Beyond the devastating loss of life and livelihoods, we see failing infrastructure and public services, chronic hardship and poverty, long-term psychological suffering and displacement on a massive scale – reversing previous development gains. At the same time, international humanitarian response in general is beset by internal weaknesses and external challenges to such an extent that many organisations are increasingly paralysed, if not absent altogether, in conflict zones where the needs are greatest. The increasing assertiveness of states and their insistence on sovereignty, the politicisation of aid, the proliferation and diversification of new actors, security issues, new technologies, the drive towards a common approach to emergency relief and development and the localisation of aid are among the key factors shaping the evolving humanitarian ecosystem. While the localisation agenda has been most successful in terms of disaster risk reduction, preparedness and response – local actors are invariably the first to respond in emergencies – it is gaining ground in situations of protracted conflict too. The ‘new normal’ of protracted, largely urban conflict naturally still requires humanitarian action to save lives and meet short-term needs, but also, increasingly, to sustain basic services and infrastructure in fragile environments, to provide different types of community support and to contribute to longer-term socio-economic development. While this calls for a more holistic approach – with more creative planning and financing – neutral, impartial and independent humanitarian action remains indispensable for the ICRC to respond to actual needs, ensure proximity to the people at the centre of the response, and engage with all parties, particularly in the most constrained and complex situations of armed conflict. In order to achieve this, we need to be pragmatic and innovative. We need to maximise the enormous opportunities offered by digitalisation, whilst also managing the risks associated with data protection and privacy. We need to continuously explore how to better connect with increasingly diverse stakeholders and potential partners with the aim of co-creating innovative approaches to humanitarian action. And we need to invest more in our own staff; ensuring their diversity and inclusion in order to better connect with – and serve – affected people. Ultimately we need to ensure that the people we serve play a more central role in identifying their needs and formulating the best responses. The CHS has been a major source of inspiration for the ICRC’s approach to ensuring accountability for affected people. Indeed, the nine commitments in the CHS are largely reflected in the ICRC’s own core set of elements, driving the quality of programmes. While the actions of field staff ultimately ensure accountability, these need to be underpinned by efficient, effective and transparent systems and processes. This publication gives us vital insights into how we can make this happen more deliberately and successfully. 2 / HUMANITARIAN ACCOUNTABILITY REPORT 2018 / FOREWORD In the Baringo County in Kenya, we face regular disasters. When a disaster occurs, a quick response to avoid loss of life is one of our main concerns. Fortunately, our long-term relationship with ActionAid and the knowledge that we have progressively gained through the disaster management committee helps to communicate rapidly with aid actors and to collectively address our needs. The key role of the community in responding to disasters, especially women and girls, has become more and more effective. This is recognised by local government officials and aid workers because of our determination, since 2007, for the promotion of our rights. After my participation in the World Humanitarian Summit in 2016, we faced two disasters in our community that demonstrated, once again, the challenges that we had brought to the summit and that we as a community consistently face. The response to these disasters has been more prompt than before. Whilst the immediate response is fundamental, we also need – but lack – consistent support to rebuild our destroyed livelihoods. We support all initiatives by humanitarian actors to improve their response to the crises that affect us, especially accountability Amina Labarakwe towards both the community and donors.     Chairman’s Address AGM 2020 1. First of all a very big thank you to all of you, to all the members of St. John, of all the branches of St. John, to the colleagues in St. John Council, to all our helpers and collaborators who have really put in a big effort, to push this this old organization not only to higher levels of visibility, but also to higher levels of action. 2. I particularly look forward to seeing the headquarters of St. John refurbished and returned to its state as a truly beautiful building which is also highly functional for our organisation. I have just been to visit the works with James Cilia, our Training Commissioner who has been coordinating the project, and Joseph Pisani, our administration assistant. These works are not just on the outside of the headquarters. 3. This is not going to be a refurbished headquarters for St. John Council. This is the headquarters for all the Association, for all the members of the Association, for all the branches of the Association: we will have multi-function rooms before the use of all the branches of the Association, by the Commissioners, by whoever in the Association needs to make use of the prestigious rooms in the headquarters itself. This is not a project simply to embellish our HQ: this is a project to increase the dignity of this organization. As one of the oldest, if not the oldest, civil society organization in Malta, St John should have a dignified headquarters to represent its history and culture.

