331 REDEVELOPMENT

RESOLVED: That the Committee agree to the principle of the Borough Surveyor continuing his negotiations in this matter with the British Railways Board, it being understood that the Highways and Cleansing Committee will proceed in close consultation with the Redevelopment Committee. 67. Land Maintained as a Garden at Junction of Chapel Lane and Bridge Street and former Parish Hall, Pinner North and : The Town Clerk submitted an enquiry from Surveyors, stating they had been in structed to ascertain whether or not there is any possibility of acquiring the land at the end of the High Street, Pinner, for the purposes of ultimate re development. The Town Clerk reported that the Corporation do not own the land. RESOLVED: That the General Purposes Committee be requested to con sider asking County Council to arrange for the early sale to the Corporation of the land at the junction of Chapel Lane and Bridge Street, Pinner, including the site of the former Pinner Parish Hall, which may be surplus to highways requirements; and that the above-mentioned Surveyors be informed of the ownership position. (The meeting ended at 8.42 p.m.) (Signed) Chairman.

OPEN SPACES COMMITTEE: 2nd July, 1963. Present: Aldermen Collins (in the Chair) and Mrs. Potts, M.B.E.; Council lors Cock, F. S. Davies, Mrs. Edgeworth, Ellement, Lanning, Shaw, Tackley, Williams and Wilmott. Co-opted Members, present for Allotment matters only; Messrs. Dowling, Grice, Hines, Stapleton and Turmaine.

PART I.—RECOMMENDATIONS. RECOMMENDATION I: Canons Park: Proposed Car Park. Your Committee propose to fence and gate the remainder of this Park along the Canons Drive boundary, and tenders are being invited for this work. However, as this boundary forms the nearest point of access to the King George V Memorial Garden, which is extensively used by car owners who usually park their vehicles on the unfenced grass area, it is considered desir able that a car park should now be provided near this boundary. The Borough Surveyor has submitted a scheme at an estimated cost of £600, and there is a lump sum provision in the current Capital Estimates of £4,000 for providing car parks in various open spaces. Resolved to RECOMMEND: That the Council agree to the provision, by direct labour or under the Annual Contracts, of a car park in Canons Park near the Canons Drive entrance, at a cost not exceeding £600. (Note: The Finance Committee recommend that this expenditure be met by loan.) OPEN SPACES 332

RECOMMENDATION II: Montesole Playing Fields: Provision of Gate and Fencing at Entrance. Your Committee wish to provide a gate and fencing at the Pedestrian entrance to the Montesole Playing Fields by the public convenience in Uxbridge Road, together with a footway inside the ground for a distance of approxi mately 40 yards, at an estimated cost of £125. There is provision of £250 in your Committee's Capital Estimates to cover this and other proposed schemes and authority is sought for this work to be carried out by direct labour or under the Annual Contracts. Resolved to RECOMMEND: That the Council agree to the provision, by direct labour or under the Annual Contracts, of a gate and fencing at the pedestrian entrance to these Playing Fields, together with a footway inside the ground for a distance of approximately 40 yards, at a cost not exceeding £125. (Note: The Finance Committee recommend that this expenditure be met from the Capital Fund.)

RECOMMENDATION III: Recreation Ground: Car Park. Included in your Committee's Capital Estimates is a sum of £8,420 for the development of this recreation ground, including the provision of a car park. Loan sanction has already been received for works totalling £7,000, but these do not include the car park, and your Committee now wish to construct the first instalment of the ultimate car park, to accommodate 30 cars, alongside the proposed tennis courts, at an estimated cost, including drainage, of £1,600. It is understood that space will still be available for a further extension to take another 22 cars, and a scheme for this, and other development work, will be submitted at a later date. Resolved to RECCOMEND: That the Council agree to the provision by direct labour or under the Annual Contracts of a car park in the Harrow Weald Recreation Ground, alongside the proposed tennis courts, at a cost not exceeding £1,600, for the first instalment. (Note: The Finance Committee recommend that this expenditure be met by loan.)

