Kambalda Waste Transfer Station & Coolgardie Tip The Shire of Coolgardie is constructing a transfer station which will allow for better waste management at the existing landfill site and support improved recycling and reduction of ESPERANCE waste to landfill. Approvals have been obtained by the Shire to build a transfer station in Kambalda which will significantly reduce operating costs. A transfer station is used for the temporary disposal of waste by the community and contractors. Prior to being loaded into larger vehicles, the materials are sorted with valuable resources removed for recycling. The depth of the water table at the Kambalda tip site makes future disposal of waste extremely problematic. The depth of the water table at the Coolgardie tip site is in excess of 25 metres and is therefore, a significant strategic asset to the Shire. The Coolgardie tip site can be licenced to receive waste in excess of the current 5,000 tonnes with waste from

    Proposed class exemption under section 7 of the Water Services Act 2012 : Small local government water services providers Information and issues for consultation The Department of Water is proposing to introduce a class exemption under the Water Services Act 2012 for small local governments who provide sewerage services and/or non-potable water services to fewer than 1000 connections. This consultation is to inform the public interest assessment of such an exemption. The exemption, if introduced, would be for an initial period of five years and reviewed at the end of that period. What is an exemption? In Western Australia, water services are regulated under the Water Services Act 2012 (the Act). A water service includes the provision of a sewerage service (collection, treatment and disposal), water supply, drainage service or irrigation servicer to another party via reticulated conduits and associated works. Under section 5 of the Act, anyone providing a water service is required to be licensed or exempted from licensing. Section 7 of the Act allows the Minister (currently the Minister for Water) to grant a licensing exemption, provided that the exemption is not considered to be contrary to the public interest. The Department of Water undertakes a public interest assessment on each exemption application. The assessment considers a range of criteria, including public health, environmental impacts and social welfare. Exemptions may be granted on a case-by-case basis or for a class of water service providers. A list of current licence exemptions can be viewed on the Department of Water’s website: http://www.water.wa.gov.au/urban-water/water-services/water-service-licensing-and- licence-exemptions What services are proposed for this class exemption? The proposed exemption would be limited to local government authorities who provide sewerage and/or non-potable water services to fewer than 1000 connected properties.

General comments and observations 2. The Shire of Coolgardie The Shire of Coolgardie is approximately 550 kilometres east of Perth. The Shire includes the towns of Bullabulling, Coolgardie, Kambalda East, Kambalda West, Widgiemooltha and the Aboriginal community of Kurrawang. Multiple urban centres within the Shire, in particular the towns of Coolgardie and West/East Kambalda, mean that resources - human, financial and technological must be targeted as equitably as possible to all towns, yet with a consequential loss of efficiency and effectiveness which cannot be completely compensated for in funding determinations of the WA Local Government Grants Commission. Celebrated for the gold and nickel discoveries in Coolgardie and Kambalda, the Shire continues to thrive with a multitude of mining and processing companies operating in the area. The Shire of Coolgardie is home to the largest production of minerals in the Goldfields Region and the third largest in Western Australia, with gold, lithium and nickel mining operations exporting globally.     REPORT FOR SUBMISSION TO THE STANDING COMMITTEE ON ECONOMIC FINANCE AND PUBLIC ADMINISTRATION INTO THE INQUIRY INTO LOCAL GOVERNMENT AND COST SHIFTING The submission is based on the budget format for Local Government in Western Australia and includes areas of operations that the Federal and State Governments require input and assistance from the Shire of Coolgardie. Where possible the financial contribution of Council has been quantified however most comments are of a general nature. SCHEDULE 3: Local Government (Financial Assistance) Act; The establishment of state based Grants Commissions to distribute allocated federal funds has both positive and negative aspects. The positive aspect is that the comparison of Local Governments is done on a state level which may be of benefit rather than trying to ‘equalise’ payments on a comparative basis Australia wide. The negative impact is the 30% of the funds that are allocated on a population basis which assists major metropolitan population centres. The Grants Commission methodology and the equalisation formulae are almost impossible for the lay person to understand and there needs to be greater accountability in this area. Another concern of Council is the category of Urban Rural Small (URS) allocated to Council by the Australian Bureau of Statistics. This is due to the population density in the urban centres of Kambalda and Kambalda West despite the Shire having an area in excess of 30,000 square kilometres. State Agreement Act: WMC Resources Ltd operates under a State Agreement Act for their nickel interests in the Kambalda area. The State Act allows WMC a substantial rates concession in return for the provision of services normally provided by the State Governments.
