Timothy Ray is the Director of Global Power Programs in the Office of the Assistant Secretary of the Air Force for Acquisition, Headquarters U.S. Air Force, Washington, D.C. He is responsible for the directing, planning and programming of 159 Air Force, joint service and international programs with a $10 billion annual budget. General Ray received his commission from the U.S. Air Force Academy in 1985. He completed undergraduate pilot training and has held operational flying assignments in the T-38 and B- 52, serving as an instructor, evaluator pilot and squadron commander. He has also flown the B-1 and commanded the 7th Bomb Wing at Dyess Air Force Base, Texas. General Ray had various staff assignments at the major command, Headquarters U.S. Air Force and combatant command levels, as well as served as Commanding General, NATO Air Training Command – Afghanistan, NATO Training Mission – Afghanistan/Combined Security Transition Command – Afghanistan; and Commander, 438th Air Expeditionary Wing, Kabul, Afghanistan. Prior to his current assignment, he was Director, Operational Planning, Policy and Strategy, Deputy Chief of Staff, Operations, Plans and Requirements, Headquarters U.S. Air Force, Washington, D.C. EXECUTIVE SUMMARY S.1 PURPOSE AND NEED This Historic Building Inventory and Evaluation Report was undertaken by the US Air Force, Headquarters, Air Force Center for Environmental Excellence (AFCEE) in conjunction with the disposal and reuse of General Mitchell International Airport (IAP) Air Reserve Station (ARS) in the City of Milwaukee, Milwaukee County, Wisconsin. General Mitchell IAP ARS occupies a 102-acre tract located at the southwest corner of General Mitchell IAP, the principal airport in the City of Milwaukee. The transfer of the property is being undertaken in accordance with the federal Defense Base Closure and Realignment Act (DBCRA) of 1990, commonly known as Base Realignment and Closure (BRAC). In 2005, General Mitchell IAP ARS was selected for closure through the BRAC process, and it is anticipated that the installation will close in 2008 (Mehring, August 8, 2006; Guenther, pers. comm., March 15, 2007). The purpose of this report is to identify potentially significant historic architectural resources in the area of potential effect (APE) in accordance with Section 106 of the National Historic Preservation Act (NHPA) (16 USC 470f). Under Section 106 of NHPA, codified as 36 Code of Federal Regulations (CFR) Part 800-Protection of Historic Properties, prior to execution of an undertaking, including transfer of property out of federal hands, the federal agency, in this case AFCEE, is required to consider the undertaking’s impact on any district, site, building, structure or object that is listed in or eligible for listing in the National Register of Historic Places (National Register). -

After looking at locations in Florida, Wilbur came to Montgomery, Alabama in February 1910 and decided to open the nation’s first civilian flying school on an old cotton plantation near Montgomery that subsequently become Maxwell Air Force Base (AFB). -

Walker,5 and Steve Wurth6 Lockheed Martin Aeronautics Company, Fort Worth, TX, 76109, United States of America The Lockheed Martin F-35 Lightning II incorporates many significant technological enhancements derived from predecessor development programs. The X-35 concept demonstrator program incorporated some that were deemed critical to establish the technical credibility and readiness to enter the System Development and Demonstration (SDD) program. Key among them were the elements of the F-35B short takeoff and vertical landing propulsion system using the revolutionary shaft-driven LiftFan® system. However, due to X- 35 schedule constraints and technical risks, the incorporation of some technologies was deferred to the SDD program. This paper provides insight into several of the key air vehicle and propulsion systems technologies selected for incorporation into the F-35. It describes the transition from several highly successful technology development projects to their incorporation into the production aircraft. I. Hanover, USAF Department of Defense (DOD) Directive 3002.01E, Personnel Recovery in the Department of Defense, highlights personnel recovery (PR) as one of the DOD’s highest priorities. As an Air Force core function, PR has experienced tremendous success, having performed 9,000 joint/multinational combat saves in the last two years and having flown a total of 15,750 sorties since 11 September 2001. Despite this admirable record, the author contends that the declining readiness of aircraft and equipment as well as chronic staffing shortages prevents Air Force rescue from meeting the requirements of combatant commanders around the globe. To halt rescue’s decline, a numbered Air Force must represent this core function, there- by ensuring strong advocacy and adequate resources for this lifesaving, DOD-mandated function.
