1.0 INTRODUCTION

1.1 Mewies Engineering Consultants Ltd (M-EC) has been commissioned by Hazelton Homes Midlands Ltd to undertake a Travel Plan (TP) for a proposed residential development on land off Seagrave Road, Sileby, Leicestershire. A site location plan is provided in Appendix A.

1.2 The development will comprise of up to 135 dwellings as shown on the proposed site layout in Appendix A.

1.3 This document has been produced in order to help reduce the dependency on private car travel from the site and promote sustainable travel techniques using guidance from Leicestershire County Council (LCC) Highways, Transportation and Development Document .

1.3 This Travel Plan document will focus on the sustainable measures to be implemented by the proposed development and details a package of measures designed to reduce the number of car borne journeys. This document will also set out the key objectives of the Travel Plan which includes a modal shift target.

1.4 M-EC has completed this report for the benefit of the organisations/individuals referred to in paragraph 1.1 and any relevant statutory authority which may require reference in relation to approvals for the proposed development. Other third parties should not use or rely upon the contents of this report unless explicit written approval has been gained from M-EC.

2.0 METHODOLOGY

2.1 The outline of this Travel Plan document is detailed below:

Section 3.0 Details regarding the scoping work undertaken and the key aims and objectives of the Travel Plan.

Section 4.0 Provide an overview of the proposed development.

Section 5.0 Provide a summary of sustainable accessibility in the local area as detailed in the Transport Assessment.

Section 6.0 Details regarding the target modal shift to be achieved through the measures proposed within this document.

Section 7.0 The package of measures that will be implemented by the development along with further aspirations to be achieved as part of the Travel Plan process.

Section 8.0 Clarification as to the role to be fulfilled by the Travel Plan Coordinator.

3.0 POLICY

3.1 This section considers a number of national and local policies which have informed the content of the Travel Plan.

National 3.2 The National Planning Policy Framework document (NPPF) states that there is a presumption in favour of sustainable development and transport policy has an important role to play in facilitating sustainable development giving people real choice about how they travel.

3.3 The NPPF states that a key tool to facilitate this will be a Travel Plan and all developments which generate significant amounts of movement should be required to provide a Travel Plan. Travel Plans and other documents such as Transport Statements and Assessments should be prepared to protect and exploit opportunities for the use of sustainable transport modes giving priority to pedestrian and cycle movements, ensure access to high quality public transport facilities and create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians.

3.4 In addition to the NPPF other key guidance to take into consideration includes:

Department for Transport (DfT) – A New Deal for Transport – Better for Everyone 3.5 The DfT’s “A New Deal for Transport – Better for Everyone” White Paper set out the framework within which detailed policies would be taken forward. The document was aimed towards creating an integrated transport policy. This means:

• integration within and between different types of transport – so that each contributes its full potential and people can move easily between them;

• integration with the environment – so that transport choices support a better environment;

• integration with land use planning – at national, regional and local level, so that transport and planning work together to support more sustainable travel choices and reduce the need to travel;

• integration with policies for education, health and wealth creation – so that transport helps to make a fairer, more inclusive society.

DfT – Smarter Choices – Changing the Way We Travel 3.6 The publication of the “Smarter Choices – Changing the Way We Travel” report by the Department for Transport (DfT), 2004 shows workplace and school travel plans, as well as other initiatives such as car sharing schemes, car clubs, personalised journey planning, teleworking, teleconferencing, information, marketing and home shopping in order to reduce the dependency on private car travel.

DfT – Good Practice Guidelines – Delivering Travel Plans through the Travel Plan Process 3.7 The DfT’s ‘Good Practice Guidelines: Delivering Travel Plans through the Planning Process’ is primarily a reference document aimed at giving further direction to the use of travel plans as a means of promoting sustainable transport.

3.8 The key messages put forward within the document concerning the design and content of travel plans are summarised below:

• The travel plan should take the form of a single integrated document containing all key information.

• Each site is unique, so will be each travel plan: it needs to reflect the activity and its location.

• Different travel plans are needed for different types of development.

