Rep. (AZ-07) Damon T. Hininger George C. Zoley First Vice-Chair President and Chief Executive Chairman of the Board, Chief Rep. Nanette Diaz Barragán (CA-44) Officer Executive Officer and Founder Second Vice-Chair CoreCivic The GEO Group, Inc.

Rep. (NY-13) 5501 Virginia Way, Suite 110 621 NW 53rd Street, Suite 700 Whip Brentwood, TN 37027 Boca Raton, FL 33487

Rep. Veronica Escobar (TX-16) Freshman Representative Dear Mr. Damon T. Hininger and Mr. George C. Zoley,

Members As the COVID-19 pandemic spreads across the country, the men and women currently held

Rep. (CA-31) and working in Immigration and Customs Enforcement (ICE) detention centers remain at great Rep. (CA-24) risk of exposure. It has been nearly three months since the Trump Administration declared a Rep. Tony Cárdenas (CA-29) national emergency concerning COVID-19. Since then, we have seen the number of Rep. Gilbert R. Cisneros, Jr. (CA-39) Rep. (CA-46) coronavirus cases in ICE detention exponentially increase every week and multiple outbreaks Sen. (NV) have been reported in detention facilities. Since both CoreCivic and GEO Group are ICE’s top Rep. (CA-16) operators of detention centers, we would like to request a virtual meeting with you and Rep. (TX-28) Rep. Sylvia R. Garcia (TX-29) Congressional Hispanic Caucus (CHC) Members at your earliest availability. Rep. Jesús G. "Chuy" García (IL-04) Rep. (CA-34) As many public health experts have already pointed out, congregate settings like detention Rep. Vicente Gonzalez (TX-15) conditions do not allow individuals to observe safe social distancing guidelines, which, Rep. Raúl M. Grijalva (AZ-03) Rep. Mike Levin (CA-49) especially during a global health pandemic, increase the risk of accelerating transmission of the Rep. Ben Ray Luján (NM-03) virus among detainees and facility staff. Further, we are alarmed by reports that individuals Sen. (NJ) Rep. Debbie Mucarsel-Powell (FL-26) held in detention with symptoms of COVID-19 have reported being denied necessary medical Rep. Grace F. Napolitano (CA-32) care; some have complained of being placed in solitary confinement; other have been ignored Rep. Alexandria Ocasio-Cortez (NY-14) outright. Rep. Lucille Roybal-Allard (CA-40) Rep. , M.D. (CA-36) It is critical that we meet with you to discuss how you are operating ICE detention centers amid Rep. Gregorio Kilili Camacho Sablan (MP) Rep. Linda T. Sánchez (CA-38) this pandemic and your efforts to protect those being held and working at detention centers. Rep. Michael F.Q. San Nicolas (Guam) Given the current public health crisis, your participation as a major government contractor is Rep. José E. Serrano (NY-15) Rep. (NJ-08) essential to properly inform legislators. Rep. (FL-09) Rep. Xochitl Torres Small (NM-02) We hope you will consider our invitation to come speak to the Congressional Hispanic Caucus. Rep. Norma J. Torres (CA-35) To schedule this meeting, please contact CHC Executive Director Alma Acosta at Rep. Lori Trahan (MA-03) Rep. (CA-51) [email protected]. Rep. Filemon Vela (TX-34) Rep. Nydia M. Velázquez (NY-07) Sincerely,

Joaquin Castro Juan Vargas CHC Chair Member of Congress
