    Final Environmental Impact Statement Elwha River Ecosystem Restoration Implementation Purpose and Need: The Elwha River ecosystem and native anadromous fisheries are severely degraded as a result of two hydroelectric dams (projects) and their reservoirs built in the early 1900s. Congress has mandated the full restoration of this ecosystem and its native anadromous fisheries through the Elwha River Ecosystem and Fisheries Restoration Act (Public Law 102-495). The Department of the Interior has found there is a need to return this river and the ecosystem to its natural, self-regulating state, and proposes to implement the Congressional mandate by removing both dams in a safe, environmentally sound and cost effective manner and implementing fisheries and ecosystem restoration planning. Only dam removal would fully restore the ecosystem or its native anadromous fisheries. Proposed Action: The U.S. Department of the Interior proposes to fully restore the Elwha River ecosystem and native anadromous fisheries through the removal of Elwha Dam and Glines Canyon Dam and implementing fish restoration and revegetation. Dam removal would occur over a 2-year period. Elwha Dam would be removed by blasting, and Glines Canyon Dam by a combination of blasting and diamond wire saw cutting. Lake Aldwell would be drained by a diversion channel, and Lake Mills by notching down Glines Canyon Dam. Stored sediment would be eroded naturally by the Elwha River. The proposed action is located in Clallam County, on the Olympic Peninsula, in Washington State. Lead/Cooperating agencies: The National Park Service is the lead agency.     Community Involvement Plan Montana Pole and Treating Plant Superfund Site Butte, Montana February 2017 Purpose The U.S. Environmental Protection Agency’s (EPA) Superfund Community Involvement Program is committed to promoting communication between the community and the agencies. Active community involvement is crucial to the success of any public project. For the Montana Pole and Treating Plant (Montana Pole) Superfund Site, the Montana Department of Environmental Quality (MDEQ, formerly MDHES) is the lead agency and has responsibility for site management and community relations activities. The community involvement activities at the Montana Pole site are designed to: Inform the public of the nature of environmental issues associated with the site Involve the public in Superfund decisions that will affect them Involve the public in program responses under consideration Inform the public of progress being made to implement cleanup remedies The purpose of the Superfund Community Involvement Plan (CIP) is to summarize public concerns about the site and outline how people can engage throughout the Superfund process. The CIP synthesizes and presents information from meetings and interviews with members of the Butte community. This will reflect the current state of student media whereby all student media programs are governed by the Student Media Board. 2. Approve the proposed fee increase for all fee-paying students at the University of Hawaiʻi at Mānoa, regardless of credit load, according to the proposed fee schedule in Appendix A. The combined fee for students will be $38 per student per semester (Fall and Spring semesters). RECOMMENDED EFFECTIVE DATE: Effective date of implementation will be Fall 2020. ADDITIONAL COST: The fee will increase AY2020 by $17 and AY2021 by $5. PURPOSE The purpose of this request is two fold: 1. Provide the Student Media Board with the necessary funding to sustain the University’s 98 year commitment to the student voice at the University of Hawaiʻi at Mānoa. Student media programs rely on mandatory student fees in order to deliver effective programs to students and the community. The fee funds five student media programs of which 140 students directly engage and benefit from them. 2. Streamline existing fee structure from two separate fees (BOP Fee and the BCA Fee) to a single fee that funds all student media programs that are under the purview of the Student Media Board.     New America Foundation An Information Community Case Study: Seattle A digital community still in transition Jessica Durkin, Tom Glaisyer, and Kara Hadge, Media Policy Initiative June 2010, Release 2.0 Seattle, Washington, could be considered a city singularly suited to develop a healthy democracy in the digital age. The city government, citizens and business have created a productive environment for the next generation of information-sharing and community engagement. Years of economic growth and relative prosperity have fostered new, superior practices in news and information. Yet, losing a major print newspaper, as Seattle did when The Seattle Post-Intelligencer closed, adversely affects a community, by leaving it with one less place to provide public service journalism, stories about people and general community updates. In parallel, Seattle has been at the center of an explosion of alternative news outlets, especially online, which has created a critical mass of information portals for geographic and social communities. As the Knight Report, Informing Communities: Sustaining Democracy in a Digital Age, highlights, it is important to understand that there are three important elements to be considered as we analyze media and democracy in the 21st century: • availability of relevant and credible information to all Americans and their communities; • capacity of individuals to engage with information; and • individual engagement with information and the public life of the community. However, despite the relative vibrancy of the media scene, and even with all its demographic and other advantages, it is unclear how much of this innovation is sustainable. The local web is littered with websites that are no longer updated, and few of the startups boast anything like the journalistic firepower or profitability of the papers of the past.