• Establish clear agreed objectives and outcomes specific to the site through early discussions on the travel plan.

• Link the measures proposed and the targets to the outcomes required.

• All parties need to ensure that the outcomes are stretching but realistic and the measures are deliverable.

• All parties should ensure that the implementation, monitoring and management aspects are fully addressed in the travel plan.

Regional Leicestershire County Council – Local Transport Plan 3 (2011 – 2026) 3.9 LTP 3 takes over from LTP 2 and is made up of a long-term transport strategy with a vision for transport to 2026, supported by a rolling three year Implementation Plan, the first of which runs from 2011-2014.

3.10 The long-term vision for our transport system over the course of LTP 3 is for:

‘Leicestershire to be recognised as a place that has, with the help of its residents and businesses, a first class transport system that enables economic and social travel in ways that improve people’s health, safety and prosperity, as well as their environment and their quality of life.’

3.11 LTP 3 sets out a number of goals for transport for the county of Leicestershire;

• A transport system that supports a prosperous economy and provides successfully for population growth

• An efficient, resilient and sustainable transport system that is well managed and maintained

• A transport system that helps to reduce the carbon footprint of Leicestershire

• An accessible and integrated transport system that helps promote equality of opportunity for all our residents

• A transport system that improves the safety, health and security of our residents

• A transport system that helps to improve the quality of life for our residents and makes Leicestershire a more attractive place to live, work and visit

Highways transportation and development (HTD) 3.12 The ‘6C’s Design Guide’ - 'Highways, Transportation and Development' (HTD) deals with highways and transportation infrastructure for new developments in Leicestershire County Council. The HTD document includes guidance on road

design and layout which has been used to inform the design of the site access and calculate visibility splays.

Local – Local Plan 3.13 The Borough of Charnwood Local Plan (LP) was adopted in January 2004; the Plan was produced in accordance with national and regional policy to provide planning guidance within Charnwood Borough.

3.14 Whilst the Local Plan process has been superseded in policy terms by the emerging Local Development Framework (LDF), a number of the policies contained within the Local Plan have been saved and have been treated as material considerations in the preparation of this TP.

4.0 SITE LOCATION

4.1 The development site lies on the northern edge of Sileby, adjacent to Seagrave Road and Heathcote Drive and would form a natural extension to the existing residential area. It is situated approximately 1.1km to the north east of the centre of Sileby, 7.5km to the south east of and 11km to the north of Leicester City Centre.

4.2 The site is bound by fields to the north, Sileby Brook and further fields to the east and residential housing and Highgate Primary School form the western site boundary. The site currently consists of three fields utilized for arable purposes which are separated by hedgerows and sporadic trees. The only existing vehicular access to the site is via a gate from Seagrave Road leading into the northern field. Sileby Brook runs north east to south west across the south eastern part of the site. The site generally falls away from the high point at the boundary with Seagrave Road to the south east towards Sileby Brook.

4.3 The closest amenities to the site are located within Sileby on Swan Street and include two convenience stores, a pharmacy, a Public House and a Post Office. Elsewhere in the village, further amenities can be found on High Street with a Tesco Express Supermarket situated along with two convenience stores, a public house, two restaurants and a number of general shops.

4.4 There are two schools in Sileby, Highgate Primary School is situated along the western site boundary on Heathcote Drive and Sileby Redlands Primary School is located on King Street to the south west of the site. The nearest Secondary School to the site is Humphrey Perkins High School located in which is the nearest village to the north west of Sileby .

5.0 SUSTAINABILITY

Existing Public Transport Facilities Bus 5.1 There are two regular bus services operating within Sileby, service 2 serves bus stops along Heathcote Drive and Seagrave Road and provides a link between Loughborough and Leicester City Centre. Service 27 of the site and provides a link between Loughborough and serving stops on Seagrave Road. Bus timetable information is provided in Appendix C and Table 1 below provides a summary of the public transport services operating in Sileby.