    Annual Review 2016 A Message from the Chairman Dear colleagues, dear friends, It is a pleasure to introduce our Annual Activity Report for 2016. This brochure sums up an eventful year and a few examples of our main achievements. We hope you will find it interesting and that it will contribute to a better understanding of the various activities of our members and their successes in our common values through actions and projects. While our member organisations share one single aspiration to help people in everyday life as well as in crisis situations, the actual range of services – that are based on the Christian values of the Orders of St John - is very broad: ambulance services, help to the homeless, hostels for the families of hospitalised patients, retirement homes, hospitals, first aid and first aid training, youth work, humanitarian assistance, disaster relief and many other related activities. Within this very broad picture, the mission of JOIN aims to help its members cooperate on as many issues as possible and facilitate when necessary their access to the relevant institutions of the European Union. Furthermore, the JOIN Office is participating in the EU funded project called SOCIALCARE in collaboration with seven other partners including Johanniter-Unfall-Hilfe Austria since 2015. European project proposals involving different JOIN members have also been prepared in the framework of the AAL – Active and Assisted Living Programme. The heart of JOIN’s activities revolves around its working groups where representatives of our members exchange best practices and develop JOIN projects.     International Activities Report 2017 The Global Activities of Johanniter-Unfall-Hilfe e. V. e Johanniter International Assistance provided aid to some 580,000 REFUGEES and INTER- NALLY DISPLACED PEOPLE in 2017. JOHANNITER INTERNATIONAL ASSISTANCE EMPLOYS 266 INTERNATIONAL AND LOCAL staff members. Over 1.8 MILLION PEOPLE benefited from our basic medical care. We succeeded in improving THE HEALTH SITUATION of over 272,000 women and children. More than 150,000 PEOPLE were able to achieve long-term improvements in their nutritional supplies and livelihoods. 85,204 PEOPLE benefited from water, sanitation and hygiene measures put in place by Johanniter International Assistance. e Using Kenya as an example, we explain how the assistance we provide contributes towards the improvement of people's lives: see pages 6 and 7. The example of Sangita Thami, a health worker from Nepal responsible for 937 families in the Dolakha District, provides an insight into their day-to-day activities in Germany and our overseas offices. You’ll find her story onpage 8. Read about our plans for continued effective action in the field of healthcare on page 9. Through such preventive measures as ante- and post-natal care, regular immunizations and treating undernourished children with supplementary food, Johanniter International Assistance helps ensure that children grow up unscathed and in sound health. Cambodia is a good example of how this will work: we're creating the foundations for a healthier future with biogas plant, field irrigation systems and new income opportunities. See page 11.     NEWSLETTER VOICE out loud 22 advocacy ISSUE 22, NOVEMBER 2015 O Throughout 2015 consultations have been building towards the World Humanitarian Summit, to be held in 2016. All over the world, and in EU Member States, consultations and debates have taken place between humanitarian NGOs, governments, UN agencies, the Red Cross, affected people, private sector organisations and other civil society actors. VOICE members have been heavily involved in this process. They have taken stock of where the humanitarian sector is at and identified what changes they would prioritise to best respond to the needs of people affected by crisis in the future. At EU level so far this has resulted in the European Commission adopting a policy focussed on ‘a global partnership towards principled and effective humanitarian action’. We have invited our contributors to reflect further on some key advocacy issues for them on the agenda of the World Humanitarian Summit and to give a flavour of some national level debates across Europe to prepare this Summit. Kicking off this issue of VOICE out loud, Oxfam GB reflects on years of efforts to improve the sector and the unfinished business of humanitarian reform. CAFOD highlights some key recommendations from NGOs in relation to humanitarian financing and Trócaire, ICCO Cooperation/ACT Alliance, and Johanniter International Assistance give us a flavour of the debates that took place at national level and the outcomes of the Irish, Dutch and German humanitarian community preparations for the World Humanitarian Summit. We are also happy to hear from Lisa Reilly (European Interagency Security Forum) on key issues for humanitarian organisations’ security and risk management.
