    California Elections and Community College Measures November 2016 Election Round Up November 14, 2016 OVERVIEW While the election was last week, ballots are still being counted and final certified results are due to the Secretary of State for presidential electors on December 6, 2016, and for all other state contests on December 9, 2016. The Secretary of State will certify the statewide results by December 16, 2016. Until the results are certified, the outcome of close races may change from what is presented below. Focusing on results affecting California Community Colleges, the election provided mostly positive results including the passage of the statewide bond measure, Proposition 51, as well as a number of local bonds. Californians passed several tax measures including Proposition 55, which will continue to provide funding for education. Voters in San Francisco passed an extension of the parcel tax to help fund the City College of San Francisco as well as another local measure that increases the transfer tax rate for sales of residential and commercial properties. Proponents state, that with the passage of this measure, the City of San Francisco could provide free community college. Funds from this local measure will go to the City’s general fund; however, in July, the Board of Supervisors passed a resolution making the City College of San Francisco free for residents a top priority for the new revenue. If results hold in the State Assembly, the Democrats will have gained a supermajority with three seats switching party hands. However, this could change because one of those seats remains a close contest in Assembly District 55 and all three changes are needed for a supermajority.

Summary Each year, Alameda CTC adopts a Legislative Program to provide direction for its legislative and policy activities for the year. The purpose of the Legislative Program is to establish funding, regulatory and administrative principles to guide Alameda CTC’s legislative advocacy. It is designed to be broad and flexible, allowing Alameda CTC to pursue legislative and administrative opportunities that may arise during the year, and to respond to political processes in the region as well as in Sacramento and Washington, D.C. Legislative, policy and funding partnerships throughout the Bay Area and California will be key to the success of the 2021 Legislative Program. The 2021 Alameda CTC Legislative Program retains many of the 2020 priorities and is divided into 5 sections: 1. Transportation Funding 2. Multimodal Transportation, Land Use, Safety and Equity 3. Executive Director - Nick Matteis California Election Update by Dennis Albiani, Legislative Advocate The votes have been tallied and while most of the nation witnessed a wave of Republican victories in Washington and state capitals, here in California, Democrats have secured a two-thirds supermajority in both the Assembly and Senate. In the Assembly, the Democrats picked up the necessary two Republican seats to gain a two-thirds supermajority. Democrat Josh Newman defeated Assembly Member Ling Ling Chang for the 29th Senate District. In two rematches, former Democrat Assembly Member Al Muratuschi regained his seat taken by Republican Assembly Member David Hadley (District 66) and former Democrat Assembly Member Sharon Quirk-Silva (District 65) regained her seat taken by Republican Assembly Member Young Kim (District 65). Democrat challenger Sabrina Cervantes also edged out incumbent Republican Assembly Member Eric Linder (District 60). In two other races, Assembly Member Catharine Baker (District 16) was able to fend off a challenge from Democrat Cheryl Cook-Kallio and Assembly Member Marc Steinorth (District 40) defeated Democrat Abigail Medina.

City of Santa Monica Court of Appeal, Second Appellate District, Division Eight, Case No. B295935 Los Angeles Superior Court Case No. BC616804 Dear Chief Justice and Associate Justices of the California Supreme Court: In its July 9, 2020 Opinion, the Court of Appeal held that the California Voting Rights Act (Elections Code 14025-14032, “CVRA”) only applies to jurisdictions in which a minority community is numerous and geographically concentrated enough to comprise the majority of voters in a compact election district. The Court of Appeal reasoned that only with a majority in an election district could a minority community elect its preferred candidates. Our collective experience, as Latino, Black and Asian Pacific Islander elected officials in California demonstrates that the Opinion is wrong. As discussed below, nearly half of us were elected to the Legislature by districts where the corresponding minority community accounts for between 20% and 49% of the district’s eligible voters. Still, it is, in part, because of the strong support we receive from our respective minority communities that we have prevailed in elections. Not only is the Opinion wrong, it is horribly damaging to the voting rights of millions of Californians, and the prospects for the next generation of minority leaders. Because California is exceptionally diverse (one of our state’s great strengths), and not as segregated as the Deep South (at which the federal Voting Rights Act of 1965 was directed), minority communities are not compact enough to comprise the majority of voters in an election district in many jurisdictions.
