Executive Summary

Thompson & Redwood Pty Ltd has owned and operated an Animal Feed Manufacturing Facility at 220 (Lot 6) Almeria Parade, Upper Swan, Western (the Facility) since 1985 and is now applying for a licence under Part V of the Environmental Protection Act 1986 for the continued operation of the facility. The Facility produces over 40, 000 tonnes of animal feed product annually. This document supports the Licence Application. This document provides the framework for managing the environmental aspects associated with the operations of the facility, to ensure potential environmental impacts and risks are minimised. The following table identifies the operating components of the Facility and the associated potential environmental impacts:

City of Swan Zoning (Local Planning Scheme) The site is zoned as ‘General Rural’ under the City of Swan Local Planning Scheme (LPS) No. 17. The Site is also classified as an ‘Additional Use’ No. 42 for ‘P’: ‘Stockfeed Manufacturing and Wholesale Activity’ under Schedule 2 of the LPS. Operating Hours The Facility operates 5 days a week for a 24 hour period Monday – Friday with scheduled maintenance on Saturdays. Life of Project Indefinite (or 40 years +) Native Vegetation Disturbance No clearing of vegetation is required as the site has been cleared previously. Major Components Mill tower; Steam boiler; Steam roller; Pelletising plant; Processing, bagging and packing warehouses; Workshop; Equipment laydown area; Receivables area and bins; and Grain cleaning. Hydrocarbon and Chemical Storage Liquid Petroleum Gas (LPG) is stored and used during operation of the facility.

INPUTS Water Usage Allocation of 7650 kL/annum, used for steam injection of product and minor wash down.

The overall environmental management objectives of the facility are to: To maintain the integrity, ecological function and values of the environment and to ensure that any emissions do not adversely affect health, welfare and amenity of people and land uses; All reasonable and practical measures to be taken to minimise generation of wastes and discharge to the environment; To maintain the quality and quantity of groundwater so that environmental values, including ecosystem maintenance, are protected; To avoid groundwater contamination; To maintain surface water quality so that environmental values are protected; To maintain substrate structure so that environmental values are protected; To minimise odour generation; and To minimise adverse impacts to local flora, fauna and vegetation.

1 Introduction

1.1 Background

The purpose of this application is to seek an operating licence for an existing Animal Feed Manufacturing Facility owned by Thompson & Redwood Pty Ltd under Part V of the Environmental Protection Act 1986 (EP Act). The Facility is located in the south-western portion of Lot 6 Almeria Parade, Upper Swan covering an area of one hectare (‘the Site’) (Figure 1). The Lot 6 is approximately 29.5 ha in size and is zoned ‘General Rural’ under the City of Swan’s Local Planning Scheme No. 17 (LPS).

1.2 Purpose

The purpose of this document is to meet the requirements of the Department of Water and Environment Regulation (DWER) Licence application pursuant to Part V of the EP Act for prescribed premises. This application applies to the Facility listed as a Prescribed Premises under the Environment Protection Regulations 1987 as Category 23: Animal feed manufacturing: Premises on which animal food is manufactured or processed (1,000 tonnes per year). This document details the environmental management measures that are undertaken during the operation of the facility to meet the environmental objectives.

2 Background

2.1 Company Background

Thompson & Redwood Pty Ltd is a Western Australian based stock feed manufacturer producing and selling animal stock feed throughout Australia and exporting to over 10 countries since 1985. The current facility processes over 40, 000 tonnes of grain and seed per year, producing over 90 different product lines. Products include steam rolled grains, grist and whole grains, muesli, pelletised products and birdseed mixes.

2.2 Location of Premises

The premise of the facility is located at 220 or Lot 6 Almeria Parade, Upper Swan within the City of Swan Local Government Area (Figure 1).

2.3 Timing

The facility is established and stock feed manufacturing operations are expected to continue for more than 40 years.

