PL-11, Hongkong, Pluimveevlees, Hertenvlees En Herten(Bij Land/product Hongkong, pluimveevlees, hertenvlees en herten(bij)producten Code: PL-11 Versie: 3.0.9 Datum: 12 augustus 2021 Eigenaar: NVWA O&O, Team Import en Export Versie-geschiedenis Versie Datum Wijziging ten opzichte van vorige versie 3.0.7 21-07-2021 Met ingang van 20 juli 2021 zijn de restricties opgeheven voor Kalundborg Municipality in Denemarken. 3.0.8 30-07-2021 Met ingang van 29 juli 2021 zijn de restricties opgeheven voor: - Hautes-Pyrénées Department, Landes Department en Lot-Et- Garonne Department in Frankrijk; - Ringsted Municipality in Denemarken; - Municipalities of Ystad, Tomelilla and Simrishamn, Municipalities of Sjöbo, Skurup and Lund, Skåne County, Municipality of Motala, Östergötland County en Municipalities of Eslöv, Höör, and Kävlinge, Skåne County in Zweden. 3.0.9 10-08-2021 Met ingang van 10 augustus 2021 zijn de restricties opgeheven voor de provincies Gelderland, Groningen, Friesland, Utrecht, Zuid-Holland en Brabant in Nederland. 1 DOEL EN TOEPASSINGSGEBIED Deze instructie geldt voor het exporteren van vers pluimveevlees, pluimveevleesproducten, looppoten en hertenvlees en herten(bij)producten naar Hongkong. De instructie beschrijft de voorwaarden die worden gesteld aan de invoer in Hongkong, de controles die de NVWA hiervoor moet uitvoeren, en de gegevens die het bedrijfsleven aan de NVWA moet aanleveren. Over de certificeringseisen die gelden voor de export van vers pluimveevlees, pluimveevleesproducten, looppoten en hertenvlees en herten(bij)producten naar Hongkong zijn officiële bilaterale afspraken gemaakt. Deze afspraken zijn bindend, van deze afspraken kan dus niet worden afgeweken. 2 WETTELIJKE BASIS 2.1 EU-regelgeving • Verordening (EG) nr. 178/2002 • Verordening (EG) nr. 852/2004 • Verordening (EG) nr. 853/2004 • Verordening (EU) 2017/625 2.2 Nationale wetgeving • Wet dieren 2.3 Overige • Bilaterale afspraken tussen Hongkong en Nederland. 3 DEFINITIES • HS-heading : Dit is een codering (Harmonised System (HS-4)) van de douane-informatie (GN- code). • HS-description : Dit is de omschrijving (Harmonised System (HS-4)) van de douane-informatie (GN-omschrijving.) 4 WERKWIJZE De export van vers pluimveevlees, pluimveevleesproducten, looppoten en hertenvlees en herten(bij)producten bestemd voor humane consumptie naar Hongkong is toegestaan. De export van vlees geïnjecteerd met water of een andere vloeistof naar Hongkong is op basis van Hongkong regelgeving verboden. 4.1 Vers pluimveevlees, pluimveevleesproducten en looppoten Indien pluimvlees afkomstig is uit een van de door Hongkong toegelaten landen/gebieden zoals vermeld in bijlage 3, moet een kopie van de CMR van de betreffende partij bij het certificaat worden gevoegd. Bron: NVWA O&O, Team Import en Export Pagina 1 van 20 Land/product Hongkong, pluimveevlees, hertenvlees en herten(bij)producten Code: PL-11 Versie: 3.0.9 Datum: 12 augustus 2021 Eigenaar: NVWA O&O, Team Import en Export Vlees mag afkomstig zijn uit door Hongkong toegelaten landen/gebieden, maar moet altijd in Nederland verder verwerkt en opgeslagen worden. Het product moet dus minstens in Nederland verpakt (of omgepakt) worden. Het is voorzien van een label met een Nederlands erkenningsnummer (EG-nummer). Er kan geen vers vlees uit bijvoorbeeld Duitsland via Nederland zonder omgepakt te worden naar Hongkong geëxporteerd worden. Een koel- en vrieshuis kan dus nooit directe invoer naar Hongkong exporteren. • Certificaat: zie bijlage 1 Algemeen voor het invullen van de certificaten in e-CertNL: Alle items dienen zo volledig mogelijk te worden ingevuld. Origine dier = land waar de dieren gemest zijn. Voor de dierziekte eisen en verklaring 5 is het van belang te weten uit welk(e) land(en) het dier afkomstig is. Er wordt door Hongkong alleen vers/ingevroren vlees en vleesproducten geaccepteerd afkomstig van pluimvee gehouden in een land/zone/compartiment vrij van AI sinds het uitbroeden van het ei. In de tabel achter de instructie staat om welke gebieden het gaat. Deze origine komt niet op het exportcertificaat te staan, maar moet wel bekend zijn en gecontroleerd worden. Het is aan het bedrijf om dit aan te tonen (bijvoorbeeld aan de hand van mestersverklaringen). Origine vlees = land waar de dieren geslacht zijn. Als het vlees uit meerdere landen afkomstig is, moeten deze landen op orderregel niveau ingevuld worden. Per orderregel kan één land wordt ingevuld en bij iedere land kunnen dan de bedrijven waar dit vlees vandaan is gekomen worden ingevuld. Op het certificaat komen deze origines per orderregel in de kolom onder “meat origin” te staan. Origine product = het land waar de laatste handeling aan het te exporteren product heeft plaatsgevonden. Deze origine komt op het certificaat te staan in de kolom onder “product origin” Deze origines moeten worden ingevuld omdat Hongkong dit wil en omdat er anders niet gecontroleerd kan worden of de dieren of het vlees of het product uit een door Hongkong toegelaten gebied/land komen. Slachthuizen, uitsnijderijen, vleesproductenbedrijven en koel- en vrieshuizen moeten worden ingevuld. Bij de slachtdatum in het certificaat is een voetnoot opgenomen waarin staat dat deze alleen vermeld moet worden indien bekend. Maar als het vlees uit een gebied komt dat tijdelijk door Hongkong geblokkeerd was zal met de slachtdata aangetoond moeten worden in welke periode de dieren in dit gebied zijn geslacht. Toelichting bij het certificaat: Algemeen: In de