Office # 1, Second Floor, VIP Square I‐8 Markaz, Islamabad +92 51 4861323 EXECUTIVE SUMMARY 1 INTRODUCTION The proposed 49 MW Luat Hydropower Project “the Project” is identified in the lower 6-7 km stretch of Chutiari nullah, near Luat village, District Neelum, in the Azad State of Jammu and Kashmir. Chutiari nullah is a right bank tributary of Neelum River in the tehsils Athmuqam, Neelum district with its confluence about 95 km north-west of Muzaffarabad city. The Project layout has been planned on the right bank of Chutiari nullah with diversion weir intake, connecting channel, sandtrap, low pressure headrace tunnel, surge shaft, pressure shaft, pressure tunnel, underground powerhouse and a free flow tailrace tunnel to discharge the outflows back into the Nullah. An access tunnel is provided for handling of plant and equipment transportation to the powerhouse, the access tunnel is just over the tailrace tunnel. This site was first identified by a French Firm (CFG) in 1986. During the preliminary site identification studies the estimated installed capacity of the Project was estimated to be 25 MW. In November 2008, Hydro Electric Board (HEB) of the Azad State of Jammu and Kashmir (AJ&K) signed a Consultancy Agreement with M/s Fida Hussain Chaudhary - FHC Consulting Engineers, Lahore, in association with M/s Scott Wilson Limited of United Kingdom and M/s Electra Consultants, Peshawar for preparation of feasibility study reports. -

However, the study of consanguineous unions, which are customarily practised in many populations of Pakistan, revealed marked differences between the Kashmiris and other populations of northern Pakistan with respect to the distribution of marriage types and inbreeding coefficient (F). The current descriptive epidemiological study carried out in Bhimber district of Mirpur division, Azad Jammu and Kashmir, Pakistan, demonstrated that consanguineous marriages were 62% of the total marriages (F=0.0348). First-cousin unions were the predominant type of marriages and constituted 50.13% of total marital unions. The estimates of inbreeding coefficient were higher in the literate subjects, and consanguinity was witnessed to be rising with increasing literacy level. Additionally, consanguinity was observed to be associated with ethnicity, family structure, language, and marriage arrangements. Based upon these data, a distinct sociobiological structure, with increased stratification and higher genomic homozygos- ity, is expected for this Kashmiri population. In this communication, we present detailed distribution of the types of marital unions and the incidences of consanguinity and inbreeding coefficient (F) across various sociodemographic strata of Bhimber/Mirpuri population. The results of this study would have implication not only for other endogamous populations of Pakistan but also for the sizeable Kashmiri community immigrated to Europe. -

Distribution, Population Status and Habitat Utilization of Common Otter (Lutra lutra) in Neelum Valley, Azad Jammu and Kashmir Muhammad Bashir Khan, Khawaja Basharat Ahmed, Muhammad Siddique Awan, Usman Ali, Riaz Aziz Minhas* and Shahid Ashraf Choudary Department of Zoology, University of Azad Jammu and Kashmir, Muzaffarabad Abstract.- Neelum Valley comprises of fascinating wildlife, yet it is not explored due to multiple factors including inaccessibility, no appropriate means of transportation and communication and cross border firing between Pakistan and Indian armed forces. Common otter (Lutra lutra) listed as near threatened by IUCN in the Red List of 2008, has been extinct in much of its range with many populations still thinning and is firmly protected by the Azad Jammu and Kashmir (AJK) Wild Life Act. The present study aimed to find out the distribution, habitat utilization and population status of common otter in Neelum Valley. Study area was divided into zones and localities and eight months surveys of each locality were conducted from December, 2004 to July, 2005. The important vegetation of the area was Rumex histatus, Adhatoda zeyloanica, Cynoglossum lanceolatum, Salix sp, Pinus sp, Cedrus deodara and Celtis eriocarpa. Common otter was found to adapt to rocky area with cave type places, sands and pebbles. Average population was measured by the indirect method of sampling. The animal was distributed in all three zones and 22 localities apart from Nosada locality. A total population of 35 animals was estimated with the average population density of 2.29 animals/km2 in the study area. -

Gratzl The author COLONEL JOHN BIDDULPH was born on 25 ~uly1840, son of Robert Biddulph, Banker, and Elizabeth his wife of Eaton Place, London. He was educated at Westminster School from July 1855 to July 1856 and by a private tutor in Bonn, Germany, from September 1856 to June 1871.' BIDDULPH joined the 5th Bengal Cavalry in January 1858, served through the Oudh Cam- paign of 1858 and received the Mutiny Medal. From 1872 to 1877 he served as Aide-de-camp to the Viceroy of India, LORD NORTHBROOK. He was on special duty as Member of the Mis- sion to Yiirkand, the Pamir and Wakhan- in 1873-74 and again on special duty at Gilgit from 1877 to 1881. In 1882 BIDDULPH was acting Agent to the Governor General and between that year and 1895, when he retired from the Political Department, he was Political Agent or Resident in areas including Quetta, Baroda and Gwaliyiir and on deputation in 1885-86 as a Bound- ary Settlement Offi~er.~COLONEL JOHN BIDDULPH died at Grey Court, Ham Common, on the last day of December, 1921, in his 82nd year. -

