It reflects our real approach to human dignity. It is also an important measure of our social sensitivity and solidarity. The year 2020 was undoubtedly marked by a social and health crisis related to the COVID-19 coronavirus pandemic. How did the extraordinary circumstances and the accompanying restrictions impact the situation of people deprived of their liberty? The question is discussed in this report. The situation required at least two-fold measures. On the one hand, persons deprived of their liberty had to be consistently protected against torture and other forms of ill-treatment. On the other hand, it was necessary to ensure that these persons do not themselves become victims of the COVID-19 virus pandemic. To this end, they had to be provided with appropriate care (in particular, medical care). Also, steps had to be taken to guarantee that their rights are respected or are not restricted in an undue or disproportionate manner. Another fact to be taken into account was that in crisis situations, due to obvious reasons, the risk of torture and ill-treatment increases. However, the prohibition of torture or cruel, inhuman or degrading treatment or punishment, provided for in Article 40 of the Polish Constitution, is absolute and may never be lifted or suspended. A failure to observe it may not be justified even by extraordinary circumstances. The prohibition derives from the obligation to respect inherent and inseparable human dignity. Therefore, last year was also a kind of test for our state, of its approach to the Constitution and the rule of law. The extraordinary situation related to the pandemic influenced, naturally, also the methods of operation of the National Mechanism for the Prevention of Torture (NMPT). The Mechanism is a team of specialists that operates within the Office of the Commissioner for Human Rights. Since 2008, the Mechanism has been conducting monitoring visits to places of detention, pursuant to the provisions of the Optional Protocol to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT) ratified by Poland. In view of the need to take the necessary precautions in interpersonal contacts and to follow the principle of "do not harm", I decided to temporarily suspend the conduct of on- site (physical) monitoring visits to places of detention. According to the SPT guidelines related to COVID-19 (addressed to OPCAT States-Parties and to national preventive mechanisms), we took a number of other activities to comply with our obligations. Among others, we carried out the visits remotely via an internet communicator. We continuously monitored the pandemic 4 situation in places of detention, intervened in many cases and maintained dialogue with the institutions and authorities responsible for supervising such places. I would like to emphasize that this publication: the "Report of the Commissioner for Human Rights on the activities of the National Mechanism for the Prevention of Torture in Poland in 2020" is already the thirteenth report on the NMPT activities in the country. As each year, we have tried to give a broad description of the situation of persons deprived of their liberty in our country and to draw attention to numerous aspects thereof. However, this year, for obvious reasons, we have devoted more space and attention to the safety of such persons during the pandemic and to the implementation of the so-called minimum anti-torture guarantees. Of course, the report also describes all advisory and educational activities undertaken by the NMPT Team and sets out our recommendations for the future. I hope that this report of the NMPT will become an important source of information both for those in places of detention, who need to know their rights, and for the authorities required to respect the law and the international standards applicable to such places. Adam Bodnar, Ph.D. Commissioner for Human Rights 5 THE PANDEMIC AND HUMAN RIGHTS IN PLACES OF DETENTION The year 2020 has made a unique mark on the history of every institution in every country. The announcement of the pandemic and the introduction of numerous restrictions influencing the exercise of the rights and freedoms of societies across the world raise many questions regarding the necessity for those restrictions as well as their effectiveness. The pandemic has also become a pretext, or a justification, for introducing excessive and ungrounded measures restricting the rights of individuals without contributing to their security. The pandemic has brought about special challenges for the National Mechanism for the Prevention of Torture which, during its direct or online visits to places of detention, monitored the observance of anti-torture guarantees, including the right of access to a lawyer, the right to have a third person informed about the detention, the right of access to an interpreter and to a doctor, the right to information, and the possibility of lodging a complaint. The NMPT conducted monitoring visits to prisons, remand prisons, rooms for detained persons, police stations, juvenile correctional facilities, juvenile educational centres, nursing homes for persons with disabilities, social care homes, a guarded centre for foreigners,

