    Chapter 1 Green Parties and Elections, 1979–2019 Green parties and elections to the European Parliament, 1979–2019 Wolfgang Rüdig Introduction The history of green parties in Europe is closely intertwined with the history of elections to the European Parliament. When the first direct elections to the European Parliament took place in June 1979, the development of green parties in Europe was still in its infancy. Only in Belgium and the UK had green parties been formed that took part in these elections; but ecological lists, which were the pre- decessors of green parties, competed in other countries. Despite not winning representation, the German Greens were particularly influ- enced by the 1979 European elections. Five years later, most partic- ipating countries had seen the formation of national green parties, and the first Green MEPs from Belgium and Germany were elected. Green parties have been represented continuously in the European Parliament since 1984. Subsequent years saw Greens from many other countries joining their Belgian and German colleagues in the Euro- pean Parliament. European elections continued to be important for party formation in new EU member countries. In the 1980s it was the South European countries (Greece, Portugal and Spain), following 4 GREENS FOR A BETTER EUROPE their successful transition to democracies, that became members. Green parties did not have a strong role in their national party systems, and European elections became an important focus for party develop- ment. In the 1990s it was the turn of Austria, Finland and Sweden to join; green parties were already well established in all three nations and provided ongoing support for Greens in the European Parliament.

    THE POLITICS OF CARE' Laura T. Kessler INTRODUCTION Can family caregiving be a form of political resistance or expression? It can, especially when done by people ordinarily denied the privilege of family privacy by the state. Feminist and queer theorists within law have, for the most part, over- looked this aspect of caregiving, regarding unpaid family labor as a source of gender-based oppression or as an undervalued public commodity. Conse- quently, prominent feminist and queer legal theorists have set their sights on wage work1 or sexual liberation2 as more promising sources of emancipation for women. Although other legal feminists continue to focus on the problem of devalued family labor, these theorists tend to justify increased support for care work primarily on the benefits it confers on children and society, on liberal theories of societal obligation, on ending gender oppression, or on simple hu- man needs.3 This article examines a less well-explored conception of family caregiving within the feminist and queer legal theory literature, revealing the way that family caregiving can be a liberating practice for caregivers qua caregivers. Specifically, care work can constitute an affirmative political practice of resis- tance to a host of discriminatory institutions and ideologies, including the fam- ily, workplace, and state, as well as patriarchy, racism, and homophobia.     What next for European social democracy? The Good Society Debate and beyond Henning Meyer and Karl-Heinz Spiegel I. Introduction The Good Society Debate, which was hosted on the website of the Social Europe journal in cooperation with Soundings, the Friedrich-Ebert-Stiftung (FES) and Compass, was the first of its kind. Our intention was to use the opportunities that easily accessible new media provide to bring together thinkers from all over Europe (and beyond). The future of European social democracy, with Jon Cruddas and Andrea Nahles’s Building the Good Society paper as point of reference, was the guiding topic of the debate, and the series of election defeats for social democratic parties in most European countries provided the political background. When we conceived the idea of the debate, we were hoping to get forty contributors together. In the end it was ninety people who contributed, many of whom took the initiative and contacted us to offer their contribution as the debate progressed. We had more than 22,000 visitors who viewed more than 51,000 pages over the course of the debate. This is a remarkable result given the very specialist nature of the discourse. These statistics clearly show that there was a strong desire amongst left-of-centre academics, politicians and activists to openly debate the current state of social democracy in Europe, and that there were many more who took an interest in our deliberations, from Tasmania in the south to Alaska in the north. Such a long and broad debate invariably presents a lot of different viewpoints and it was sometimes hard to keep up with the reading due to the number of articles published each day.

