COLCPE Automatic Contributors Every contribution helps ost supporters of the NALC’s political action fund give through automatic deductions from Mtheir paycheck, annuity or a bank account, and we begin our annual tribute with these reliable donors. This section lists active and retired members who made donations through payroll deduction or through automatic deductions from an annuity or bank account in 2014. Automatic deduction, including those who give at the “Gimme 5” level of $5 per pay period, is easy—you sign up and you’re done. No check to write, and the donation is spread out across the year. Automatic donations are also helpful to COLCPE, since a steady source of funds allows for easier budget choices to put the funds to best use. Supporters who made both automatic deductions and additional separate, occasional donations will fi nd their names listed only in this section with their totals including both kinds of donation. Signed Page 3 ABSTRACT This thesis considers the English parliamentary privilege of freedom from arrest (and other legal processes), 1603-1629. Although it is under-represented in the historiography, the early Stuart Commons cherished this particular privilege as much as they valued freedom of speech. Previously one of the privileges requested from the monarch at the start of a parliament, by the seventeenth century freedom from arrest was increasingly claimed as an ‘ancient’, ‘undoubted’ right that secured the attendance of members, and safeguarded their honour, dignity, property, and ‘necessary’ servants. Uncertainty over the status and operation of the privilege was a major contemporary issue, and this prompted key questions for research. First, did ill definition of the constitutional relationship between the crown and its prerogatives, and parliament and its privileges, lead to tensions, increasingly polemical attitudes, and a questioning of the royal prerogative? Where did sovereignty now lie? Second, was it important to maximise the scope of the privilege, if parliament was to carry out its business properly? Did ad hoc management of individual privilege cases nevertheless have the cumulative effect of enhancing the authority and confidence of the Commons? Third, to what extent was the exploitation or abuse of privilege an unintended consequence of the strengthening of the Commons’ authority in matters of privilege? Such matters are not treated discretely, but are embedded within chapters that follow a thematic, broadly chronological approach.

The county celebrated its 175th year of existence, and the Polk County Historical Museum hosted festivities Tuesday. The birthday cel- ebration took six weeks to plan, according to museum curator Betsy Deiterman. “We had to be sure of the date, research the found- ing of the county and how the division was made, the legislature, then go through the archives and pick inter- esting pictures,” she said. “This was a come-and-go acknowledgement of the birthday for Polk County. We gave away a limited supply of gift bags. Patrons saw lots of photographs from many decades. The oldest photographs are framed and the oldest was in the 1880s.” A pair of photo exhibits are on display at the mu- seum until April 10. Original reports sent to the Colonial Office from Virginia were first microfilmed, and then transcribed for publication. Some of the penmanship of the early part of the 18th Century was like copper plate, but some was very hard to decipher, and where the same name was often spelled in two different ways on the same page, the task was all the more difficult. May the various lists of pioneer Virginians contained herein aid both genealogists, students of colonial history, and those who make a study of the evolution of names. In this event a part of my debt to other abstracters and compilers will have been paid. Thanks are due the Staff at the Public Record Office for many heavy volumes carried to my desk, and for friendly assistance.
