It will also create a dangerous road junction. P2020/025 Access to the Bingley Road site from Meadowcroft It was reported that the access problem seems to have been resolved, but Clerk asked to write letter to East coast Construction and Bellway requesting a “No site access” sign. P2020/026 To consider any planning applications adjacent to the Parish Council boundary within Leeds City Council 19/07800/FU - Hybrid application for full planning permission for the demolition (in part) of existing mill buildings, conversion (in part) and extension of existing mill buildings (including retention of chimney) to create eight apartments and laying out of car parking area and Outline application for residential development at Imperial Works Otley Road Menston LS29 6AA. The Parish Council resolved to send the following objections: Access very poor even with the layby (which is in Bradford District) incorporated. Sight lines are poor and it is already dangerous getting out of the tip where cars are not allowed to turn right so they endeavour to ‘u turn’ at the entrance to Ellar Gardens—also a very dangerous manoeuvre. The Parish Clerk was asked to write to Leeds Council, with a copy to Bradford, objecting to the planning application and pointing out that the layby is in Bradford. P2020/027 Neighbourhood Development Plan None. P2020/028 Proposal to amalgamate the Keighley/Shipley/Bradford Planning Panels The Parish Clerk was asked to write with the Parish Council’s objections to the proposals – it was agreed that the number of planning applications which would be considered at a joint meeting would make the process unworkable as any attendees at a Planning Panel need to know what time their case is likely to be considered. P2020/029 Proposed Derry Hill/Moor Lane and Bingley Road developments Professor David Rhodes reported that many photos had been taken of the flooding at the bottom of Bingley Roar and at Dicks Garth Road as a result of storm Ciara. There is to be a Court Action about the Derry Hill Water Course disputing the developer’s claim that it was ‘put back to its natural state’. At the top of the Moor Lane site the water is being deflected onto Moor Lane. The combined sewer and run off drains have a problem with capacity. This was raised three years ago and nothing has happened. Professor Rhodes has met with Government Ministers to try to get this matter ‘called in’ as the water coming off the site is far in excess of what was allowed for in the planning application. Professor Rhodes was thanked very much for all his efforts in relation to these sites. P2020/030 To report any progress on Bradford Council’s Local Plan None. P2020/031 Chairman’s remarks and correspondence The Village Open Space at Ellar Gardens is still being abused with the building of two paths to access private houses. The Clerk was asked to write to Mike Priestley at Bradford Council to re-address the questions that were asked in an earlier letter. P2020/032 Date of next meeting It was agreed that the next meeting will take place on Thursday 28th March 2020 at 7.00pm in Room 17 at Kirklands. .

The congregation is faithful and generous - both financially and also in time devoted to caring for the church building and work in the local community. The average age is high, despite good work in continuing with a monthly service “Let’s Worship”, which has been an important commitment to making church more accessible to families. Our vision as the Diocese is about confident clergy equipping confident Christians to live and tell the good news of Jesus Christ. In appointing to this post, we are looking for someone who has a joyful and confident faith which can inspire church growth. Sgt Khan will be attending the meeting to give an update from the police. 3. Planning Issues Paula Truman read out a statement from Bradford Council’s Planning Department and explained that she would take any questions raised back to Planning for a response. The update had been prepared by John Eyles from Bradford Council’s Major Development Team and Minerals and Waste Planning. It stated that there are two outstanding planning applications: laying out of access road and the construction of 12 family homes, reference number 13/04451/MAF at Bingley Road, Menston, submitted by Chartford Developments Ltd. Residential development of 134 dwellings and associated works, reference 13/04897/MAF submitted by Taylor at Bingley Road, Menston. Both applications will be considered by the Council’s Regulatory and Appeals Committee. Local residents have raised concerns about land drainage and the potential for local flooding. The Developers have been asked to consider these issues before the applications are considered by the Council’s Regulatory and Appeals Committee.

    Understanding City of Bradford Metropolitan District Council Bradford 13 April 2021 District Intelligence Bulletin Ward Profile – Wharfedale At a glance: Wharfedale has a total population of 11,840 people 1% of homes in Wharfedale are empty on a long-term basis which is lower than the District average and 1.2% are overcrowded which is the lowest rate in the District Wharfedale has the highest life expectancy for both males and females in the District Wharfedale is the least deprived ward in the District and is ranked 30th of 30 wards in the District for the 2019 Index of Multiple Deprivation where 1 is the most deprived (Manningham ward) and 30 is the least deprived Introduction Wharfedale ward is one of six wards in the Shipley area. It is located within the Wharfe valley to the north of the District and contains the villages of Burley in Wharfedale and Menston and the community of Burley Woodhead. It is a scenic and largely prosperous area with many of its inhabitants commuting to Bradford and Leeds to work. Population The latest population estimates for mid-2019 show that 11,840 people live in Wharfedale ward. 19.3% of the population is aged under 16. Worth Valley has the lowest percentage of young people with 16.6% and Little Horton has the highest percentage with 32.7%. Page 1 of 4 56% of the ward’s population is aged between 16 and 64. Ilkley has the lowest percentage of the working age population with 54% and City has the highest percentage with 72.2% - this probably reflects the high numbers of students and young people living in the areas close to Bradford College and Bradford University.
