Standards referenced reporting ............................................................147 Foreword The desirability of greater consistency in senior secondary arrangements across Australia was discussed by the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA) in July 2003. The idea of a nationally consistent ‘Australian Certificate
