Rs. 500/- per day will be levied and collected as penalty with option to cancel the work order,Guarantee fund forfeited and you will be abide to refund the advance amount. A brief description of the Boat manufacturing Companies and an outline of recent experience on assignments/project of similar nature executed in the format given in Form-A. 2. A description of the manner in which consultant would plan to execute the work. Work plan time schedule in Form-B and approach or methodology proposed for carrying out the required work. Any comments or suggestions of the consultant on the Terms of Reference. 3.. Compostion of team personnel and the task which would be assigned to each member –Form -C B- FINANCIAL PROPOSALS Proposals should indicate the following information 1.
