INTRODUCTION 1.1 This Supporting Planning Statement has been prepared by Staffordshire County Council (SCC) in support of a full planning application for a new walking and cycling viaduct and associated works on land between Tixall Road and Baswich Lane, Baswich, Stafford. 1.2 An overview of the site and the proposed new viaduct route for which planning permission is applied for is provided at Appendix 1. Indicative 3D visualisations of the proposals are provided at Appendix 2. 1.3 This Supporting Planning Statement addresses the relevant planning considerations, and in particular, the case for a walking and cycling viaduct / link in this location. It considers the proposals in light of relevant national, regional and local planning policy. 1.4 The application proposes the construction of a 300m elevated and illuminated walking and cycling viaduct, comprising a steel superstructure surfaced with a steel deck coated with non-slip resin bauxite supported on concrete mini-piles. The elevated route will cross the River Sow, River Penk and the surrounding floodplain, allowing for safe and convenient pedestrian and cycle access to-and- from the eastern quadrant of Stafford for residents located in the surrounding area. 1.5 The project has secured funding from Central Government’s Local Sustainable Transport Fund (LSTF) (subject to planning permission being granted for the proposals before April 2013). The funding ensures that construction of the link can begin immediately subject to planning. 1.6 The planning application is supported by a suite of supporting documents which have been prior-agreed with SCC Planning Officers at the pre-application stage. These supporting documents are listed below at Table 1. The application is also accompanied by a suite of detailed and indicative drawings. DEVELOPMENT PROPOSALS 2.1 The full planning application seeks consent for a 300 metre elevated walkway and cycleway connecting Tixall Road to Baswich Lane, crossing the River Penk and River Sow. A detailed summary of the site’s location and the bridge design is provided at page 4 and page 9 of the Design and Access Statement submitted in support of the application submission. 2.2 The development proposals will deliver a high quality segregated walking and cycling link over the River Sow valley, reducing locational severance for around 11,500 residents in the eastern quadrant of Stafford; whilst maintaining the quality of the local landscape and ensuring no adverse impacts upon residential amenity and the ecology in the area. 2.3 The route, as shown at Appendix 1, will connect residents to the numerous employment, education, retail and leisure opportunities located in eastern Stafford. These include business and technology parks, Ministry of Defence operations, Stafford Hospital, Staffordshire University and multiple schools. 2.4 The elevated length will be a steel superstructure surfaced with a steel deck coated with non-slip resin bauxite supported on concrete mini-piles. The proposed elevated structure will be sensitively designed and illuminated to ensure any potential adverse impacts are mitigated. 2.5 The application proposals are part of a wider sustainable transport programme for eastern Stafford that is being delivered by the County Council. Other elements of this programme include: . An advisory cycle route (signage only) connecting Weston Road with Tixall road along Birkdale Drive and Wolseley Road; . A replacement cycle and pedestrian footbridge adjacent to the Canal Bridge on Baswich Lane; . A new link pedestrian and cycle link between Bude Drive and Falmouth Avenue in Baswich; and . A shared cycleway / footway starting from St. Thomas’ Cottage, Baswich Lane to Cornwall Drive. 5 2.6 The principle aims of the programme are to: . Improve sustainable transport links and access to jobs within the eastern quadrant of Stafford town; . Improve safety of pedestrians and cyclists travelling between the residential communities of Baswich to training and service quadrants in the east; . Provide links to existing cycle routes provided within the last decade; and . Provide a high-quality cycle network offering an alternative to using the car – thus reducing congestion, carbon emissions and promoting healthier lifestyles. 2.7 The County Council successfully secured funding for the application proposals from Central Government's Local Sustainable Transport Fund (LSTF). In total, £4.2million has been awarded to the County Council to deliver the sustainable transport initiatives as set out above. Of these initiatives, the key proposal is for the new dedicated pedestrian and cycling viaduct / link across the River Sow. 2.8 The new link will convert a car-dominated route into an attractive and safe environment for people who have been unable to walk or cycle to employment, education, training, leisure and health services in the eastern quadrant of Stafford (due to a complete lack of such facilities at present). A plan showing the wider sustainable transport programme for eastern Stafford and its potential to provide safe and convenient pedestrian / cycle access to numerous employers is enclosed at Appendix 3. 2.9 Research undertaken by the County Council’s Sustainable Transport team has found that although improvements to the cycling and walking network have been made in Stafford during the last ten years, recent surveys show that there are further improvements required. In particular, it was found that a physical barrier is created by the River Sow for walkers and cyclists in the eastern quadrant of the town. Furthermore, the existing highway route in this area is also very narrow, heavily trafficked and lacks any facilities for cyclists and walkers. It is therefore perceived as being very dangerous to potential cyclist / pedestrian users and as a result contributes to excessive car use. 2.10 If planning permission is secured, it is anticipated that the walking time from the residential communities in the Baswich area to training and services in the 6 eastern quadrant will significantly reduce from 60 / 70 minutes to 25 / 35 minutes. Similar significant improvements in both safety and journey times will also be achieved for cyclists who will be able to utilise the segregated cycle lane provided. Before-and-after walking and cycling time isochrone plans are provided at Appendix 4. These plans give an indication of the significant time-savings expected to be achieved in the eastern quadrant if the new link over the River Sow is delivered. 2.11 Comprehensive pre-application consultation has been undertaken prior to submission to ensure the application proposals have been ‘front-loaded’. The County Council (in its function as Local Planning Authority), key stakeholders, community groups and local residents have been engaged. The final proposed route has been heavily influenced by members of the public following an extensive public consultation exercise. An alternative route to the final proposals was also suggested along the canal, avoiding Baswich Lane. This option may be pursued along with the provision of a cycle route along Baswich Lane in order to maximise the potential number of users of the new viaduct. Further detail of the pre-application consultation methods and outcomes is provided at paragraph 4.51 of this report and within the accompanying Design and Access Statement. The alternative routes as presented at the consultation event are also provided at Appendix 5. 2.12 The route’s design has taken into account a detailed road safety audit, utilities search, ground investigations and comments made by the Environment Agency and environmental advice from consultants. The design has sought to minimise any potential adverse impacts upon local ecology and residents. 2.13 The development proposals are presented in detail on the application drawings separately enclosed and are described in further detail in the Design & Access Statement which should