2.4 Local Planning Context

220 Almeria Parade, Upper Swan (Lot 6) is zoned ‘General Rural’ under the City of Swan’s Local Planning Scheme 17 (LPS 17) located approximately 27 km north east of Perth’s Central Business District (CBD). The Site is classified as Additional Use No. 42 for ‘P’ – ‘Stockfeed Manufacturing and Wholesale Activity’ under Schedule 2 of the LPS. The areas surrounding the Site are zoned ‘Urban’ and to the west, ‘Rural’ to the north, south and east and ‘Parks and Recreation’ to the east under the Metropolitan Region Scheme (MRS). Portions of the areas to the west are zoned as ‘Special Use’ under the LPS 17. The surrounding landscape has been heavily modified and contains little remnant vegetation. Surrounding land uses include residential developments, Nature Reserves, irrigated modified pastures, grazing modified pastures, irrigated vine fruits, quarries and contain a number of reservoirs and dams (DAFWA 2008). An existing freight railway line is located to the west of the Site, parallel to Almeria Parade.

3 Regulatory Context

3.1 Part V Environmental Protection Act 1986, Environmental Management

The operation of the facility is to be managed under Part V of the EP Act. According to Schedule 1 of the Environmental Protection Regulations 1987, a Licence is required to support the current and future operations at the existing facility.

3.2 Environment Regulations

The following environmental legislation and regulations apply and will be adhered to at the Site: Environmental Protection Act 1986; Environmental Protection Regulations 1987; Aboriginal Heritage Act 1914; Local Government Act 1995; Environmental Protection (Noise) Regulations 1997; Environment Protection and Biodiversity Conservation Act 1999 (Commonwealth); Contaminated Sites Act 2003; and Contaminated Sites Regulations 2006.

3.3 Responsible Authorities

The agency involved in the environmental assessment and management of the facility is DWER.

4 Existing Environment

4.1 Climate

The climate of the Site is warm Mediterranean with warm summers and cold winters. Weather data between 1937 and 2017 was collected from the Pearce RAAF Military Base station located approximately 9 km north of the Site (Graph 1). The annual mean maximum temperature is 25.2 ºC and the annual mean minimum temperature is 12.2 ºC. The mean annual rainfall was recorded at 653.1 mm (BoM 2017).

4.2 Topography

The topography of the Site is variable and ranges from 14 m to 21 m Australian Height Datum (AHD) over a distance of 400 m (DoW 2012a). The remainder of the Lot has a relatively stable topography to the south and northwest of Ellen Brook ranging from 18 m and 20 m AHD. The elevation adjacent to the Brook decreases sharply from 18m to 13 m AHD. The northeast corner of the Lot contains a sand mound with elevation ranging between 21 and 24 m AHD (Figure 2) (DoW 2012a).

4.3 Regional Geology and Soils

The Site is located within the Bioregion of the Interim Biogeographic Regionalisation of Australia (IBRA). Surface geology profile mapping at 1: 250 000 indicates the geology of the site is typically Guildford Formation; alluvial sand and clay with shallow-marine and estuarine lenses and local basal conglomerate (GSWA 2008). The Site is mapped within the following soil system: Pinjarra System: Poorly drained coastal plain with variable alluvial and Aeolian soils. Variable vegetation includes Jarrah, Marri, Wandoo, Paperbark Sheoak and Eucalyptus rudis. The Department of Agriculture and Food (DAFWA 2012) Soil Subsystems mapping indicates that the Site is within four soil subsystems (Figure 3): Pinjarra Phase J: Imperfectly drained plain. Brown sandy loam over a yellow mottled clay and a grey mottled clay; Pinjarra Wet Claypan Phase: Depression with wet clay soils; Pinjarra Wet Swamp Phase: Swamp with wet soils; and Pinjarra Phase Hsb: Moderately well drained plain with brown sand with nil to few gravels over mottled clay.