5.2 The closest bus stops to the site are located on Seagrave Road near the junction with Jubilee Avenue, approximately 40 metres walking distance from the proposed site access. These are flag stops with no timetable information. An additional stop is situated immediately south of the site along Heathcote Drive, approximately 90 metres walking distance from the lower field of the proposed site area via a footpath link. This is a flag stop with timetable information and raised kerbs.

5.3 Drawing 20158_15_002 in Appendix C shows the existing bus stop locations and bus routes and 400m isochrones showing the site is fully located within 400m of existing bus stops and bus services.

Rail 5.4 The nearest train station to the site is situated in the centre of Sileby; approximately 1.1km to the south west of the site. Access to the station platforms is currently provided by steps with no disabled access. This station provides a link to major towns and cities including Loughborough, Leicester and Nottingham.

5.5 The railway station can be reached from site via public transport in approximately 2 minutes or by walking via footways along Seagrave Road and King Street. Table 2 provides details on rail services to the major destinations from Sileby Train Station

Existing Pedestrian Facilities 5.5 According to the National Travel Survey (Goodman et al, 1998), walking constitutes 29% of all journeys made in a year, on a national scale. The DfT National Statistics, Personal Travel Fact Sheet No.4 – January 2003 – entitled “Walking in Great Britain” states that 4 out of 5 (77%) of walking trips were under a mile (1.6km) and only 8% were 2 miles or above in length.

5.6 When considering walking distances, the Chartered Institution of Highways and Transportation publication ‘Providing for Journeys on Foot’ (2001) identifies a preferred maximum acceptable walking distance of 1200m (1.2km).

5.7 Drawing 20158_15_003 in Appendix C identifies the location of key amenities and facilities located within walking distance of the site and walking routes from the site to these facilities. Amenities within Sileby Village between 1.1km and 1.3km walking distance from the site include;

5.8 Highgate Primary School is situated immediately south west of the site and is accessible via an existing footpath link from the site or by following footways along Seagrave Road and Heathcote Drive. Sileby Redlands School is located on King Street, approximately 0.9km walking distance from the site boundary on Seagrave Road, and can be accessed by following existing footways on both Seagrave Road and King Street.

Existing Cycling Facilities 5.9 The DfT National Statistics, Person Travel Fact Sheet 5A – January 2003 – entitled “Cycling in Great Britain”, states that the average length of a cycle stage was 2.4 miles (3.86km) and that 10% of cycle trips were 5 miles (8km) or over in length.

5.10 A review of the Sustrans mapping has determined that there are no formal cycle routes within Sileby, however National Route 6 runs through the Village of to the west of the site which provides a link between Derby and Leicester. A map of the local cycle routes is provided below.

Accessibility Assessment 5.11 This assessment has been undertaken in order to highlight the accessibility of local services and amenities. Table 3 below provides a summary of accessibility to key amenities and facilities from the proposed development over all transport modes.

6.0 THE TRAVEL PLAN TARGET

6.1 Census data (2001) shows that single car occupancy trips for travel to work in the Sileby area is 69.6%. The Census data shows that there are 3,245 people aged 16-74 in employment (economically active) with 249 of these people currently working from home. Table 4 below provides a summary of the Travel to Work statistics for the Sileby area taken from the 2001 census.

6.2 The census data provided above shows the majority of economically active residents within Sileby drive to work (69.6%) with 6.9% car passengers. Walking and cycling make up 11.8% of all trips to work in the Sileby Ward.

6.3 The target for the site will be to achieve a 10% reduction in single occupancy car journeys over a period of 3 years in line with targets set by LCC. As the 2001 census data provided in Table 3 is 11 years old, a review of the 2011 census data should be undertaken if this information is available prior to determining the baseline conditions. Should the 2011 census data not be available, resident travel surveys will be required to determine the baseline conditions. All residents will be visited upon first occupation in order to determine the baseline travel to work statistics.

6.4 A review of either the 2011 census data or resident travel surveys will allow specific modal shift targets to be determined, however, it is expected that due to the close proximity of the train station to the site along with regular bus services to the major employment centres of both Loughborough and Leicester it is considered an increase in bus and train patronage has the potential to contribute significantly to the 10% reduction in single occupancy vehicle trips. In addition, given the size of the development it is considered that car sharing could also be undertaken successfully.