Because of exceptional features of animate and inanimate nature, large parts of the province are covered by various forms of nature protection. There is 1 national park (NP), 72 nature reserves (NRs), 9 landscape parks, 21 protected landscape areas and 40 Natura 2000 sites within the administrative borders of the province. The most unique natural features are found in the Świętokrzyski National Park (ŚNP), but the largest surface of the province is covered by protected landscape areas. Świętokrzyskie Voivodeship is the first in Poland in terms of the share of protected areas (as much as 65.2%), strongly outdistancing other Voivodeships. Small natural objects are much more numerous than large protected areas. At present, the Świętokrzyskie Voivodeship has 705 natural monuments (NMs), 114 ecological sites (ESs), 20 documentation sites (DSs) and 17 nature and landscape complexes (NLCs).     PrACE GEOGrAfICzNE, zeszyt 143 Instytut Geografii i Gospodarki Przestrzennej UJ Kraków 2015, 85 – 102 doi : 10.4467/20833113PG.15.027.4628 Variability of throughfall and stemflow deposition in pine and beech stands ( Czarne lake catchment, gardno lake catchment on wolin island ) Robert Kruszyk, Andrzej Kostrzewski, Jacek Tylkowski Abstract : The research sought to determine the range of conversion of the chemical composition of precipitation in a beech stand located in the Gardno Lake catchment ( Wolin Island ) and a pine stand in the Czarne Lake catchment ( Upper Parsęta catchment, West Pomerania Province ). The presented results cover three hydrological years : 2012, 2013 and 2014. The research focused on the chemical composition of bulk precipitation ( in the open ), throughfall and stemflow ( in a forest ). The obtained results confirm that after precipitation has had contact with plant surfaces there is an increase in its mineral content. This is due to the process of enrichment of throughfall and stemflow with elements leached out of needles + 2+ + – + 2+ 2– – and leaves ( K , Mg ) and coming from dry deposition ( NH 4, Cl , Na , Mg , SO 4 , NO 3 ) washed out from plant surfaces. The research, based on the canopy budget model, indicates that in the case of potassium, its load leached out of needles and leaves accounted for 75.6 % and 73 %, respectively, of its total deposition on the forest floor. Calcium leaching was not detected in either of the two stands. In comparison with potassium, the range of magnesium leaching was smaller and amounted to 34 % under beech and 26.5 % under pine. As to loads of potassium and magnesium in the beech stand, they were more than twice as large as the ones observed in the pine stand.

The analysis of strategic documents of the city of Cieszyn-Český Těšín divided by the state border, as well as individual in-depth interviews with the directors of all local government cultural institutions in this city allowed for the identification of opportunities for further development of the common Polish-Czech cross-border market of cultural services. The research conducted proves that despite the dynamically developing Polish-Czech cross-border cooperation in the field of culture, there are still no mentions in the strategic documents pointing directly to the need to intensify common Polish-Czech cultural activities, and thus indicating the need to develop the cross-border market of cultural services. Therefore, by following the interview results, actions in the area of strategic management were specified, which could significantly contribute to the so-called "blurring of the border" and the development of this market in the city of Cieszyn-Český Těšín. The recommendations may be useful not only for the authorities of the city of Cieszyn-Český Těšín, but also for decision-makers and cultural managers of other European cities in the Schengen area that are divided by the state border. Investigated area/region/community - Pomeranian Region, Poland The investigated area is the Pomeranian Region or Voivodeship in north-central Poland on the shore of the Baltic Sea. The Voivodeship has an area of 18 310.34 km². With around 2 319 700 inhabitants [4] the population density is 127/km 2. The Pomeranian Voivodeship has 16 counties (powiat) of which four are cities. It has 123 communes (gmina), 42 towns and 2861 rural localities [1].

The two institutions have greatly contributed to the development of Polish studies including dialectology. The presented information pertains chiefly to the relatively unknown accomplishments of the dialectology team, for example a phonographic archive containing recordings of utterances of informants born in the second half of the 19th century (the oldest interlocutor was born in 1855). Together with contemporary recordings, the collection contains approximately 3,700 hours of rural speech. The entire archive is available in a digital version. The text is supplemented with information about the history of Poznań dialectology and the contemporary activities of the team of the Dialectology Workshop at the Poznań University, mainly lexicographic works. Introduction This teaching module focuses on children’s experience of being relentlessly hunted. As Jews, they were persecuted as unremittingly and mercilessly as adults. In fact, this phenomenon, in a way, encapsulates the essence of the German Final Solution: Jewish children hiding in forests and working on farms did not pose any danger to the German Army and there were no economic reasons to annihilate them either. Yet, it was a regular activity of the German local security forces to go ‘Jew hunting’ (Judenjagd), i.e. to kill all Jews who were found. The present module focuses on the experiences of children, mainly from cities, towns or small towns, whose upbringing did not prepare them in any way for being able to sustain themselves in the countryside. These children, usually after suffering the gradual diminishment of their families, at one point, found themselves completely alone and had to fend for themselves in an extremely hostile countryside.

A special dose of attention is drawn to the selection of the research area of the real estate market. Legal regulations referring to this selection as well as, economic factors based on the preferences of buyers have been described. The application of quality-based methods of marketing has been indicated as a possible means of diagnosing the real estate market, bringing satisfactory results even in the case of limited as well as complex markets, such as suburban areas. On the basis of the Bydgoszcz agglomeration, it was proven that real estate market interference areas do not correlate with the administrative borders of cities or districts. Furthermore, an appraisal of land located in a suburban area of Bydgoszcz was performed twice by varying means, accepting data from different market areas: local (the territory of the commune) and supralocal (the territory of the commune and partially, the city), thus indicating the considerable influence of research area selection on the estimated value. The acquired research results may serve as a starting point for further analyses of other local markets.