4.3.1 Acid Sulfate Soils Desktop mapping indicates that the middle portion of the Site is mapped as having ‘High to Moderate’ risk of acid sulfate soils (ASS) within 3 m of the natural soil surface (Figure 4) (DER 2014a). The remainder of the Site is mapped as not having ASS risk. The surrounding landscape to the north of the Lot is mostly ‘Moderate to Low’ risk. Surrounding areas to the south of the Site are mapped as having ‘High to Moderate’ risk (Figure 4) (DER 2014a).

4.4 Hydrogeology

4.4.1 Groundwater Groundwater levels on the Lot range from 13 m AHD to 16 m AHD. Mapping of groundwater contours indicates that groundwater flows from the north and from the south of the Lot towards the Ellen Brook (Figure 5) (DoW 2017a). Data from the Perth Groundwater Map indicates that the depth to groundwater of the Site is between 7.5 m and 9 m below ground level (mbgl). The depth to groundwater within the remainder of the Lot ranges between 2.3 mbgl and 9.0 mbgl (DoW 2017a). Groundwater salinity is mapped as Marginal between 500 and 1000 mg/L and has low iron staining risk (Dow 2017a).

It should be noted that the Lot is not located within a Public Drinking Water Source Area (DoW 2017a).

4.4.2 Surface Water The Site is mostly located within the Ellen Brook sub-catchment of the Swan Avon- Lower Swan Catchment (DoW 2017b). Ellen Brook is a major ephemeral watercourse that flows through the middle portion of the Lot, approximately 220 m north of the Site (Figure 5). There are no wild rivers or rivers proclaimed under the Rights in Water and Irrigation Act 1914 (RIWI Act) intersect the Site (DoW 2015a). The northern portion of the Site is within a mapped 100 Year Floodplain Development Control Area ‘Upstream of the Causeway and Canning Bridge’ (Figure 5) (DoW 2015b).

4.4.3 Wetlands Desktop mapping indicates that the Site is within the extent of a ‘Multiple Use’ wetland (Figure 6) (DPaW 2016). A ‘Conservation Category’ wetland (CCW) exists to the north of the Site and generally follows Ellen Brook waterway and the surrounding foreshore area. ‘Multiple Use’ wetlands are described as scoring poorly on both natural and human use attributes and have few remaining important functions (WAPC 2005).

4.5 Environmentally Sensitive Areas

Environmentally Sensitive Areas (ESAs) are identified and protected under the Environmental Protection (Environmentally Sensitive Areas) Notice 2005. Under the Notice it is an offense to kill or destroy vegetation within an ESA without a Native Vegetation Clearing Permit (NVCP). Under section 51B of the EP Act, exemptions for clearing native vegetation do not apply in ESAs. A search of the Department of Environment Regulation’s (DER) Clearing Permit System confirmed that the Lot is mapped as within the extents of an ESA (Figure 7) (DER 2017a). It is not explicitly known what the ESA over the Lot refers to, however, database interrogation with reference to DER’s Clearing Regulation Fact Sheet 24 – Environmentally Sensitive Areas (2014b) identified the CCW and 50 m buffer of the CCW, Bush Forever Site (ID 300) within the Lot, the adjacent Nature Reserve, Bush Forever Sites and the area entirely within the Western Swamp Tortoise Policy area as contributing to the presence of the ESA across the Site.

4.6 Reserves and Conservation Areas

There is one gazetted Nature Reserve, Ellen Brook Nature Reserve, located to the south and east of the Site (Figure 7). This was established for wildlife and landscape conservation, scientific study and preservation of features of archaeological, historic or

scientific interest by the Conservation Commission of (EDOWA 2011). In addition, there are two Bush Forever sites (ID: 300 and 301) adjacent to the Site towards the south-east and north (DoP 2014) (Figure 7). The State Planning Policy (SPP) 2.8 – Bushland Policy for the Perth Metropolitan Region recognises the protection and management of significant bushland areas as a fundamental consideration in the planning process. The programme ensures the long-term protection of biodiversity and associated environmental values inherent to remnant bushland (DoP 2010). The northern-eastern portion of the Site is partially within Ecological Linkage (ID: 27) (Figure 7) (PBP 2008). The Site is wholly within the extent of the Western Swamp Tortoise Policy Area as under the Environmental Protection (Western Swamp Tortoise Habitat) Policy Approval Order 2011. Under this policy, all landowners in the policy area must manage land in a manner that minimises or avoids impacts from activities that might degrade the western swamp tortoise habitat (EPA 2011).

