Lawrence, Ph.D. Under Secretary for Benefits, U.S. Department of Veterans Affairs Each year, nearly 200,000 Service members transition from the military back to their civilian communities. I am humbled by and proud of VA’s ongoing commitment and partnership with our interagency partners and our local communities who collaborate to foster successful military to civilian transitions for each of those Service members and their families. My understanding of the potential challenges that transitioning Service members and their families face is informed by my personal life experience as a former Army officer, and as the current Under Secretary for Benefits at the Department of Veterans Affairs. Tens of millions of Americans have borne the battle since the founding of our nation, including the more than 19 million men and women who identify as today’s Veterans. -

Acknowledge: Chief Justice; Excellencies; Minister Brison; Members of Parliament; Senators; C.D.S. Vance and Military; Distinguished Guests; Ladies and Gentlemen. Thank you, Gen. Gosselin, for that kind introduction. I am deeply honoured by this award. As I look around the room and see so many of my predecessors: Gen. Ray Henault; Gen. Paul Manson; Gen. Jonathan Vance; Hon. Col. Blake Goldring; Admiral Murray. I am humbled to be in their company. But I am sure they would agree with me when I say that it is even more humbling to be at this event which brings together so many distinguished Canadians. So many military personnel and civilians who devote their professional competence to the cause of defence and security of our country and its capacity to help bring order and stability to troubled places in this world. Having served as both Foreign and Defence Ministers of this great country, it is particularly gratifying for me to be the recipient of an award that is associated with that feat of arms that signaled our country’s transition from 2 a colonial dependency to a nation capable of shaping world events. Vimy is emblematic of that golden thread that unites the sacrifices of our men and women in uniform with the place of honour that Canada occupies on the global stage. As my colleague, John McCallum and I often repeated to one another: “Defence may be derivative of Foreign Policy but Foreign Policy is dependent on defence.” It was, as you pointed out, Sir, my great privilege to serve in the parliament of Canada for some thirteen years. -

Canadian Forces Transformation: Institutional Leadership As a Catalyst for Change
MICHAEL K. J LIEUTENANT-GENERAL (RETIRED) MICHAEL K. JEFFERY The 1990s proved to be a turbulent period for the Canadian Forces (CF). The early years of the new millennium were equally as challenging, as the CF EFFERY was engaged in operations in Afghanistan and around the globe. What was clear was that the contemporary security environment had changed. As such, there was a requirement for the CF to transform to meet the new operating environment. I NSIDE INSIDE In 2005, the Minister of National Defence provided the incoming Chief of the Defence Staff, General Rick Hillier, with the resources and opportunity to CANADIAN FORCES undertake a CF Transformation. Given his firm belief that the CF needed to C ANADIAN FORCES change, and by nature a risk taker, General Hillier embraced the opportunity. TRANSFORMATION: This book describes the initial years of the formal CF Transformation that was led by General Hillier. It is a superb case study of a seminal point in CF history. INSTITUTIONAL LEADERSHIP AS A CATALYST FOR CHANGE Written by former Chief of the Land Staff, Lieutenant-General Michael Jeffery, who himself implemented a strategy of change for the Canadian army and who witnessed first-hand the process of CF Transformation, it captures both the considerable success, but also the difficulties of the process.
