Menston Parish Council Planning Committee Meeting Thursday 30th January 2020 at 7.00pm MINUTES Present: Councillors Gordon Metcalfe (Chairman), Peter Finlay, Philip Moore, Jamie Needle, Dale Smith and Jo White P2020/016 Introduction and welcome Councillor Metcalfe welcomed everyone to the meeting. P2020/017 Apologies for absence Apologies for absence were received and accepted from Councillor Goodith White and Mrs Hanson. P2020/018 Disclosures of interest Councillor Moore disclosed his membership of the Menston Action Group in relation to any discussions about the proposed developments on Derry Hill and Bingley Road. P2020/019 Public consultation Four members of the public were present at the meeting in relation to the application for land at 87 Cleasby Road. P2020/020 Minutes of the previous meeting and progress report RESOLVED that the minutes of Menston Parish Council’s Planning Committee meeting held on 30th January 2020 be agreed and accepted and signed by the Chairman of the meeting. It will also create a dangerous road junction. The Council have also been made aware that the plans are incorrect. 20/00340/FUL 1 Dicks Garth Road, Construction of detached three There are some Menston bedroom dwelling with integral problems with access garage and parking. It was agreed that a decision will be deferred until the next meeting P2020/023 Planning Panel It was agreed to refer the application Land at 87 Cleasby Road Menston to the Planning Panel. P2020/024 To note any planning applications not for consultation None. P2020/025 Access to the Bingley Road site from Meadowcroft It was reported that the access problem seems to have been resolved, but Clerk asked to write letter to East coast Construction and Bellway requesting a “No site access” sign. P2020/026 To consider any planning applications adjacent to the Parish Council boundary within Leeds City Council 19/07800/FU - Hybrid application for full planning permission for the demolition (in part) of existing mill buildings, conversion (in part) and extension of existing mill buildings (including retention of chimney) to create eight apartments and laying out of car parking area and Outline application for residential development at Imperial Works Otley Road Menston LS29 6AA. The Parish Council resolved to send the following objections: Access very poor even with the layby (which is in Bradford District) incorporated. Sight lines are poor and it is already dangerous getting out of the tip where cars are not allowed to turn right so they endeavour to ‘u turn’ at the entrance to Ellar Gardens—also a very dangerous manoeuvre. The Parish Clerk was asked to write to Leeds Council, with a copy to Bradford, objecting to the planning application and pointing out that the layby is in Bradford. P2020/027 Neighbourhood Development Plan None. P2020/028 Proposal to amalgamate the Keighley/Shipley/Bradford Planning Panels The Parish Clerk was asked to write with the Parish Council’s objections to the proposals – it was agreed that the number of planning applications which would be considered at a joint meeting would make the process unworkable as any attendees at a Planning Panel need to know what time their case is likely to be considered. P2020/029 Proposed Derry Hill/Moor Lane and Bingley Road developments Professor David Rhodes reported that many photos had been taken of the flooding at the bottom of Bingley Roar and at Dicks Garth Road as a result of storm Ciara. There is to be a Court Action about the Derry Hill Water Course disputing the developer’s claim that it was ‘put back to its natural state’. At the top of the Moor Lane site the water is being deflected onto Moor Lane. The combined sewer and run off drains have a problem with capacity. This was raised three years ago and nothing has happened. Professor Rhodes has met with Government Ministers to try to get this matter ‘called in’ as the water coming off the site is far in excess of what was allowed for in the planning application. Professor Rhodes was thanked very much for all his efforts in relation to these sites. P2020/030 To report any progress on Bradford Council’s Local Plan None. P2020/031 Chairman’s remarks and correspondence The Village Open Space at Ellar Gardens is still being abused with the building of two paths to access private houses. The Clerk was asked to write to Mike Priestley at Bradford Council to re-address the questions that were asked in an earlier letter. P2020/032 Date of next meeting It was agreed that the next meeting will take place on Thursday 28th March 2020 at 7.00pm in Room 17 at Kirklands. .
