MATTERS RAISED WITH PERMISSION 1. On the 22nd July, 2003, Shri Pranab and others raised a matter regarding admissibility of the following motion given under Rule 168 of the Rules of Procedure and Conduct of Business in the Council of States:— “This House is of the opinion that the partisan manner in which CBI is utilized to abuse the legal process to subvert the rule of law in Babri Masjid demolition case, is highly condemnable.” Shri , Minister of Law and Justice and Minister of Commerce and Industry responded. Thereafter, the Chairman gave the following ruling:— “The Notice of Motion received by me today has been given under Rule 168 of the Rules of Procedure and Conduct of Business in . I have examined the notice in the light of Rule 169, which gives the conditions of admissibility for such Motions. Rule 169(viii) states that ‘It shall not relate to any matter which is under adjudication by a court of law having jurisdiction in any part of .’ The Babri Masjid Demolition case which has been mentioned in the notice is under adjudication in a court of law and, therefore, I cannot permit admission of Motion under Rule 168.” On request of some Members to reconsider his decision on the admissibility of the Motion given under Rule 168 of the Rules of Procedure and Conduct of Business in the Council of States by Shri , the Chairman agreed to consider permitting a general discussion. 2. On the 28th July, 2003, Shri Arjun Singh and others raised a matter regarding political situation in the North-Eastern States specially Arunachal Pradesh. Shrimati , Minister of Health and Family Welfare and Minister of Parliamentary Affairs responded. Shri Pranab Mukherjee and others demanded a statement from the Government concerning political situation in the State of Arunachal Pradesh. Shri , Minister of Finance and Leader of the House responded.

On the 29th July, 2003, Shrimati Sarla Maheshwari raised a matter regarding need to retain Munshi Premchand’s novel ‘Nirmala’ in the CBSE syllabus and to celebrate his birthday as ‘Sahitya Diwas’. 4. On the 29th July, 2003, Shri Sanjay Nirupam raised a matter regarding bomb explosion in a bus at Ghatkopar, Mumbai on the 28th July, 2003 and in other parts of the city during the last eight months. 5. On the 29th July, 2003, Shri S.S. Ahluwalia raised a matter regarding raid by Vigilance Department on the official residence of Shri Sukhbir Singh, Member, Rajya Sabha on the 25th July, 2003. 6. On the 30th July, 2003, Shri Nilotpal Basu raised a matter regarding reported controversy over the Taj Corridor Project. Shri L.K. Advani, Deputy Prime Minister responded. 7. On the 1st August, 2003, Shri Nilotpal Basu raised a matter regarding filing of a petition in the by the National Human Rights Commission for retrial of the Best Bakery and three other cases outside the State of . 8. On the 5th August, 2003, Shri Suresh Pachouri raised a matter regarding reported supply of synthetic milk in . 9. On the 19th August, 2003, Prof. Ram Gopal Yadav raised a matter regarding harassment caused to Shri Amar Singh, Member, Rajya Sabha by the Government of . The Chairman directed the Government to clarify the position. Shri O. Rajagopal, Minister of State in the Ministry of Defence and Minister of State in the Ministry of Parliamentary Affairs responded. 10.On the 21st August, 2003, Shri Rama Shanker Kaushik raised a matter regarding entry of a person in the Parliament House precincts in the guise of the Minister of Shipping. 11.On the 21st August, 2003, Shri P.G. Narayanan and others raised a matter regarding need to devise a distress sharing formula on failure of monsoon and release of Cauvery water to the State of Tamil Nadu. Shri O. Rajagopal, Minister of State in the Ministry of Defence and Minister of State in the Ministry of Parliamentary Affairs responded.