RECOMMENDATION IV: Land at Sylvia Avenue, Hatch End. The Council will recall that some 2-72 acres of land in Sylvia Avenue, Hatch End, were acquired, pursuant to a Purchase Notice, and that it was agreed the land should be used for open space purposes, including the use by local youth organisations for headquarters or other purposes. Negotiations have taken place with the Surveyor for the Hatch End Sea Cadet Corps, for the use of part of the site for the provision of a Headquarters building with a security boundary fencing. Provisional terms have now been agreed, and the Committee recommend that a lease should now be granted. The Pinner and Northwood District Boy Scouts' Association also wish to have the occasional use of another part,of the site, but, as this use does not involve the Council in laying out the land', it is suggested that the use shall be free of charge but subject, at all times, to the satisfaction of the Boroush Surveyor. 333 OPEN SPACES

Resolved to RECOMMEND: (1) That, subject to the consent of the Ministry of Housing and Local Government and to Planning approval being obtained, the Council agree to lease approximately 1,160 square yards, or thereabouts, of land at Sylvia Avenue, Hatch End, shown on the plan, dated 2nd July, 1963, and signed by the Borough Surveyor, to the Hatch End Sea Cadet Corps for a period of 14 years, with an option to renew, on terms to be agreed by the District Valuer. (2) That the Pinner and Northwood District Boy Scouts Association be granted, free of charge, the occasional use of another part of this site, as indicated on the said plan, for scouting activities, subject to such use being, at all times, to the satisfaction of the Borough Surveyor. (Note: Councillor Shaw, having declared an interest, withdrew from the meeting, took no part in the discussion and did not vote. Councillor Lanning voted against part (1) of this recommendation.) RECOMMENDATION V: Proposed Improvement of Cannon Lane, Pinner, from Village Way to Park. Your Committee are informed that the Highv/ays and Cleansing Committee propose to widen and reconstruct that part of Cannon Lane, Pinner, from Village Way to the entrance to Roxbourne Park. However, part of this road from the railway bridge to the Park entrance is vested in this Committee, and to enable the work to be carried out as a unified highway project it is desirable that this portion of the roadway should be appropriated for highway purposes. Your Committee appreciate that it will be an advantage to the Plant Nursery and the users of Roxbourne Park to have this roadway reconstructed, and fully support the appropriation. Resolved to RECOMMEND: That, subject to the consent of the Ministry of Housing and Local Gov ernment, the Council agree to the appropriation for highway purposes of that part of Cannon Lane, Pinner, from the railway bridge to the entrance to Roxbourne Park, as shown on the plan, dated 2nd July, 1963, and signed by the Borough Surveyor. RECOMMENDATION VI: Pinner Park Farm: Land Adjoining Headstone Railway Bridge. By resolution 3104 (25th September, 1962), your Committee agreed, subject to the concurrence of the Middlesex County Council and to planning consent being obtained, to lease to Messrs. William Dear and Co., approximately 3-6 acres of land adjoining the railway bridge at Headstone Lane, and forming part of Pinner Park Farm, for use as nursery garden supplies. The Middlesex County Council have now agreed to this lease, and limited planning consent until 24th June, 1967, has been given, allowing the land to be used for nursery garden supplies. The District Valuer's report has also been received, recommending a lease for seven years at a rental of £200 p.a. As the planning consent expires on 29th June, 1967, it is recommended that the lease should be granted until that date with an option to continue for the full seven years should the planning consent be renewed. Resolved to RECOMMEND: That the Council agree to lease to Messrs. William Dear and Co. approxi mately 3-6 acres of land adjoining the railway bridge at Headstone Lane, and forming part of Pinner Park Farm, for a term of seven years, with a OPEN SPACES 334 break clause at 24th June, 1967, for planning consent to be renewed, at a rent of £200 p.a. and subject to such other terms as agreed by the District Valuer and the parties concerned, including the Middlesex County Council. RECOMMENDATION VII: North London Collegiate School, Canons Park Open Space: Howberry Road Entrance. Your Committee report that, following their decision to enforce the Byelaws prohibiting vehicles in Canons Park, the North London Collegiate School claimed a right of way for vehicles over the roadway between the Howberry Road entrance and the School, and applied for a declaration to this effect in the High Court. The dispute was then referred to the General Purposes Com mittee, who, after a meeting between representatives of the parties at the School, approved a settlement of the dispute on agreed terms. One of the terms provides for the School obtaining, within five years, a suit able property on the south side of Dalkeith Grove to gain vehicular access from that road across their own land, with a right of way over a small portion of the Council's land behind the Gardener's cottage, to enable the new drive to con nect with the existing access road from Howberry Road. Your Committee understand that the School Governors have now acquired a property in Dalkeith Grove and have enquired whether, rather than obtain rights of way over the Council's land, they may purchase it so that it can be incorporated in the School grounds. The sale of this 0-19 of an acre would in no way affect the amenities of the Park and, subject to the concurrence of the Middlesex County Council pursuant to their Contribution Agreement, your Committee can see no objection thereto. Resolved to RECOMMEND: That, subject to the consent of the Ministry of Housing and Local Gov ernment, the concurrence of the Middlesex County Council, and upon terms to be agreed by the District Valuer, the Council agree to sell to the Gov ernors of the North London Collegiate School a piece of land, approximately 0-19 of an acre, or thereabouts, behind the Gardener's cottage in Canons Park Open Space.