4.7 Flora and Vegetation

A search of the NatureMap and Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) Protected Matters Search Tool (PMST) databases identified 17 Threatened flora species and 18 Priority flora species as occurring within a 5 km radius of the Site (360 Environmental 2017; DPaW 2017; DotEE 2017). The PMST search also identified three Threatened Ecological Communities (TECs) as occurring within a 5 km radius of the Site: Woodlands of the Swan Coastal Plain; Clay Pans of the Swan Coastal Plain; and Corymbia calophylla – Xanthorrhoea preissii woodlands and shrublands of the Swan Coastal Plain. It is unlikely that any conservation significant flora species or TECs would occur on the Site as it is predominately cleared of native vegetation (360 Environmental 2017).

4.8 Fauna

A search of the NatureMap and PMST databased identified 13 Threatened fauna species, 5 Priority and 2 species listed under International Agreements as occurring within 5 km of the Site (DPaW 2017) (DotEE 2017). Due to the lack of vegetation on site, it is unlikely that conservation significant fauna species would occur as the Site does not provide any suitable fauna habitat (360 Environmental 2017).

The entire Lot is within the Western Swamp Tortoise Policy Area (EPA 2006). However, as the existing animal feed facility is located in excess of 200 m from Western Swamp Habitat (Ellen Brook), it is unlikely that current or future operations of the facility will cause significant impacts to these species (360 Environmental 2017).

4.9 Heritage

4.9.1 Aboriginal Heritage A desktop search of the (then) Department of Aboriginal Affairs (DAA) Aboriginal Heritage Inquiry System determined that the Site and surrounding areas are within the extent of Registered Aboriginal Heritage Site: 3525 Ellen Brook: Upper Swan (Mythological) (Figure 8) (DAA 2017). The presence of the Aboriginal Heritage Site across the Lot would likely become a constraint if a proposed development would cause disturbance to the Ellen Brook and/or associated foreshore area.

4.9.2 European Heritage A desktop search of State culturally significant heritage sites was undertaken using the WA Heritage Council Search Tool. No registered State Heritage sites were found to occur within the Site or within a 2 km radius (SHO 2017). No World Heritage or National Heritage places are located within a 2 km radius of the site (DotEE 2017).

5 Sensitive Receptors

5.1 Identification of Sensitive Receptors

Under the Environmental Protection Authority (EPA)’s Guidance Statement No 3 Separation Distances between Industrial and Sensitive Land Uses, defines residential developments as sensitive land uses (EPA 2005). The minimum distance required from an Animal Feed Manufacturing Facility to a sensitive land use for odour, noise and dust is 500 m (EPA 2005). Within 500 m lie one short stay accommodation and three residential dwellings (Figure 9). This 500 m buffer extends into the proposed Upper Swan Structure Plan that is currently with the Western Australian Planning Commission (WAPC) for determination. The City of Swan has resolved to recommend approval of the Proposed Upper Swan Structure Plan subject to the proponent acknowledging any existing rights of operation of the Animal Feed Manufacturing and Wholesale Activity at Lot 6 Almeria Parade, Upper Swan as conferred by the provisions of the City of Swan LPS 17. The facility has been in operation since 1983 and has not historically caused impacts to neighbouring land uses.

