Introduction:

Typhoon Tisoy (international name Kammuri) made landfall in , Sorsogon at around 11pm of December 2, 2019. Packing maximum sustained winds of 175 kph, gustiness reaching 240 kph and moving westward at 15 kph, it left trails of devastations in many parts of , including EDUCO program/project areas in the provinces of Sorsogon, , and . All Tropical Cyclone Warning Signals are now lifted and Tisoy has left Philippine Area of Responsibility as of December 4, 2019.

Effects:

Based on the Department of Social Welfare and Development (DWSD) Region V DROMIC Report #7 dated December 4, 2019, the total number of affected families is 55,640 families (232, 208 persons) coming from 669 barangays in the 6 provinces of Bicol region. The total number of established evacuation centers reached 1,021 which catered to 49,034 families (201,308 persons). Meanwhile, the displaced families outside evacuation centers was recorded at 5,362 families (22,702 persons). Two (2) deaths due to hypothermia and drowning in Sta. Magdalena and Bulan were reported during the Sorsogon PDRRMC meeting conducted December 4, 2019.

Many schools have been used as evacuation centers. However, the Department of Education is still collecting and consolidating data from affected schools. Classes are still suspended in the whole region.

According to the Office of Civil Defense (OCD) Region V report dated December 4, 2019, the whole of Bicol region has no electricity yet. Some municipalities of Albay, Camarines Sur and Sorsogon have intermittent communication signals.

Mobility of affected population and accessibility of many areas were major problems until this morning due to fallen trees and electric posts, flooding and limited public transportation with the cancellation of land, sea and air travels. The national road from Manila to Sorsogon is now passable but some municipal and roads are still impassable. As of December 03, 2019, there were 2,652 stranded passengers in the seaports of and Pilar Sorsogon. A total of 44 flights were also cancelled due to the damages sustained in the arrival and departure areas of Legazpi City Airport.

Local markets and business establishments in the affected municipalities are now operational. In Legazpi City, major malls have opened since yesterday, offering free cell phone charging to the public.

Government Response:

As of December 4, 2019, the provinces of Albay, Sorsogon and Camarines Sur had declared a State of Calamity. With the declaration, the LGUs in these provinces can now mobilized 30% of their Local DRRM Fund for emergency response.

DSWD Region V had also provided augmentation support to affected provinces, as follows: 5,000 food packs for Sorsogon; 1,000 family food packs and 2,000 pcs of malong for Catanduanes; additional 3,300 prepositioned goods for Camarines Sur; and 600 family food packs for Vinzons, intended for food for work. DWSD’s Quick Response Teams are on field work for data gathering and needs assessment especially in areas with no communication lines yet. On-going validation is also ongoing for families with totally and partially damaged houses initially reported at 919 and 5,908, respectively from Albay, Camarines Sur and . These numbers are expected to increase with incoming reports from Camarines Norte, Catanduanes and Sorsogon.

DPWH with support from LGUs had on-going road clearing operations particularly in isolated areas. Meanwhile, assessment and restoration of damaged electrical lines and water lines are also being prioritized. Telecommunications service providers are also restoring damaged communication lines in many affected areas.

The Department of Education Albay Division had provided an initial report of their affected schools, particularly those that were used as evacuation centers. In other school divisions, the conduct of damage and needs assessments are still ongoing. To date, classes remain suspended.

Many local government units had been very responsive from hazard monitoring, cancellation of work and classes, pre-emptive and assisted evacuation, camp management, provision of initial assistance and decampment of affected population. Many families that remain in evacuation centers have major or totally damaged houses, or those from areas that are still flooded or inaccessible.

Overview of EDUCO Response:

As early as November 29, EDUCO had been on alert level due to the forecasted Bicol track of Tisoy. It activated its Emergency Response Team (ERT), including program/project and support staff to be ready for possible deployment in areas to be affected by Tisoy. Today, 4 ER teams (15 persons) were deployed for the conduct of rapid assessment and data gathering in parts of Sorsogon, Albay and Camarines Sur. With Typhoon left a trail of destruction in Dancalan shore in Sorsogon, December 4, 2019 coordination meeting and joint rapid assessment still to commence, EDUCO ERTs conducted initial rapid needs assessment in its program/project areas and partner LGUs and schools, while also coordinating with government agencies such as the DSWD, Department of Education, and Office of Civil Defense.

EDUCO teams reached and gathered initial reports from the provincial/municipal LGUs of Sorsogon, Castilla, Pilar, Donsol, Nabua, Bato, Tiwi, Libon, Manito, Virac and Caramoran while field assessments were done to at least 9 schools and evacuation centers. One team attended the Sorsogon PDRRM full council meeting held in today.

Summarizing observations and reports provided by the assessment teams:

• Families in the evacuation centers are those with totally damaged houses • Evacuation centers visited have no proper sanitation facilities • Evacuees were cooking outside the classrooms since there were no communal kitchens established in the evacuation centers • A female child from Dao, Pilar, Sorsogon shared that her family needs clothing since most of their belongings were lost due to the storm surge that hit their house

Next steps/Recommendation

EDUCO will be participating in the coordination meeting to be led by OCHA on December 5, 2019- 12 noon; as well as in the joint rapid assessments that will be conducted by humanitarian clusters, particularly in Education, Child Protection (sub-cluster) and Emergency Telecommunications, if necessary. Depending on the needs, gaps and opportunities for resource mobilization, EDUCO will also join other clusters.

It will also continue the close coordination with ChildFund and ChildFund Japan, for possible collaboration in future undertakings.

ERTs will also continue to monitor the situation of affected children and learners in its program/project areas. It will continue the conduct of rapid needs assessment, particularly in hard-hit areas that have not yet been reached. For its Child Centered DRRM project areas, EDUCO will monitor the effectiveness of its capacity building activities for LGUs and schools, for knowledge management and enhancement of its ongoing activities and strategies.

EDUCO’s priority areas and interventions will be determined by the results of joint rapid assessments and coordination with partner government agencies, LGUs and other humanitarian organizations.
