1 March 2019 My week – straight back in it Monday was my first day back in the office following two weeks’ leave and it has been straight back into a number of key projects which are vital to Harlow’s future plans. On Wednesday afternoon it was over to the hospital for a project steering group meeting on the plans for the new hospital. This project is known as Project Genesis and a report about a preferred way forward for the hospital, including the preferred site, is to be considered on 7 March by the PAH board. I will be able to let you know more about what is happening soon. On Wednesday morning I attended the latest Discover Harlow Ambassadors meeting, which was held at the impressive Harlow Cricket Club in Old Harlow. We heard from Andrew Lee, from Raytheon in Harlow, who spoke about the company’s work and relationship with the town. Catherine Mummery, from Harlow Art Trust, also spoke about the trust’s work and the new Sculpture Guardians project which will help maintain the town’s sculpture collection. We also heard from a very passionate Alan Howick who is a local estate agent and chairman of the cricket club. These ambassador events really show the enthusiasm there is from business and community leaders about Harlow as a place and it is very encouraging to hear. On Thursday we had a Place Board meeting which provides leadership to the Discover Harlow project. We spoke more about the work planned to promote Harlow to the wider world. I am pictured above with members of the board which include John Keddie (Chair), Andrew Lee (Raytheon) and Michael Beard (Public Health England). Yesterday lunchtime I went and said goodbye to Dianne Cooper, who leaves us after many years of service to the Council. I wish Dianne well for her future and with her travels sailing around the coasts of the UK. Last night I was at the Special Council and Cabinet meetings which you can read more about in this WIS. Page 1 of 7 Staff roadshows I am planning to hold more of my roadshows in April. Dates, times and venues will be confirmed in the coming weeks. Success at London Stansted Airport Jobs Fair Over 800 people attended the London Stansted Airport Jobs Fair held in the Civic Centre on Wednesday. London Stansted is a growing airport with an increasing number of jobs becoming available, and we wanted to showcase the range of career opportunities available for the residents of Harlow to take advantage of. Unfortunately, I was unable to attend, but I would like to particularly acknowledge the work of David Sellings, Julie Houston and Oliver Gillard, who helped organise the event and for the successful working relationship they have established with the airport team. I would also like to recognise the team effort from colleagues in the Regeneration Team, Communications, the Stewards, Contact Harlow staff and especially those who so ably supported the care of the visitor who fell ill – Giulia Festa from Contact, Janet Jackson, Emma Crouch, Hannah Criddle and Nicole Parker from Corporate and Governance Support. Jonathan Axford from the London Stansted Airport Jobs Fair also praised our staff for their help in making the event so successful, he said: “I just wanted to say thank you for all the help and support provided by the Council for yesterday’s event, both in the build-up and on the day. It makes a massive difference for us to have that support and insight from you and is definitely a major reason for the success of yesterday. The feedback from the employers has been excellent, with a number of positions being filled and I hope it was viewed as a worthwhile event from your end!” Council Tax bands The overall Council Tax levels for 2019/20 were set at last night’s Special Council meeting. Inclusive playground update The new inclusive playground being installed at the Town Park is really beginning to take shape. The fine weather we’ve been enjoying in the last week has helped with progress; in addition to the climbing frames and swing frames going in over the weekend, work has started on a trampoline (see below photo) and also a bird watching platform. There is a lot of buzz around this project on our social media channels so it looks like it will be another popular addition to our wonderful park. Harlow Times spring edition The spring edition of Harlow Times is now available to view online at www.harlow.gov.uk/harlow-times The cover features some fantastic shots from the Celebrate Harlow event, which was held in January at the Playhouse and raised over £2,000 for the Chair’s chosen charities, Streets2Homes and the Dolphin children’s ward at Princess Alexandra Hospital. The latest issue features articles on the 2019/20 budget, the new waste contract which comes into effect on 1 April 2019 and details on changes to rent for housing tenants. The spring edition also includes the Council’s annual housing report for 2017/18, which provides tenants and leaseholders with information on how our Housing Service performed during the year. Page 3 of 7 There are also details on the newly launched Men’s Shed in the Town Park and the inclusive playground currently being built. All this plus the usual news about what’s been going on around Harlow and information on upcoming events in the what’s on guide, featured on the back page. The printed version of the magazine will hit the doormats of every household in Harlow from Monday 11 March. Transport strategy discussed at Cabinet The main agenda item for the last night’s (Thursday 28 February) Cabinet meeting, which took place after the Special Council meeting, was the Harlow and Gilston Garden Town Transport Strategy. The Transport Strategy is an important document that outlines what will be done to develop a more sustainable, ‘active’ (walking and cycling) travel network. The significant development that will come with the growth of the new Garden Town will, of course, lead to increased travel demand and a need for greater infrastructure. The strategy sets out three objectives to address the challenges that this will pose: • Achieving a target where 60 percent of all journeys within the new Garden Town communities, and 50 percent of all journeys across Harlow, will be undertaken by sustainable modes. • To set out mobility options based on a hierarchy of importance: a) reduce the need to travel, b) walking and cycling, c) public transport and d) private vehicles. • Supporting and encouraging a culture of active and sustainable travel ensuring all journeys will be efficient and safe. After discussing the draft strategy, Cabinet agreed that a six-week consultation on the document should begin following the local elections in May. The draft strategy, along with the meeting’s full agenda, can be found at Cabinet Thursday 28 February 2019 Take part and help clean up our town on 22 March Council staff and Councillors are being encouraged to take part in this year’s Harlow Spring Clean, running from 22 March-23 April. This is part of Keep Britain Tidy’s Great British Spring Clean, which has so far seen 23 applications for community clean-up events submitted to us; with local scouts, schools, community groups and groups of residents, all pledging to take part. Page 4 of 7 To show our support, we are organising an official launch day to kick-start the month-long campaign, which will see the Council, HTS and residents work together to give the town a spring clean and show pride in our town. On the 22 March a team made up of Councillors and staff from the Council, HTS and Veolia, will take to the streets litter picking, and cleaning signs and railings. The Senior Management Board and I will also be taking part on this day and would love for staff around the Council to join us in sending out this important message to the local community. Full details of the event and the times will be confirmed shortly. On-site shredding service The Legal Services Team is arranging for Shred-on-Site to shred documents at the Civic Centre on 14 March. If you would like any bags of documents to be shredded, please email [email protected] with the amount of bags you have for destruction by Wednesday 6 March, as we will need this to let them know the total number of bags we require to be destroyed. The cost of shredding on-site is £2.50 per bag plus VAT. Please work out the estimate of costs for your service and provide a cost code so that charges can be divided proportionately.