6 Current Operations

6.1 Land Use Context and History

Review of historical aerial imagery from 1965 to 2017 was undertaken to assess and view the land use and development changes of the Site and the surrounding area over time. Substantial clearing of Lot 6 was undertaken prior to 1965 and majority of the Site has remained clear of vegetation. The Lot and surrounding areas were used for agriculture and grazing prior to 1995 which has continued to 2017. Vegetation along Ellen Brook was retained, along with some scattered isolated trees to the north and southeast of the Lot (Figures 10a-f). Clearing of most of the isolated trees in the south-eastern portion of the Site and the development of the Site as a Feed Mill occurred between 1985 and 1995, including the construction of clay extraction pits and sheds. The one hectare area of the southwest portion of the Site was originally developed for a Mill, Packaging and Warehouse in 1988. Since then, the facility was further developed, including the expansion of the Packaging Shed 1998 and the construction of Workshop, Mill Tower and Plant Room in 2003 (Figure 11). A Seed shed and office were constructed in 2006 and 2008 respectively, in addition a sited demountable Lunchroom was added in 2009. Four additional offices were constructed in years 2009, 2010, 2012 and 2017. The Site contains the following facilities relevant to the operations of manufacturing animal feed (Figure 11); Grain receivables area; Bulk receivables bins; Four offices; Liquid Petroleum Gas (LPG) and Fork-lift storage; Mill tower; Processing and bagging warehouse; Finished Goods and Pellet warehouse; Mixing and bagging area; Workshop; Bird seed packing warehouse; and Equipment laydown area.

6.2 Operating Hours

The operating hours of the Animal Feed Manufacturing facility has a typical week consisting of 5-day operations of 3 x 8-hour shifts covering each 24 hour period. The shifts commence on Sunday midnight and continue to Friday midnight (Table 1). Table 1. Feed Mill Operating Hours

6.3.1 Materials Intake Ingredients are purchased from reputable suppliers under appropriate contracts and quality standards. All bulk grains are inspected prior to delivery to ensure standards are met. In addition, vitamin and mineral premixes and other additives are purchased. The grain receivables area and bulk receivables bin location is shown in Figure 11 in the southern portion of the Site.

6.3.2 Grain Cleaning Each whole grain that is bagged and sold is processed through a cleaning system prior to remove any unwanted foreign matter, including stalk or husk, from the grain product.

6.3.3 Grinding Whole grains are processed through a Hammer Mill prior to inclusion in pelletised products to reduce the particle size of the grain for optimum pellet quality, digestibility and nutritional value (Figure 11).

6.3.4 Batching The computer controlled batching system ensures accurate addition of ingredients to the ground grain to maintain the quality and consistency of all products. Records are maintained for each produced batch which details the ingredients, quantity and date of production.

6.3.5 Pelleting After grinding and mixing, the pelleting process turns the loose mash mixture into individual pellets. Each pellet contains all of the ingredients of the batch and will not separate back out in transport or feeding systems. The pelleting process also improved the digestibility of the ingredients for animals.

6.3.6 Steam Rolling and Muesli The products containing steam rolled grains are further cleaned and bagged prior to sale. The steam rolling process improves the digestibility and palatability of the grain. The steam rolled grains are also mixed with other seeds, fibre, molasses and oil.

6.3.1 Warehouse and Dispatch Activities Thompson & Redwood maintain low stock holdings of products and almost the entire range of products are manufactured on a weekly basis to ensure high quality standards are met. The pellets have a greater density than the individual components which allow a larger quantity of product to be transported at any one time, reducing the number of trips required.

6.4 Chemical and Hydrocarbon Storage

Two Liquid Petroleum Gas (LPG) storage tanks are stored on Site, used to fuel Fork Lifts and firing of one Steam Boiler (approx. capacity of 10 cubic metres in total).