PART II.—MINUTES. ALLOTMENT MATTERS. 3381. Minutes: RESOLVED: That the minutes of the meeting of the Committee held on 5th June, 1963, having been circulated, be taken as read and signed as a correct record. 3382. Report of Borough Surveyor: RESOLVED: That the Committee receive the report (Allotments) of the Borough Surveyor dated 2nd July, 1963. 3383. Allotment Statistics: RESOLVED: That the Committee receive the Borough Surveyor's report upon the present position of the Council's allot ments. 3384. Borough of Harrow Show, 1963: The Town Clerk submitted letter from the Borough of Harrow Show Committee, regarding the Borough Surveyor's request to limit the number of vehicles using the enclosure at Headstone Manor Recreation Ground, in connection with the Show, and for parking to be restricted to the Pinner View entrance. 335 OPEN SPACES

RESOLVED: That, subject to the ground conditions permitting, the Com mittee agree to car parking arrangements in connection with the 1963 Show being similar to those on previous occasions; and that the Secretary of the Show Committee and the Borough Surveyor be asked to arrange this and other matters to their mutual satisfaction.

3385. Continuing Minutes (Allotments): RESOLVED: That the Committee note the continuing minutes now submitted by the Town Clerk.

3386. Roch Avenue Allotment Site: Proposed Health Clinic: RESOLVED: That the Town Clerk be asked to enquire of the Middlesex County Council as to the present position regarding the proposed use of part of this allotment site for the provision of a Health Clinic.

3387. Allotments: Access Road to Trading Hut: A Co-opted Member raised the question of the use of the access road from The Gardens, Vaughan Road, to the Association's Trading Hut, and complaints from a local resident as to this use, and referred to his dog which was permitted to roam over the allotments. The Borough Surveyor also reported in the matter. RESOLVED: (1) That the use of the access road be in accordance with the requirements of and to the satisfaction of the Borough Surveyor. (2) That the Town Clerk be instructed to warn the dog owner of the Council's regulations prohibiting dogs on Council allotments.

OPEN SPACES MATTERS. 3388. Report of the Borough Surveyor: RESOLVED: That the Committee receive the Borough Surveyor's General Report of 2nd July, 1963.

3389. Proposed Dedication of Land for Open Space: Elms Road, Harrow Weald: With reference to resolution 3353 (5th June, 1963), the Borough Surveyor reported that the developers had agreed to make a contribution of £1,000 as a capital sum towards the estimated annual cost of maintaining these two areas of land and, in addition, they would undertake works in connection with planting and seeding the land. The Town Clerk reported upon possible conditions, which could be included in the conveyance of these properties, regarding the future mainten ance of the open spaces. RESOLVED: That further consideration of this matter be deferred for a report by the Town Clerk upon any conditions imposed on the sale of these properties affecting the maintenance of the open spaces.

