Declaration of Interests Members declared their interests, in accordance with the Resolution of the House of 13 July 1992 (see Appendix). 2. Committee working practices Resolved, That the Committee examine witnesses in public, except where it otherwise orders. Resolved, That witnesses who submit written evidence to the Committee are authorised to publish it on their own account in accordance with Standing Order No. 135, subject always to the discretion of the Chair or where the Committee otherwise orders. Resolved, That the Committee shall not consider individual cases. Resolved, That the Chair have discretion to:— (a) agree the circulated agenda for Committee meetings (b) engage in correspondence on Committee matters which are not sufficiently significant to require approval by the Committee or is of a routine nature; (c) rrange informal meetings in Westminster on matters relating to the Committee's remit; (d) authorise the issue of press notices in relation to Committee business; (e) decide to which parliamentary proceedings Committee Reports should be tagged for debate in the House or Westminster Hall and, subject to a degree of prior negotiation, propose reports to the Liaison Committee for debate in Westminster Hall; and (f) take decisions which are consequential on matters already decided by the Committee or which are urgent. 1 Elected by the House (Standing Order No 122B) 29 January 2020 (Votes and Proceedings 29 January 2020). 3. Resolved, That the Chair of the Public Accounts Committee be invited to attend the meetings relating to HS2: next steps, pursuant to Standing Order No 137A(1)(e) (Select committees: power to work with other committees) Resolved, That the Chair attend the meeting of the Public Accounts Committee on 4 March 2020, pursuant to the invitation from that Committee under Standing Order No 137A(1)(e) (Select committees: power to work with other committees). Resolved, That the Committee take oral evidence on supporting local transport priorities. Resolved, That the Committee visit Birmingham in connection with HS2: next steps and supporting local transport priorities. Resolved, That the Committee take oral evidence on trains fit for the future. Resolved, That the Committee inquire into Roads safety: young and novice drivers. Pavement parking Draft Special Report (Pavement parking: Government Response to the Committee's Thirteenth Report of Session 2017–19), proposed by the Chair, brought up, read the first and second time, and agreed to. The Government's response to the Thirteenth Report from the Committee was appended to the Report. Resolved, That the Report be the First Special Report of the Committee to the House. Ordered, That the Chair make the Report to the House. 2. Financial scrutiny Resolved, That the Committee request written evidence from the Department for Transport on the Department for Transport Supplementary Estimates 2019-20. Resolved, That the Committee request written evidence from the Department for Transport on the Spending Review 2020. 3. Delegation to Chair to report written evidence between meetings Resolved, That, where the Committee has evidence, including sent or received correspondence, which, in the Chair's judgement, merits publication by the Committee before it will meet again, the Chair shall have discretion to report it to the House for publication. 4.
