From a long history of “stagnant growth” the County has become an area of phenomenally active growth. For instance, the 2000 Census documented 7,928 dwelling units. In October 2006 ground was broken for The Traditions, a development of 9,000 dwelling units. There have been Observations over 80,000 residential dwellings approved through negotiated development agreements in the last eight years. To be in the best position to benefit the most from this inevitable development the County has Natural Resources adopted these Three Universal Development Principles: 1. Keep Jasper Rural Historic 2. Develop the Municipalities Resources 3. Development pays its own way. A Comprehensive Plan must set forth not just the development of land and capital improvements. Housing A Comprehensive Plan must also anticipate the provision of public services to the citizenry. With Jasper County’s era of phenomenal growth having just begun, the delivery of public services must be anticipated as never before. As a significant effort to reinforce the Three Universal Development Principles the provision of public services will also reflect a rural level of service in Economy areas of Jasper County beyond the municipal boundaries of Hardeeville and Ridgeland. Use Land Land The 1994 Enabling Legislation for South Carolina requires that: “The local planning commission shall review the comprehensive plan or elements of it as often as necessary, but not less than once every five years, to determine whether changes in the amount, kind, or direction of development of the area or other reasons make it desirable to make additions

The Plan reconnnends strategies to create higher paying jobs in clean technology- based businesses, including expanded training and general education opportunities, including university level educational opportunity for basic education and continuing professional training. The Plan suggests provision of support in the creation of a four-year campus, with a research facility. This step is seen as vital in building the strength in higher educational offerings to attract high technology manufacturing and service sector industries. In March 1994, South Carolina Governor Carroll A. Campbell, Jr. and University of South Carolina President, Dr. John Palms, accepted an 80-acre gift from Union Camp Corporation and initiated master planning to move toward development of a new USCB campus at this location. To date, master planning, land planning, and architecture of the first buildings have been completed, and intensive fundraising efforts are ongoing. However, in order for the campus to achieve the goals of the University and Beaufort County, additional funding is required.

Porcher ABSTRACT Beaufort County has historically been one of the most poorly botanized counties in the state. Geographically, it lies farther from the major research institutions than most other counties and has therefore received little attention from modern botanists. Major waterways, numerous private communities and an oppressive summer climate further complicate botanical research. Beaufort has one of the fastest growing human populations in the state. Natural areas are rapidly being converted into residential and commercial developments. An understanding of the county's flora is necessary to focus conservation efforts to preserve critical habitat and develop management plans for maintaining biodiversity.
