At the time of the project’s inception it seemed natural to activate the anthropological community’s vast accumulated expertise, contacts, and geographical breadth of knowledge on international migration matters in the service of immigrant communities at risk. A fi rst effort to formulate an anthropological response to this particular aspect of the post-9/11 situation took the shape of a double panel at the 2003 American Anthropological Association Annual Meeting. The dialogue between anthropologists and practicing migrant-rights advocates was one highlight of that session, pointing toward the need for a multifaceted approach. Equally striking was the call from more than one panelist to consider post-9/11 policies not in isolation but in a much broader policy context, going far beyond U.S. borders and immigration policy per se. Based on fi eld research in countries near to and far from the United States, these panelists described pressures to emigrate and seek refuge eventuating from the effects of U.S.-backed policies on free-market reform, regional economic integration, offi cial U.S. government human rights and antitraffi cking initiatives, and the U.S. government’s overwhelming recourse to military might (at the expense of diplomatic, legal, and other channels of “soft power”) in response to the security challenges emanating from Islamism and the illicit drug trade. The unexpected message from the anthropologists at that panel, then, was to pay close attention to the personal and local microcosms of interna- tional migration, but then to theorize local migrant rights crises in terms ix UUC-Martinez-ToPress.inddC-Martinez-ToPress.indd iixx 110/22/20090/22/2009 44:11:47:11:47 PPMM x / Acknowledgments of large-scale forces and trends. At this scale, the United States remains the preeminent infl uence on the global policy environment. Thus, even those panelists at the 2003 meeting who could not in the end contribute a paper to this book (Linda Green, Mary Meg McCarthy, Ev Meade, Alison Werner, and our panel’s discussant, Josh DeWind) made a lasting contribu- tion to molding this volume’s distinctive approach. The book also evolved as immigration reform emerged from the shad- ows of 9/11 to become once more a major topic of national debate, though this time talk about immigration was tangled up as never before with concerns about national security. That return of public discourse to con- sideration of immigration’s economic and cultural impacts has made this book’s message if anything more timely. The present impasse between immigration liberals and restrictionists points to the simultaneous need for a broader frame and sharper terms. The essays in this volume urge us to think beyond U.S. borders and beyond the bounds of immigration policy, narrowly construed, in order to encompass the effects (intended and unintended) of many kinds of U.S. policies on the conditions under which migrants leave their homes and cross international borders.

About the Jewish Defense League The Jewish Defense League, also known as JDL, was established in 1968 for the declared purpose of protecting Jews by whatever means necessary in the face of what was seen by the group’s principals as their dire peril. The founder, national chairman and leader of the JDL was a then-38-year-old ordained rabbi from Brooklyn, New York, Meir Kahane, who, in 1990, was assassinated in New York by an Arab extremist. In Rabbi Kahane’s gross distortion of the position of Jews in America, American Jews were living in a fiercely hostile society, facing much the same dangers as the Jews in Nazi Germany or those in Israel surrounded by 100-million Arab enemies. Rabbi Kahane believed that the major Jewish organizations in the United States had failed to protect America’s Jews from anti-Semitism, which he saw as “exploding” all over the country. "If I have succeeded in instilling fear in you," Rabbi Kahane said in the closing statement of his standard speech, "I consider this evening a success." In fact, Kahane consistently preached a radical form of Jewish nationalism which reflected racism, violence and political extremism.     A BRIEF HISTORY OF THE JEWISH DEFENSE ORGANIZATION B’SD The JDO was founded in March 1982 in reaction to the demise of the Jewish Defense League (JDL). The reason JDL disintergrated was because its founder, Rabbi Meir Kahane, made aliyah to Israel where he formed the Israeli political party Kach and was elected to the Knesset only to be expelled for racism. The JDO was never and never will be a Kahanist organization; instead it is based on principles first set forth by the Honorable Zev Jabotinsky, the founder of Revisionist Zionism. Jabotinsky, poet, statesman and militarist told Jewish audiences prior to the Holocaust to leave Europe. He also advised them to form self- defense groups. None-the-less the Anti-Defamation League (ADL) claimed: The Kahanist movement - comprising the Jewish Defense League (JDL) and the Jewish Defense Organization (JDO) in the United States, the Kach (Hebrew for "thus" or "this is the way") Party in Israel, and the Kahane Chai ("Kahane Lives") group, founded after Kahane's murder and operating both in Israel and in the U.S. - has spanned 26 years, reflecting a consistent agenda of hate, fear-mongering and intimidation. The first “overground” JDO action in New York State was to protest the anti- Semitic lies of Professor Ernst Dube who taught at the State University of New York at Stoneybrook. A description of Dube’s course, prepared by Dube for the summer term of 1983, made reference to "the three forms of racism and how they manifested themselves: 1) Nazism in Germany 2) Apartheid in South Africa and 3) Zionism in Israel." Thanks to the JDO Dube was denied tenure.

October 25, 2004 FBI agents in Tennessee arrest farmhand Demetrius "Van" Crocker after he _______________ allegedly tried to purchase ingredients for deadly sarin nerve gas and C-4 plastic explosives from an undercover agent. The FBI alleges that Crocker, who local officials say was involved in a white supremacist group in the 1980s, tells the agent that he admires Hitler and hates Jews and the government. He allegedly also says "it would be a good thing if somebody could detonate some sort of weapon of mass destruction on Washington, D.C." Crocker is charged with trying to get explosives to destroy a building and other charges, and faces more than 20 years in prison if convicted. AKRAM* & KEVIN R. JOHNSON** INTRODUCTION Although only time will tell, September 11, 2001, promises to be a watershed in the history of the United States. After the tragic events of that day, including the hijacking of four commercial air- liners for use as weapons of mass destruction, America went to ªwarº on many fronts, including but not limited to military action in Afghanistan.1 As needed and expected, heightened security measures and an intense criminal investigation followed.
