Assistant District Officer (Kwai Tsing) (ADO) reported on the progress of retrofitting lift at Tai Wo Hau Estate Community Centre that negotiation was underway and the arrangement of building barrier-free facilities on private land had to be sorted out first. Written report would be submitted to the committee if progress was made. Discussion Item Capacity and hygiene of public swimming pools (Proposed by Mr LAM Lap-chi) (DFMC Paper No. 21 & 21a/2014) 3. The proposer introduced the above paper and asked if there were sufficient lifeguards in swimming pools in Kwai Tsing. He also requested the Leisure and Cultural Services Department (LCSD) to (i) give the definition of “maximum number of attendance (人次上限)” and (ii) provide figures on attendances from 2009 to 2014 in table form and reasons for a higher number of rescues in Tsing Yi Swimming Pool. 4. Representative of LCSD introduced paper no. 21a/2014, and replied as follows: (i) The establishment for lifeguards was sufficient and the manpower was increasing in recent years. Seasonal lifeguards were employed during peak seasons. (ii) In 2009-10, there were altogether over 100,000 attendances in Kwai Shing Swimming Pool, and the average capacity was 2,010 attendances per session. 5. Members’ opinions and enquiries were as follows: (i) Whether LCSD had set a limit to the attendances per session, and its percentage to the capacity. (ii) LCSD should provide information on number of attendances during peak periods in 2013-14 for comparison with capacity, number of days with full capacity, number of people admitted with monthly tickets, number of attendance per session in comparison with capacity; and whether attendances at training pool were included. (iii) Reasons for a higher number of rescues in Tsing Yi Swimming Pool should be provided. (iv) As swimming pools were not opened throughout the year, if more full-time lifeguards were to be recruited, the use of public funds would be of concern. (v) LCSD should request swimmers to wash their bodies before going into swimming pools. However, it was hard to control fouling pool water by children. (vi) Swimming pool capacity and safety were inter-related. 6. Representative of LCSD replied as follows: (i) LCSD provided attendance data of 2009-2010 because the number of attendances for these years was highest in recent years. (ii) There was no record of reaching maximum attendance in Kwai Shing Swimming Pool and North Kwai Chung Swimming Pool in the past 5 years, and their attendance was 25% and less than 40% of the maximum attendance. Tsing Yi Swimming Pool had recorded 6 sessions with full attendance this year and less than 10 each year in the past 5 years. (iii) Kwai Shing Swimming Pool and North Kwai Chung Swimming Pool both recorded 3 defecate in pool cases, and Tsing Yi Swimming Pool and Lai Chi Kok Swimming Pool recorded 9 and 6 cases respectively. LCSD would closely monitor the situation. (iv) More children used Tsing Yi Swimming Pool and accidents occurred from time to time, hence there were a higher number of rescues. Report Items Reports of working groups (i) Works and Development Working Group (DFMC Paper No. 22/2014) 7. ADO said that the proposed addition of a cover for the ramp in the development project on Tai Ha Street would result in over-spending, therefore an alternative proposal of building an additional partition was submitted. 8. Representative of the consultancy company briefed Members that formation works was carried out for the ramp, and a pavilion would be built at the centre of the park. The diameter of the pavilion was 3.5m, including 2 three-seater benches, with space sufficient for a wheelchair. A Member asked about the budget, progress and completion date. Representative of HAD said that the budget for the pavilion was about $200,000 and the completion date was expected to be March 2015. 9. Members endorsed the above works proposal and proposal at Annex 1 of the paper. (ii) Facilities Management and Promotion Working Group (DFMC Paper No. 23/2014) 10. Members noted the above paper.
