Area demographic profile This information is provided by the Local Development Team (LDT) and indicates any known changes in the demographic profile in the area. Some of the data may not be statistical but what is known locally from networking with agencies and settings. Number and ages of children According to Hampshire’s Small Area Population Forecast (version April 2019) Source: there are a total of 6393 0-4 year olds in 2018 and 7497 0-4 year olds in 2024. http://www.hants.gov.uk/factsandfigur es/population-statistics/pop- This indicates a rise of 1104 children within estimates/small-area-pop-stats.htm this age range over the next six years within the district. SFYC Ward by age graphing tool 2018 - 2025 Labour Market Bulletin Winchester’s level of Job Seekers Allowance March 2019 (JSA) claimants have increased within this reporting period by 25 claimants. https://www.hants.gov.uk/business/eb is/reports The worklessness statistics within the Labour Market Bulletin for March 2019 highlights that Winchester has 949 people identified as out of work with 436 of these being on Universal Credit searching for work. The Labour Market Bulletin also highlights that there are 90 new jobs being created within the district. Department for Work and Pensions The latest DWP data and the data extracted (DWP) 2 year olds from the Early Years Reporting Tool on 18 April 2019 indicated that there were 179 Source: Early Years Reporting Tool children eligible for the two year old scheme. Spring 2019 and data provided to HCC by DWP. Of these 143 became claims for 2 year old funding. This represents 80% that would have been eligible actually taking up the offer of the two year old funding with an approved provider. 1 Housing Development Information taken from Winchester City Council website highlights that within the https://www.winchester.gov.uk/projec borough of Winchester, there are three new ts neighborhoods at Barton Farm – North Whiteley and West of Waterlooville. Barton Farm which is north Winchester has been granted Phase 1 of the Section 106 which has 423 new homes. Within this development there are included community facilities – a new nursery and a new school and 800 affordable homes. North Whitely is still in the early stages of development and includes 3,500 new homes – 2 primary schools and a secondary school. West of Waterlooville is an established housing development which will have 3000 homes in total. Childcare places analysis 2.1 Childcare mix known at end of March 2019 This data is produced by the Services for Young Children Local Development Team (LDT) of Ofsted registered childcare from known changes in the childcare market that have occurred in the period. The losses were due to three preschools in rural areas closing due to sustainability within the Wonston and Micheldever, Southwick and Wickham and Upper Meon Valley wards. Within this loss of places, there were also 14 Childminders closed with 61 places. There were four new Childminders within the district creating 24 childcare places. There have also been three new holiday – out of school care opened which has equated to 100 places. However it is noted that these childcare places are predominately for children aged 5-8 years and not within the early years age group. 2.2 New childcare and early years provision known at March 2019 This is data that is known to the Local Development Team of childcare developments that have completed registration in the period. That data includes all types of provision including childminders. It is likely that these provisions have made application to Ofsted. The Draft Development Control Order lays out how the developer intends to install the cables and build the Interconnector facilities but there is no consideration whatever given to the community which faces this intrusion. It would seem that the only legacy the Parish of Denmead can look forward to is the buildings on the outskirts of the parish. There is no Employment and Skills plan and no opportunity for the residents to gain employment and training as a benefit of the interconnector. There is no offer of any form of benefit for the Parish, no offer of compensation, no acknowledgement whatsoever from the developer that they will be having any effect on Denmead.

    Hursley Parish Council C/O 31b Main Road Hursley Hampshire SO21 2JW Dear Sir/Madam, South East Region Initial Proposals: Boundaries for the Winchester and Test Valley Parliamentary Constituencies The South-East Region Initial Proposals for the Parliamentary Constituencies propose that the Parish of Hursley will no longer be located within the Parliamentary constituency of Winchester. At their meeting held on Monday 12th November 2016 the Parish Council agreed to object to the Boundary Commission proposal and request that the Parish of Hursley remains within the Winchester Constituency. The Parish of Hursley includes the hamlet of Pitt and both are geographically close to the City of Winchester and have long standing community ties with the City. Consequently, the Parish Council on behalf of the residents of Hursley would prefer to remain within the constituency of Winchester, ideally, together with our neighbouring parishes of Otterbourne, Compton and Shawford. We respectfully request that you reconsider this aspect of your proposals based on the evidence of the close community ties with our neighbouring parishes and with the Winchester City and wider District. We do not have similar close community links with Romsey and the Test Valley. Geography Our Parish borders the City of Winchester. Some of our residents, for example live on Sarum Road situated close to the heart of the city. With the proposed changes their next-door neighbours would be allocated to a Winchester City Ward and Winchester MP whilst they would be served by a Romsey MP based 17 miles away. We share many common issues with central Winchester being located on the main traffic route into Winchester via the A3090, local housing development, secondary schools, GP surgeries, the County Hospital, Winchester railway station and bus service.
