Study on the Course Design of Risk Governance Based on Practical Ability Training

Abstract. With the increasing complexity of public affairs, MPA teaching must strengthen the cultivation of both theory and practice. By discussing the course goal, the course duty and the content, the course characteristic and so on, this paper proposes a Governance Risk course design mentality and the pattern based on the practical ability training.

Introduction Several catastrophes coping tells us: in today's society, the nature of risk and the environment which leading to risks have been changing [1-3]. The most prominent feature is that the risk formation and evolution is a complex system, resulting in the risk is caused by a variety of complex factors, whether in the existing form, occurrence model and influence scope, both show the characteristics of composite [4], so that the risk is becoming more external and public, more serious and influential which not only changes the Traditional disaster, even made a new disaster [5]. At the same time, the ability of social management is also changing, which is mainly manifested in the propagation mode of emergency, the change of coping style, and the expansion of the vulnerability of social and economic critical system [6,7]. In this way, once the risk changes to a sudden incident, often brings serious damage to social and economic critical systems and facilities [8]. For MPA is an effective way to train public management personnel [9], Practice is an important link in the training of Master of Public Administration (MPA) talents [10]. course for MPA will make full use of modern teaching means, let MPA students understand and study the nature, characteristics, forms and causes of risks that the contemporary society may face, and let MPA students know the key strategies and methods to organize to deals with these risks comprehensively and system. On the one hand, through this course, help students to study and summarize the advanced practice and experience of the international city and the international organization to manage risk. On the other hand, this course will be based on related industries and geographical risk management research in China, starting from risk governance mechanism system, mechanism system, social consciousness system of comprehensive risk management, giving a detailed study of the situation of China's risk management system and the project of practical exercises and operations, help students to effectively improve the risk prevention and response , awareness and skill level. In the following, we will discuss the course goal, the course duty and the content, the course characteristic of the Governance Risk course and so on, and proposes a Governance Risk course design mentality and the pattern based on the practical ability training.

The Goal of Governance Risk Course In order to cultivate the practical ability and innovative consciousness and comprehensive quality of graduate students, in the teaching process, it need to change the traditional teaching mode, explore the practice teaching mode actively, and train graduate students' practical ability. Through the study of this course, it requires students to grasp the basic theory of risk analysis and management and commonly used methods and techniques, to grasp the ability of analyzing, researching and risk management in practical work. So the teaching of this course is mainly to achieve two goals as follows. Risk Management Knowledge System This course will make full use of multiple teaching means such as case analysis, let MPa students understand and study the nature, characteristics, forms and causes of risks that the contemporary society may face, and the key point of knowledge of risk management system and mechanism, form the system of risk management awareness. Basic Skills of Risk Management Help students the key strategies and methods to cope with risks, especially through practice and operation, can skillfully use risk identification, risk assessment, risk monitoring, risk communication and so on to effectively manage complex risk system, so as to effectively improve the knowledge, awareness and skills of risk prevention and response.

The Main Features of the Course Construction MPA graduate students through the learning of this course to cultivate the following capabilities: risk cognitive ability, risk system designing ability, data and collecting ability, risk assessment and analysis ability, risk management capability. Cultivating Graduate Students' Risk Perception Ability Through the explanation of basic knowledge and the actual case of risk management, let graduate student learning risk identification and methods and cognize risk from the overall, grasp the risk identification points in actual work. Cultivating Graduate Students' Risk System Design Ability By studying the key knowledge points such as the risk subsystem, the point system and the function relation between the two subsystems, grasp the method of designing the risk system. Cultivating Graduate Students' Collect Data and Information Ability Learning a variety of risk information and data collection methods and skills, according to the actual problems of existing conditions and the actual, we need to make a reasonable choice of methods. Cultivating Graduate Students' Risk Assessment and Analysis Ability Learning basic principles, techniques and methods of risk assessment and analysis, we can grasp the common qualitative and quantitative analysis software about risk assessment, using the corresponding software to achieve data input, tabs, graphics and results analysis, etc. Cultivating Graduate Students' Risk Management Ability Learning the whole process of risk management, complete risk management report writing which includes information arrangement, contents and methods selection, risk assessment, risk control measures and early warning. Through these five parts design training, associated with classroom teaching theory, software and practical case analysis, let students grasp the risk management knowledge and practical skills, grasp the comprehensive practical application ability to solve the actual risk gradually. At the same time,

37 provide vivid and intuitive practical experience; improve students' initiative to learn and ability to solve the practical problem.

Task and Content of Course Construction

Reform of Teaching Content On teaching content arrangement, appropriately weaken the theory content, strengthen the application content. According to the principle of "taking the applying as the goal and the necessarily applying as degree", pay attention to the cultivation and development of students' thinking ability, especially the ability to analyze and solve problems. Reform of Teaching Method and Teaching Means

Reform Teaching Methods and Means to Improve the Effectiveness of Classroom Teaching. The teaching process is a two-way communication process between and students. It needs to emphasize teachers’ leading role, students' dominant role, fully mobilize the enthusiasm and initiative of students, guide students to participate in the classroom. Therefore, in the contents of the different chapters, according to the nature of the chapters, teachers are flexible to take a variety of teaching methods, such as interactive teaching, group discussion, study teaching, the actual operation training or simulation etc., and create atmosphere that students actively participate and think, improve students interest in learning. Strengthen Case Teaching and Improve Students’ Comprehensive Ability. Case teaching is a kind of guiding, heuristic and participatory teaching method. Case teaching can make students to contact theory with practice, fully mobilize the enthusiasm and of the students, training the ability of students to discover problems, analyze problems and solve the problem. Through inserting the case, let the students come into contact with a variety of practical problems, the theory learned in the classroom can be as soon as possible found the prototype in practice, and through the analysis and thinking of these cases, improve the students' understanding ability and application ability. Implement Project Learning Method. Project learning method is a teaching method of teaching and learning through the project, which aims at making the students integrate into meaningful project tasks to complete the process, let the students actively learning, constructing knowledge and training ability independently. Project learning method requires students to complete a significant project in each training process, the project learning method is conducive to the cultivation of students' creative ability, planning ability, organization ability, communicative ability and team spirit.

Summary The emphasis on students' practical ability is the new idea of risk management education, which is the fundamental reform to meet the needs of the times. It has greatly promoted the development of risk management education, improved the reform system of the new course standard, and reflected the mission of the teaching of risk management. In the future, it is also needed to explore more and better teaching methods according to the actual situation, and to explore more and better teaching methods, to form a more systematic and consistent with the education concept of risk management teaching requirements.