INTRODUCTION Pakistan is presently facing acute shortages of electricity while the Government of Pakistan (GoP) is targeting for substantial economic growth in the medium to long term. To combat the electricity shortage and to achieve high targets of growth all possible resources for power generation are to be used to sustain the economy. It is estimated that Pakistan would require around 2000-3000 MW annual addition for the next few years. The international geopolitical situation and unstable fuel oil and gas prices in the world have compelled Pakistan to look for additional resources for diversity and energy security of the country. Pakistan is a water-rich country and is endowed with hydropower potential of more than 60000 MW. -

Locally available resources shape and give identity to unique cultural activities that guarantee individual, family and community livelihood sustainability. The social structure provides community relationship networks, which ensure access to, and availability of, resources over long periods. Resources are utilised in ways that reduces vulnerability, stresses and shocks while ensuring long-term resilience. Preparedness and adaptation are embedded into cultural memory, enabling communities to survive in isolated, remote and harsh conditions. Communities’ cultural memories, storytelling, traditional knowledge, interdependence and unwritten cultural norms that build resilience to sustain cultures that have limited interactions with the outside world. This thesis aims to investigate the consequences of transport infrastructure development, mainly of roads, on livelihood strategies of isolated communities in a tourism context in Gilgit- Baltistan, Pakistan. -

Pakistan Corresponding authors: E-mail: [email protected]; [email protected] Issued July 01, 2009 Abstract The present study reveals a description of floristic features like life form, leaf size spectra and ethnobotany of valley Samahni. This study was carried out during the years 2006-2008, in Samahni valley district Bhimber A.K. (Pakistan), using methods consisting of semi-structured interviews employing a check list of questions, questionnaires, direct observations and biological inventories. It provides information about different local plants and their life form and leaf size spectra. 120 plant species recorded belonging to 46 families. Poaceae is the dominating with 14 members. Among these the most of the plants are used to cure common diseases like diarrhea, earache, fever, jaundice, flu, cough and other skin diseases. Snake bite, wound healing and burning of body part are also treated with local herbs. Many plants are used for multiple purposes like as medicines, food, fodder, fuel, furniture and shelter. Due to deforestation vegetation is eliminating rapidly. But the efforts and knowledge about plant wealth conservation is at initial stages. Megaphanerophytes are dominating followed by therophytes. Hemicryptophytes, Nanophanerophytes and Geophytes come after these respectively. All the types of vegetation depend upon presence of trees. In leaf size spectra Microphyllous are dominant followed by Megaphyllous. This work can be the base for advance research in different fields like phytochemistry, molecular biochemistry and antimicrobial plant secondary metabolites. -

Operation Update Report Pakistan: Severe Winter DREF n° MDRPK018 GLIDE n° CW-2020-000027-PAK Operation update n° 1: 13 May 2020 Timeframe covered by this update: 5 February - 20 April 2020 Operation start date: 5 February 2020 Operation timeframe: 6 months; End date: 31 July 2020 (revised) Funding requirements: CHF 315,292 N° of people being assisted: 7,096 people (1,000 households) Red Cross Red Crescent Movement partners currently actively involved in the operation: The International Federation of Red Cross and Red Crescent Societies (IFRC), the International Committee of the Red Cross (ICRC) are actively involved in supporting the Pakistan Red Crescent Society (PRCS) response for severe snowfall in Pakistan Administered Kashmir and Baluchistan. Other partner organizations actively involved in the operation: State Disaster Management Authority (SDMA), National Disaster Management Authority (NDMA) and District Disaster Management Unit (DDMU) are actively responding to the disaster. They have established field offices to coordinate response efforts on ground. SDMA has deployed ambulances, rescue vehicles and rescuers in the affected areas for clearing snow, restoration of roads, infrastructure and medical assistance to the injured. Summary of major revisions made to emergency plan of action: This operation update informs on the extension of the implementation timeframe for two months form 31 May until 31 July 2020, mainly due to the current COVID-19 outbreak and lockdown in the country. This will enable completion of activities such as below: • Distribution of non-food items (NFIs) to 150 Households (HH) in Neelum District; • Cash disbursement to 1,000 families in Azad Jammu & Kashmir (AJK) and Baluchistan; • Post Distribution Monitoring (PDM); • Lessons learnt workshop. -