6.5 Contamination

Clay extraction was historically undertaken immediately east of the Animal Feed Manufacturing Facility commencing between 1985 and 1995 and ceased by 2000. Work has since been undertaken, including an environmental study, to remediate these three clay pits with suitable fill material. The (then) Department of Environment Regulation (DER) has assessed the fill material for any applicable land fill levy as under Part 9 of the Environmental Protection Regulations 1987. It was concluded that there are no landfill levy requirement as the fill within the clay pits is clean and traceable to its place of origin and no further involvement with the Environmental Protection Authority (EPA) has been required. An application to the City of Swan was required to demonstrate that the fill within the clay pits is free of contaminants and appropriately engineered. The clay pits are currently being filled and are expected to be completed in or by the year 2020.

6.6 Boundary Noise Survey and Complaints

No complaints have been received from the neighbouring premises since the commencement of operations.

6.7 Power Requirements

The facilities’ power demands are typically around 200kVA with peaks of around 300kVA. 3 Phase power is provided by Western Power’s overhead lines on Alexia Avenue with an underground cable to Thompson & Redwood’s Main Distribution box located 5 m to the east of the Office building.

6.8 Water Requirements

Scheme Water is site metered on Railway Parade and is used as potable water. The process water for steam injection of product and some minor wash-down is via a groundwater bore. Groundwater abstraction licence information for the Site is as follows: Licence Number: 110321 Type: Groundwater Licence Issued: 09/09/2014 Expiry: 08/09/2024 Licence Allocation: 7650 kL/year Parties: Fairlight Investments Pty Ltd

6.9 Other Site Activities

A telecommunication tower is located approximately 150 m to the north adjacent to Almeria Parade. No effluents or contamination is expected from this installation. The Site contains three clay extraction pits which were historically mined. Work has been undertaken, including an environmental study, to remediate these pits with suitable fill material. The laydown area within the middle portion of the Lot consists of surplus materials and components. In addition, some concrete and soil to build access to the clay pits are located immediately to the east of the laydown area. This area has also seen some quarantining of unsuitable fill material, prior to its return to place of origin. The remainder of the Site is used for pasture and grazing and contains approximately 60 cattle.

7 Potential Impacts and Management

7.1 Emissions to Air

Steam is released from the steam boiler every 6 hours and is released into the atmosphere.

7.1.1 Odour The Feed Mill rarely produces odour, however, any odours emitted would normally be from heated flaking grains which smell like cooked porridge. This odour is generally localised within and directly surrounding the Mill tower building. The weekly filling of the stored LPG gas tanks onsite emit a short and small burst of odour when disconnecting fuel nozzles. In the event of a complaint, the source of the odour will be identified and measures undertaken to reduce odour emissions and where necessary, verify effectiveness through odour monitoring to nearest sensitive premises. Steam heating is used as a lower odour emission alternative to roasting.

7.1.2 Dust Currently, dust emissions are managed through a combination of totally enclosed inline- processes and a dust extraction system. Traffic limits are maintained on Site to ensure dust levels are controlled at a low level. The Facility also has roof top centrifuges, a westerly site boundary vegetation wind ‘net’ and all grain handling is via enclosed augers, conveyors and stored in enclosed silos to control dust emissions.

7.1.3 Noise and Vibration Currently, the majority of noise emissions from equipment are considered to be within background noise levels. Noise sources include fans, machine motors, and compressors. There are some intermittent noise emissions associated with machine and fan start-ups and traffic movement. The Mill building contributes to some Site noise levels and some background noise can be expected from the plant room, palletising process, warehouse and the bird seed packing sheds. Noise is currently controlled by a combination of manufacturing within enclosed buildings, the fork-lifting and unloaded activities being contained within the Site and a westerly Site boundary vegetation wind ‘net’. The wind ‘net’ reduces the noise leaving the Site and in addition reduces the movement of wind borne material off-site. All noisy equipment is contained within the sheds with the exception of the air exhaust for one of the coolers which is directed upwards. All forklift and unloading activities are contained within the Site.