lijst in bijlage 3 wordt aangegeven welke landen zijn goedgekeurd voor export naar Hongkong (met de gebieden per land waar tijdelijk een ban voor geldt). In de lijst in bijlage 4 worden de periodes aangegeven waarin Hongkong in verschillende landen in de EU gebieden (op alfabetische volgorde) heeft geblokkeerd (met begin en einddatum). Uit die periode mogen uit die gebieden geen pluimvee en pluimveevlees komen. Verklaring 1: The poultry meat and poultry products herein described come from the Netherlands or one of the EU countries eligible for export of poultry meat and poultry products to the Hong Kong Special Administrative Region under contemporaneously valid and agreed import protocol with the Hong Kong authorities; Deze verklaring kan worden afgegeven als het verse vlees of de vleesproducten afkomstig zijn uit Nederland of uit een van de in bijlage 3 genoemde landen. Om dit te kunnen aantonen moet de belanghebbende: • in geval van export van alleen in Nederland geslacht/uitgesneden vlees, aan de hand van bijvoorbeeld EG-nummers, facturen, herkomstetikettering, inkoopbonnen, geleidebiljetten of een kanalisatieprotocol bewijzen dat het vlees uit Nederland afkomstig is; • in geval van export van vlees afkomstig uit met andere EU-lidstaten dan Nederland, over een protocol beschikken op basis waarvan kan worden aangetoond wat de herkomst is van het vlees. Dit protocol Bron: NVWA O&O, Team Import en Export Pagina 2 van 20 Land/product Hongkong, pluimveevlees, hertenvlees en herten(bij)producten Code: PL-11 Versie: 3.0.9 Datum: 12 augustus 2021 Eigenaar: NVWA O&O, Team Import en Export moet zijn goedgekeurd door de verantwoordelijke dierenarts van de NVWA en kan de volgende elementen bevatten: - Controle op de herkomst (land van slachten / uitsnijden) van het vlees; - Controle op de herkomst van de dieren (zie verklaring 5); - Merken van het vlees; - Kanalisatie van het vlees; - Controles door het bedrijf; - Verantwoordelijke medewerkers; - Acties bij tekortkomingen; - Administratie. Indien vlees afkomstig is uit een van de door Hongkong toegelaten landen/gebieden zoals vermeld in bijlage 3, moet een kopie van de CMR van de betreffende partij bij het certificaat worden gevoegd. Export kan alleen plaatsvinden indien het bedrijf het hierboven genoemde kan aantonen. Verklaring 2: The poultry meat and poultry products was/were derived from animals that were slaughtered in slaughterhouses that are approved and under regular veterinary-sanitary supervision of the competent veterinary authority of The Netherlands or one of the countries listed; Deze verklaring kan worden afgegeven als de dieren waarvan het vlees afkomstig is geslacht/uitgebeend zijn in Nederland of in een van de in bijlage 3 genoemde landen. Verdere bewerking en verpakking moet in Nederland plaatsvinden. Dit moet zijn opgenomen in het protocol, zie toelichting bij verklaring 1. Verklaring 3: The poultry meat and poultry products was/were derived from animals that underwent ante and post mortem inspection with satisfactory results; Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving voor vers pluimveevlees en voor looppoten afkomstig van eenden of ander slachtpluimvee waarbij de poten nog niet van het karkas gescheiden waren tijdens de p.m.-keuring. Voor looppoten die wel voor de p.m.- keuring al verwijderd zijn (kippen) kan deze verklaring worden afgegeven op basis van de kanalisatievoorwaarden voor Hongkong. Zie onder punt 4.1.1. Verklaring 4: The poultry meat and poultry products is/are fit for human consumption in accordance with the Netherlands and EC legislation; Deze verklaring kan worden afgegeven op basis van EU- en nationale regelgeving voor vers pluimveevlees en voor looppoten afkomstig van eenden of ander slachtpluimvee waarbij de poten nog niet van het karkas gescheiden waren tijdens de p.m.-keuring. Voor looppoten die wel voor de p.m.- keuring al verwijderd zijn (kippen) kan deze verklaring worden afgegeven op basis van de kanalisatievoorwaarden voor Hongkong. Zie onder 4.1.1. It has been debated for decades whether income inequality hinders or enhances income growth. One of the classic models of this relationship was the Kuzenets curve which shows inequality against income per capita can be defined by an inverted U-shaped curve, over a period of time. The purpose of the paper is to see to see the relationship between income growth and inequality on a municipality level. To do this, four econometric panel data models were constructed with data gathered from Statbank Denmark. Log of income was used as the dependent variable and different measures of inequality were used as independent variables among other variables (public expenditure, education, population density, demographic composition, taxation). Results from these models show how income growth is positively related to income inequality, with vastly higher growth at the top end of the income distribution in Denmark. The implications of these findings can show that a trade-off between income inequality and income growth is not true, and it is possible that both variables work in tandem.

We can achieve this by, for example, creating better cycle paths, fewer stops, secure bicycle parking spaces and new cycling facilities. In the government, we are working for a green transition and we want to promote cycling, because cycling is an inexpensive, healthy and clean form of transport. The state has never before done as much in this regard as we are doing at present.
