OMB is the largest component of the Executive Office of the President. The core mission of OMB is to serve the President of the United States in implementing his vision across the Executive Branch. OMB reports directly to the President and helps a wide range of executive departments and agencies across the Federal Government to implement the commitments and priorities of the President.

OMB’s Office of General Counsel provides legal advice and counsel to the Director and staff across a broad range of legal areas. In addition, the Office of General Counsel manages the Executive Order and Presidential Memoranda process for the Administration; evaluates legal issues in proposed regulations under review by the OMB Office of Information and Regulatory Affairs (OIRA); reviews and clears all legal and constitutional comments by the Department of Justice and other agencies on proposed legislation before such comments are conveyed to Congress; participates in the drafting of bill signing statements for the President; reviews all proposed legislative text comprising the President’s Budget and for all budget-related legislative proposals; convenes meetings of all agency general counsels; and ensures OMB’s compliance with ethics laws, the Freedom of Information Act, the Federal Records Act, and other statutory requirements.

The Office of General Counsel is seeking law students with strong legal research and analysis skills and a demonstrated interest in public service for Fall Semester Law Clerk positions and Spring Semester Law Clerk positions. Law clerks will work closely with OMB attorneys on complex and challenging assignments spanning a range of legal and policy areas, and which may include engagement with ’s Office, the Department of Justice, and a variety of agency counsel offices.

The ideal applicant will have:

 Ability to work in a fast-paced environment;  Strong attention to detail;  Demonstrated excellence in legal analysis and professional communication; and  Background or interest in administrative law, appropriations law and the Federal budget process, or health law (preferred but not required).