3390. Vandalism: RESOLVED: (1) That the Committee receive with regret the report of the Borough Surveyor upon recent vandalism in the following Open Spaces and place on record their condemnation thereof: — (a) Canons Park: W.C. Pan broken in gents' convenience, two park seats damaged, three newly-planted trees destroyed. (6) Harrow Recreation Ground: One park seat damaged near Hindes Road entrance within 24 hours of erection. (c) Montesole Playing Fields: Three park seats damaged. OPEN SPACES 336

(d) Alexandra Park and Yeading Walk. Night of 6th/7th June, petrol storage bins broken into and approximately 12 gallons petrol stolen. As a result of a report by a local resident to the Police, two men were apprehended and the petrol recovered. (2) That the Borough Surveyor be asked to thank, on behalf of the Commit tee, the resident who reported the theft. 3391. Canons Park: Fencing: RESOLVED: That the Borough Surveyor be instructed to invite tenders for enclosing with 6 ft. plastic-covered chain link fencing and gates the remainder of this park on the Canons Drive boundary. 3392. Shaftesbury Playing Fields: Pinner Rugby Football Club: RESOLVED: That the Committee grant an application from the Pinner Rugby Football Club for the use of a Rugby pitch at this ground on Wednesday, llth September, 1963, for a special game. 3393. Byron Recreation Ground: The Borough Surveyor reported that the gas supply installation serving the Bowls Pavilion and Cafe building at this ground had become badly holed and waterlogged and required complete renewal. He submitted a quotation of £181 11s. 3d. from the North Thames Gas Board for renewing this service and an alternative quotation from the Eastern Electricity Board of £193 9s. for installing an electricity supply to the two buildings which would provide two lighting points and two power points in each. He reported upon the present condition of the Cafe building and stated that the Caterer's Agreement did not expire until 30th April, 1965, and that the Caterer preferred to have electricity as it would enable him to give a better service to the public, and in support of his request he would be willing to bear the difference in the cost of installation. RESOLVED: That the Borough Surveyor be instructed to arrange for the installation of an electricity supply to the Bowls Pavilion and the Cafe building in the Byron Recreation Ground, at a cost of £193 9s., and that the offer of the Caterer to assist with the cost of installation be accepted. 3394. Cannon Lane Plant Nursery: Provision of New Greenhouses: With reference to resolution 3350 (5th June, 1963), the Borough Surveyor reported that some of the firms invited to submit tenders for the greenhouse heating had declined to quote and, upon the authority of the Chairman, a further six firms had been invited to tender. He also reported that these, and the tenders for the provision of three greenhouses, foundations and walling, would be received on 10th July, 1963, and that it would be desirable for a recommendation to be submitted to the next Council meeting on 25th July, 1963, accepting the tenders. RESOLVED: That the Committee confirm the action of the Chairman and authorise the Vice-Chairman to accept the lowest tenders, in each case, for the provision, heating and installation of greenhouses at the Plant Nursery, so that the financing of the scheme can be considered by the Finance Com mittee on 15th July, 1963, and a recommendation submitted to the Council at their meeting on 25th July, 1963. 3395. Local Government Superannuation Act, 1937: Extension of Service of Employee: The Borough Surveyor reported that Mr. H. F. Meads, a patrol man in the Open Spaces Section, who was 65 on 15th October, 1962, had applied for a further extension of his service, the Council already having agreed an extension of one year to 14th October, 1963. Mr. Meads had 337 OPEN SPACES