    A Jurisprudence of Nonviolence YXTA MAYA MURRAYt Is there a way we could theorize about law that would make the world a less violent place? In the 1980s, cultural, or "different voice," feminist legal theory seemed poised to take up the mantles of Mohandas Gandhi and Martin Luther King by incorporating nonviolent values into society and the law. Based on the work of psychologist Carol Gilligan, cultural feminist legal theory valorizes the supposedly female virtues of caretaking and connectivity.' As elaborated by theorists such as Robin West, 2 Martha Minow, Joan Williams, and Christine Littleton,5 it also celebrates women's "ethic of care," which is a brand of moral reasoning that emphasizes empathy, particulars, and human relationships, as opposed to men's "standard of justice," which stresses individualism, abstraction, and autonomy. 6 Though these cultural feminists wrote on issues such as employment law7 and family law,8 their ideas about caring also promised to transform criminal law, Second Amendment jurisprudence, and international law.     Peace is an Ecosocialist Issue: Some Experiences from Local UK Politics and Suggestions for Global Action Judith Watson* It is difficult to comprehend why the world should be in a state of conflict more than 25 years after the fall of the Berlin Wall, and hard not to conclude that armed conflict is intrinsic to capitalism. There is a problem with the post-war settlement, forged at Potsdam and Yalta, yet it is the only settlement that we have. The United Nations is hardly succeeding, yet we cannot admit its failures without suggesting that we dissolve the community of nations and elect another one. It seems, as Noam Chomsky has long pointed out, that the USA in particular needs to have a bogeyman; if not communism then resurgent Islam. The ecosocialist implications of permanent warfare are almost too simple to state in an academic journal. • War can be caused by environmental damage. The Syrian conflict seems to have been exacerbated by the drought of 2007 to 2010. The uprising started in March 2011. • War is an environmental disaster in its own right. • War divides people when they should be united, and is an obstacle to building the necessary counter-hegemony for a transition to socialism and to a low-carbon economy. There is also the question of the armaments industry itself, a lucrative, though not essential, component of the industrial base of some capitalist states. I would like to argue that building a strong international peace movement is an important task for the ecosocialist movement, even as it is building up its own strength.

    The case for parliamentary reform Caroline Lucas MP Contact Melissa Freeman, Parliamentary Press Officer to Caroline Lucas, 0207 219 0870, [email protected] Introduction This report makes the case that the procedures and processes of the House of Commons are in urgent need of reform. This is hardly a new observation. However, at a time of austerity, the extent of the inefficiency, together with the financial cost to the taxpayer of such time-wasting processes, take on a new, more urgent significance. The reforms outlined below would be straight-forward and cost-effective to achieve. Some build on previous proposals from the Wright Committee1 and from the Select Committee2 on Modernisation of the House of Commons3. Some have been agreed in the past, but not implemented. A few are new proposals, drawn in particular from experience in other legislatures. Others were rejected by previous Parliaments at a different time. A new Parliament, in new circumstances, should examine them again. Among the report‟s proposals are: The introduction of electronic voting, which it is estimated could save 1.5 hours or more4 of MPs‟ time a week.   • A Criticism of the Transitions Literature Is That It Sees Climate Change As A
    A criticism of the transitions literature is that it sees climate change as a problem that can be adapted to by having technical innovations, developed by the private sector, rolled out into society via supportive public policy and market incentives. There is no opposition or inertia; no losers or vested interests. It is a process without politics. Pessimism of the intellect Bush Senior at the Rio Conference in 1992 A decade later Bush Junior said that the Kyoto Protocol is unfair to the US because it exempts big countries like China and India from carbon dioxide reduction. 'I will not accept a plan that will harm our economy and hurt American workers’. Why pessimism? - Politicians trapped in games structured by the defence of ‘national interests’, the electoral cycle, etc. - Misinformation - Vested interests in the carbon economy as a result of direct financial relation (profit/wage) or because political legitimacy has become reliant on emissions - Problem presented as an immediate threat to way of life (or so distant and catastrophic as to invite fatalism) Optimism of the will Re-defined the limits of the possible in society and overcame detractors who said it couldn’t/wouldn’t/shouldn’t work - Climate equivalent of Apollo project: technological breakthrough and civilian deployment - Green New Deal: state-led employment programmes in low-carbon infrastructure and energy production; green investment banks for private sector - Avoid climate apartheid and internationalise struggle - Eco-socialism, and more recently, agro-ecology Although longer projects, each has its moment of triumph Gramsci He was a founding member and one time leader of the Communist Party of Italy and was imprisoned by Benito Mussolini's Fascist regime in the 1920s.
