331 Redevelopment 331 REDEVELOPMENT RESOLVED: That the Committee agree to the principle of the Borough Surveyor continuing his negotiations in this matter with the British Railways Board, it being understood that the Highways and Cleansing Committee will proceed in close consultation with the Redevelopment Committee. 67. Land Maintained as a Garden at Junction of Chapel Lane and Bridge Street and former Pinner Parish Hall, Pinner North and Hatch End: The Town Clerk submitted an enquiry from Surveyors, stating they had been in­ structed to ascertain whether or not there is any possibility of acquiring the land at the end of the High Street, Pinner, for the purposes of ultimate re­ development. The Town Clerk reported that the Corporation do not own the land. RESOLVED: That the General Purposes Committee be requested to con­ sider asking Middlesex County Council to arrange for the early sale to the Corporation of the land at the junction of Chapel Lane and Bridge Street, Pinner, including the site of the former Pinner Parish Hall, which may be surplus to highways requirements; and that the above-mentioned Surveyors be informed of the ownership position. PART I.—RECOMMENDATIONS. RECOMMENDATION I: Canons Park: Proposed Car Park. Your Committee propose to fence and gate the remainder of this Park along the Canons Drive boundary, and tenders are being invited for this work. However, as this boundary forms the nearest point of access to the King George V Memorial Garden, which is extensively used by car owners who usually park their vehicles on the unfenced grass area, it is considered desir­ able that a car park should now be provided near this boundary. The Borough Surveyor has submitted a scheme at an estimated cost of £600, and there is a lump sum provision in the current Capital Estimates of £4,000 for providing car parks in various open spaces. Resolved to RECOMMEND: That the Council agree to the provision, by direct labour or under the Annual Contracts, of a car park in Canons Park near the Canons Drive entrance, at a cost not exceeding £600. (Note: The Finance Committee recommend that this expenditure be met by loan.) OPEN SPACES 332 RECOMMENDATION II: Montesole Playing Fields: Provision of Gate and Fencing at Entrance. Your Committee wish to provide a gate and fencing at the Pedestrian entrance to the Montesole Playing Fields by the public convenience in Uxbridge Road, together with a footway inside the ground for a distance of approxi­ mately 40 yards, at an estimated cost of £125. There is provision of £250 in your Committee's Capital Estimates to cover this and other proposed schemes and authority is sought for this work to be carried out by direct labour or under the Annual Contracts. Resolved to RECOMMEND: That the Council agree to the provision, by direct labour or under the Annual Contracts, of a gate and fencing at the pedestrian entrance to these Playing Fields, together with a footway inside the ground for a distance of approximately 40 yards, at a cost not exceeding £125. (Note: The Finance Committee recommend that this expenditure be met from the Capital Fund.) RECOMMENDATION III: Harrow Weald Recreation Ground: Car Park. Included in your Committee's Capital Estimates is a sum of £8,420 for the development of this recreation ground, including the provision of a car park. Loan sanction has already been received for works totalling £7,000, but these do not include the car park, and your Committee now wish to construct the first instalment of the ultimate car park, to accommodate 30 cars, alongside the proposed tennis courts, at an estimated cost, including drainage, of £1,600. It is understood that space will still be available for a further extension to take another 22 cars, and a scheme for this, and other development work, will be submitted at a later date. Resolved to RECCOMEND: That the Council agree to the provision by direct labour or under the Annual Contracts of a car park in the Harrow Weald Recreation Ground, alongside the proposed tennis courts, at a cost not exceeding £1,600, for the first instalment. (Note: The Finance Committee recommend that this expenditure be met by loan.) RECOMMENDATION IV: Land at Sylvia Avenue, Hatch End. The Council will recall that some 2-72 acres of land in Sylvia Avenue, Hatch End, were acquired, pursuant to a Purchase Notice, and that it was agreed the land should be used for open space purposes, including the use by local youth organisations for headquarters or other purposes. Negotiations have taken place with the Surveyor for the Hatch End Sea Cadet Corps, for the use of part of the site for the provision of a Headquarters building with a security boundary fencing. Provisional terms have now been agreed, and the Committee recommend that a lease should now be granted. The Pinner and Northwood District Boy Scouts' Association also wish to have the occasional use of another part,of the site, but, as this use does not involve the Council in laying out the land', it is suggested that the use shall be free of charge but subject, at all times, to the satisfaction of the Boroush Surveyor. 