produced a medical certificate as to his fitness for further employment, and the Borough Surveyor reported that, in view of the continuing difficulty in recruiting suitable patrolmen, he recommended an extension for a further 12 months. RESOLVED: That the Establishment Committee be recommended to agree to an extension of service accordingly. 3396. Tea Breaks for Manual Workers: The Borough Surveyor reported that, in 1951, the Establishment Committee had considered the problem of tea breaks for manual workers, and had instructed that this privilege should be enjoyed in the morning and afternoon but that the time for the break should be limited to ten minutes. He was now concerned at the way this privilege was interfering with the progress of work within his department. He believed that the time limit was observed only inasmuch as no more than ten minutes was spent in a cafe, but for many of the manual workers a far longer time was taken in walking to the nearest cafe and returning to their place of work. He suggested that this might be overcome by the Council providing vacuum flasks, making it clear that where the place of work was too distant from a cafe to enable refreshment to be taken within a period of ten minutes from leaving work to return, the workers must use their flasks or forego the privilege. The Borough Surveyor added that, so far as this Committee was con cerned, 250 manual workers on Open Spaces would be involved and one issue of a flask per annum would cost approximately £41. He added that the Highways and Cleansing Committee, on llth June, 1963, had agreed to ask the Establishment Committee to discuss this pro posal in the Workmen's Joint Committee so far as it affected the manual workers engaged in the Highways and Cleansing Sections. RESOLVED: That this Committee also agree to this proposal being referred to the Establishment Committee, with a view to it being discussed at the Workmen's Joint Committee. 3397. The Lodge, Kenton Recreation Ground: 72, Carlton Avenue, Kenton: RESOLVED: That the Committee grant Mr. D. Jones, the Tree Foreman, a licence, at an annual acknowledgement of Is., to use an area of approxi mately 15 square yards at these premises for garage purposes. 3398. Grims Ditch and Montesole Playing Fields: Proposed Cable Way leave: The Borough Surveyor submitted an application from the Eastern Electricity Board for a cable wayleave over Grims Ditch and the sports area of Monte sole Playing Fields for 33 kVA. cable to be laid, at a depth of 3 ft. 6 in., in hand-excavated trenches to be dug during the summer months. Because of the conditions imposed restricting the use of vehicles and permitting inspections of the excavations, as Grims Ditch is an Ancient Monument, the Board had now suggested an alternative route across the southern boundary of Montesole Playing Fields and had agreed to erect temporary fencing to avoid interfering with games on the Open Space. RESOLVED: That the Committee agree to the revised route now submit ted by the Borough Surveyor, for the electricity cables, and grant the Eastern Electricity Board the necessary wayleave, subject to their provid ing temporary fencing between the cable and the playing area of Montesole Playing Fields while work is in progress, to the reinstatement of the land to the satisfaction of the Borough Surveyor, and to an acknowledgement fee. 3399. Harrow Recreation Ground: The Borough Surveyor reported that, as agreed by resolution 3290 (2nd April, 1963), the Junior team of the Harrow St. Mary's Social and Athletic Club were informed that, as they were using the main pavilion in this recreation ground instead of that allocated with the pitch used by them, it would be necessary for them to pay an increased fee of £5 for the season 1962/63 because of the extra facilities provided in the pavilion. He now submitted an application from the Club for this fee to be waived for the 1962/63 season, as any charge levied on the young players was based on the fees to be paid at the beginning of the season and it would be difficult to collect fees now that the season had ended. RESOLVED: That, in the circumstances, the Committee agree to waive this additional fee for the 1962/63 season. 3400. Report of the Borough Architect and Planner: RESOLVED: That the Committee receive the report of the Borough Architect and Planner of 2nd July, 1963. 3401. Centenary Park: Main Pavilion and Convenience: RESOLVED: That the Committee receive, with pleasure, the report of the Borough Architect that, apart from minor items of decoration and the connection of the mains water supply, this pavilion was now completed. 3402. Charles Crescent Swimming Bath: Car Parking Facilities: With refer ence to resolution 3307 (2nd April, 1963), whereby the Committee had agreed to obtain the District Valuer's report with a view to acquiring, in conjunction with the Highways and Cleansing Committee, two properties in Bessborough Road, Harrow, for car parking and access purposes in con nection with the Charles Crescent Swimming Bath, the Borough Architect reported that if this land was exchanged for housing land in Charles Crescent and Wood Close it would be possible to provide six housing units thereon. But to provide a more compact layout it would be desirable to obtain a further adjoining property in Bessborough Road and use part of the gardens of houses in Charles Crescent. RESOLVED: That the question of the use of the sites in Bessborough Road for housing purposes be referred to the Housing Committee for their observations. 3403. Harrow Weald Cemetery: Proposed Superintendent's Lodge, Office, Waiting Room and Staff Accommodation: With reference to resolution 3356 (5th June, 1963), the Borough Architect reported that planning consent had been granted for this development and that tenders would be received on 9th July, 1963, and that it would be desirable for a recommendation to be submitted to the Council meeting on 25th July, 1963, to enable this work to proceed as soon as possible. In addition to the price of the tender, he reported that provision should be made for the following items: — £ Private Architect's fees ...... 600 Clerk of Works'salary ...... 150 Furniture and Fittings ...... 450 Layout works by direct labour ...... 300 £1,500 339 OPEN SPACES