The supervisor will be notified immediately but no later than 2 hours of receiving a noise complaint and the nature of the activities conducted will be checked and the weather conditions including wind direction and strength will be recorded. The sources of noise will be investigated and identification of all practical measures to reduce noise (such as sound proofing equipment) will be undertaken. Noise generating activities will be ceased or reduced where practicable and corrective actions implemented as required.

7.1.4 Light Emissions It is not anticipated that light emission impacts related to the operation of the Animal Feed Manufacturing Facility will be a significant issue. Operational lighting will ensure that minimum safety standards are met.

7.2 Emissions to Surface Water

Runoff from the building rooves and concrete areas is managed via drainage structures within the Site and infiltration through adjacent unsealed roads and grassed areas. The adjacent and unrelated clay extraction pits may contain surface water runoff from surrounding areas during winter rain events. No surface water runoff from the processing areas flows into the clay pits. It is not expected that the activities undertaken at the Animal Feed Manufacturing Facility would pose a significant risk to the Ellen Brook due to the Site’s distance from the Ellen Brook and the lack of significant run-off.

7.3 Hydrocarbon / Chemical Storage

Environmentally hazardous chemicals and hydrocarbons will be stored in accordance with Australian Standards. Appropriate spill kits, MSDS’s, containment and recovery equipment, personal protective equipment and relevant operator instructions/emergency procedure guides for the management of hydrocarbon or chemical spills will be kept and maintained on site. If any spill cannot be safely managed with site resources, the Emergency Services will be contacted.

This report is designed to assist in identifying the locations of places which may be relevant in determining obligations under the Environment Protection and Biodiversity Conservation Act 1999. It holds mapped locations of World and National Heritage properties, Wetlands of International and National Importance, Commonwealth and State/Territory reserves, listed threatened, migratory and marine species and listed threatened ecological communities. Mapping of Commonwealth land is not complete at this stage. Maps have been collated from a range of sources at various resolutions.

Not all species listed under the EPBC Act have been mapped (see below) and therefore a report is a general guide only. Where available data supports mapping, the type of presence that can be determined from the data is indicated in general terms. People using this information in making a referral may need to consider the qualifications below and may need to seek and consider other information sources.

For threatened ecological communities where the distribution is well known, maps are derived from recovery plans, State vegetation maps, remote sensing imagery and other sources. Where threatened ecological community distributions are less well known, existing vegetation maps and point location data are used to produce indicative distribution maps.

Threatened, migratory and marine species distributions have been derived through a variety of methods. Where distributions are well known and if time permits, maps are derived using either thematic spatial data (i.e. vegetation, soils, geology, elevation, aspect, terrain, etc) together with point locations and described habitat; or environmental modelling (MAXENT or BIOCLIM habitat modelling) using point locations and environmental data layers.

Where very little information is available for species or large number of maps are required in a short time-frame, maps are derived either from 0.04 or 0.02 decimal degree cells; by an automated process using polygon capture techniques (static two kilometre grid cells, alpha-hull and convex hull); or captured manually or by using topographic features (national park boundaries, islands, etc). In the early stages of the distribution mapping process (1999-early 2000s) distributions were defined by degree blocks, 100K or 250K map sheets to rapidly create distribution maps. More reliable distribution mapping methods are used to update these distributions as time permits.

Only selected species covered by the following provisions of the EPBC Act have been mapped: - migratory and - marine The following species and ecological communities have not been mapped and do not appear in reports produced from this database:

- threatened species listed as extinct or considered as vagrants - some species and ecological communities that have only recently been listed - some terrestrial species that overfly the Commonwealth marine area - migratory species that are very widespread, vagrant, or only occur in small numbers The following groups have been mapped, but may not cover the complete distribution of the species: - non-threatened seabirds which have only been mapped for recorded breeding sites - seals which have only been mapped for breeding sites near the Australian continent Such breeding sites may be important for the protection of the Commonwealth Marine environment.
