One member is appointed from each of the old seven Congressional Districts, one from each of the three Supreme Court Districts and two from the State-at-Large. There are no ex officio members. The Board of Trustees selects officers from its membership and appoints the Executive Head of Delta State University. This plan supersedes all previous plans and may not be reproduced without prior authorization. It provides a framework for structuring and planning State and Local Civil Defense/Emergency Management offsite emergency response to radiological emergencies. Inherent in the issuance of this plan, as an integral part of the Mississippi Comprehensive Emergency Management Plan, is recognition of the interrelationship between radiological emergency preparedness planning and other emergency planning. The State's overall emergency planning effort is based on the premise that similarities among the various emergencies, which threaten the public, require maximum standardization of procedures and practices to the extent possible. The State also recognizes the dynamics associated with planning and, consequently, plan upgrading will be accomplished at least annually, and in the ultimate will be a continuing process with the objective of protection of the people from personal injury or loss of life and mitigation of damage or loss of property resulting from radiological emergencies. By virtue of the authority vested in me, by the Constitution of Mississippi and Title 33, Chapter 15, Mississippi Code of 1972, as amended, I hereby promulgate and issue the MREPP as the official guidance of all concerned. It is in the opinion of the State, the plans/procedures are adequate to protect the health and safety of its citizens by providing reasonable assurance that state, local, and tribal governments can and intend to effect appropriate protective measures offsite in the event of a radiological emergency (44 CFR 350.7(d)).

(EMS), Hattiesburg, Mississippi, was retained Mr. Trey Hess (client), Mississippi Brownfields Program Coordinator for the Mississippi Department of Environmental Quality (MDEQ) to perform a Phase I Environmental Site Assessment (ESA) on an approximate 4.58-acre parcel of land that formerly included the Angelica Clothing Manufacturing facility (subject property). Also included in this assessment are two additional parcels located north and south of the facility for a combined total of approximately 12-acres. These parcel are located approximately one mile south of Sumner, Tallahatchie County, Mississippi. The former Angelica Clothing Manufacturing property is currently in the process of upgrading the facility and surrounding area to accommodate the Emmett Till Multi-Purpose Complex. The onsite inspection was performed on June 24, 2008. Methods of investigation, information collected, and the content of this report conform to EMS guidelines for conducting Phase I ESAs and, at a minimum, to United States Environmental Protection Agency (USEPA), 40 CFR Part 312 and the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (E 1527-05). Site History The subject property is located in Fractional Sections 12 and 13, Township 24 North, Range 02 West, in Tallahatchie County, Mississippi.