333 OPEN SPACES Resolved to RECOMMEND: (1) That, subject to the consent of the Ministry of Housing and Local Government and to Planning approval being obtained, the Council agree to lease approximately 1,160 square yards, or thereabouts, of land at Sylvia Avenue, Hatch End, shown on the plan, dated 2nd July, 1963, and signed by the Borough Surveyor, to the Hatch End Sea Cadet Corps for a period of 14 years, with an option to renew, on terms to be agreed by the District Valuer. (2) That the Pinner and Northwood District Boy Scouts Association be granted, free of charge, the occasional use of another part of this site, as indicated on the said plan, for scouting activities, subject to such use being, at all times, to the satisfaction of the Borough Surveyor. (Note: Councillor Shaw, having declared an interest, withdrew from the meeting, took no part in the discussion and did not vote. Councillor Lanning voted against part (1) of this recommendation.) RECOMMENDATION V: Proposed Improvement of Cannon Lane, Pinner, from Village Way to Roxbourne Park. Your Committee are informed that the Highv/ays and Cleansing Committee propose to widen and reconstruct that part of Cannon Lane, Pinner, from Village Way to the entrance to Roxbourne Park. However, part of this road from the railway bridge to the Park entrance is vested in this Committee, and to enable the work to be carried out as a unified highway project it is desirable that this portion of the roadway should be appropriated for highway purposes. Your Committee appreciate that it will be an advantage to the Plant Nursery and the users of Roxbourne Park to have this roadway reconstructed, and fully support the appropriation. Resolved to RECOMMEND: That, subject to the consent of the Ministry of Housing and Local Gov­ ernment, the Council agree to the appropriation for highway purposes of that part of Cannon Lane, Pinner, from the railway bridge to the entrance to Roxbourne Park, as shown on the plan, dated 2nd July, 1963, and signed by the Borough Surveyor. RECOMMENDATION VI: Pinner Park Farm: Land Adjoining Headstone Railway Bridge. By resolution 3104 (25th September, 1962), your Committee agreed, subject to the concurrence of the Middlesex County Council and to planning consent being obtained, to lease to Messrs. William Dear and Co., approximately 3-6 acres of land adjoining the railway bridge at Headstone Lane, and forming part of Pinner Park Farm, for use as nursery garden supplies. The Middlesex County Council have now agreed to this lease, and limited planning consent until 24th June, 1967, has been given, allowing the land to be used for nursery garden supplies. The District Valuer's report has also been received, recommending a lease for seven years at a rental of £200 p.a. As the planning consent expires on 29th June, 1967, it is recommended that the lease should be granted until that date with an option to continue for the full seven years should the planning consent be renewed. Resolved to RECOMMEND: That the Council agree to lease to Messrs. William Dear and Co. approxi­ mately 3-6 acres of land adjoining the railway bridge at Headstone Lane, and forming part of Pinner Park Farm, for a term of seven years, with a OPEN SPACES 334 break clause at 24th June, 1967, for planning consent to be renewed, at a rent of £200 p.a. and subject to such other terms as agreed by the District Valuer and the parties concerned, including the Middlesex County Council. RECOMMENDATION VII: North London Collegiate School, Canons Park Open Space: Howberry Road Entrance. Your Committee report that, following their decision to enforce the Byelaws prohibiting vehicles in Canons Park, the North London Collegiate School claimed a right of way for vehicles over the roadway between the Howberry Road entrance and the School, and applied for a declaration to this effect in the High Court. The dispute was then referred to the General Purposes Com­ mittee, who, after a meeting between representatives of the parties at the School, approved a settlement of the dispute on agreed terms.

    APPENDIX A HARROW OPEN SPACE STRATEGY Introduction Good quality green spaces are an essential component of the urban fabric of Harrow and make a profound contribution to the quality of life of local communities. They offer a wide range of economic, social, environmental and health benefits. Adopting a strategic approach to the management of open spaces will maximise the value of capital investment and revenue expenditure. Open space in this strategy is a generic term covering a wide spectrum of different types of spaces – from parks to small grassed areas in housing estates, play areas, woodlands and natural areas and allotments – that are available for communities to use and enjoy. Approximately a quarter of all land in the borough comprises public or private green space. Harrow’s green corridors are a key element of the emerging Green Grid which was st approved by Cabinet on 21 July 2011. This aims to create a network of interlinked multi- purpose open spaces with good connections to the areas where people live and work, public transport, the green belt and the Thames. Why do we need an Open Space Strategy? An Open Space Strategy has to fulfil a number of needs. These include: • demonstrating the value of open space in achieving corporate, strategic and community objectives; • reinforcing local identity and civic pride; • addressing any deficiencies in the quality of existing provision so that open spaces enhance the quality of life of local communities and the environment; • achieving standards of maintenance that reflect the expectations

It consists of a narrative report, a Borough map with our proposed ward boundaries and a spreadsheet which includes the electorate forecast figures for each proposed ward. This submission was approved at a meeting of the Council’s Licensing and General Purposes Committee held on 4 October 2018; the Committee has delegated authority to determine matters related to electoral arrangements in the Borough. As required by the procedures established by the Commission, the submission is based on the Council size of 55 councillors, the figure the Commission agreed it was “minded to” recommend. However, at the meeting, certain Members expressed their concerns at the proposed reduction in the number of councillors and, in particular, its implications for the democratic representation of local residents in the future. The Committee resolved to request the Commission to reconsider its view on the appropriate Council size and agree to retain the current number of 63 councillors for Harrow Borough.