6.5 Detailed below in Table 5 are the expected modal shift targets for the development should a 10% reduction in single occupancy car journeys be achieved (note 10% of 69.6% = 6.96% which is approximately 7%).

6.6 The aim of reducing single occupancy car trips will be achieved through a series of SMART (specific, measurable, attainable, realistic, time bound) targets and following the implementation of the package of measures outlined in Section 7.0 of this Travel Plan. The Travel Plan Coordinator will be responsible for reviewing the census data/travel survey data and determining interim goals in order to assist with achieving the overall aim of sustained modal shift.

7.0 PACKAGE OF MEASURES

7.1 This section will list and provide information on the measures to be implemented as part of the development in order to meet the key aims and objectives highlighted previously and the modal shift target detailed in Section 6.0. This section will seek to confirm the proposals to be implemented and at what stage in the development.

Welcome Packs 7.2 Welcome packs will be provided to all new dwellings from 1 st occupation. The packs will be updated every 12 months and reissued to existing and new residents up to the completion of the development. The packs will provide the following formation:

• Plans of safe pedestrian routes to all local amenities such as schools, shops, employment, leisure facilities and health facilities.

• Bus timetable information and routes maps of services operational along Seagrave Road and through the centre of Sileby.

• Train timetable information for the most popular local routes and likely employment destinations operational from Sileby station.

• Information about the Travel Plan including how it works, why it is required and the purpose of the Travel Plan.

• Details of the role and purpose of the Travel Plan Co-ordinator also including contact details.

• Provide details of car share websites such as liftshare.com and leicestershare.com operating in area to encourage residents to car share.

• Details of how to apply for temporary 6 month free bus passes.

Travel Passes 7.3 As part of the welcome packs it is proposed to provide two application forms per dwelling, so that each household has the opportunity to apply for free travel passes that will entitle applicants to temporary free travel on either the local bus or rail services. The travel pass will be provided for a temporary time period e.g. 6 months and it will be the resident’s responsibility to complete the application form in the

welcome packs. Once the form is completed they can submit this to the on-site sales team for the developer to then purchase the travel pass.

7.4 Bus use (facilitated by the provision of bus route plans, timetables and the provision of temporary free bus passes) and increased cycle use are directly linked to a reduction in car bourne trips and this will be supported by the provision of further information to educate residents of sustainable travel methods and the health and environmental benefits this brings.

Pedestrian Improvements 7.5 It is proposed to provide a pedestrian link from the proposed development to the Highgate Primary School on Heathcote Drive in order to facilitate access between the School and the site.

7.6 In order to improve pedestrian access to/from the amenities located to the south of the site in the centre of Sileby, it is considered tactile paving and dropped kerbs should be provided at the Seagrave Road junctions with Heathcote Drive and Swan Street. This will enable improved access from the site to the amenities and facilities within Sileby including the Train Station.

Public Transport Improvements 7.7 In addition to providing temporary free bus passes, it is recommended that the closest pair of bus stops on Seagrave Road are improved to provide shelters, raised kerbs and full timetable information where feasible. This will help facilitate safe access on to buses and help make travelling on public transport a more attractive option for users of the site. This will be provided as part of a Section 106 contribution.

Staff training 7.8 Members of the sales team will be educated on the principles of sustainable travel prior to 1 st occupation to ensure that residents and future users of the site are made fully aware of alternative travel means to and from the site area. Sales staff will be encouraged to promote travel arrangements and sustainable access options to residents making enquiries on properties. Copies of Public Transport information, walking and cycling maps and information on the purpose and role of the site Travel Plan Co-ordinator will be kept in the sales office and distributed to potential

purchasers who visit the sales office along with the usual sales and marketing information.

