LADB Article Id: 074089 ISSN: 1060-4189 Mexico: Notes On Political Opposition by John Neagle Category/Department: General Published: Tuesday, October 25, 1988 Four political parties and dozens of leftist and populist political organizations joined together in the National Democratic Front that was formed to support Cuauhtemoc Cardenas in the July 6 election. Their ideological differences were smoothed over, result of the stature and prestige of Cardenas. The political leader is the son of a revered former president, and led a dissident faction of the Institutional Revolutionary Party (PRI), before breaking with the ruling party last year. At present, coalition is seeking to consolidate its election gains, including 137 seats in the 500-member Chamber of Deputies and four in the 64-member Senate, and establish a permanent presence and structure. An example of the ideological diversity of the Cardenas alliance is seen in the differences between the Socialist Party and the Authentic Party of the Mexican Revolution. Until it endorsed Cardenas, the Authentic Party was widely perceived as a "satellite" of the PRI with no program other than nationalism.

    THE AMERICAS 66:4/April 2010/527-557 COPYRIGHT BY THE ACADEMY OF AMERICAN FRANCISCAN HISTORY RECLAIMING REVOLUTION IN LIGHT OF THE "MEXICAN MIRACLE": Celestino Gasca and the Federacionistas Leaks Insurrection of 1961 "If they want me to give my life in order to get their attention, I'll give it to them."1 n die hours before dawn on September 15, 1961, various groups of men armed with machetes, pistols and rifles attempted to take over military posts, Ipolice stations and municipal offices throughout Mexico, proclaiming "justice for the poor." The uprising of the so-called Federacionistas Leaks was part of a strategy coordinated by an old revolutionary general, Celestino Gasca Villasenor, who planned to take power in order to carry out a new agrarian program to ben­ efit the campesinos of Mexico. The Federacionista movement was founded at die end of 1958 when Celestino Gasca broke with General Miguel Henriquez Guzman. The latter had kept alive the hope of insurrection in order to defend his alleged victory in the presidential election of 1952.2 During the first half of the 1950s, many Henriquistas remained in high alert awaiting the order, which never came, to initiate the uprising. In an open and clear reclaiming of the armed mobilization tliat ushered in the revolu­ tion of 1910, the Henriquistas maintained dieir struggle around three funda­ mental demands: in die first place, ascension to power by General Henriquez and his supporters at die local level, as tliis was die only way to guarantee tliat the odier demands be fulfilled; second, die redistribution of land, legalization of tides, I wish to thank Liliana Paola Avila Melendez for her enthusiastic support as research assistant, and Holly Yasui for her translation from Spanish.

    Mexico Colby Preface I originally decided I would do my case study on Mexico for the simple fact I could not fathom the fact that it was considered a part of the undeveloped world. I always recognized Mexico to be a vast economic power in the world, and with its massive population and relatively large size compared to the other countries around the world. This observation left me needing to figure out why they were considered underdeveloped. When I thought more about how Mexico could have ended up in this economic downfall, it did not surprise me seem to consider what countries Mexico borders. The United States (U.S.) has historically to this day used their military strength and their economic prosperity to abuse much smaller nations. I originally was going to conduct my research on how stronger and larger nations take advantage of weaker nation which has led to Mexico’s economic struggles. However, I quickly learned that the U.S. was not the sole cause of their underdevelopment; Mexico has struggled with political unrest, and economic turmoil since the birth of the young nation. I chose Mexico as my country to research not for family ties or even future personal vacations, but because I felt America was too overbearing. My original ideas were verified by the information I found but also by the new information I found which expanded from other possible sources of the economic turmoil. I have become increasingly engaged and interested in this case study and more broadly Mexico’s economic and political systems. This case study has really grabbed my attention and intrigued me unlike I believed it would.

Corn has been a cultural emblem and key component to the country’s national identity that throughout the twentieth-century the Mexican government embraced. However, since the adoption of neoliberal economic policies, which by necessity involves particular political policies, many Mexicans feel that corn’s significance in the country has changed. Over the last three decades public discontent with corn policies, which the public translates as anti-neoliberalism policies, has gradually grown. This thesis chronicles the growing discontent over corn policies and, more importantly, demonstrates how Mexican people have evolved to become agents for recentralizing corn in the country’s political, economic, and cultural discourses. iii This thesis is dedicated to Precious Vida Yamaguchi and Sonya JoJo Caire for their overwhelming support and tolerating my anxiety I had throughout writing this thesis.     chapter 3 MEXICAN ELECTIONS, 1910–1994: VOTERS, VIOLENCE, AND VETO POWER p aul g illingham Between 1910 and 1994, voters turned out for around eighty thousand elections in Mexico. 1 These elections were deeply diverse, their form and function determined by level, region, and time. The analytical diffi culty of generalizing about these con- tests has traditionally been resolved by not deeming them contests at all.2 Instead modern Mexican elections have in the main been dismissed as epiphenomenal to the real business of recruiting elites, reproducing power, and constituting a political system.3 Most scholars since the 1960s identifi ed their primary function as “cer- emony,” “a mere legitimising ritual” through which a politically apathetic popula- tion periodically passed. 4 Elections before the democratic transition were, Daniel Levy and Kathleen Bruhn judge, eminently “safe and predictable.” 5 At the skeptical extreme, Frank Brandenburg considered even the denunciation of electoral fraud a Machiavellian gambit, deliberately and misleadingly suggesting “the authenticity of an organized opposition, of free and effective suffrage, and of a give-and-take electoral contest in which the offi cial slate truly won by an overwhelming major- ity, even though a few minor electoral manipulations occurred.” 6 Such smoke-and- mirror appreciations were a commonplace among political outcasts and public intellectuals across the century and were amplifi ed during the protracted transition of the 1980s and 1990s. 7 A broad consensus held that Mexican voters had invari- ably faced overwhelming institutional and informal, often violent impediments 00001342895.INDD001342895.INDD 5533 99/8/2011/8/2011 111:33:151:33:15 AAMM 54 political development to effective electoral representation.
