Guildford Road from East Parade to Tonkin Highway GUILDFORD ROAD FROM EAST PARADE TO TONKIN HIGHWAY Reason for this Submission This proposal (MRSA 1310/41, the "Proposal") includes a part of Guildford Road that passes through Mount Lawley, one of the suburbs of primary interest to the Mount Lawley Society Inc. Although the Proposal also includes suburbs outside our area of primary interest (east of Third Avenue), it actually is of great interest and concern to the Society because: 1. It affects character buildings, particularly in Maylands where there are significant historic buildings that define the local community. 2. It requires resumption (partial or full) of numerous properties. 3. It offers an opportunity to improve the safety of traffic, cyclists and pedestrians. 4. It offersan opportunity to improve traffic flows on the main distributor and to lessen "rat-running" on neighbouring residential streets. 5. It offers the opportunity for underground power and increase tree plantings along medians and footpaths The Society requests that the Proposal is reviewed to address Items 1 and 2 above. East Parade -Guildford Road Intersection The Society recommends that the improvements to Guildford Road at East Parade are accompanied by improvements to the Mount Lawley Subway constructed in the 1900's. The current situation of the Subway is hazardous for vehicles, cyclists and pedestrians. Safety concerns will be further exacerbated once the Perth Stadium commences operation (due to the increase in pedestrian movements). Pedestrian access movement through this Subway is needed and could be solved with a widening of the subway or a dedicated pedestrian/cyclist tunnel to better connect the east and west sides of Mount Lawley. The Proposal indicates two left-hand lanes from Guildford Road into East Parade, adjacent to Lots 240, 241. Because there are many vacant lots owned by the State in this area, there is an opportunity to re-design this intersection to include two right-hand filter lanes on East Parade, to facilitate right-hand turns into Guildford Road. This would reduce trafficon Whatley Crescent and First Avenue which currently carries traffic from East Parade onto Guildford Road towards Maylands. 3 www. mou ntlawleysociety .org.au [email protected] Guildford Road - Stanley Street to Third Avenue sector The Proposal for widening of the road reserve indicates encroachment to character houses on the southern side of Guildford Road, namely 19 Ellesmere Street (Lot 2), three duplex houses (Lot 8), Lawley Mansions (no 76, Lot 2) and the historic facade of Williamson's Garage (Lot 7, cnr Third Avenue). The Society recommends that WAPC review the required widths of road medians and footpaths, together with re-aligning the road reserve towards the north. By "jogging" the road to the north, the impact to those lots on the southern side can be reduced. Guildford Road - Ellesmere Road intersection The Proposal indicates widening of this intersection and the addition of lanes to facilitate turning. The Society is aware of the current hazardous condition of this intersection, especially at peak times and the need to increase pedestrian and traffic safety. Notwithstanding the impact of the proposed design on the adjacent lots which can be ameliorated by "jogging" the road reserve to the north, the Society agrees with the addition of filter lanes. However Ellesmere Road and Joel Terrace are currently subject to "rat­ running" at peak times and it is probable that the Proposal does not address this concern, unless our previous suggestion of two right hand turning filter lanes are provided for cars to turn right from East Parade into Guildford Road at the intersection of these two streets. The Society recommends that the Proposal is reviewed to address the concerns of residents of Ellesmere Road and Joel Terrace to reduce "rat-running" traffic. Future traffic arteries Notwithstanding the need to improve Guildford Road, the Society requests WAPC to consider the extension of Graham Farmer Freeway from Great Eastern Highway along Orrong Road to Leach Highway. This will ensure that heavy vehicles can access the Graham Farmer Freeway tunnel safely via Roe, Tonkin and Leach Highways.     Biography - Donna Faragher Donna Faragher is the youngest Liberal woman ever elected to the Western Australian State Parliament. Aged 33 years and 11 days, Mrs Faragher became the youngest female Minister in WA political history with her appointment as the Minister for Environment and Youth in the first Cabinet of Premier Colin Barnett on September 23, 2008. Mrs Faragher was born in Middle Swan in 1975 and educated at Guildford Grammar Preparatory School and Perth College. She graduated from The University of Western Australia with a Masters of Education with Honours, and completed a Graduate Diploma in Education (school psychology and education) and a Bachelor of Arts with Honours in Psychology. Before entering State Parliament, Mrs Faragher worked as a policy and parliamentary adviser to former Federal Justice and Customs Minister Chris Ellison. She was elected to represent the East Metropolitan Region in the Legislative Council on February 26, 2005, and won a second term in 2008. While in Opposition, Mrs Faragher held various positions within the Shadow Cabinet, including spokesperson for youth, drug abuse and disability services. She was also a member of the Legislative Council Standing Committee on Uniform Legislation and Statutes Review. Since being appointed Environment Minister, Mrs Faragher has implemented a number of practical initiatives to maintain and enhance WA’s unique environment for current and future generations. Minister Faragher has delivered conservation strategies for two of WA’s most environmentally significant regions. With the Premier, she has launched the Kimberley Wilderness Parks under the Kimberley Science and Conservation Strategy, which will include four new marine parks and one new national park.

These are just some of the numerous criticisms that were levelled at the more than $400 million Graham Farmer Freeway and the Northbridge Tunnel. Controversial from the start, the Graham Farmer Freeway is the focus of the latest What We Thought Would Kill Us case study, released today by the Committee for Perth. “I don’t think the people of Perth could imagine getting around the city and the metropolitan area without the Graham Farmer Freeway and the Northbridge Tunnel,” said Committee for Perth CEO, Marion Fulker. “Supporters argued it would provide a balanced transport future by promoting walking and urban renewal in Northbridge, help connect the city to the Swan River and most importantly, reduce congestion. “While the east-west Graham Farmer Freeway lets cars bypass the city centre, it hasn’t prevented an increase in congestion in and around the CBD and on the freeways. But this is hardly surprising, given the number of vehicles using the freeway has far outstripped predictions. “Prior to opening in April 2000, it was forecast that approximately 80,000 vehicles would use the bypass by 2021. In reality, the freeway carried between 60,000 and 80,000 vehicles a day, in its first few months. Today, approximately 115,000 vehicles use it every day. To cope with demand, in 2013, extra lanes were added in both directions on the Freeway and the Northbridge Tunnel, and a new on-ramp was added to the Mitchell Freeway northbound.