RESOLVED: That the Vice-Chairman be authorised to accept the lowest tender for this work, so that the financing of the scheme can be considered by the Finance Committee on 15th July, 1963, and a recommendation sub mitted to the Council on 25th July, 1963, and that the sum of £1,500 for the ancillary items referred to above be added to the price of the accepted tender. 3404. The Tithe Barn, Headstone Manor Recreation Ground: With reference to resolution 3303 (2nd April, 1963), the Town Clerk reported upon the replies received from the under-mentioned bodies for a grant towards the cost of restoring the Tithe Barn in this recreation ground: — The National Trust. The Historic Buildings Council for . The Pilgrim Trust. The Society for the Protection of Ancient Buildings. RESOLVED: (1) That the Town Clerk be instructed to pursue the applica tion to the Historic Buildings Council and also to enquire of the Middlesex County Council whether they will assist with the cost. (2) That the question of the future use of the Barn, when restored, as a Municipal Museum be referred to the General Purposes Committee for their observations.

3405. Golf Course: Sale of Land Adjoining 41, Woodcroft Avenue, Stanmore: The Town Clerk submitted letter, dated 25th June, 1963, from the County Valuer, stating that the owner of 41, Woodcroft Avenue, had built a garage adjoining his property, and that part of it stood on land forming part of the Stanmore Golf Course, which is owned by the County Council with a contribution from the Corporation towards its purchase. He also submitted provisional terms which the County Valuer had negotiated with the owner of No. 41 for the sale of the piece of land involved, which com prises some 11-5 square yards, and sought the Council's concurrence to the terms of the sale. RESOLVED: That consideration of this matter be deferred for a further report by the Town Clerk.

3406. Interment of Cremated Remains: RESOLVED: That the Committee receive and note the report of the Town Clerk that the Ministry of Housing and Local Government had now indicated that, in their view, cremated remains may be interred without any licence or approval, except where this takes place in a closed Church of England churchyard.

3407. Pinner New Cemetery: Application to Erect Memorial: The Town Clerk submitted application from Mr. F. J. Robinson, of Croxley Green, for permission to buy Grave Space D7-49 in the Children's Section of this Cemetery to erect a memorial to his adult son, who died on 10th February, 1963, and was cremated at Garston, as this grave space adjoined that of his grandson, who also died on the same day. Because of domestic reasons it was not possible to add a memorial to the grandson's headstone. RESOLVED: That Mr. Robinson be informed that the Committee regret that they cannot permit this memorial to be erected in the Children's part of the Cemetery. (Note: Councillor Lanning voted against this resolution.) OPEN SPACES 340

3408. Little Common, Stanmore: Builder's Shed and Rubbish: With reference to resolution 3314 (2nd April, 1963), the Town Clerk reported that, at Harrow Magistrates' Court on 21st June, 1963, a local builder summonsed for erecting a builder's shed and dumping rubbish on Little Common, Stanmore, was fined 40s., with £2 2s. costs, in respect of the shed, but the case in respect of the rubbish was dismissed. RESOLVED: That the report be received and noted. 3409. Dates of Meetings of Committee: RESOLVED: That the meeting of the Committee to be held on 31st December, 1963, be brought forward to Friday, 20th December, 1963. 3410. 3415. Manual Workers: Work Study: Incentive Bonus Scheme: The Town Clerk reported that the Council, on 27th June, 1963, agreed to the withdrawal of recommendation I of the report of the Establishment Committee of 10th June, 1963, as to the introduction of an incentive bonus scheme based upon work study, to enable this Committee and other Standing Committees affected to consider the implications of the scheme. RESOLVED: That consideration of this matter be deferred until the next meeting for a full report from the Officers as to how this scheme will affect the Open Spaces Section of the Council.

3416. Pleasure Ground Byelaws: The Town Clerk reported that the applica tion of the Council's Pleasure Ground Byelaws to The Viewpoint, Old Redding, and Kenmore Park Children's Playground, Kenton, and the amend ment of the existing Byelaws to prohibit horse-riding in the Pleasure Grounds, will take effect on 1st August, 1963.
