Introduction He kupu whakataki All the fees and charges listed are the maximum that will be required to be paid for any particular service or item. Council reserves the right, at its absolute discretion, to charge a lesser Fees and charges are GST inclusive amount for any particular service or item in any case where it is of (at 15% GST) the opinion that that is reasonable and fair, or in accordance with Council policy. If you wish to access a soft copy of the Fees and Charges 2017-18, this document is also available from the Council’s website at www.southwaikato.govt.nz.  Council will accept payment by credit card for rates, infringements and other fees and charges.

In order to increase transparency, Council updates the fees and charges during the Long Term Plan process for a three year period. 2017-18 is the final financial year of the current Long Term Plan, so this document includes previous fees for 2016-17 but not proposed fees for 2018-19 as these will be updated in the 2018-28 Long Term Plan process. Every year the cost of providing Council services increases, so most fees and charges are increased annually by the Local Government Cost Index (3%). There are two reasons for not increasing fees by the Local Government Cost Index: 1. Rounding - fees won't be increased until the new fee is at a logical value that is sensible to collect (e.g. a fee of $125 will increase to $130 and then stay at that level for two years before rising again). 2. When there are legislative or other cost drivers that mean the value will be more or less than the cost index increase. Please note that you never pay twice for the same thing. Council uses a combination of rates, user charges, loans and subsidies to fund each activity. Our Revenue and Financing Policy (the policy) guides how Council makes these decisions. Under the policy, Council takes into account who benefits from a service, and then decides how that activity will be funded. This includes setting the balance between user fees (what you pay at the counter) and rate input (what is included in your rates) for each service. Council has worked out how much money will be needed for each activity in the coming year, and how much will come from each type of fund. The graph below shows in percentages how much comes from rates or other funds (correct to within 5%) to pay for the total cost of each activity.

*Please note that for Roading 46% of money comes from rates, the other 54% comes from Transport Agency subsidies. **The money from water also includes income from water meters For example, if the cost of providing a service is $100,000 a year and the ratio set in the policy is 70% user fees and 30% rates, then Council needs $70,000 from user fees. If the income from the service falls, or if more funding for the service is required, then the user fees have to go up because we still need to meet the policy and provide the service. The fees and charges in this document are proposed to apply from 1 July 2016 to 30 June 2017, and are shown as GST inclusive (at 15% GST).
