GUILDFORD ROAD FROM EAST PARADE TO

Reason for this Submission

This proposal (MRSA 1310/41, the "Proposal") includes a part of Guildford Road that passes through Mount Lawley, one of the suburbs of primary interest to the Mount Lawley Society Inc. Although the Proposal also includes suburbs outside our area of primary interest (east of Third Avenue), it actually is of great interest and concern to the Society because:

1. It affects character buildings, particularly in Maylands where there are significant historic buildings that define the local community. 2. It requires resumption (partial or full) of numerous properties. 3. It offers an opportunity to improve the safety of traffic, cyclists and pedestrians. 4. It offersan opportunity to improve traffic flows on the main distributor and to lessen "rat-running" on neighbouring residential streets. 5. It offers the opportunity for underground power and increase tree plantings along medians and footpaths

The Society requests that the Proposal is reviewed to address Items 1 and 2 above.

East Parade -Guildford Road Intersection

The Society recommends that the improvements to Guildford Road at East Parade are accompanied by improvements to the Mount Lawley Subway constructed in the 1900's. The current situation of the Subway is hazardous for vehicles, cyclists and pedestrians. Safety concerns will be further exacerbated once the Stadium commences operation (due to the increase in pedestrian movements).

Pedestrian access movement through this Subway is needed and could be solved with a widening of the subway or a dedicated pedestrian/cyclist tunnel to better connect the east and west sides of Mount Lawley.

The Proposal indicates two left-hand lanes from Guildford Road into East Parade, adjacent to Lots 240, 241. Because there are many vacant lots owned by the State in this area, there is an opportunity to re-design this intersection to include two right-hand filter lanes on East Parade, to facilitate right-hand turns into Guildford Road. This would reduce trafficon Whatley Crescent and First Avenue which currently carries traffic from East Parade onto Guildford Road towards Maylands.

The Proposal for widening of the road reserve indicates encroachment to character houses on the southern side of Guildford Road, namely 19 Ellesmere Street (Lot 2), three duplex houses (Lot 8), Lawley Mansions (no 76, Lot 2) and the historic facade of Williamson's Garage (Lot 7, cnr Third Avenue). The Society recommends that WAPC review the required widths of road medians and footpaths, together with re-aligning the road reserve towards the north. By "jogging" the road to the north, the impact to those lots on the southern side can be reduced. Guildford Road - Ellesmere Road intersection The Proposal indicates widening of this intersection and the addition of lanes to facilitate turning. The Society is aware of the current hazardous condition of this intersection, especially at peak times and the need to increase pedestrian and traffic safety. Notwithstanding the impact of the proposed design on the adjacent lots which can be ameliorated by "jogging" the road reserve to the north, the Society agrees with the addition of filter lanes. However Ellesmere Road and Joel Terrace are currently subject to "rat­ running" at peak times and it is probable that the Proposal does not address this concern, unless our previous suggestion of two right hand turning filter lanes are provided for cars to turn right from East Parade into Guildford Road at the intersection of these two streets. The Society recommends that the Proposal is reviewed to address the concerns of residents of Ellesmere Road and Joel Terrace to reduce "rat-running" traffic. Future traffic arteries Notwithstanding the need to improve Guildford Road, the Society requests WAPC to consider the extension of Graham Farmer Freeway from along to . This will ensure that heavy vehicles can access the Graham Farmer Freeway tunnel safely via Roe, Tonkin and Leach Highways.