Promotion of Car Share websites/databases 7.9 Details of national car share databases will be promoted to all residents via the Welcome Packs and Travel Plan Coordinator. Residents will be encouraged to register with websites such as www.liftshare.com and www.leicestershare.com which enable residents to register their journey details on a national database. Their journey details are then checked against the database of other local residents signed up to the car share scheme and a trip-matching exercise is undertaken. The Travel Plan Coordinator will assist residents in trying to establish trip matches.

Walking Bus Scheme 7.10 A walking bus scheme will be considered and discussed with the future residents of the site at the stage of first occupation. The aim of the walking bus is to facilitate the safe movement of school children to/from school whilst supervised by parents thus reducing vehicle trips to and from local schools.

8.0 THE TRAVEL PLAN COORDINATOR ROLE

8.1 The Travel Plan Coordinator will act as the promoter of the components of the Travel plan and will be a key contact point for residents and other people who will use the site. In relation to this site it is proposed that the Travel Plan Coordinator will be an external consultant assisted by other members of the on-site staff sales team.

8.2 The main responsibilities of the Travel Plan Coordinator will be to :

8.3 The Travel Plan Coordinators role will be active for the entire build period of the development in order to provide ongoing advice and assistance to residents.

8.4 The responsibility of the plan and its continued management will then fall to the residents steering group which will be established by the end of the development by the Travel Plan Coordinator. This group will be suitably briefed and competent in order to continue the Travel Plan and ensure modal shift is maintained.

9.0 MONITORING

9.1 All residents will be visited upon 1 st occupation by the Travel Plan Coordinator in order to complete a Travel Questionnaire. The Travel Plan Coordinator will also discuss their current travel patterns and highlight how alternative methods of transport could be utilised. The discussions will also outline the key principles of the Travel Plan and how the residents will help achieve a lasting modal shift.

9.2 A monitoring review will be undertaken annually until the end of the Travel Plan Coordinators role at the site to investigate and interrogate trip patterns from the development. The objective of the review will be to assess the success of the plan and to identify the potential for future refinement of the plan. This review will include surveys which will provide information on the following ;

• The take up of public transport ticketing incentives • The number of residents enrolled in car share schemes • The popularity of the walking bus scheme

9.3 Monitoring reviews will be undertaken at time periods considered appropriate by LCC. The objective of the review will be to assess the success and to identify the potential for future refinement of the plan. I have considered the TA for the site adjacent to this site approved in 2011 (2011/0860). A design year of 2020 was used so it is considered a similar approach should be taken giving a design year of 2022. The TEMPRO factors can be used for growth. We would expect as a minimum, capacity assessments to be carried out on junctions 1-6 using PICADY and ARCADY as appropriate, and to be expanded to other junctions if additional flows justify it. Trip distribution could be based on Census data.

You will need to consider other committed development as follows in your TA:

o site mentioned above (180 dwellings plus 2 football pitches),

o site off High Street (29 dwellings/4 dwellings 2006/3380)

o site off Charles St (11 dwellings/12 flats 2007/3202)

We do not have any specific modal shift targets and are cautious as to what a travel plan would be able to achieve in this location. For further guidance on what we would require for a travel plan please contact Chris Geere (0116 3058398 or [email protected]).

I have not had any comments from our sustainable travel team but I would expect similar requirements for bus packs and passes and consideration of how bus services can access the site with improvements if necessary. 1

Please note that any TA will need to be prepared fully in accordance with the DCLG/DfT Guidance on Transport Assessment 2007.

Please note other comments on Sileby generally

• Public transport: At present, the village has reasonably strong bus services operating to Leicester, Barrow and Loughborough. Sileby also has a railway station, but accessibility for pedestrians is currently limited to stairs only.

• Walking and cycling: Sileby is not well connected to other settlements and the flood plain can cause severance at times.

• Roads and traffic: There are some substandard junctions in the centre of the village (including Mountsorrel Lane/Barrow Road and King Street/High Street/ Barrow Road), albeit there does not appear to be an accident problem at present. As with other settlements along the Soar valley, difficulties/disruption is caused when Slash Lane and Sileby Road are unavailable as routes to access the A6 due to flooding.
