PUBLICITY & MEDIA COVERAGE DURING THE YEAR 112-120 ANNEXURES - MSME-DI, KANPUR Page 3 ANNUAL REPORT 2018-19 CHAPTER 1 INTRODUCTION The Office of Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The Office of Development Commissioner (MSME) has a network of 30 MSME-Development Institutes, 28 Branch MSME-Development Institutes, 4 MSME-Testing Centres, 7 MSME-Testing Stations and 18 MSME-Technology Centres (MSME-TCs). It is implementing Technology Centre Systems Programme, under which 15 new MSME- Technology Centres (TCs) are being established in the country. Out of 15 MSME-TCs, two MSME-TCs are being established in U.P, one each at Kanpur & Greater Noida (Dist.Gautam Budh Nagar). Work for MSME-TC at Kanpur has already begun and short term training programme has been started from 24.12.2018. In the state of Uttar Pradesh, the support facilities and services of the Office of Development Commissioner (MSME) are rendered through the network of three MSME- Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi and 5 MSME-TCs at Kannauj (FFDC), Agra (PPDC & CFTI), Firozabad (CDGI) & Meerut (PPDC). MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR MSME-DI, Kanpur was set up in Kanpur in 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, Faizabad, Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, Lucknow, Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad. MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and Academic Institutions, Engineering Colleges and Industry Associations. The support of the institute is basically in terms of : MSME-DI, KANPUR Page 4 ANNUAL REPORT 2018-19 1. Policy promotion measures for MSME Sector 2. Providing Technical Consultancy to Existing and Prospective Entrepreneurs 3. Publicizing Udyog Aadhaar Registration for MSMEs as part of ease of doing business & motivating units for registration in MSME-Databank 4. Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises & also popularizing the special focus initiatives of the Govt. of India like Start Up India, Stand Up India, Make in India, Skill India etc. 5. Sharing Economic and Statistical Information. 6. Implementation & Promotion of schemes of Ministry of MSME viz. MSE-Cluster Development Programme (MSE-CDP), Zero Effect Zero Defect (ZED) Manufacturing, Procurement & Market Support Scheme (PMS), Technology Upgradation and ASPIRE etc. in the State. 7. Popularize the schemes like Credit Linked Capital Subsidy Scheme, CGTMSE, Mudra Yojana and www.psbloansin59minutes.com. 8. Organize suitable training programmes and events for prospective and existing entrepreneurs 9. Services of Common Facility Workshops to Entrepreneurs through CNC Machines for engineering sector (Job work as well as specialised training) and for food sector through the well equipped Technology & Product Development Centre (TPDC) are also extended. 10. An Enterprise Development Centre (EDC) is functioning under the institute which provides support from Ideation, Incubation to Start own enterprise for Startups and prospective entrepreneurs. MSME-DI, KANPUR Page 6 ANNUAL REPORT 2018-19 CHAPTER 3 NEW INITIATIVES 3.1 Enterprise Development Centre (EDC) Enterprise Development Center (EDC) is functioning from 08.08.2018 at Institute. EDC provides facilitation to existing & budding entrepreneurs on various Govt. Schemes, Registrations of UAM, GeM, GST etc., Financial Schemes viz. PMEGP, MUDRA, Stand-Up India etc. and guiding to selection of new projects. Total 1,506 nos. of visitors visited to EDC and guided by the officials of the EDC & Institute since inception of the centre. More than 500 projects profiles are available in EDC cell which helps to budding entrepreneur to select suitable project for them beside this EDC facilitates with various latest technical & economical magazines & generals as per their requirement. The theme of Fatehpur Udyam Samaagam was Food Processing Industry and Kanpur Udyam Sammagam was Leather Industry. It was a flagship programmes of National Vendor Development Programme (NVDP), National workshops and Awareness Programme on GeM. The samaagam was conglomeration of Experts from Industry, Academia including Research & Development Institutions, Financial Institutions, Govt. Departments, Industry Associations and MSMEs/Startup/Prospective Entrepreneurs. 3.2.1. Udyam Samaagam at Fatehpur The three days Udyam Sammagam -Cum- Industrial Exhibition was organised in association with Directorate of Industries, Govt. of U.P. From 21.02.2019 to 23.02.2019 at Th. Yugraj Singh P.G. College, Shanti Nagar, G.T. Road, Fatehpur. Sadhvi Niranjan Jyoti, Hon‟ble Minister of State, Ministry of Food Processing Industries, Govt. of India was the Chief Guest of Inaugural function of Udyam Samaagam-cum- Industrial Exhibition. During the Samaagam, following programmes were organized : a. National Vendor Development Programme (NVDP) b. National Workshops/Seminars on Development of Agro & Allied Food Product Industries c.     Chapter 1 Background 1.1 Government of India has been pro-actively taking focused and concerted efforts in addressing the problem of child labour. Article 24 of the Indian Constitution states that “No child below the age of fourteen years shall be employed to work in any factory or mine or employed in any hazardous employment”. Article 39 (e) directs State policy such “that the health and strength of workers men and women, and the tender age of children are not abused and that citizens are not forced by economic necessity to enter avocations unsuited to their age or strength”. Article 39 (f) states that children are given opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity, and that childhood and youth are protected against exploitation and against moral and material abandonment. The Constitution 86th Amendment Act, which came into force on 12th December, 2002, inserted Article 21A in the Fundamental Rights that “The State shall provide free and compulsory education to all children of the age of 6 to 14 years in such a manner as the State may, by law, determine”. 1.2 The Government enacted The Child Labour (Prohibition & Regulation) Act in 1986 with the objective of prohibiting employment of children who have not completed their 14th year in specified hazardous occupations and processes. India is the first developing country to have announced very progressive 1.3 National Policy on Child Labour in 1987 with Project-based Plan of Action as one of its main ingredients. Efforts are to be renewed and strengthened, however, for identification, rescue and rehabilitation of child labour which need effective institutional systems and more institutional mechanisms, adequate support not just by the government but by public participation as well.

It was informed that ground level feedback of users would be the main criteria of ranking under BRAP-2019 and feedback would be taken on all the implemented reforms.

The urban population in India increased from 25.85 Archives million in 1901 to 159.46 million in 1981 and in 1991 it crossed 217 million (nearly 26% of the total population). The number of urban centres (town and urban agglomerations) Home has grown from 2,843 in 1951 to 3,678 in 1991. As in 1991, India had 23 metropolitan cities having population more than 1 million in each city. The urban areas confronted with a plethora of environmental problems due to haphazard development. Absence of environmental considerations in planning & development process, over crowding and congestion, lack of sufficient water supply, unhygienic and improper living conditions, pollution of air and water, improper and inadequate garbage collection and disposal systems are among the host of problems in the urban areas. To safeguard the environment and to maintain good quality of life in the urban areas, there is a need of concerted effort and a holistic approach. As is said "Prevention is better than cure", there is a need to properly plan land uses considering environmental aspects and to ensure that development take place in a sustainable manner. The Central Pollution Control Board took an initiative by taking up a pilot study on "Environmental Management Plan for Kanpur Urban Area." We are overwhelmed with the response received from all the concerned in kanpur.

NO. 1038/2018 IN RE: NEWS ITEM PUBLISHED IN “THE ASIAN AGE” AUTHORED BY SANJAY KAW TITLED “CPCB TO RANK INDUSTRIAL UNITS ON POLLUTION LEVELS” *** I. INTRODUCTION The Hon’ble NGT dealing with the matter of O.A. No. 1038/2018 vide order dated 10.07.2019 considered the issue in regard to the remedial action against the polluting industries in the identified polluting industrial clusters. The Tribunal, vide order dated 13.12.2018, treated the news item published in “The Asian Age” dated 06.12.2018 authored by Mr. Sanjay Kaw titled “CPCB to rank industrial units on pollution levels” as an application in view of substantial question of environment which could be dealt with by the Tribunal under Sections 14, 15 and 20 of the National Green Tribunal Act, 2010. Purpose of economic development in any region is to provide opportunities for improved living by removing poverty and unemployment. While industrial development invariably creates more jobs in any region, such development has to be sustainable and compliant with the norms of environment. In absence of this awakening or tendency for monitoring, industrialization has led to environmental degradation on account of industrial pollution. It is imperative to ensure that steps are taken to check such pollution to uphold statutory norms. Adequate and effective pollution control methods are necessary. Dust, smoke, fume and toxic gas emissions occur as a result of highly polluting industries such as thermal power plants, coal mines, cement, sponge iron, steel and ferro-alloys, petroleum and chemicals unless right technology is used, and precaution taken.
